    OLYMPIC NATIONAL PARK — The Elwha River flexed its new muscles during the most recent round of storms and severely damaged Olympic Hot Springs Road and effectively buried a campground in silt.

    When the water receded, Olympic National Park officials discovered the water had washed out a 60-foot-long section of Olympic Hot Springs Road, and much of Elwha Campground had nearly disappeared under more than a foot of silt and debris, Barb Maynes, spokeswoman for the park, had said over the weekend.

    “Other areas in the [Elwha] valley have seen damage — extensive damage,” Maynes said.

    Maynes said there is no established timeline yet for repairs or reopening damaged Elwha roads and campgrounds.

    Thank you for your call this morning regarding access to the Olympic National Park. It is my understanding that you are  an “inholder” (owner of private property ) inside the aforementioned NP unit. You asked me about the repairs being done to the road you use for access (Olympic Hot Spring Road). In order to be of further assistance to you. Please send me more information regarding your issue. I would like to know if the road was damaged and if so, when. I would like to know contact on the NPS I can talk. The Emergency Relief for Federally Owned Roads (ERFO) program provides funds to Federal Agencies for the repair of damaged roads due to natural event. If an event has been approved for funding and the Olympic Hot Spring Road is part of event, more than likely we have provided some funds for the repairs. However, I would need more information.

    On Mon Feb 8, 2016 2:30PM there was a meeting  at Olympic National Park Headquarters regarding the closure of the Olympic Hot Springs Road to all public and private access. I told my story, expressed my concerns on the economic impact to the local community and asked questions.

    Yes, in Jan 2016, the Olympic Hot Spring Road event has been approved for ERFO  funding.

    However,  Jan-Feb 2016?

    A damage survey was required for ERFO amount of funding?

    My understanding from the the Feb 8, 2016 meeting is that there are two specific hold-ups. identified as, the Army Corp of Engineers and  a required NOAA consultation under section 7.

    Commissioner Bill Peach, asked if the Olympic Hot Springs Road would be open by the 4th of July?

    In response, both Lisa Turecek, PE Chief of Facilities Management and Brian Winter Elwha River Project Manager answered.

    the Army Corp of Engineers must, be given time to respond, up to 60 days? Because a 100 foot bridge  must be built.

    Brian, that tentative plans to proceed shall required NOAA consultation under section 7,

    Commissioner Peach, asked When will the road be reopened to  public and private access?

    Lisa’s guesstimated was four months from the time that construction was permitted to start.

    At this point in time I am asking for help from anyone that can expedite the hold-ups, repair the Olympic Hot Springs Roads and trails, and, have public access completed for the 2016 tourist season that starts in late May.

    Tourism runs our local economy, it provides income to our business’s, jobs and income to our unemployeed, and food on the plates of our hungry families.

    Mr. Winters,  said to feel free to pass it on to the other landowners, each will have to contact him for the combination and agreeing to the conditions.

    Mr. Winters message…

    We believe we have a solution that will meet your needs. Until the new bridge that will allow public access can get installed, the area will remain closed except for administrative use, per my April 28, 2016 email message to you. However, we are procuring a combination lock so we can double lock the gate with that and a NPS lock. Once we get it in place, I will provide you with the combination. Following are conditions you will need to adhere to. If you can not do so or choose not to comply with them, we will need to remove the combination lock.

    At this time, only you can use the combination lock, so you should not share the combination with anyone. If other landowners would like the same access as you, they should contact me directly. I can then give them the combination. This step is necessary so OLYM staff know who is approved to drive past the gate.

    The gate should be locked behind you whenever you pass through it, coming or going. Leaving the gate unlocked will allow unapproved access to occur. Do not leave the gate unlocked assuming someone behind you will lock it.

    Even though there is no public vehicle access beyond the gate, you must comply with all posted speed limits. In fact, we urge extra caution by slowing down further on blind curves. The public is accessing the site by foot and bicycle, and many people assume there are no vehicles on the road so they may in fact be in the middle of the road when you come upon them. There are government vehicles past the gate as well.

