    The tragedy is: this production could have occurred with much less risk with natural spawning left to the river where fish make their own decisions regarding spawning destination and time, and juveniles determine their own window for outmigration.  Instead these fish have been hi-jacked by the continued belief in hatcheries rather than the proven success story of wild fish recolonization for thousands of years and resulting diversity that hedges its bets against the whims of nature’s unpredictable events.  And we paid $16 million to create this Elwha hatchery fiasco plus further annual investments in taking fish from the river and subjecting them to the persistent belief in hatcheries that is counter to the science — further evidence of the tragic disconnect of science from policy, the latter continually driven by the politics of popular beliefs.

    Notice of Intent To Prepare a Supplemental Environmental Impact Statement [Federal Register: September 12, 2002 (Volume 67, Number 177)][Notices][Page 57834-57836]From the Federal Register Online via GPO Access [wais.access.gpo.gov][DOCID:fr12se02-94] SUMMARY: Pursuant to Section 102(2)(C) of the National Environmental Policy Act (42 U.S.C. 4321 et seq.), the U.S. Department of the Interior, National Park Service, and its cooperating agencies are undertaking a conservation planning and environmental impact analysis process intended to supplement the 1996 Elwha River Ecosystem Restoration Implementation final environmental impact statement (1996 EIS).

    Two dams, built in the early 1900s, block the river and limit anadromous fish to the lowest 4.9 river miles. The 1996 EIS is the second of two environmental impact statements that examined how best to restore the Elwha River ecosystem and native anadromous fishery in Olympic National Park. Dam removal was determined to be the preferred option for restoration, and the 1996 EIS also identified a desired suite of actions to remove the dams. As a step towards accomplishing these objectives, Congress directed purchase of the dams (which occurred in February 2000 for $29.5 million, as stipulated by Pub. L. 102-495). However, release of sediment from behind the dams would result in sometimes severe impacts to water quality or to the reliability of supply to downstream users during the dam removal impact period of about 3-5 years, which the 1996 EIS proposed mitigating through a series of specific measures (see below).

    Subsequently, new research and changes unrelated to the implementation project have emerged. Therefore, the primary purpose of this Supplemental EIS (SEIS) will be to identify and analyze potential impacts of a new set of water quality and supply related mitigation measures.

    Background     Elwha Dam was built in 1911, and Glines Canyon Dam in 1925, limiting anadromous fish to the lowest 4.9 miles of river (blocking access to more than 70 miles of Elwha River mainstream and tributary habitat). The two dams and their associated reservoirs have also inundated and degraded important riverine and terrestrial habitat and severely affected fisheries habitat through increased temperatures, reduced nutrients, reduced spawning gravels downstream, and other changes. Consequently, salmon and steelhead populations in the river have been considerably reduced or eliminated, and the river ecosystem within Olympic National Park significantly and adversely altered.

    In 1992, Congress enacted the Elwha River Ecosystem and Fisheries Restoration Act (PL 102-495) directing the Secretary of the Interior to fully restore the Elwha river ecosystem and native anadromous fisheries, while at the same time protecting users of the river’s water from adverse impacts associated with dam removal. The records of decision associated with this process indicated removal of both dams was needed to fully restore the ecosystem. However, impacts to water quality and supply will result from release of sediments, which have accumulated behind the dams.

    The 1996 EIS proposed and analyzed mitigation measures to protect water quality and ensure supply for each of the major downstream users. These users included the city of Port Angeles’ municipal and industrial consumers, the Lower Elwha Klallam Tribe’s fish hatchery, the state chinook salmon rearing channel, and the Dry Creek Water Association. Many private wells along the river could also be affected, but mitigation proposed for these users would remain substantially the same.    Currently, surface water from a rock fill diversion and intake pipe at river mile 3.3 supplies the city’s industrial clients and the state rearing channel. Mitigation to protect the city’s industrial customers described in the 1996 EIS included the installation of an infiltration gallery to collect water filtered from the riverbed and open-channel treatment with flocculants, chemicals and polymers during dam removal. The city’s municipal customers are supplied with a subsurface Ranney collector on the east-side of the river at river mile 2.8. To maintain water yield, the 1996 EIS [[Page 57835]] proposed a second Ranney collector be built on the river’s west-side, opposite the current collector. A temporary “package” treatment plant to filter water from the Ranney wells would have been operational during dam removal.

    The rearing channel would have been closed during dam removal and chinook production transferred to another state facility.    The tribal hatchery at river mile 1 will be central in protecting and producing Elwha anadromous fish for restoration following dam removal. Water for the hatchery is currently provided through wells and a shallow infiltration gallery. Measures described to protect hatchery water during dam removal included the expansion of the gallery to ensure supply and drilling of two new wells to provide clean groundwater for dilution.

