    You are receiving this notice because you are on the County’s Shoreline Master Program (SMP) Update email notification list. The County Planning Commission recommended to the Clallam County Board of Commissioners a Draft SMP (September 2017) to update and replace: (1) the existing 1976 SMP (last amended 1992); and (2) procedures for administration (e.g., permit process) of the SMP in Chapter 35.01, Shoreline Management, of the Clallam County Code (CCC).

    PUBLIC HEARING:  A public hearing on the recommended SMP before the Clallam County Board of Commissioners is scheduled for December 12, 2017 at 10:30 a.m., or as soon thereafter as possible in the Commissioners’ Meeting Room of the Clallam County Courthouse, 223 East 4th Street, Room 160, Port Angeles, Washington. All persons wishing to comment are welcome to either submit their written comments before the hearing is commenced or present written and/or oral comments in person during the public hearing.     SUMMARY:  The SMP addresses compliance with the state Shoreline Management Act (SMA), RCW 90.58, and state SMP Update Guidelines (WAC 173-26).  It includes goals and policies, regulations for new development and uses, and administrative procedures (e.g., permit process).

    AREAS SUBJECT TO SMP:  The SMP applies to all marine waters, reaches of rivers and streams where the mean annual flow is more than 20 cubic feet per second, and lakes and reservoirs 20 acres or greater in size that are under the jurisdiction of Clallam County and to lands adjacent to these water bodies (together with lands underlying them) extending landward 200 feet in all directions from the ordinary high water mark; floodways and contiguous floodplain areas landward 200 feet from such floodways; and associated wetlands and river deltas.  To consolidate regulations, the proposed SMP also includes the full extent of the mapped 100-year floodplain and land necessary for buffers to protect critical areas as defined in RCW 36.70A that are overlapping or otherwise coincident with the shoreline jurisdiction as allowed pursuant to RCW 90.58.030(2)(d)(i,ii). The City of Forks is also considering the SMP for rivers inside the city limits. Maps showing the approximate lateral extent of the shoreline jurisdiction and proposed shoreline environmental designations are found in Exhibit A-Shoreline Maps of the proposed SMP.

    This book contains a wealth of information on the U.N. and their
    Agenda-21/sustainable development. It discusses how Agenda-21 came to
    be, the strategies and tactics used to implement it throughout the
    U.S. and the world, and the ramifications for all of us if it is to
    succeed.

    The book could make a stronger case for opposing Agenda-21. Just go
    back to the USSR; to the mass starvation in the Ukraine, and many
    other instances where government has taken control over the means of
    food production, and you’ll see that giving government this kind of
    power is akin to signing our own death warrants.

    History has shown that the greatest prosperity for the largest number
    of people comes about with freedom – and that every time freedom is
    constrained, there is a comparable loss of prosperity. This is never
    more important than when it comes to private property rights as the
    core of freedom – for if Agenda-21 is fully implemented, you will
    starve – literally!

    I highly recommend this book for those who want clear information on
    the U.N. and their agenda to achieve a one-world government.

    The Perils of Sustainable Development by Rene’ Holaday

    In 2010 our study group consulted Rene’ Holaday when we were
    struggling to understand the `why’s’ behind some of the current
    self-destructive U.S. governmental policies.

    Rene’ Holaday’s extensive research is reflected in her 2012 book, The
    Perils of Sustainable Development. Despite being encyclopedic in
    scope, it was/is an easy read. As you zip thru the chapters, the book
    provides the missing pieces of the puzzle and connects the dots of the
    surreptitious convoluted United Nations Agenda to establish an all
    powerful one world government.

    Completing Rene’s excellent work is the equivalent of taking a
    university level course on UN Agenda 21. Personally, I have purchased

    Rather than holding the book in its open stacks, the book is for use within the library only, and is held within a larger Radical Pamphlet Collection. This obviously indicates to any student who would read it that the book is considered to be a radical, dangerous, conspiracy book that is only to be read as an example of something that goes against the values of sane, intelligent university-goers.

    The designation of these World Heritage Sites was authorized by the World Heritage Convention, a treaty signed by President Richard Nixon and ratified in 1973. The World Heritage Program is carried out by UNESCO, to which the United States doesn’t even belong. President Ronald Reagan pulled us out of UNESCO because it was totally corrupt.
    The UNESCO Man and the Biosphere Program was created in 1970. The United States joined in 1974 when our State Department signed a memorandum of understanding (not a treaty) to put us in the Biosphere Program and pledge that the United States will adhere to the Biosphere conditions and limitations laid down by UNESCO. Paragraph 44 of the World Heritage Operational Guidelines states that “natural” Heritage Sites (as contrasted to “cultural”) can be interchanged with “core reserves” of the UNESCO Man and the Biosphere Program. These core protected areas are planned to be surrounded by highly regulated buffer zones, all for the sake of “biodiversity.”

    So, the Park Service is choking off the local economy by refusing to maintain certain highways and by buying up any property available. Of course, there will be plenty available as more and more owners are denied the use of their own private property which causes businesses to shut down and the economy to slow.

    A RECOMMENDED NATIONAL PROGRAM IN WEATHER MODIFICATION INTRODUCTION
    The earth’s Weather has a profound influence on agriculture, forestry, water resources, industry, commerce, transportation, construction, field operations, commercial fishing, and many other human activities. Adverse effects of weather on man’s activities and the earth’s resources are extremely costly, amounting to billions of dollars per year, sometimes causing irreparable damage as when human lives are lost in severe storms. There is, therefore, great motivation to develop effective countermeasures against the destructive effects of weather, and, conversely, to enhance the beneficial aspects. The financial and other benefits to human welfare of being able to modify weather to augment water supplies, reduce lightning, suppress hail, mitigate tornados, and inhibit the full development of hurricanes would be very great.

    Over the past twenty years (1946-1966)experiments have been conducted on weather modification, particularly on the effects of seedinq clouds with such materials as – silver iodide crystals.