    The existing bridge does not have guardrails. Slow down to 5 miles per hour when passing over it, and use a spotter to assist your crossing if you are able to. At all times before crossing the bridge, assess your safety and that of others in the vicinity before doing so.

    Vehicle access to your private property only is approved. Do not access any locations upstream of your property by vehicle.

    Please let me know if you agree with the conditions above for accessing your private property within Olympic National Park.

    Our U.S. Representative Derek Kilmer is a very busy man.

    On Feb 18, 2016 our  Representative scheduled time for a Clallam County Town Hall meeting in Sequim WA.  He usually gives a slide show presentation first and then provides an opportunity for local citizen, to voice their concerns and ask questions.

    Because, my written posted comment, as a printed statement, was given to Derek Kilmer prior to the meeting. requesting, that as our local  representative, he give ERFO emergency relief work,  on the Elwha River, Olympic Hot Springs Road repair his prompt attention, and priority over non-emergency work.

    The new Olympic National Park Annual Pass will go on sale on June 1, 2016 and will cost $50, an increase of $10 from the current annual pass.

    All annual passes, no matter when they are purchased, are good for one year from the date of purchase.

    Seven-day entrance fees will also increase on June 1, with a seven-day passes for vehicles, motorcycles and individual persons going to $25, $14 and $10, respectively.

    The Biography of Robert Bulchis is an absolutely amazing history of Company 937 of the Civilian Conservation Corps.

    Robert Bulchis is a man of many words over 50,000 of them in his Biography document.

    Unfortunately, my Dad, George C. Rains Sr., was a man of few words.

    Dad was in the Civilian Conservation Corps in the Olympic National Park

    Just saying….

    Many of the young men in the CCC went on to become prominent foresters, businessmen, and even State legislators

    I’ve spent most of this day reading Robert Bulchis Biography.

    I like this man, I like men that hitch hiked back in the day, I have never found any history of the Olympic National Park, my park, with so much detail, the places, the names, the interwoven trail, the observations and descriptions of the CCC Camps  and the young men that worked in them.

    Indeed, in researching, in depth, finding my park, I have found a treasure trove of  Olympic National Park history.

    Before the end of winter we began hearing about the Civilian Conservation Corps which Congress had just authorized. I don’t recall precisely when we finished our work on the park so I’m not sure where I was when I applied and was selected as an enrollee. But I believe we had wound up our work and were back in the soup kitchen again when I got word of my acceptance for service in the CCC’s in April of l933.

    CCC enrollees were paid $30 a month of which $25 normally went to the enrollee’s family as part of their welfare and each enrollee received just $5 for his personal use. Because I was not then considered to be a resident of Washington I was accepted only if I agreed to have my $25 go to someone on the state’s welfare rolls. My $25 thus went to a couple of elderly sisters on welfare who I did manage to see once during a visit to Seattle. This continued for several months of my enrollment period before I was able to get it changed so that my mother, also on welfare in Pennsylvania, finally received that $25.

    CAMP EASTON
    I was enrolled in Company 937 of the Civilian Conservation Corps. According to the Certificate of Discharge which my sister, Betty, saved for me all these years, my enrollment date was May 23, l933. Initially I was assigned to CAMP EASTON close to the shores of Lake Cle Elum, not far from the town of Cle Elum. We slept in a number of Army tents in a logged off ponderosa pine forest. l don’t recall whether we had four or six men to a tent. Our cots lined the perimeter of each tent and in the center of each on a bed of bricks was a conical stove with the stove pipe emerging through an opening in the center of the tent. There was an abundance of wood in the area but the guys liked to cut up the many pine stumps found throughout the area. They usually were almost solid pitch. When fed into the little stoves they burned fiercely and hot consuming the oxygen faster than it could be fed to the fire. That little stove amused us immensely as it danced away on its little bed of bricks becoming red hot in the process. Although the stove pipe too became progressively red hot, sometimes almost to the top, fortunately, on all such occasions nothing adverse ever happened in our tent. One of the other tents was not as lucky because when the pipe became red hot at the top it set the tent on fire. Anyway, our tents were usually cozy and warm.
    Our job in this area was to build dirt roads through the forest for the Forest Service. The one I worked on was over a ridge from Lake Cle Elum toward the town of Easton through which I-90 now passes. I was on a crew clearing the right-of-way by cutting the brush and trees growing on it which we burned with a big bonfire every day.
    With fall well along and winter not too far ahead, for quite some time we had been wondering what we had in store for us for the coming winter. It obviously was not possible for us to continue as we were into the winter.