    Dry Creek Water Association (DCWA) currently meets the needs of its members through groundwater wells. These wells would be subject to an increased frequency of flooding following dam removal, as well as increased sediment and mobilization of iron and manganese. The 1996 EIS analyzed two options for DCWA–connection to the city’s water distribution system, or providing additional protection from flooding for the existing DCWA system and treating on site with filtration and chlorination.

    Since December 1996 (when the most recent record of decision was signed), the U.S. Department of the Interior (including Bureau of Reclamation) and its cooperating agencies (including the U.S. Army Corps of Engineers and the Lower Elwha Klallam Tribe) have continued studying and refining elements of the selected alternative. As a result, they have found better solutions for protecting water quality and water supply during and following dam removal. In addition, changes in user needs have come about as a result of factors unrelated to the project.

    For example, chinook salmon and bull trout have both been listed as threatened since 1997, resulting in the requirement to keep the state rearing facility open during dam removal.

    Also, the city of Port Angeles must now meet new standards for the treatment of its municipal supplies. In addition, an industrial customer (Rayonier) which required very high quality water for its operation has since closed.    As a result of these and other changes, the agencies are pursuing an option of building permanent water treatment facilities with varying levels of treatment depending on the ultimate use of the water

    (for additional details, see Elwha River Water Quality Mitigation Project Planning Report at www.nps.gov/olym/elwha/home.htm).  The locations and types of diversions may also change because water collected from the city’s Ranney well is no longer considered to be purely groundwater, but is highly connected to the river and so must be treated as a surface supply.

    In addition, problems associated with subsurface intakes during the 3-5 year dam removal impact period may now outweigh the benefits. These problems include possible clogging and reduced yields, increased costs of providing flood protection, and increased environmental impacts associated with installing and maintaining subsurface structures in or very near the river. Sources of “true” groundwater, which are not so closely connected to the river have been investigated, but do not exist in the quantities required. This leaves surface water as a more attractive option. An alternative of replacing the existing intake structure will therefore be analyzed in the SEIS.

    Feasibility studies indicate surface water could be treated and used for the city’s industrial customer, in combination with well water for the state’s rearing facility and the Lower Elwha Klallam tribal hatchery, and as a backup for the city’s municipal customers. It may also be evaluated as an option to supply DCWA customers.

    The SEIS will also analyze changes unrelated to water quality mitigation where applicable. One of these changes is a re-evaluation of options to mitigate impacts to septic systems on the Lower Elwha Klallam Reservation. Many of the septic systems in the lower lying parts of the Reservation may become ineffective when the river level and associated groundwater table rises as a result of river channel aggradation following dam removal. Although the 1996 EIS examined a community mounding system, the number of residents living in the valley part of the Reservation has now increased. The SEIS will evaluate other options which are technically, economically, or environmentally preferable in light of these changes. At this time, the Tribe is considering a variety of options, including individual onsite systems with pressurized pumps, small group treatment options, offsite treatment by others, or combining with other valley residents (who would not be affected by dam removal) to create a community treatment system.

    Since the release of the 1996 EIS, two species of fish cited for restoration have been listed as threatened, and the NPS has worked with USFWS and NMFS staff to further address these species during and following dam removal. Keeping the rearing channel open for chinook salmon production and modifying road culverts within the park to provide access for bull trout to additional tributary habitat are examples of some of the additional actions that the SEIS will examine.

    Environmental Issues     Updated and additional information relevant to decision-making will be presented in the SEIS. In addition to the points summarized above, further detail has been added to the revegetation plan for the areas currently inundated by the reservoirs; thus, potential impacts of actions associated with such revegetation will be addressed. The 1996 EIS envisioned using one or more of nine solid waste disposal areas for rubble and other materials. Some of these may no longer be available, new sites might be added, or recycling of concrete may be economically preferable now.    Water quality or water supply mitigation issues that will be analyzed in the SEIS include impacts of rebuilding the existing rock diversion structure on riparian vegetation, wildlife, water quality and fish; land use related impacts of building permanent water treatment facilities, such as removal of vegetation and soil, use of heavy equipment to build the facilities and its impact on wildlife or visitors, and hazards of using chlorine and other chemicals required for treatment.    Other environmental issues not related to water quality or supply include providing access to Morse Creek and other tributaries for fisheries protection during dam removal, access to seed stock and protection of young plants in revegetating reservoir lands, changes in driving routes for trucks disposing of rubble, or noise of an onsite rubble crushing operation and its potential effects on wildlife and visitors.

Please limit comments to the proposal as described in this notice, since prior decisions to restore the ecosystem and anadromous fisheries through dam removal, and selection of the River Erosion alternative as the dam removal scenario, are beyond the scope of environmental impact analysis targeted in the SEIS. [[Page 57836]]

A 60-day public review of the Draft will be initiated upon its release, which at this time is expected in early 2003; then subsequently a Final will be prepared. Issuance of both documents will be announced via local and regional press, direct mailings, on the Web site noted above, and through the Federal Register.