    The results are limited. Under suitable circumstances it has been possible to
    augment precipitation by ten to twenty percent, and to reduce the frequency of
    fire-producing lightning strokes. Effects on hail production have been noted, sometimes suppression and sometimes augmentation. These results probably would be of only passing interest were it not for the potential importance to mankind of further progress in this field. Perhaps the most significant result of the experiments to date has been to bring about a change in attitude from one of skepticism to one of cautious optimism. The limited success to date is encouraging, and underscores the importance of pressing forward with the necessary research to understand the dynamics of weather systems that will have to be dealt with in any efforts at WEATHER MODIFICATION. The gradually accumulating evidence of positive results from efforts at WEATHER MODIFICATION led the Committee on Atmospheric Sciences of the National Academy of Sciences, in November 1963,to appoint a Panel on WEATHER AND CLIMATE MODIFICATION “to undertake a deliberate and thoughtful review of the present status and activities in this field and of its potential and limitations for the future.” The Panel made its report at the beginning of this
    calendar year (Ref. 1). The composition of the NAS Panel is given in App. I, together with
    a list of the Panel’s recommendations. Elaboration and discussion of these recommendations may be found in Ref. 1. On June 16, 1964, the Director of the National Science Foundation
    announced the appointment of a Special Commission on WEATHER MODIFICATION. in its
    review of the field, the Commission activated seven subgroups to study the physical, biological, statistical, social, international, legal and legislative, and administration and funding aspects of WEATHER AND CLIMATE MODIFICATION. The membership of the Commission and a list of the principal recommendations of the Commission are attached (App. 11).     Kerry Views Russian Bombing of Syria as ‘Opportunity’ For U.S.

    Yesterday, Secretary of State John Kerry described Russian action in Syria as a potential “opportunity” for the United States, suggesting the Russians ought to follow President Obama’s agenda in Syria.

    In a Tuesday interview with CNN, before the Russian bombs began falling, Kerry tried to talk the Russians out of supporting Syrian dictator Bashar Assad. “If he’s going to side with Assad and with Iran and Hezbollah, he’s going to have a very serious problem with the Sunni countries in the region. That means he… could very well become a target for those Sunni jihadists,” said the Secretary of State, referring to Russian president Vladimir Putin.
    “It’s an opportunity for us to force this question of how you actually resolve the question of Syria,” Kerry continued. “And the bottom line is, you cannot resolve it without including the Sunni(s) in a political solution, a political agreement ultimately, and that will mean that you’re going to have to have some kind of transition, some kind of timing. Because as long as Assad is there, you simply can’t make peace. Period.”
    He went on to insist that Assad must go – in a gradual and “orderly” transition, rather than a swift departure that could cause a political “implosion,” and actually cited the Syrian refugee crisis as an example of people “voting with their feet” against the dictator.
    The following morning, Russia would tersely inform the Obama Administration that American aircraft should stay out of its way while it began hammering the Syrian opposition, and its targets most certainly were not limited to ISIS and al-Qaeda.

    The BBC notes that the attacks began after a mere hour’s warning to the United States,

    and while Russian defense officials talked about targeting the Islamic State, a U.S. official said that “so far, they did not appear to be targeting IS-held territory.” Sources within the Syrian opposition confirmed this assessment.
    On Wednesday, Kerry reportedly changed his welcoming tune and told Russian Foreign Minister Sergei Lavrov that the U.S. “will not be altering our operations and that this announcement by the Russians runs counter to their stated efforts of deconfliction and is not helpful to that effort, and again made clear that the deconfliction discussions need to begin immediately,” according to a senior American official.
    At a U.N. Security Council meeting on Wednesday, Kerry mixed this carping about Russia being unhelpful with wishful thinking about how they could be so, if they felt so inclined. “If Russia’s recent actions and those now ongoing reflect a genuine commitment to defeat [the Islamic State], we are prepared to welcome those efforts and find a way to deconflict and therefore multiple our efforts,” said Kerry, as reported by the Washington Post.

    A day after the Russian navy fired cruise missiles at targets in Syria — and two days after Russia’s warplanes veered into Turkey’s airspace — NATO Secretary General Jens Stoltenberg says the alliance “is able and ready to defend all allies, including Turkey, against any threat.”
    Speaking at nearly the same time, Syria’s Deputy Foreign Minister Faisal Mekdad said, “Russia’s joining the struggle against terrorism on Syria’s territory will lead to changes in the region and the whole world,”in remarks relayed by Russia’s Tass news agency.
    Speaking at a summit of NATO defense ministers, Stoltenberg said Russia has raised tensions in the area since its military began carrying out attacks to support Syria’s President Bashar al-Assad. And he dismissed Russia’s explanation that it had been patrolling Turkey’s border as a way to help the country.
    “Turkey is a strong ally. Turkey has the second-largest army in the alliance,” Stoltenberg said.
    Russia launched a series of cruise missiles from its ships Wednesday, supporting a new push by Syrian government troops. Parts of the offensive were broadcast on TV, showing missiles streaking toward their targets.
    Today, Syrian rebels are claiming to have forced down a Russian helicopter.
    “An amateur video shows two helicopters descending at low altitude,” NPR’s Alison Meuse reports. “The crafts are close enough to the front lines in central Syria for activists to catch the emergency landing on camera. Activists say the helicopter landed in a regime-held town—miles from the nearest military airport.”
    Alison adds that the new ground and air campaign in Hama province has met with strong resistance.
    “Rebels claim to have destroyed more than 15 regime tanks in the past day,” she says, “with TOW missiles supplied by the US and its allies. Activists say Russian and Syrian warplanes have retaliated with fierce bombardments.”
    Russia says the missile attacks hit nearly a dozen ISIS targets — and the country says the attacks haven’t harmed civilians.
    NPR’s Corey Flintoff reports:
    “From the very start of this bombing campaign, the Russians have strongly denied causing any civilian casualties. Russian officials are accusing Islamic State fighters of hiding among the civilian population, and they say Russian warplanes have canceled attacks whenever there was a possibility of hurting non-combatants.”
    NATO, U.S. officials, and others have noted that Russia has targeted U.S.-backed rebels who are fighting Assad, rather than focusing on ISIS strongholds as the country initially declared it would do.
    As Defense Secretary Ash Carter traveled to Brussels for today’s session, he “ruled out cooperation with Russia in Syria,” Teri Schultz reports for NPR’s Newscast, with Carter saying Moscow is following the “wrong strategy.”
    Carter said he wants the U.S. and Russia to coordinate their operations in the region only to avoid possible collisions in Syria’s airspace.
    In his speech kicking off the NATO meeting, Stoltenberg also said the alliance will establish two “small headquarters” in Hungary and Slovakia, two countries that have been caught up in the refugee crisis that has sent thousands of people into Europe this year.
    Hungary and Slovakia also had a front-row seat to the recent clash between Russia and Ukraine: they share Ukraine’s westernmost border.