    AFTER CAMP EASTON

    Finally the word came. WE WERE HEADED FOR THE OLYMPIC PENINSULA NEAR A TOWN NAMED SEQUIM. I DIDN’T KNOW IT THEN, BUT THIS NEW MOVE WOULD LEAD TO CONTACTS AND ACTIVITIES WHICH WOULD CHANGE THE COURSE OF MY LIFE.
    THE DISCHARGE BETTY SAVED FOR ME SHOWS THAT MY TOUR OF SERVICE AT CAMP LOUELLA NEAR SEQUIM BEGAN ON NOVEMBER 8 OF L933. THE CAMP WAS LOCATED NEAR AN OLD FOREST GUARD STATION OVERLOOKING A SHALLOW VALLEY BETWEEN TWO LOW MOUNTAINS WHICH WAS DRAINED BY A SMALL CREEK CALLED JIMMY-COME-LATELY CREEK. AT THE HEAD OF THE VALLEY THERE WAS A CONSIDERABLE DROP DOWN TO THE DUNGENESS RIVER

    The camp was substantially completed when we arrived although much work still remained to be done. We had a number of large wooden barracks for sleeping quarters with separate mess and laundry buildings, also shops of various types to support the work we were to do.

    The camp was on a gentle slope facing east across the farmland in the valley toward the larger of the ridges which was covered with a heavy stand of young second growth evergreens. The soil was a thick gumbo mud when the fall and winter rains arrived so that wooden walkways were constructed connecting all of the buildings. Despite these walkways we still had a constant battle throughout the winter fighting that mud.
    Inside the barracks wooden bunks had been built on either side of a center aisle in tiers of three. The height of the third bunk scared some of the guys, so much so that one fellow tied himself to his bunk every night for fear he might fall out while sleeping. There were woodburning stoves at each end and in the center of each barrack which kept us pretty warm.

    Our primary projects in this area again were concerned with building forest roads. I was assigned to the Gold Creek crew. I remember that the name of the crew’s boss was Walt Peterson, apparently once a logger. A logging accident had left him with an obviously stiff elbow. I enjoyed working with him.

    Building roads in the Olympics was a more complex job than in the Cle Elum area because of the heavier rainfall and heavier brush and timber. We had much larger trees to fall, often old growth trees six feet or more in diameter. I had to cut down a six footer one day and it took me and my partner half a day to get it down. Since we were concerned only with clearing the right-of-way we enjoyed watching those big trees go crashing down the mountainside. We had to put in quite a few culverts. These we fashioned out of the many western red cedar trees we felled. Some of the guys were assigned to work with mechanical equipment such as bulldozers and tractors, but I was never given that opportunity. Perhaps it was obvious that I was not so gifted. Similarly a few of the more reliable were given jobs as powder monkeys with the job of blasting out the tree stumps left in the right-of-way.

    Toward the end of spring I left the Gold Creek crew when I was picked to do some fire patrol work for Monte Mapes, the Quilcene District Ranger, in whose district our camp was located. This was a fortunate assignment as it was to lead to my first employment with the Forest Service the following year.

    Less than a mile from camp just before the drop off to the Dungeness River was a meadow in which we were almost sure to see some deer as we passed by. It was the property of an old man named Schmith. Present day maps show Schmith Knob overlooking the site. Schmith’s log cabin was located at the end of the meadow nearest to our camp. The story as I heard it was that Schmith was the captain of a sailing ship that anchored in Discovery Bay into which Jimmy-Come-Lately Creek flowed several miles away. He is supposed to have deserted his ship there and homesteaded the site I speak of. Supposedly each winter as the cold weather arrived he had stacked a pile of books and other reading material alongside his bed and hibernated in bed during the entire winter getting up only long enough from time to time to take care of life’s necessities. We must have spoiled his routine that winter because we came by often and he seemed always glad to see and converse with us.

