    Marv Chastian – Back to 1492

    A plan which is now in process of becoming federal policy ~ was hatched many years ago by two radical eco-freaks – Dave Forman the Earthfirst guy and Oregon State prof, Reed Noss.

    “It is a bold attempt to grope our way back to October 1492 and find a different trail, a trail overgrown and nearly forgotten” – Words of Dave Forman, founder of Earth First – and more recently, a director of The Sierra Club. He goes on to describe his intellectual child, The Wildlands Plan: “We seek wolf tracks rather than gold” . . “Return big, charismatic species such as buffalo, grizzly bears, elk, wolves, puma (otherwise known as cougars) to their pre-Columbian haunts.” These are words he used to describe his plan for America – about 20 years ago. At the time, it appeared to be just another crazy rant. Today, it is a shadow plan being stealthily realized by government fiat.
    He goes on: “a vast system of connected wilderness reserves that would crisscross the continent . These reserves would dwarf the largest national parks. Rather than build roads, laborers would remove existing ones, along with dams, power lines and other human-made structures. Planners would choose the reserve sites with plants and animals, not people , in mind, selecting them not for recreational opportunities, but for their ecological potential. Up to half the contiguous United States would be involved in a transformation whereby “islands” of civilization would be surrounded by wilderness tracts and corridors.”
    Note: since the animals would be connected, the people would not – except by air – and probably we would be forbidden to use airplanes, since they might disturb the animals.

    “We live for the day when grizzlies in Chihuahua have an unbroken connection to grizzlies in Alaska, when grey wolf populations are continuous from New Mexico to Greenland, when vast, unbroken forests and flowing plains again thrive and support pre-Columian populations of plants and animals”. So says Forman and co-author Reed Noss, prof at Oregon State in Corvallis, OR.

    “Our goal is to create a new political reality based on the needs of other species”, Forman. In 1492, Cholera, rabies, smallpox, yellow fever were rampant. Without modern medicine, industry, etc and with people stacked up in big city high rises, they would become rampant again.

    You can bet the half of the US to be converted to an animal park is the Western Half – not the Eastern. It starts with places such as the Olympic Peninsula of Washington State. Not too many people live here. It you destroy their livelihoods and industry, they will leave on their own.

    This is the philosophy behind the Elwha fiasco. Salmon is simply a word thrown in to get the backing of the public. But destroying the only spawning area for Elwha salmon certainly is not the way to enhance them. Forman’s dream is coming true. Do you like it?

    Government has already torn up many forest roads. Bureaucrats are working to deny people water, insist on huge “buffer zones” for most everything. They like to call it “science”. But it has all the earmarks of religion. Real science is that which you can prove. Unproven theories can just as easily be religion as science.

    For a dozen years bureaucrats working on unproven theories have denied us the use of a fabulous 70 acre piece of ground right next to the Port Angeles harbor. A few years ago, they denied us the valuable use of another large tract of waterfront property using the tribe as their excuse. The (so called) natives are simply immigrants who’s ancestors got here earlier than our European ancestors. Yet the WILD LANDS plan hints that maybe they will be allowed to stay in the great animal park to hunt with bow and arrow? I don’t think so. But, the idea is loaded with sentimentality – so they use it.

    One interesting and revealing clue about the true philosophy of modern “animal rights activists” is their selection of the species they attribute rights to. They are nearly all predators. Early settlers battled hugely against predators. Predators killed their livestock and sometimes people. To encourage people with the necessary skills and weapons, they put bounties on wolves and other predatory creatures. And I recall from my youth, men I knew who made their living off those bounties. Today, those bounties have been replaced with fines and/or imprisonment if you do kill predators. All of that helps to discourage folks from living in the country and eliminates attractive species (deer, elk, mountain goats, etc)

    I have video that shows salmon runs in the Elwha were excellent 50 years after the dams were built. Also video of the gorgeous Trumpeter Swans which visit the Elwha each winter – but not again after this coming one, and video showing the disgusting landscape and air full of rock dust when the upper lake was drawn down by only 10% back in the 90s.     OLYMPIC NATIONAL PARK — The Elwha River flexed its new muscles during the most recent round of storms and severely damaged Olympic Hot Springs Road and effectively buried a campground in silt.