    Senior U.S. lawmakers have begun probing possible intelligence lapses over Moscow’s intervention in Syria, concerned that American spy agencies were slow to grasp the scope and intention of Russia’s dramatic military offensive there, U.S. congressional sources and other officials told Reuters.
    A week after Russia plunged directly into Syria’s civil war by launching a campaign of air strikes, the intelligence committees of the U.S. Senate and House of Representatives want to examine the extent to which the spy community overlooked or misjudged critical warning signs, the sources said.
    Findings of major blind spots would mark the latest of several U.S. intelligence misses in recent years, including Moscow’s surprise takeover of Ukraine’s Crimea region last year and China’s rapid expansion of island-building activities in the South China Sea.
    Though spy agencies have sought to ramp up intelligence gathering on Russia since the crisis over Ukraine, they continue to struggle with inadequate resources because of the emphasis on counter-terrorism in the Middle East and the Afghanistan-Pakistan region, according to current and former U.S. officials.
    A senior administration official, who also asked not to be identified, insisted that there were “no surprises” and that policymakers were “comfortable” with the intelligence they received in the lead-up to the Russian offensive.
    Spy agencies had carefully tracked Russian President Vladimir Putin’s build-up of military assets and personnel in Syria in recent weeks, prompting White House criticism and demands for Moscow to explain itself.
    But intelligence officers – and the U.S. administration they serve – were caught mostly off-guard by the speed and aggressiveness of Putin’s use of air power as well as a Russian target list that included U.S.-backed rebels, according to the officials, who spoke on condition of anonymity.
    “They saw some of this going on but didn’t appreciate the magnitude,” one of the sources told Reuters.
    Russia’s sudden move to ramp up its military involvement in the Syria crisis has thrown Obama’s Middle East strategy into doubt and laid bare an erosion of U.S. influence in the region.
    A shortage of reliable information and analysis could further hamper President Barack Obama’s efforts to craft a response on Syria to regain the initiative from Washington’s former Cold War foe.
    BEHIND THE CURVE?
    It is unclear how his administration could have reacted differently with better intelligence, though advance word of Putin’s attack plans might have allowed U.S. officials to warn the moderate Syrian opposition that they could end up in Russia’s line of fire.

    Obama, who is reluctant to see America drawn deeper into another Middle East conflict, has shown no desire to directly confront Russia over its Syria offensive – something Moscow may have taken as a green light to escalate its operations.

    Syrian troops and militia backed by Russian warplanes mounted what appeared to be their first major coordinated assault on Syrian insurgents on Wednesday and Moscow said its warships fired a barrage of missiles at them from the Caspian Sea, a sign of its new military reach.
    Russia’s military build-up now includes a growing naval presence, long-range rockets and a battalion of troops backed by Moscow’s most modern tanks, the U.S. ambassador to NATO said.
    The U.S. administration believes it now has a better understanding at least of Putin’s main motive – to do whatever it takes to prop up Syrian President Bashar al-Assad. But Washington remains uncertain exactly how much further Putin is willing to go in terms of deployment of advanced military assets, the U.S. officials said.
    The lack of clarity stems in part from the limited ability of U.S. intelligence agencies to discern what Putin and a tightly knit circle of advisers are thinking and planning.
    In a tense meeting with Putin at the United Nations early last week, Obama was not given any advance notice of Russia’s attack plans, aides said. Russian air strikes began two days later, including the targeting of CIA-trained “moderate” anti-Assad rebels, though Moscow insisted it only hit Islamic State insurgents.
    “They did not expect the speed with which Putin ramped things up,” said Michael McFaul, Obama’s former ambassador to Moscow. “He likes the element of surprise.”
    U.S. intelligence agencies did closely follow and report to policymakers Russian moves to sharply expand infrastructure at its key air base in Latakia as well as the deployment of heavy equipment, including combat aircraft, to Syria, officials said.
    “We’re not mind readers,” the senior administration official said. “We didn’t know when Russia would fly the first sortie, but our analysis of the capabilities that were there was that they were there for a reason.”
    However, several other officials said U.S. agencies were behind the curve in assessing how far the Russians intended to go and how quickly they intended to launch operations.
    In fact, right up until a White House briefing given shortly after the bombing began, Obama press secretary Josh Earnest declined to draw “firm conclusions” on Russia’s strategy.
    CONFUSION OVER RUSSIAN INTENT
    One source suggested that U.S. experts initially thought the Russian build-up might have been more for a military “snap exercise” or a temporary show of force than preparations for sustained, large-scale attacks on Assad’s enemies.
    Another official said that after initial review, congressional oversight investigators believe that “information on this was not moving quickly enough through channels” to policymakers.
    And another source said there had been a “lag of a week” before agencies began voicing full-throated alarm about imminent Russian military operations.
    The senior administration official said, however, that “I don’t think anybody here perceived a gap” in intelligence.
    In their reviews of how U.S. intelligence handled the Syria build-up, officials said congressional intelligence committees would examine reports issued by the agencies and question officers involved in the process, according to congressional and national security sources. At the moment, no public hearings are planned, the officials said.
    Though the senior administration official denied the intelligence community was paying any less attention to Syria, John Herbst, a former U.S. ambassador to Ukraine, said that not enough intelligence assets had been devoted to analyzing Putin’s “aggressive policies”.
    McFaul, who took the view that the Obama administration had been largely on top of the situation as Putin prepared his offensive, said that a faster or more precise intelligence assessment would probably have done little to change the outcome.
    “What difference would it make if we had known 48 hours ahead of time?” asked McFaul, who now teaches at Stanford University in California. “There still wouldn’t have been any better options for deterring Putin in Syria.”