    Most of the guys went into Sequim periodically during their free time. I don’t recall specifically what shenanigans they got into but there didn’t seem to be much to do in that town.

    AFTER CAMP LOUELLA my enrollment came to an end on July 10, l934.

    Fifteen months was the enrollment period and my discharge certificate shows that my enrollment came to an end on July 10, l934. Actually I served less than fifteen months as I was enrolled about a month and a half later than other members of my group because of the delay occasioned by my non-Washington residence.

    I owned a packboard which I had made earlier in camp from Alaska yellow cedar. To this I tied my bedroll, extra clothes, and supplies and off I went. First I hiked up the Dungeness River trail to Three Forks where the Greywolf, Grand, and Cameron Rivers meet. There I spent my first night sleeping in the Greywolf leanto shelter, one of many such log leantos then in existence in the Olympics. I understand that most of these have since been destroyed because they became too filthy after so many years of use. From here on the rest of my hike was in what is now the Olympic National Park. At that time it was the Olympic National Monument and the Forest Service had the responsibility for providing it with fire protection. On my second day I hiked up the Greywolf River still in the high country in the shadow of Mt. Deception, at over 7000 feet rivaling Mt. Olympus in height; then over a pass to the Dosewallips River still in the high country meadows, distinctive enough there to be labeled the Dose Meadows; then it was up the Dosewallips River valley over Hayden Pass alongside Sentinel Peak to the Hayes Creek drainage.
    I’ll never forget those nine miles from the pass on the side of the ridge paralleling Hayes Creek as I hiked, down-down-down, my legs seemingly pounding the trail with each step, until my leg and back muscles just ached.

    It was dusk when I reached the ELWHA RIVER, too tired to do much cooking for supper, mostly just bedded down for the night in the Hayes Creek shelter. Next morning I fashioned a crude fishing line with a branch, string, and hook and caught myself a few trout for breakfast in the Elwha River. I don’t know what the fishing regulations were in those days, probably didn’t even give a thought to whether or not I needed a fishing license.

    Then began a leisurely hike up the Elwha River valley and eventually over the Low Divide to the North Fork of the Quinault River.

    It was nearly five days after I left Camp Louella that I found myself in a campground with the usual leanto on the Quinault River. I believe it was what was called the Wolf Creek Shelter near the end of the forest road up the Quinault River valley. I had been fortunate in having nice weather for my entire hike until that last morning when I woke to find it raining. I delayed my departure that day hoping the rain would stop. During my entire hike of five days I did not meet a soul on the trail, but that morning while I waited for the rain to stop a group of Seattle mountaineers came by and I was able to quickly make them some hot drinks with water I had boiling. They told me about their recent climb to the top of Mt. Olympus which at that time was considered to be the highest mountain in the Olympics. Seems that since then one of the mountains on the Mt. Constance–Mt. Deception ridge was found to be a bit higher.
    They told me how they were above the clouds in bright sunny weather atop the peak of Mt. Olympus. Looking down they could see this beautiful circular rainbow with the mountaintop in its center. Such a sight was rarely seen in those days, but it is a relatively common sight nowadays with aircraft flying at or above 30,000 feet.

    One of the mountaineers offered me a ride to Port Orchard when they were picked up later that day. And so it was that I retrieved my belongings at the Reite homestead,

    ALL SET FOR THE NEXT STAGE OF MY LIFE.

    OLYMPIA, Wash. (AP) – Citing projections that say this summer will have the least snowmelt in 64 years, GOV. JAY INSLEE ON FRIDAY EXPANDED THE STATE’S MONTH-OLD DROUGHT EMERGENCY DECLARATION TO COVER 44 PERCENT OF THE STATE.