    When the water receded, Olympic National Park officials discovered the water had washed out a 60-foot-long section of Olympic Hot Springs Road, and much of Elwha Campground had nearly disappeared under more than a foot of silt and debris, Barb Maynes, spokeswoman for the park, had said over the weekend.

    “Other areas in the [Elwha] valley have seen damage — extensive damage,” Maynes said.

    Maynes said there is no established timeline yet for repairs or reopening damaged Elwha roads and campgrounds.

    On Dec. 20, 2016, WSDOT announced that Alternatives 1-4 had been removed from further consideration. Alternatives 5, 6 and 7 are continuing to be evaluated based on public input, funding availability, environmental considerations, the condition of the existing bridge and detour routes, real estate requirements, and other factors.

    Historical Timeline of Events:
    1913 – Elwha Dam was built
    1926 – The US 101 Elwha River Bridge was built
    1927 – Glines Canyon Dam was built
    1954 – US 101 Elwha River Bridge was widened from a 20-foot bridge to 28 feet

    OCT 20, 2016  PORT ANGELES, Wash. — Officials say the U.S. Highway 101 bridge over the Elwha River could need replacement or retrofitting

    NOW THAT TWO DAMS HAVE BEEN REMOVED.

    The Peninsula Daily News reports that THE NOW-WILD RIVER is eroding the riverbed under the bridge. When state Department of Transportation crews drilled bore samples earlier this month, they learned that the bridge’s two piers sit atop gravel — not bedrock, as they had hoped.

    The bridge was built in 1926, after the Glines Canyon and Elwha dams were constructed. With THE DAMS REMOVED AS PART OF A $325 MILLION NATIONAL PARK SERVICE PROJECT TO RESTORE THE ELWHA RIVER TO ITS WILD STATE, the state has placed boulders at the base of the piers to stem erosion. But that’s just a short term fix.

    The DOT says the bridge remains safe to drive on. EXPERTS ARE MONITORING it closely to detect any movement.

    Preventive measures
    The increased water flow resulting from two dams being removed from the river have caused much material to wash downstream. Since 2012, the riverbed at the bridge has lowered 14 feet.

    The lowered riverbed revealed the piers’ seals, promoting WSDOT to do borings to verify the depth of the foundations. The borings, done in October 2016, revealed that the foundations are on gravel, not bedrock. This finding was in contrast to what the original 1926 engineering plans showed. As a result, WSDOT immediately installed over 3,300 tons of riprap (large boulders) around both piers to help prevent further erosion. Additional monitoring using tilt meters, crack meters, water flow meters, surveys and visual observations are also taking place.

    The End Result
    WSDOT is exploring several options to keep traffic moving around the Olympic Peninsula. We believe that a reliable US 101 crossing over the Elwha River is vital to the well-being of the communities on the Olympic Peninsula. To that end, we have removed Alternatives 1, 2, and 3 (options that did not include a bridge) from further consideration because they do not meet that need. Additionally, we have removed Alternative 4 (retrofitting the existing bridge) as a long-term solution due to the 90-year-old age of the structure.

    We are still evaluating the three remaining options that include building a new bridge using three different approaches. We do not have a firm timeline for a decision, but are moving forward aggressively.

    Map released in support of Wild Olympics campaign; two outdoor retailers touting Peninsula’s nature, recreation

    Two popular outdoor clothing retailers are encouraging their customers to visit the Olympic Peninsula and support the Wild Olympics campaign.

    REI and Patagonia are promoting the Wild Olympics campaign at REI Seattle and online, encouraging customers to experience the diverse nature and outdoor recreation available on the North Olympic Peninsula.