    Nato has renewed assurances to defend allies in view of the “escalation of Russian military activities” in Syria, the alliance’s secretary-general says.
    Jens Stoltenberg said defence ministers had decided to boost response forces to be able to deploy troops speedily.
    Nato member Turkey has complained that Russian jets have violated its airspace recently.
    Russia has used cruise missiles as well as air strikes in Syria. The Nato chief said Moscow’s position was “unhelpful”.
    Announcing the doubling of the size of the Nato Response Force to 40,000, Mr Stoltenberg said: “All of this sends a clear message to all Nato citizens. Nato will defend you, Nato is on the ground, Nato is ready.”
    He also urged Moscow to stop backing Syrian President Bashar al-Assad.

    Jens Stoltenberg spoke of “a troubling escalation in Russia’s military activities in Syria”. Moscow’s support for the Assad regime, he insisted, was not a constructive policy. While there’s been plenty of condemnation of Moscow here in Brussels, Nato has few options to influence Russian behaviour.
    It stands ready to assist Turkey to maintain the integrity of its airspace if requested and Nato is reviewing its naval presence in the eastern Mediterranean, where the Russians already have a small naval flotilla off the Syrian coast.
    Vladimir Putin’s more assertive stance – first in Ukraine and now in Syria – continues to worry Nato members who share borders with Russia.

    Moscow denies Western accusations that it has mainly targeted Assad opponents, insisting its strikes have hit the infrastructure of the so-called Islamic State (IS) and other militant groups.
    But a Saudi government official told the BBC that in response to the Russian air strikes in Syria, it was stepping up its supply of weaponry to three anti-Assad rebel groups there.
    The official said the Free Syrian Army, Jaysh al-Fatah and Southern Front would get increased supplies of modern, high-powered weaponry, including guided anti-tank weapons.
    IS militants have seized swathes of territory in Syria and Iraq.
    A US-led coalition has been carrying out air strikes against IS fighters in both Syria and Iraq for months. But Western countries support rebels who have been fighting to oust Mr Assad since 2011.
    The Russian air strikes had “weakened” IS, Syrian Army Chief of Staff Gen Ali Abdullah Ayoub said on Thursday, enabling the army to start a “big attack” to retake towns and villages.
    Heavy fighting was reported in areas of Idlib, Hama and Latakia provinces, where a coalition of rebels that includes the Nusra Front operates.
    Government-backed troops had moved into the key Ghab plain area, the UK-based Syrian Observatory for Human Rights monitoring group said.
    Russia’s defence ministry, quoted by the Interfax news agency, said the Russian air force had hit 27 targets overnight – and that they all belonged to IS.
    ‘Wrong strategy’
    Nato ministers met in Brussels amid a deepening sense of crisis, says BBC defence correspondent Jonathan Marcus.
    The ministers also addressed increased concern among Baltic member states following Russia’s involvement in eastern Ukraine.
    The UK is to station about 100 troops in Estonia, Latvia and Lithuania amid tensions with Moscow. It is also sending 25 soldiers to a training mission in Ukraine.
    Mr Stoltenberg also announced the creation of new Nato HQ offices in Hungary and Slovakia.
    Under Article 5 of Nato’s Washington Treaty, an attack on one member is considered an attack on all. This principle of collective defence commits them to protect each other.
    On Wednesday, Russia said it had launched missile strikes against IS from warships in the Caspian Sea – about 1,500km (930 miles) away.
    Russia’s foreign ministry also said Moscow was willing to establish contact with the Free Syrian Army – a Western-backed rebel group – to discuss fighting IS “and other terrorist groups”.
    But US Defence Secretary Ash Carter said coalition forces fighting IS in Syria would not co-operate with Russia.
    “We believe Russia has the wrong strategy,” he said. “They continue to hit targets that are not IS.”
    Russia’s air campaign in Syria has raised fears of accidental contact between Russian warplanes and those of the US-led coalition which have been targeting IS for the past year.
    Pentagon officials revealed they recently had to carry out at least one “safe separation” manoeuvre to avoid a US jet coming too close to a Russian aircraft over Syria.
    The Syrian civil war began with an uprising against President Assad in 2011 that was brutally put down.

    Complementing America’s operations in Svalbard and Norway is the increasing use by NATO of Sweden’s Arctic Lapland for military purposes. Most NATO activities in Sweden involve NEAT, which stands for NATO Exercises and Advanced Testing.
    The U.S. is also expanding its military presence at the Thule airbase in Greenland as part of the U.S. Air Force 21st Space Wing’s missile defense network. Thule provides missile launch sensor data to the North American Air Defense Command (NORAD) and the Air Force Space Command. A number of Greenland «home rule» governments have wanted the United States to withdraw its military forces from Greenland but Washington and Denmark, which remains the sovereign authority over Greenland through the contrivance of calling Greenland a self-governing country within the «Kingdom of Denmark,» have rejected Greenlandic calls for the demilitarization of Greenland. The «kingdom» contrivance has also been used to keep the independence-minded Faeroe Islands in the Norwegian Sea firmly under Denmark’s, and by default, NATO’s, control. The Faeroes and Greenland are part of Denmark’s Joint Arctic Command, which in turn reports to NATO.
    Although Greenland’s Prime Minister Aleqa Hammond of the social democratic Siumut Party favors independence, she, like other past leaders, face determined opposition from Washington and Copenhagen, where NATO lobbyists exercise final say. Hammond stated «We will stand up as a people and demand what is rightfully ours.» According to a document found in the CIA archives, The U.S. has always believed it has ultimate authority over Greenland. And Denmark has not always been such an obedient slave to the dictates of Washington. A formerly TOP SECRET CIA document, dated January 31, 1947, states that the U.S. Minister to Denmark, Josiah P. Marvel, Jr., raised the issue of Greenland with the Danish Foreign Minister, Gustav Rasmussen. The U.S., at the time, was interested in wresting control of Greenland from Denmark to use it as a military base against the Soviet Union. When Marvel insisted on discussing the future of Greenland with Rasmussen, the Danish Foreign Minister replied, «While we owe much to America, I do not feel we owe them the whole island of Greenland.»