    Frankie White Called me from Oregon yesterday. She owned one of the 134 INHOLDER private Elwha Recreational lots 25 years ago when it was destroyed by ONP. She called it the FLOOD.

    The NPS/ONP gave Frankie three choices on her private property.

    1. Sell you lot to us now for full appraised value.
    2. Sell it to us now, use it for 5 years and we will give you 1/2 of the appraised value.
    3. DO NOTHING and we will take it by immanent domain.

    The White family had enjoyed the ONP private Inholder campsite for 14 years.

    My Dad, George C. Rains Sr. told her not to sell, that the ONP could not take it.

    Their family did not have money to fight. They did not know HOW to fight the ONP.

    They were afraid, they didn’t know what to do, and they sold their site to ONP.

    Frankie said, “I cried and cried, BUT THE ONP LEFT US NO CHOICE, so we sold it to them”

    Jack Del Gussi, John H. Lewis and I created the finest recreational campground facilities the Elwha River has ever known. We subdivided and developed campsites with underground electric power, water system and good roads and restrooms.

    In the course of our development I noticed a small breach through a narrow strip of land on the south of the big island which is owned by the park. I could foresee a lot of damage if something was not done to protect our property below and the Olympic Hot Springs Road.

    I contacted Del Hur Industries to get an estimate on what it would cost to plug the breach and put a small rock dike to prevent further damage to our property and the road.

    After getting an estimate I contacted the park people and they would do nothing to help remedy the situation. I also offered to provide free of cost all rip rap from our rock quarry on Little River.

    The problem was ignored. Finally sometime later the river came up high enlarging the breach, washing out a section of the Olympic Hot Springs Road and cut a channel through our development and took out our bridge……

    To this day they have done nothing to remedy the threat and a good portion of our property was destroyed through their sheer negligence. The National Park has no respect  for private property rights and ownership.

    The sanctuary jurisdictions are listed below. These cities, counties, and states have laws, ordinances, regulations, resolutions, policies, or other practices that obstruct immigration enforcement and shield criminals from ICE — either by refusing to or prohibiting agencies from complying with ICE detainers, imposing unreasonable conditions on detainer acceptance, denying ICE access to interview incarcerated aliens, or otherwise impeding communication or information exchanges between their personnel and federal immigration officers.

    A detainer is the primary tool used by ICE to gain custody of criminal aliens for deportation. It is a notice to another law enforcement agency that ICE intends to assume custody of an alien and includes information on the alien’s previous criminal history, immigration violations, and potential threat to public safety or security.

    The Center’s last map update reflected listings in an ICE report published on March 20, 2017.

    Summary

    Pursuant to section 9(b) of Executive Order 13768, Enhancing Public Safety in the Interior of the United States, and section H of the Secretary of Homeland Security’s subsequent implementation memo,

    Enforcement of the Immigration Laws to Serve the National Interest, U.S. Immigration and Customs Enforcement (ICE) is making available for public release the non-Federal jurisdictions that release aliens from their custody, notwithstanding that such aliens are subject to a detainer or similar request for

    custody issued by ICE to that jurisdiction.

    For instances of such release, the report also includes the associated individual’s citizenship, detainer issued and declined dates, and notable criminal activity.

    ICE compiled this report based on jurisdictions with detainers that were recorded as declined

    between January 28, 2017, and February 3, 2017, regardless of detainer issuance date

    It should be noted that law enforcement agencies (LEA) do not generally advise ICE of when a detainer is not honored, and therefore this report represents declined detainers that ICE personnel have become aware of during their enforcement activities.

    A plan which is now in process of becoming federal policy ~ was hatched many years ago by two radical eco-freaks – Dave Forman the Earthfirst guy and Oregon State prof, Reed Noss.

    “It is a bold attempt to grope our way back to October 1492 and find a different trail, a trail overgrown and nearly forgotten” – Words of Dave Forman, founder of Earth First – and more recently, a director of The Sierra Club. He goes on to describe his intellectual child, The Wildlands Plan: “We seek wolf tracks rather than gold” . . “Return big, charismatic species such as buffalo, grizzly bears, elk, wolves, puma (otherwise known as cougars) to their pre-Columbian haunts.” These are words he used to describe his plan for America – about 20 years ago. At the time, it appeared to be just another crazy rant. Today, it is a shadow plan being stealthily realized by government fiat.
    He goes on: “a vast system of connected wilderness reserves that would crisscross the continent . These reserves would dwarf the largest national parks. Rather than build roads, laborers would remove existing ones, along with dams, power lines and other human-made structures. Planners would choose the reserve sites with plants and animals, not people , in mind, selecting them not for recreational opportunities, but for their ecological potential. Up to half the contiguous United States would be involved in a transformation whereby “islands” of civilization would be surrounded by wilderness tracts and corridors.”
    Note: since the animals would be connected, the people would not – except by air – and probably we would be forbidden to use airplanes, since they might disturb the animals.