    THE CAMPAIGN SUPPORTS THE PROPOSED WILD OLYMPICS WILDERNESS AND WILD & SCENIC RIVERS ACT, WHICH WAS REINTRODUCED LAST YEAR BY U.S. SEN. PATTY MURRAY, D-SEATTLE, AND U.S. REP. DEREK KILMER, D-GIG HARBOR.

    The bill would permanently protect more than 126,000 acres of new wilderness areas in Olympic National Forest and 19 Olympic Peninsula rivers and their tributaries as Wild and Scenic Rivers — the first ever on the Peninsula.

    Initiative’s shaping

    The effort comes out of a process involving local communities, businesses and economic leaders of the Olympic Peninsula who helped shape the initiative, organizers said.

    “For those of us that live on the Peninsula, we know about the natural beauty,” said state Rep. Steve THARINGER, A SEQUIM DEMOCRAT who represents the 24th Legislative District. “That’s the advantage of living here.

    “You can choose to walk on the spit or go up in the hills and walk in the Olympics. There’s a lot of folks that don’t know the variety we have here.”

    The North Olympic Timber Action Committee has been looking for a compromise to the legislation for the past several years that would help support the timber industry, said Carol Johnson, executive director.

    NOTAC substantially agrees with the concept of the proposal but wants to remove areas that are routinely logged, she said.

    “What we said is, make some adjustments to the proposal and bring into the plan a timber base that is routinely roaded,” she said.

    “Make that part of the plan so we can have a sustainable harvest level in perpetuity and have our support.”

    Connie Gallant, chair of the Wild Olympics, called the partnership with REI and Patagonia exciting.

    “It is our hope that legislation happens in the near future because it will benefit our economy and environment a great deal,” she said.

    Outdoor recreation groups REI and Patagonia unveiled a new “Destination Wild Olympics” map, highlighting some recreation places in the Wild Olympics proposal.

    The map highlights some spots on the North Peninsula that locals will know well, including the Dungeness River, Dungeness Spit, Sol Duc River, Sol Duc Falls Trail and local rivers.

    THARINGER SAID one of the goals is to get more people outside the area enjoying the nature that is offered on the Peninsula.

    “It’s a way to highlight the beauty and the wilderness in the park,” he said.

    “When folks are searching on the internet for things to do outside, you’ll never know what will trigger their interest.”

    Port Angeles City Councilwoman SISSI BRUCH SAID she supports the new initiative.

    “The idea of encouraging people who love the outdoors to come to our pristine wilderness areas while supporting their preservation has great synergy,” she said.

    “This, in concert with Port Angeles’ designation as the second-best outdoor town, validates Port Angeles’ status as a world-class outdoor recreation destination and speaks highly of our need to protect this unique and pristine environment.”

    The campaign comes from lawmakers and the outdoor clothing companies’ desires to protect and promote the outdoors, Tharinger said.

    ‘Promoting the outdoors’

    “I served on a GOVERNOR’S TASK FORCE with people from REI, and they are interested in promoting the outdoors,” he said.

    “I think it’s a synergy between PATAGONIA, REI AND THE FOLKS INTERESTED IN GETTING THE LEGISLATION PASSED THROUGH CONGRESS.”

    THARINGER SAID there is concern about the designations regarding logging but that he doesn’t see an impact to the commercial logging industry.

    “Making these designations is not going to impact the timber supply, but it does bolster the tourist industry,” he said.

    Free hard copies of the map will also be available at REI retail outlets in the Puget Sound area.

    Introduction: In 1994, the Washington state department of ecology (ecology) developed an NPDES general permit to regulate the discharge of wastewater from fresh fruit packing facilities.

    This permit was developed to meet the requirements of chapters 90.48, 90.52, and 90.54 RCW as amended, and the Federal Water Pollution Control Act (FWPCA) (Title 33 United States Code, Section 1251 et seq.) as amended. All requirements of 40 Code of Federal Regulations (C.F.R.) 122.41 and 122.42 are incorporated in this general permit by reference.