    Inslee’s announcement more than doubles the number of Washington watershed areas officially considered to be suffering from drought.

    In March, the governor identified 11 watersheds as drought-afflicted – six west of the Cascades and five on the east side. Thirteen more river basins were added Friday to the drought list.

    Drought Year Leasing Program (AMANDA CRONIN, WASHINGTON WATER TRUST)

    Amanda Cronin reminded the group about previous water leasing programs – one led by the Water Trust in 2009, plus Ecology’s programs from 2001, and 2003-2005. WASHINGTON WATER TRUST WILL MANAGE THE CURRENT PROGRAM, WHICH WILL PROVIDE $200,000 TO IRRIGATION DISTRICT OR COMPANY MEMBERS FOR NOT IRRIGATING. Washington Water Trust has sent solicitation to irrigators, who must respond with bids by 4/15. Funds will go to the lowest bids first, up to a capped amount. This has been found to be the most efficient process. No max price, paying out on a per acre basis. CONTRACTS WILL BE DIRECTLY WITH THE IRRIGATORS.

     Eligibility: must have irrigated 5 acres or more by 2014; member of WUA; no crop limitations, i.e. can be any commercial crop or grass, as long as long as it was irrigated previously; permission from irrigation company or district. Another condition is that they can’t irrigate with another source.

     Scott and Amanda reviewed the process by which the leasing program came about. The drought designation by the GOVERNOR triggered the release of drought emergency funds. However the dry year leasing program Amanda described IS ACTUALLY BEING FUNDED FROM THE 2012 LEGISLATURE PROVISO FOR DUNGENESS WATER PROJECTS. THESE PROVISO FUNDS WILL PAY IRRIGATORS NOT TO WATER FROM AUGUST 15-SEPTEMBER 15 (last month of irrigation season), subject to the eligibility conditions.

      Expect good participation from the irrigators, especially the last two weeks of the irrigation season, SINCE WE DON’T KNOW IF THERE WILL BE ANY WATER ANYWAY. I.E., PARTICIPANTS WILL STILL GET PAID, WHETHER THERE IS WATER TO CONSERVE OR NOT.

     WWT WILL BE MONITORING FOR COMPLIANCE; there were no compliance issues in 2009.

     Ann Soule asked what the irrigators will be giving up by participating? Amanda responded that it equates to a cutting; they will have two instead of three – but also depends on what is being grown.

     Audience question: The lowest bid will be accepted, up to the cap amount? What is the price per acre estimate? In 2009, the average price was $86/acre, with nine participants, and 2.2 cfs conserved. In 2003-2005, average price was $150/acre, with a few more participants and 10 cfs saved. Price depends on nature of crop. Not sure yet what will be offered. An estimate will be made of how much water is being saved by not irrigating. Will use the WA Irrigation Guide to help estimate how much water is needed per crop. Again, not paying for the quantity of water; based on average use.

     In 2009, had $100,000 and spent $32,000. In 2003-2005, spent $200,000.

     Judy Larson asked how did the change go from 2 to 10 cfs saved? Amanda said that in 2003-2005 the duration was 45 days, instead of 30 days, plus more acreage was enrolled.

     Robert Brown asked about enforcement. Amanda reiterated that the Trust will visit all properties, also working with the ditch riders; wouldn’t get paid if caught watering.

     ANN SOULE asked if there was a way to estimate if less water is being diverted at those times.

    Amanda said since it’s not a normal year, predictions will be high. Would need to figure out how to translate that information for an extreme drought year.

    Amanda reminded group about the 1998 Memorandum of Understanding between WUA and Ecology, a landmark agreement which stipulated that no more than 50% of the flow as measured at USGS gage could be diverted. In 2012, the irrigators and Ecology renegotiated, and the MOU was replaced with a Memorandum of Agreement (MOA), which kept the 50% rule and added a requirement for leaving a minimum of 60cfs in the river at all times. The irrigators had been voluntarily abiding by the 60cfs minimum, but made it official in the MOA. This sort of agreement is not common in many places of the state; very forward-thinking of the WUA.