    “We live for the day when grizzlies in Chihuahua have an unbroken connection to grizzlies in Alaska, when grey wolf populations are continuous from New Mexico to Greenland, when vast, unbroken forests and flowing plains again thrive and support pre-Columian populations of plants and animals”. So says Forman and co-author Reed Noss, prof at Oregon State in Corvallis, OR.

    “Our goal is to create a new political reality based on the needs of other species”, Forman. In 1492, Cholera, rabies, smallpox, yellow fever were rampant. Without modern medicine, industry, etc and with people stacked up in big city high rises, they would become rampant again.

    You can bet the half of the US to be converted to an animal park is the Western Half – not the Eastern. It starts with places such as the Olympic Peninsula of Washington State. Not too many people live here. It you destroy their livelihoods and industry, they will leave on their own.

    This is the philosophy behind the Elwha fiasco. Salmon is simply a word thrown in to get the backing of the public. But destroying the only spawning area for Elwha salmon certainly is not the way to enhance them. Forman’s dream is coming true. Do you like it?

    Government has already torn up many forest roads. Bureaucrats are working to deny people water, insist on huge “buffer zones” for most everything. They like to call it “science”. But it has all the earmarks of religion. Real science is that which you can prove. Unproven theories can just as easily be religion as science.

    For a dozen years bureaucrats working on unproven theories have denied us the use of a fabulous 70 acre piece of ground right next to the Port Angeles harbor. A few years ago, they denied us the valuable use of another large tract of waterfront property using the tribe as their excuse. The (so called) natives are simply immigrants who’s ancestors got here earlier than our European ancestors. Yet the WILD LANDS plan hints that maybe they will be allowed to stay in the great animal park to hunt with bow and arrow? I don’t think so. But, the idea is loaded with sentimentality – so they use it.

    One interesting and revealing clue about the true philosophy of modern “animal rights activists” is their selection of the species they attribute rights to. They are nearly all predators. Early settlers battled hugely against predators. Predators killed their livestock and sometimes people. To encourage people with the necessary skills and weapons, they put bounties on wolves and other predatory creatures. And I recall from my youth, men I knew who made their living off those bounties. Today, those bounties have been replaced with fines and/or imprisonment if you do kill predators. All of that helps to discourage folks from living in the country and eliminates attractive species (deer, elk, mountain goats, etc)

    I have video that shows salmon runs in the Elwha were excellent 50 years after the dams were built. Also video of the gorgeous Trumpeter Swans which visit the Elwha each winter – but not again after this coming one, and video showing the disgusting landscape and air full of rock dust when the upper lake was drawn down by only 10% back in the 90s.     So sorry to hear this Karl. I never had the privilege of meeting Marv in person. Only through our digital communications with the group. His input and views have always been very enlightening to me as with yours and Pearls. Learned a lot, laughed a lot and shook my head even more so, in agreement. Surely I will keep his memory with me. His cyber friendship to all of us, though so brief, is worth a page in our book of life.  We lost another good patriot, our neighbor Debra Perry, also on the 20th,  who served as our republican district caucus leader for years. God gained two true souls that day, who while on earth touched ours.It’s never to late to thank Marv for his friendship and goodwill.  Spirits are a powerful energy. Isn’t that what Marv left us all with? The powerful energy of his spirit to carry on? and believe in those dreams and in ourselves? We can thank him everyday for that spirit of friendship, to carry on. Next time I feel like giving up, I will think of Marv, his love for our country, of life and how he never gave up. He kept his faith.

    Clallam County, WA – In 1992, Congress decreed that the Elwha River must be restored. While everything else in the bill was defined, they never got around to saying what it should be “restored” to. Since nobody knows what it was in pre-settlement days, the “what” has been left up to the bureaucrats. In the intervening 18 years, they have decided that the great salmon runs of the past must be restored. However, their planning does not seem to reach to anything in the ocean and blithely ignores the fact that most of the salmon do not return because they are being caught in the ocean anywhere from Siberia to Alaska to Canada to the US straits of Juan de Fuca, not only by commercial fishermen of the world, but by a huge army of US-protected sea lions, seals and other fish-eating birds and mammals.

    They have focused on the two power dams built in the early 20th century without fish ladders. Now there is no question that leaving out the fish ladders was a big mistake (they substituted a hatchery for the legal requirement for a fish ladder, with the approval of the state legislature). However, it was a mistake that could have been corrected at any time – even now. Environmental groups – Sierra Club, Earth First, and others have consistently blocked any effort to build those fish ladders, insisting on removing the dams, so now the government has bought the dams, including about 900 acres of good timber with plans to destroy those dams and the lakes they have created – in 2012. (Evidently it has taken 20 years to figure out “how”.)