Former Danish Prime Minister and outgoing NATO Secretary General Anders Fogh Rasmussen, nicknamed the «Fogh of War» by his many critics, handed Greenland to the United States on a Georg Jensen silver platter and warned the Faeroes not to even think about independence. Whatever the Americans paid for Rasmussen’s knee-jerk loyalty, it was worth it to Washington.
    U.S. dominance over the Arctic is spelled out in the Pentagon’s National Strategy for the Arctic Region, a policy that was developed under the stewardship of Daniel Y. Chiu, the deputy assistant secretary of defense for strategy. Chiu sees the rapid climate change that is affecting the Arctic facilitating a greater U.S. naval and other military presence in the region.
    Last February, U.S. forces participated in the first airborne operation north of the Arctic Circle. The exercise, codenamed SPARTAN PEGASUS, saw paratroopers from the Army’s 25th Infantry Division parachute into Deadhorse on Alaska’s North Slope.
    In 2012, the commander of the U.S. Northern Command (NORTHCOM) and NORAD signed the Tri-Command Framework for Arctic Cooperation with the Commander of Canadian Joint Operations Command. The agreement «enhances military cooperation to support safety, security and defense operations in the region.» NORTHCOM has assumed sole responsibility for military operations in the Arctic region, placing Greenland, Svalbard, Jan Mayen Island, and the North Pole within NORTHCOM’s jurisdictional domain.
    And NORTHCOM has not been shy about ORDERING U.S. FIGHTER PLANES TO ENGAGE RUSSIAN MILITARY AIRCRAFT in dangerous «cat-and-mouse» games over the Bering Sea between Siberia and Alaska.
    NORTHCOM has increased its presence in Canada’s first Inuit-ruled territory, Nunavut. In March, NORTHCOM conducted Exercise ARCTIC WARRIOR/GUERRIER NORDIQUE in Iqaluit, Nunavut. The Stephen Harper government in Ottawa has increasingly stymied the rights of Native Canadians over the natural resources on their lands. The presence of NORTHCOM military units in the Nunavut capital of Iqaluit last March was a message by Ottawa and Washington to the local leaders that their self-government has «limits,» just like those imposed by Washington and Copenhagen on their Inuit cousins in Greenland. The same restrictions by the neo-colonialists of Ottawa and Washington will be imposed on the emerging Deline Gotine nation, the first native Canadian self-governing entity in Canada’s Northwest Territories. In addition, the people of Deline Gotine will have no authority to ban natural gas fracking in their territory.
    NATO has urged Denmark and Canada to resolve a dispute over ownership of Hans Island, a 1.3 kilometer barren uninhabited island between Greenland and Canada’s Ellesmere Island. The island will be ruled as a shared condominium between Canada and Denmark. Left out of the agreement are Greenland and Nunavut, the two Inuit governments that actually would have had no problems resolving sovereignty issues between the same native people. HOWEVER, IN THE ARCTIC, THE DECISIONS ARE MADE IN WASHINGTON, WHILE THE NATO PUPPETS OF OTTAWA, COPENHAGEN, AND OSLO OBEDIENTLY WAG THEIR TAILS.