     Scott said the first trigger, then, is when the river is at 120 cfs (50% of that flow is 60cfs). When the flow is below 120 cfs, can’t divert anymore. Will need a drought plan. Scott asked what the action date is for the leases.

    Amanda said the irrigators will get paid, regardless of whether there is water or not.

    Scott asked  the lease rates would get discounted in that case – so that the limited amount of funding could go further.

    Amanda said not able to do that this year; commitment has already been made to the irrigators.

     Audience: What if bid comes in on the higher side; any drought relief for that bidder, such as Ecology’s drought relief funds? AN ECOLOGY REPRESENTATIVE SAID THE REQUEST TO LEGISLATURE IS $9 MILLION, but specific decisions about allocation haven’t been made yet.

    Who is eligible?

    To be eligible for the 2015 Dry Year Leasing Program, you must be an active irrigator in one of the seven irrigation districts and companies in the Dungeness Valley:

    • Agnew Irrigation District
    • Clallam Irrigation Association
    • Cline Irrigation District
    • Dungeness Irrigation District
    • Dungeness Irrigation Group
    • Highland Irrigation District
    • Sequim Prairie Tri-Irrigation Company

    In addition, irrigators must have irrigated hay, silage, pasture, turf or other commercial crop on at least 5 acres or more between August 15th and September 15th in 2014 to be eligible to participate in the 2015 Dungeness Dry Year Leasing Program. Irrigators may own or lease the ground they enroll in the 2015 Dry Year Leasing Program. If the ground is leased, permission to participate in the leasing program is required.

    When are bids due?

    Bids will be reviewed if postmarked no later than April 15, 2015, and mailed to:

    When will irrigators be notified if bids are accepted or not?

    Bidders will be notified if bids were accepted by letters, mailed by Monday April 30th.

    Why do I need permission from the landowner?

    Permission (a signature) from the landowner is required to ensure that the acres accepted into the 2015 leasing program will not be irrigated during August 15-September 15 lease period from any source (ditch, well, etc.), and to confirm that there is a lease agreement with the landowner and the irrigator for the 2015 season. WWT does not need information related to the terms of your land lease agreement.

    How much funding is available for 2015 leases?

    Ecology has allocated $200,000 for the Dungeness 2015 Dry Year Leasing Program. Eligible and accepted bids will be funded until those funds are exhausted.

    Is there a reserve price?

    WWT and Ecology have not established a reserve price (a price per/acre above which they will not pay) for bids. However, bids viewed as too high will not be accepted.

    How will compliance monitoring occur?

    WWT will seek the review of each eligible bid with the respective District or Company. WWT will sign a Monitoring Memorandum of Understanding with irrigation districts and companies. Accepted bids will be formalized with Forbearance Agreements, signed by each leasing participant, which will include language allowing WWT to access the property to confirm that enrolled acres are not being irrigated. WWT will visit the leased acreage 1 week prior to the leasing period, during the first week and again during the last week to ensure compliance.

    If I participate in program, when will checks be issued?

    WWT anticipates that checks will be issued by November 15, 2015.

    Will I jeopardize or relinquish my water rights by not using them if I participate in this program?

    Relinquishment of water rights is triggered for non-use of water rights if non-use occurs for 5 consecutive years. This program is for the last thirty days of the 2015 irrigation season, so it will not contribute to the relinquishment of the leased water rights.

    Did anyone else get these up your way? or know where they may have came from? An Environmental Assessment  for electronic warfare? WTF? Training facilities? Air, surface and subsurface units? On our public lands? X Zones? Anyone know what is going on??????? This sounds extremely threatening. The Navy? This far Inland? In the proposed wilderness? The Fed will grab it and consume it, in any way they can get it.

    This is nearly half the Peninsula they’ve put ringers around?

    Is this as serious as it sounds? What the Hell is Electronic Warfare? It was not explained in this notification. They just called it a “project”.