    It appears the real problem is that one of those two dams in located inside the Olympic National Park (ONP). It is a big man-made structure that has created a beautiful lake (Mills) that is home to a great variety of waterfowl, water mammals and FISH. But, park people do not like anything man-made (except money).

    That dam was built in 1927, long before the ONP became a national park, by a group of local entrepreneurs headed up by Thomas Aldwell . The same group built the first dam about five miles up from the river mouth in 1910-13. Those two dams produced the first electricity for the city of Port Angeles and the local mills. During World War I, the first dam produced electricity to run the Bremerton Navy yard. As time has gone by, the local demand for electricity has exceeded the output of the two dams, so a power line from Bonneville (built in the 1930s) supplies Port Angeles and the dams’ power goes exclusively to the Daishowa paper mill.

    Just removing the dams won’t do. When the first dam was built, qualified engineering was hard to come by on this peninsula (1910). They built a huge concrete block but failed to get is properly secured to the river bed. When they closed the gates and filled up the lake, the full pressure of 100 feet of water, pushed the river right under the dam. This project was one which the dam owners had everything invested in and they were desperate. They set off a huge blast of dynamite in the rock cliffs on each of the side of the river, blowing rock down into the river bed and filling in about 75 feet behind the dam.

    When the dam is removed, there will still be a 75 foot rock and fill dam that goes back at least 100 yards from the concrete dam. That will have to be removed if salmon are to ascend the river. That will involve diverting the flow (you can’t operate heavy construction equipment in a flowing river and a salmon can’t jump 75 feet).
    Original cost estimate was $329 million 1992 dollars

    Ever hear of a big government project with vague parameters that cost less than the original estimate? That’s at least half a billion in today’s dollars.

    Loss of waterfowl and mammals

    Elwha lakes are heavily used by waterfowl (about 20 different species) and water mammals such as beaver, according to a survey of waterfowl  done (at your expense) by Martha Jordan, secretary of the Trumpeter Swan Society and an honest scientist. Somehow, that survey got carefully left out of the government’s Environmental Impact Statement.

    20+ million cubic yards of gunk

    The deluge of detritus released by removal of the lower dam will inundate the river below the dam with an average of six feet of gunk (per the government’s own scientific report). That is the only spawning ground for the fabulous Elwha Chinook – a distinct sub- species. A salmon hatchery has been built in another stream to hatch Elwha Chinook to replace the sub-species that will be destroyed. But, a government report, bearing the name of “Winter” (Brian Winter – chief of the government Dam destruction team?) written before the project was hatched, warns that this tactic may not work and an entire population should not be destroyed in anticipation that it will.

    It is also highly questionable if the salmon hatched in another stream will somehow know they are Elwha salmon. Nobody knows the mechanism or timing for a salmon being imprinted with his/her native stream.

    Why not just build a fish ladder and allow them to go on up?

    $27 Million Dollar “ Deal

    The government bought the dams and 900 acres of good timber for the bargain price of $27,000,000. They did so with the threat that if the owner didn’t sell, they would be forced to remove the dams at their own expense. I have it on what I consider good authority that the power produced by the dams earned the owners a nine million dollar profit in the last year they owned them. That extortion generated profit now goes to the National Park Service (NPS).  That profit may be the number one reason that removal has been delayed year-by-year now for about 12 years.

    Why does the Audubon Society and other groups calling themselves “environmental”  support this fiasco?

    Reliable reports indicate spotted owls nest in the area.

    The cost to salmon

    The Elwha dams, unlike most hydro-electric dams, are operated on a “run of the river” basis. That is, they are normally run in such a fashion that the outflow is as nearly as possible identical to the inflow – giving the lakes a normal water level. However, in dry summers, extra water is spilled to help the salmon runs. When the dams are out, where will this extra water come from?

    The dams produce an average of 19 megawatts of electrical power. They do this with nearly century old equipment. With modern equipment, they could produce much more.

    Cost may include someone’s well

    Bottom pressure on Lake Mills is in excess of 8700 lbs per square foot. Geologic maps show a fault line running diagonally across the lake. Logic says this amount of pressure is forcing water into the fault and then into an acquifer. Who’s well will go dry when the lake is drained?

    The magnificent claims by the dam buster group that 400,000 salmon will return to the Elwha after the dams are removed, consists primarily of pink and chum salmon.   These fish do not rear in a river. They just hatch out and drift down to salt water. Hence they can be hatched in any stream and do not need the Elwha’s resources.  .  .  .  .  .JMC

    Replacing the  Elwha River Bridge is a “Federal” top down government issue.

    I emailed my Mar 9, 2017 comment to the elected that should be concerned?   And others that are genuinely concerned.

    WSDOT is working now on (option #7)  bridge design, environmental issues, land acquisition, permitting and programming. MAR 3, 2017.

    WSDOT is ONLY planning the “Transportation” future of Clallam County’s  lifeline of highway 101.