    Obama and Putin Play Diplomatic Poker Over Syria – The …

    UNITED NATIONS — The leaders of the United States and Russia traded blunt criticisms on Monday at the United Nations, essentially blaming each other for the catastrophic war in Syria and the refugee crisis it helped to spawn.
    The speeches of President Obama, followed more than an hour later by President Vladimir V. Putin of Russia, dominated the opening of the annual General Assembly of world leaders.
    MR. OBAMA MADE A FORCEFUL DEFENSE OF DIPLOMACY BUT ALSO CASTIGATED RUSSIA BY NAME MULTIPLE TIMES IN HIS SPEECH FOR ITS DEFENSE OF THE SYRIAN GOVERNMENT, its takeover of Crimea and its actions supporting Ukrainian rebels.
    “Dangerous currents risk pulling us back into a darker, more disordered world,” Mr. Obama said.
    Those currents include major powers that want to ignore international rules AND IMPOSE ORDER THROUGH FORCE OF MILITARY POWER, HE SAID.
    “In accordance with this logic, we should support tyrants like Bashar al-Assad who drops barrel bombs to massacre innocent civilians because the alternative is surely worse,” he said in comments that seemed to be aimed directly at Mr. Putin.
    In what amounted to a basic rebuttal of Mr. Obama, the Russian leader extolled the Syrian leader, saying that he represented stability and that his forces needed support to fight the Islamic State extremists now threatening the region — even though Mr. Assad’s forces are for the most part fighting rebel groups dedicated to his ouster, not the Islamic State militants.
    “We think it’s an enormous mistake to refuse to cooperate with the Syrian government and its armed forces who are valiantly fighting terrorism face to face,” Mr. Putin said.
    But Mr. Putin, in what appeared to be a step to outmaneuver Mr. Obama on Syria, also spoke of creating “a genuinely broad international coalition” to fight the Islamic State, including a Security Council resolution to “coordinate” military action.
    How the United States and its allies will respond to such an idea is unclear. But President François Hollande of France, speaking to reporters later, welcomed the idea of a “broad coalition” and even a Security Council resolution as long as two conditions were met: a stop to the bombings and a “political transition with departure of Assad.” Mr. Hollande did not elaborate on exactly when Mr. Assad would have to leave.
    In remarks about foreign Islamic State fighters that seemed clearly aimed at stoking fears in Europe, Mr. Putin said: “We cannot allow these criminals who have already felt the smell of blood to return back home and continue their evil doings. No one wants this to happen, does he?”
    Mr. Putin did not hear Mr. Obama speak — the Russian leader had just arrived in New York from Moscow. But the tensions between the two are well known. In a deft bit of diplomacy, Secretary General Ban Ki-moon sat in between them during a lunch he hosted for a number of top leaders.
    In his toast, Mr. Ban, invoking the saying “There is no such thing as a free lunch,” exhorted his guests to help the United Nations reach the new Sustainable Development Goals for eliminating extreme poverty and hunger by 2030.
    Mr. Obama and Mr. Putin clinked glasses after Mr. Ban’s toast.
    In his own toast, Mr. Obama praised Mr. Ban and said “We are facing extraordinary challenges today, ones that test our capacity to work together.”
    Later in the afternoon Mr. Obama and Mr. Putin posed for photographers before a long-awaited private meeting between the two, which lasted for 95 minutes. They shook hands at the start but made no comments, and the details of their discussions were not immediately disclosed.
    In his earlier speech, Mr. Obama also chided China for its expansions in the South China Sea and Iran for its support of Mr. Assad, as well as the broader anti-American messages that emanate from the Iranians.
    “Chanting ‘Death to America’ does not create jobs, or make Iran more secure,” Mr. Obama said.
    Mr. Obama said that he was realistic, but he said realism had to take into account the brutality of the Assad government in Syria, where war has raged for more than four years.
    “Let’s remember how this started,” Mr. Obama said of the Syria conflict. “Assad reacted to peaceful protest by escalating repression and killing and in turn created the environment for the current strife.”
    Such violence makes it impossible for the vast majority of Syria’s population to accept Mr. Assad as their leader, Mr. Obama said.
    Similarly, Mr. Obama said, a fidelity to international rules required that the United States respond forcefully to Russia’s intervention in Crimea and Ukraine. He said that the United States had few economic interests in the region and understood the long history that Russia had with Crimea and Ukraine.
    “But we cannot stand by when the sovereignty and territorial integrity of a nation is flagrantly violated.” He added: “That’s the basis of the sanctions that the United States and our partners imposed on Russia. It’s not a desire to return to the Cold War.”
    MR. OBAMA TOLD THE INTERNATIONAL BODY THAT HE COMMANDS THE MOST POWERFUL MILITARY FORCE ON THE PLANET. But no matter how powerful its military or strong its economy, the United States could not solve the world’s problems on its own, he said.
    He pointed to the war in Iraq where, despite sending more than 100,000 troops and spending trillions of dollars, the United States was unsuccessful in stabilizing the country.
    MR. OBAMA EXTOLLED THE DIPLOMATIC COURSE IN WHICH THE UNITED STATES AND OTHER WORLD POWERS had successfully negotiated a nuclear agreement with Iran. And, in one of the first lines to yield cheers, he said that the United States had finally acknowledged that its posture toward Cuba had been wrong and that under his watch, diplomatic relations had been restored.
    “As these contacts yield progress, I’m confident that our Congress will inevitably lift an embargo that should not be in place anymore,” he said to cheers. “Change won’t come overnight to Cuba but I’m confident that openness not coercion will support the reforms and better the life that the Cuban people deserve.”
    MR. OBAMA MADE A FORCEFUL CASE FOR DEMOCRACY AND POINTED OUT THAT “DICTATORSHIPS ARE UNSTABLE.”
    “You can jail your opponents but you can’t imprison ideas,” he said.
    President Xi Jinping of China, speaking later in the day, reiterated what he called the Chinese priority of peace and stability for its economic development. He also demonstrated China’s enormous financial influence by announcing a $1 billion fund for the United Nations, and said his country would create a permanent standby peacekeeping contingent of 8,000 police and troops in case it is needed by the world body.
    Despite a swooning Russian economy and Western condemnation of Russia’s takeover of Crimea and intervention in Ukraine, MR. PUTIN SEEMS TO HAVE SURPRISED THE OBAMA ADMINISTRATION WITH AN INTELLIGENCE-SHARING ALLIANCE WITH IRAQ, SYRIA AND IRAN ABOUT THE ISLAMIC STATE MILITANT GROUP THAT OCCUPIES PARTS OF SYRIA AND IRAQ.
    The Russians and Americans even squabbled in recent days over who asked whom for the meeting between the two presidents.
    Mr. Putin has said that Mr. Assad is a vital bulwark against the Islamic State; Mr. Obama has said that Mr. Assad must leave before the conflict in Syria can be resolved.
    President Hassan Rouhani of Iran, in his speech, offered to help to “bring about democracy” in the two conflicts where it has influence, in Syria and Iran, even as he signaled his support for the Russian notion of a Security Council resolution.
    “We propose that the fight against terrorism be incorporated into a binding international document and no country be allowed to use terrorism for the purpose of intervention in the affairs of other countries,” Mr. Rouhani said.
    Mr. Obama was the first in a line of speakers from the big powers scheduled to speak at the 70th annual session of the United Nations General Assembly, where the Syria conflict and its consequences — the spread of Islamic State jihadism and the surge of refugees into Europe — were dominant themes.
    In opening the General Assembly, Mr. Ban struck a somber tone, asserting that: “Inequality is growing, TRUST IS FADING, AND IMPATIENCE WITH LEADERSHIP CAN BE SEEN AND FELT FAR AND WIDE.”
    The remarks by Mr. Ban, who is approaching his last year as the secretary general, were unusually pointed.
    He called to leaders to not stay in power beyond their constitutional terms in office, pressed permanent members of the Security Council to put aside their divisions, called explicitly for an “end to bombings” in Yemen, and named the five countries that, as he said, “hold the key” to peace in Syria: Russia, the United States, Saudi Arabia, Iran, and Turkey.
    Mr. Ban said 100 million civilians are in need of aid, for which the United Nations has pleaded for $20 billion. He rebuked the rich for not giving more, giving examples: One third of what the organization needs for Syria and Iraq has been received and for Gambia, whose children are among the hungriest in the world, nothing has come in.
    He stepped up his criticism of countries that shut their borders to refugees. “I urge Europe to do more,” reminding the Continent’s leaders that “after the Second World War it was Europeans seeking assistance.”
    He marked two pieces of good news. He praised the nuclear pact that the world powers reached with Iran. And with some relief, he noted that the world had come together to stop the Ebola virus from spreading.