UAVs give us more of those capabilities, but we’re also expanding our view of the EM spectrum to include cyber.” The Navy EA-18 Growler Electronic jet  which will replace the legacy EA-6B Prowler will be one of the nation’s premiere spectrum warfare platforms.

    SOME OF THOSE PROGRAMS INCLUDE:

    1) Electronic Warfare Systems Integration Test Environment (EW SITE) upgrade-AAI is under contract from the Naval Air Warfare Center Weapons Division to provide one F/A-18 EW SITE test and measurement system and upgrade the Navy’s existing EW SITE system by adding synthetic source instruments (SSIs).

    2) Advanced Novel Spectrum Warfare Environment Research (ANSWER, nee Net-Enabled Electronic Warfare Technologies)-A planned AFRL-SD program to develop adaptive spectrum warfare technologies-electronic, optical, navigation, and cyber warfare-for use in future layered defensive systems and anti-access, anti-denial (A2/AD) scenarios.

    3) Advanced Components for Electronic Warfare (ACE)-In July, AFRL awarded nine contracts for the ACE Phase 0 program to develop advanced and capable electronic and photonic components for tomorrow’s EW systems.

    4) The Boeing EA-18G Growler Airborne Electronic Attack (AEA) and P-8A Poseidon long-range anti-submarine warfare, anti-surface warfare and ISR aircraft.

    5) Embarkable prototype shipboard EW system-An add-on advanced EW system being developed by ITT Exelis Electronic Systems and NRL to protect surface warships from a newly discovered, yet undisclosed, immediate threat to Navy fleet operations.

    6) SEWIP-An evolutionary development, four-block upgrade program for the AN/SLQ-32 EW system to upgrade surface warship EW defenses against cruise missiles and other radar threats. Installed on aircraft carrier and surface and amphibious warships. Lockheed Martin and General Dynamics were awarded contracts in early 2013 for the first and second segments of the project.

    7) Mixed-signal digital receivers-In February 2013, NRL’s Tactical Electronic Warfare Division awarded a potential $16.7 million, three-year contract to Mercury Systems to supply advanced mixed signal digital receivers for prototype airborne and shipboard EW applications. The receivers will provide Navy EW researchers with ultra-fast tuning, high dynamic range, and extreme data processing.

    8) Next Generation Jammer-A joint force wide-spectrum jammer, the NGJ could be applied to a wide range of missions; it also is intended to be the first in a family of open-architecture, software-driven, easily updated EW/EA systems able to conduct electronic attack from longer ranges than currently possible. Raytheon won the technology development contract in July, but a protest by BAE Systems has delayed start of the 22-month effort.

    9) Army Electronic Warfare Planning and Management Tool (EWPMT) – On 3 July, the Army awarded a contract to Sotera Defense Solutions to develop planning software enabling warfighters to jam enemy communications, remotely controlled explosives, radar systems and other RF assets while safeguarding U.S. and allied RF systems.

    ONE OF THE ELECTRONIC WARFARE JETS, FLOWN OUT OF WHIDBEY ISLAND NAVAL AIR STATION, CRASHED ON THE OLYMPIC PENINSULA LAST NOVEMBER. Another, flown by the Marines out of Cherry Point, N.C., crashed into the Atlantic Ocean a week later. Both crews ejected and suffered only minor injuries. The Boeing Co. is working to modify its F/A-18G Super Hornet fighter into an ELECTRONIC WARFARE EA-18 “Growler” to replace the Prowler.

    March 11, 2013 at 10:52 AM 3 dead in crash of Navy jet from NAS Whidbey

    A spokesman for the Whidbey base confirmed that the crashed jet was based there. Whidbey Island  is home to EA-6B Prowler and EA-18G Growler electronic warfare aircraft. P-3 Orion maritime patrol aircraft and EP-3E Aries reconnaissance aircraft are also based there.

    The Navy claims in its Environmental Assessment that the public within the study area was notified, legal notices were published in the Seattle Times, The Olympian, The Daily World and the Montesano Vidette in August, but nothing in the Forks Forum or Peninsula Daily News.
    The Navy also says in its EA that local elected official were notified.