    I saw the new proposed option #7 bridge design on Mar 7, 2017, and I immediately saw the possibilities for CLALLAM COUNTY’S ECONOMIC  FUTURE LIFELINE OF TOURISM.

    The bad news  on Mar 7, 2017?  I was informed that  there has been NO planning, cooperation or coordination between WSDOT and Clallam County elected officials on the New Elwha Bridge. period

    Someone suggested that I go to a Commissioners meeting, and give them my two (2) minutes worth.

    This is not a bottom up government issue, this is a top down government issue.

    “Planning is bringing the future into the present so that you can do something about it now.”

    So as a concerned Clallam County citizen I posted this on my website.

    WA State elected Reps Steve Tharinger, Kevin Van DeWege, and Mike Chapman.

    Clallam County elected Commissioners, Mark Mosias, Bill Peach and Randy Johnson, and, elected DCD director Mary Ellen Winborn.

    I sent it to WSDOT as a public comment

    I sent it  ONP Brian Winters project manager for the Dam Removals. As an informed Clallam County citizen there is also the issue of Federal accountability, responsibility, restoration for the irreparable destruction of the bridge caused by the removal of the Elwha River Dams and the tribes manmade log jams upriver from the bridge.

    A DAM TRAGEDY THE ELWHA RIVER BRIDGE

    The feds removed the Elwha River Dams. The Tribes got what they wanted for the fish, the Feds financed the removal of the Elwha River Dams with citizens taxpayer money. When the feds removed the dams, the citizens of Clallam County were the biggest losers. Citizens  lost their clean inexpensive hydro electric power producing dams, flood protection, and water storage for drought.

    The tribes were allowed by the feds to install huge manmade log jams for the fish on the Elwha River inside the Olympic National Park.

    During subsequent  flooding events, Nov 17, 2015, a devastating flood event occurred, the 300,000 public tourists and  private land Inholders  access road to Olympic National Park was lost, Gated by the ONP.

    During subsequent  flooding events the huge logs from the tribes manmade log jams became battering rams that destroyed public and Inholder campground recreational facilities. And, eventually battered and destroyed the Elwha River Bridge.

    Restitution from  the federal government to the citizens of Clallam County for the financial loss incurred by the removal of the Elwha River Dams, is long overdue.

     March 7, 2017  After looking at the WSDOT plans for the New Elwha Bridge and the  importance of Norm’s Resort property plus the WDFW boat launch property combined is nearly 50 acres of previously developed recreational land.

    The importance to the citizens of Clallam County, the economic necessity for tourism, Indeed, the possibilities and opportunity for a Clallam County rest stop, picnic area, a river walk on both sides of the Elwha River, that could provide another new Clallam County Recreational Park.

    The Highway 112  The Elwha River Trail bridge.   This segment of ODT starts with a crossing of the Elwha River on a new 586 ft trail bridge suspended 70 ft above the river underneath the auto deck. with views of the river and flood plain below.

    The New Elwha Bridge and Norm’s Resort

    Who’s Norm?  What’s he got to do with it?

    IN 1979  Norm’s Resort on the Elwha River gave free public recreational access on ten or more acres of private land.

    Norm’s Resort  was at the intersection of the Highway 101 Elwha River Bridge and the defunct Olympic Hot Springs Road.

    As a  witness with living memory of what Norm’s Resort provided to our community

    Norm’s Resort provided “we the people”  and tourists with free public access,  a peaceful walk on the banks of the Elwha River under towering trees, fishing holes to fish in, a store, cabins, picnic area and rental boats.

    What a store it was… a very public establishment with very friendly people, food, snacks and then there was the fishing tackle.

    How do I know all this stuff about NORM’S RESORT?  because it was personal.

    In 1979, my two teenage sons and i spent an entire summer at our family Elwha River. “Inholders” recreational property inside the Olympic National Park,  accessed using the Olympic Hot Springs Road.

    The boys spent half of their time fly fishing, and the other half of their time walking 3 miles on the Olympic Hot Springs Road (one way) down to NORM’S RESORT to replenish their mosquito flies.

    The old guys met, drank coffee, socialized and even spent their time to teach my boys how to play “Ship Captain and Crew”

    NORM’S RESORT  was the go to Place. And it was very busy.

    Got tourists? Need fishing gear? Got milk? Need groceries?

    Indeed, in 1979 Clallam County had millions of tourist and our city and county flourished.

    Later in the early 1980’s, Norm’s Resort provided their  boats to the Clallam County  Law Enforcement Explorer Post.( LEEP’S)  for search and rescue.

    A drunk driver missed the curve at the Elwha River bridge on highway 101.

    Directly in front of NORM’S RESORT, the truck flipped upside down as it plunged into the river

    A  young woman was thrown from the truck and missing in the Elwha River.

    The response was Clallam County search and rescue, the Sheriff’s Dept. dive team, Reserve’s and The Law Enforcement Explorer Post.( LEEP’S) and an advisor (Pearl Hewett).