    Obama and Putin Play Diplomatic Poker Over Syria – The …

    UNITED NATIONS — The leaders of the United States and Russia traded blunt criticisms on Monday at the United Nations, essentially blaming each other for the catastrophic war in Syria and the refugee crisis it helped to spawn.
    The speeches of President Obama, followed more than an hour later by President Vladimir V. Putin of Russia, dominated the opening of the annual General Assembly of world leaders.
    MR. OBAMA MADE A FORCEFUL DEFENSE OF DIPLOMACY BUT ALSO CASTIGATED RUSSIA BY NAME MULTIPLE TIMES IN HIS SPEECH FOR ITS DEFENSE OF THE SYRIAN GOVERNMENT, its takeover of Crimea and its actions supporting Ukrainian rebels.
    “Dangerous currents risk pulling us back into a darker, more disordered world,” Mr. Obama said.
    Those currents include major powers that want to ignore international rules AND IMPOSE ORDER THROUGH FORCE OF MILITARY POWER, HE SAID.
    “In accordance with this logic, we should support tyrants like Bashar al-Assad who drops barrel bombs to massacre innocent civilians because the alternative is surely worse,” he said in comments that seemed to be aimed directly at Mr. Putin.
    In what amounted to a basic rebuttal of Mr. Obama, the Russian leader extolled the Syrian leader, saying that he represented stability and that his forces needed support to fight the Islamic State extremists now threatening the region — even though Mr. Assad’s forces are for the most part fighting rebel groups dedicated to his ouster, not the Islamic State militants.
    “We think it’s an enormous mistake to refuse to cooperate with the Syrian government and its armed forces who are valiantly fighting terrorism face to face,” Mr. Putin said.
    But Mr. Putin, in what appeared to be a step to outmaneuver Mr. Obama on Syria, also spoke of creating “a genuinely broad international coalition” to fight the Islamic State, including a Security Council resolution to “coordinate” military action.
    How the United States and its allies will respond to such an idea is unclear. But President François Hollande of France, speaking to reporters later, welcomed the idea of a “broad coalition” and even a Security Council resolution as long as two conditions were met: a stop to the bombings and a “political transition with departure of Assad.” Mr. Hollande did not elaborate on exactly when Mr. Assad would have to leave.
    In remarks about foreign Islamic State fighters that seemed clearly aimed at stoking fears in Europe, Mr. Putin said: “We cannot allow these criminals who have already felt the smell of blood to return back home and continue their evil doings. No one wants this to happen, does he?”
    Mr. Putin did not hear Mr. Obama speak — the Russian leader had just arrived in New York from Moscow. But the tensions between the two are well known. In a deft bit of diplomacy, Secretary General Ban Ki-moon sat in between them during a lunch he hosted for a number of top leaders.
    In his toast, Mr. Ban, invoking the saying “There is no such thing as a free lunch,” exhorted his guests to help the United Nations reach the new Sustainable Development Goals for eliminating extreme poverty and hunger by 2030.
    Mr. Obama and Mr. Putin clinked glasses after Mr. Ban’s toast.
    In his own toast, Mr. Obama praised Mr. Ban and said “We are facing extraordinary challenges today, ones that test our capacity to work together.”
    Later in the afternoon Mr. Obama and Mr. Putin posed for photographers before a long-awaited private meeting between the two, which lasted for 95 minutes. They shook hands at the start but made no comments, and the details of their discussions were not immediately disclosed.
    In his earlier speech, Mr. Obama also chided China for its expansions in the South China Sea and Iran for its support of Mr. Assad, as well as the broader anti-American messages that emanate from the Iranians.
    “Chanting ‘Death to America’ does not create jobs, or make Iran more secure,” Mr. Obama said.
    Mr. Obama said that he was realistic, but he said realism had to take into account the brutality of the Assad government in Syria, where war has raged for more than four years.
    “Let’s remember how this started,” Mr. Obama said of the Syria conflict. “Assad reacted to peaceful protest by escalating repression and killing and in turn created the environment for the current strife.”
    Such violence makes it impossible for the vast majority of Syria’s population to accept Mr. Assad as their leader, Mr. Obama said.
    Similarly, Mr. Obama said, a fidelity to international rules required that the United States respond forcefully to Russia’s intervention in Crimea and Ukraine. He said that the United States had few economic interests in the region and understood the long history that Russia had with Crimea and Ukraine.
    “But we cannot stand by when the sovereignty and territorial integrity of a nation is flagrantly violated.” He added: “That’s the basis of the sanctions that the United States and our partners imposed on Russia. It’s not a desire to return to the Cold War.”
    MR. OBAMA TOLD THE INTERNATIONAL BODY THAT HE COMMANDS THE MOST POWERFUL MILITARY FORCE ON THE PLANET. But no matter how powerful its military or strong its economy, the United States could not solve the world’s problems on its own, he said.
    He pointed to the war in Iraq where, despite sending more than 100,000 troops and spending trillions of dollars, the United States was unsuccessful in stabilizing the country.
    MR. OBAMA EXTOLLED THE DIPLOMATIC COURSE IN WHICH THE UNITED STATES AND OTHER WORLD POWERS had successfully negotiated a nuclear agreement with Iran. And, in one of the first lines to yield cheers, he said that the United States had finally acknowledged that its posture toward Cuba had been wrong and that under his watch, diplomatic relations had been restored.
    “As these contacts yield progress, I’m confident that our Congress will inevitably lift an embargo that should not be in place anymore,” he said to cheers. “Change won’t come overnight to Cuba but I’m confident that openness not coercion will support the reforms and better the life that the Cuban people deserve.”
    MR. OBAMA MADE A FORCEFUL CASE FOR DEMOCRACY AND POINTED OUT THAT “DICTATORSHIPS ARE UNSTABLE.”
    “You can jail your opponents but you can’t imprison ideas,” he said.
    President Xi Jinping of China, speaking later in the day, reiterated what he called the Chinese priority of peace and stability for its economic development. He also demonstrated China’s enormous financial influence by announcing a $1 billion fund for the United Nations, and said his country would create a permanent standby peacekeeping contingent of 8,000 police and troops in case it is needed by the world body.
    Despite a swooning Russian economy and Western condemnation of Russia’s takeover of Crimea and intervention in Ukraine, MR. PUTIN SEEMS TO HAVE SURPRISED THE OBAMA ADMINISTRATION WITH AN INTELLIGENCE-SHARING ALLIANCE WITH IRAQ, SYRIA AND IRAN ABOUT THE ISLAMIC STATE MILITANT GROUP THAT OCCUPIES PARTS OF SYRIA AND IRAQ.
    The Russians and Americans even squabbled in recent days over who asked whom for the meeting between the two presidents.
    Mr. Putin has said that Mr. Assad is a vital bulwark against the Islamic State; Mr. Obama has said that Mr. Assad must leave before the conflict in Syria can be resolved.
    President Hassan Rouhani of Iran, in his speech, offered to help to “bring about democracy” in the two conflicts where it has influence, in Syria and Iran, even as he signaled his support for the Russian notion of a Security Council resolution.
    “We propose that the fight against terrorism be incorporated into a binding international document and no country be allowed to use terrorism for the purpose of intervention in the affairs of other countries,” Mr. Rouhani said.
    Mr. Obama was the first in a line of speakers from the big powers scheduled to speak at the 70th annual session of the United Nations General Assembly, where the Syria conflict and its consequences — the spread of Islamic State jihadism and the surge of refugees into Europe — were dominant themes.
    In opening the General Assembly, Mr. Ban struck a somber tone, asserting that: “Inequality is growing, TRUST IS FADING, AND IMPATIENCE WITH LEADERSHIP CAN BE SEEN AND FELT FAR AND WIDE.”
    The remarks by Mr. Ban, who is approaching his last year as the secretary general, were unusually pointed.
    He called to leaders to not stay in power beyond their constitutional terms in office, pressed permanent members of the Security Council to put aside their divisions, called explicitly for an “end to bombings” in Yemen, and named the five countries that, as he said, “hold the key” to peace in Syria: Russia, the United States, Saudi Arabia, Iran, and Turkey.
    Mr. Ban said 100 million civilians are in need of aid, for which the United Nations has pleaded for $20 billion. He rebuked the rich for not giving more, giving examples: One third of what the organization needs for Syria and Iraq has been received and for Gambia, whose children are among the hungriest in the world, nothing has come in.
    He stepped up his criticism of countries that shut their borders to refugees. “I urge Europe to do more,” reminding the Continent’s leaders that “after the Second World War it was Europeans seeking assistance.”
    He marked two pieces of good news. He praised the nuclear pact that the world powers reached with Iran. And with some relief, he noted that the world had come together to stop the Ebola virus from spreading.