    The fruit packing industry is eligible for coverage under a general permit due to: (1) The similar wastewater characteristics among facilities; (2) the uniform discharge conditions to which all facilities would be subject; and (3) the significant reduction of resources necessary for permit handling. However, individual NPDES/state waste discharge permits will still be applied in those instances where ecology determines the general permit is not appropriate for a facility or an individual facility does not wish to be covered by the general permit.

    This general permit establishes treatment/disposal methods, effluent limits, and best management practices for discharges from the fresh fruit packing industry. Compliance with this general permit is anticipated to protect human health and waters of the state.

    The designation of these World Heritage Sites was authorized by the World Heritage Convention, a treaty signed by President Richard Nixon and ratified in 1973. The World Heritage Program is carried out by UNESCO, to which the United States doesn’t even belong. President Ronald Reagan pulled us out of UNESCO because it was totally corrupt.
    The UNESCO Man and the Biosphere Program was created in 1970. The United States joined in 1974 when our State Department signed a memorandum of understanding (not a treaty) to put us in the Biosphere Program and pledge that the United States will adhere to the Biosphere conditions and limitations laid down by UNESCO. Paragraph 44 of the World Heritage Operational Guidelines states that “natural” Heritage Sites (as contrasted to “cultural”) can be interchanged with “core reserves” of the UNESCO Man and the Biosphere Program. These core protected areas are planned to be surrounded by highly regulated buffer zones, all for the sake of “biodiversity.”

    So, the Park Service is choking off the local economy by refusing to maintain certain highways and by buying up any property available. Of course, there will be plenty available as more and more owners are denied the use of their own private property which causes businesses to shut down and the economy to slow.

    For years the people in rural California has been paying hundreds of dollars a year to Cal Fire, for fire protection. It is as if their regular taxes had nothing to do with the fire fighters hired by the State to protect them. These folks sued and it will take years before a court will hear the case and a dozen more years before all the appeals are done. Then Sacramento bureaucrats will have close to twenty years of using your money—think they will ever give it back? Maybe by increasing taxes on everybody to pay for their theft.

    Rural Californians are reeling from yet another destructive fire season.
    But that doesn’t mean they now support a controversial fire fee imposed several years ago by legislative Democrats and Governor Jerry Brown. Chris Nichols reports from Sacramento.
    Bags stuffed with Betsy Miller’s family photos and quilting fabric sit ready to go in her Sierra foothills home. Miller and her husband, Les, are retirees who live in Amador County. The Butte Fire forced them to evacuate last week. Now, they’re back home. But they’re not unpacking.
    Betsy Miller: “Fires have a way of coming back.”
    Betsy Miller says she loves quilting too much to have her fabric go up in flames.
    Betsy Miller: “I want to pick and choose what I’m going to finish, not have a fire pick and choose what I’m going to finish.”
    Like many rural Californians, the Millers grudgingly pay the state an annual fire prevention fee of one hundred seventeen dollars. It was passed four years ago to help the state close a budget deficit. And even as the Butte and other mega-fires threaten their homes, rural residents say the mistrust over the fee lives on. Les Miller calls it a state cash grab.
    Les Miller: “They want more money, so they find a way to get it. Everybody is concerned about fire. So, they call it a fire fee.”
    A dozen homeowners here interviewed this week say they remain opposed because the money doesn’t help fight fires. It only helps prevent them.
    The Brown Administration declined comment. But a recent state report says the fee raises about $75 million dollars a year for efforts like identifying evacuation routes and clearing brush.
    Signs thanking firefighters dot highways across the foothills. But that gratitude doesn’t extend to the state leaders who imposed the fee. Vincent Campa also fled his home during the Butte Fire.
    Campa: “I’ve also had people frustrated with the fee, not being able to afford it, living on fixed incomes.”
    A taxpayers group has sued the state, alleging the fee is an unconstitutional tax. But a final ruling could take years.