    NORM volunteered his small rental row boats to The Law Enforcement Explorer Post.

    ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) so they could search for young woman.

    The Sheriff’s Dept. dive team gave up their search and left.

    With due diligence and perseverance the  ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) continued the search up and down the river in the NORM’S RESORT small rental row boats.

    That afternoon a 14 year old member of the LEEP and an advisor (Pearl Hewett) found  the body of the young woman, pinned underwater in a log jam, on an island in the middle of the Elwha River.

    (I could stop at this point)

    But, I won’t…. It was a traumatic incident for both the 14 year old and myself.

    Our boat came to rest in the log jam directly over her body, her lost wooden clog was above her,  an unbearable  view of her.  The 14 year old boy jumped up to get out of the boat, I made him sit down, he said he was going to be sick.

    The Elwha River was roaring so loudly it took us over a half an hour of yelling to attract the attention of someone one the east bank. (no cell phones back then)

    Using hand gestures we indicated that we had found her body.

    We sat in the boat and waited. while another teenage  LEEP ran up to Norm’s store and called the Sheriffs Dept.

    We sat in the boat and waited  until the Sheriff Dept Dive team arrived.

    We sat in the boat and watched as the Dive team tied off her body so it would not  be washed downstream.

    We sat in the boat and watched as she was pulled across the river and laid face down in a sheriff’s Dept. boat.

    Traumatic? face down? because rigor had her knees bent and set at a 90 degree angle ….and the purple socks she was wearing….

    THE PDN REPORTED on the incident

    WITH NO MENTION OF THE PART THE TEENAGE  LAW ENFORCEMENT EXPLORER POST.( LEEP’S) PLAYED in finding and recovering.

    Indeed, the destruction of NORM’S RESORT is personal.

    AND NOW 2017 ?  use the same worst case scenario?

    A drowning recovery on the Elwha River without Norm’s Resort and his small rental boats?

    The public overwhelmingly told DOT it should replace the bridge and put it on a new alignment. The cities of Forks and Port Angeles, Clallam County and the Port of Port Angeles also urged DOT to build on a new alignment.

    DOT is working now on bridge design, environmental issues, land acquisition, permitting and programming, Wynands said.

    He said the hope is DOT will acquire funding during this legislative session. DOT has submitted its budget and requested about $29.5 million, he said.

    WHAT DOES THE FIVE EYES, (AKA PRISM) AGREEMENT SAY?

    Despite being nearly 70 years old, very little is known about the alliance and the agreements that bind them. While the existence of the agreement has been noted in history books and references are often made to it as part of reporting on the intelligence agencies, there is little knowledge or understanding outside the services themselves of exactly what the arrangement comprises.

    Even within the governments of the respective countries, which the intelligence agencies are meant to serve, there has historically been little appreciation for the extent of the arrangement. In fact, it is so secretive that the Australian prime minister reportedly wasn’t informed of its existence until 1973 and no government officially acknowledged the arrangement by name until 1999. Few documents have been released detailing the Five Eyes surveillance arrangement.     Here’s what we do know: under the agreement interception, collection, acquisition, analysis, and decryption is conducted by each of the State parties in their respective parts of the globe, and all intelligence information is shared by default. The agreement is wide in scope and establishes jointly-run operations centres where operatives from multiple intelligence agencies of the Five Eyes States work alongside each other.

    Further, tasks are divided between SIGINT agencies, ensuring that the Five Eyes alliance is far more than a set of principles of collaboration. The level of cooperation under the agreement is so complete that the national product is often indistinguishable.

    WHAT’S THE EXTENT OF FIVE EYES COLLABORATION?

    Together the Five Eyes collaborated and developed specific technical programmes of collection and analysis. One senior member of Britain’s intelligence community said “WHEN YOU GET A GCHQ PASS IT GIVES YOU ACCESS TO THE NSA TOO. YOU CAN WALK INTO THE NSA AND FIND GCHQ STAFF HOLDING SENIOR MANAGEMENT POSITIONS, AND VICE VERSA. When the NSA has a piece of intelligence, it will very often ask GCHQ for a second opinion. There have been ups and downs over the years, of course. But in general, the NSA and GCHQ are extremely close allies. They rely on each other.”

    The close relationship between the five States is also evidenced by documents recently released by Edward Snowden. Almost all of the documents include the classification

    “TOP SECRET//COMINT//REL TO USA, AUS, CAN, GBR, NZL”

    or “TOP SECRET//COMINT//REL TO USA, FVEY.”

    THESE CLASSIFICATION MARKINGS INDICATE THE MATERIAL IS TOP-SECRET COMMUNICATIONS INTELLIGENCE (AKA SIGINT) MATERIAL THAT CAN BE RELEASED TO THE US, AUSTRALIA, CANADA, UNITED KINGDOM AND NEW ZEALAND.

    THE PURPOSE OF THE REL TO IS TO IDENTIFY CLASSIFIED INFORMATION THAT A PARTY HAS PREDETERMINED TO BE RELEASABLE (OR HAS ALREADY BEEN RELEASED) THROUGH ESTABLISHED FOREIGN DISCLOSURE PROCEDURES AND CHANNELS, TO A FOREIGN COUNTRY OR INTERNATIONAL ORGANISATION.

    The level of co-operation under the UKUSA agreement is so complete that “the national product is often indistinguishable.”

    Another former British spy has said THAT “[C]OOPERATION BETWEEN THE TWO COUNTRIES, PARTICULARLY, IN SIGINT, IS SO CLOSE THAT IT BECOMES VERY DIFFICULT TO KNOW WHO IS DOING WHAT […] IT’S JUST ORGANIZATIONAL MESS.”

    Despite rumours of a “no-spy pact”, there is no prohibition on intelligence-gathering by Five Eyes States on the citizens or residents of other Five Eyes States, although there is a general understanding that citizens will not be directly targeted and where communications are incidentally intercepted there will be an effort to minimize the use and analysis of such communications by the intercepting State.

    The possibilities are endless

    March 7, 2017  After looking at the 2017 plans for the new Elwha bridge, I immediately saw the possibilities and an opportunity for a Clallam County rest stop on the Norm’s Resort Property on High Way 101 next to the Elwha River.

    Who’s Norm?  What’s he got to do with it?

    In 1979  Norm’s  privately owned resort gave local citizens and tourists  FREE recreational access to 10 or more acres of private land on the bank of the Elwha River. It was great, FREE public access with a  long dirt trail for walking beside the river, free fishing,  and rental boats.

    At some point in time the Norm’s Resort property of 10 or more acres was acquired by the  government and bull dozed flat.

    With the replacement of the Elwha River bridge by WSDOT  at an estimated cost of  $18 to $25 million dollar, the opportunity and possibilities for Clallam County recreational use are endless.

    Why stop with just a Clallam County rest stop on the Norm’s Resort Property? Why not add free public recreational access a walking trail and picnic area?

    WSDOT will be tearing up the entire intersection of Highway 101 and Olympic Hot Springs Road. WSDOT will be required to do  and pay for restoration on the entire disturbed area.

    Clallam County has a history of success with the rest stop area East of Port Angeles on Highway 101.

    AND, Clallam County has a history of success, rated at four and a half stars.

     Why stop with a rest stop, walking trail and picnic area on the Elwha River?

    The possibilities and opportunity for Clallam County on nearly 50 acres previously developed recreational land are endless.

    According to the Clallam County Planning Dept map, there are nearly fifty acres (50)   of previously owned developed, public recreational land located in Clallam County. It is now owned by U.S.A. It includes the Norm’s Resort property on the East side of the Elwha River and a much larger piece of land on the West side, a Public boat launch owned by WA State,  that had locked out citizens  because of the removal of the Elwha River Dams.

    At some point in time, “THEY” combined the nearly  fifty acres of  public recreational land into one parcel  number in Clallam County.

    At some point in time  it ended up being owned by the U.S.A.  in GOVERNMENT LIMBO LAND, with four options.

    OPTION ONE (1) GIVE IT TO THE OLYMPIC NATIONAL PARK?

    The ONP has a track record  of failure, massive wash out Nov 17, 2015, Olympic Hot Springs Road emergency repairs? $4 million and they can’t even keep the road open for the gateway to the Olympics public trail access or their public view point. The National Park Service (NPS) has a $12,000,000,000.00 billion dollar backlog in maintenance.

    OPTION TWO (2) GIVE IT TO WA STATE?

    What would they do with  it?

    WA State can’t even figure out how to fund basic education.

    OPTION THREE  (3) GIVE IT TO THE TRIBES?

    The Tribes already have their fair share of tribal access on the Elwha River.

    The Clallam County, local citizens and tourists have,  FOR THE MOST PART, ZERO PUBLIC ACCESS AND ZERO PUBLIC RECREATIONAL LAND ON THE ELWHA RIVER.

    LIMBO LAND OPTION FOUR (4) GIVE IT TO OTHER.

    I am formally submitting this option four (4) request  to our Clallam county elected officials Commissioners, Bill Peach, Randy Johnson and Mark Mozias, and DCD Mary Ellen Winborn. for their review and consideration including the Road Dept. Ross Tyler P.E. and the Parks Dept.

    Clallam County has a very long history of success providing  “USER FRIENDLY” public access for local and tourist recreational facilities.

    It is submitted, based on its merit for public access and recreational opportunity  for local citizens  and Clallam Counties economic tourism value. The estimated number of tourist visiting Clallam County every year is 300,000.

    I am also sending this email to WSDOT to start the formal dialogue for coordination between Clallam County and the State of WA, in the best interest of U.S.A. everyone.