    Russian Airstrikes in Syria Hit Targets in ISIS-Controlled Area

    MOSCOW — The Russian Defense Ministry said on Friday that it had bombed seven targets in Syria in overnight air raids, including a command post and a training camp near the northwestern city of Raqqa that would be the first strike in an area widely recognized as being under the control of the Islamic State.
    The United States and other nations that back groups fighting President Bashar al-Assad have accused the Russian forces of targeting almost every opposition group but the Islamic State in the airstrikes that began on Wednesday.
    Turkey issued a joint statement on Friday with Britain, France, Germany, Qatar, Saudi Arabia and the United States, calling on Russia to stop targeting the opposition groups they have been supporting and warning that such attacks would feed radicalism and extremism.
    Their view was summarily rejected later at the United Nations by the foreign minister of Syria, Walid al-Moallem. Delivering his nation’s speech at the annual General Assembly, Mr. Moallem thanked the Russians for coming to the aid of the Syrian military with airstrikes and asserted they were part of its effort to combat terrorism.
    Mr. Moallem castigated the alliance of Western and Arab states for what he called their failure to stop the flow of foreign jihadists into Syria. He blamed the alliance for creating the crisis now engulfing the country.
    “Our vision proved to be correct,” Mr. Moallem said.
    The Russian foray into Syria also preoccupied a Ukraine summit meeting in Paris on Friday, at least initially. The leaders of Russia and France talked for an hour about Syria, a French official said, before the broader meeting, which included the leaders of Germany and Ukraine, meant to shore up the agreement signed in Minsk, Belarus, this year that was intended to pacify southeast Ukraine.
    In Moscow on Friday, the Defense Ministry said that its warplanes had flown 10 sorties overnight, hitting seven targets including a training camp and a command post run by the Islamic State, also known as ISIS or ISIL, near Raqqa.
    Maj. Gen. Igor Konashenkov, a spokesman for the ministry, said that the training camp was near the town of Maaden Jedid and that the command post was near Kasert-Faraj, both southwest of Raqqa.
    Raqqa has emerged as the capital of the patchwork of territory that the Islamic State controls across northern Syria.
    In Raqqa, the authorities announced that they were canceling Friday Prayer in the mosques as a safety measure, according to the Syrian Observatory for Human Rights, a organization based in Britain that tracks local activity across the country.
    The Russians also reportedly hit Qaratayn, south of Homs, according to Mayadeen TV, a Lebanese channel close to the Damascus government. Islamic State forces captured the town recently, pushing out from the desert city of Palmyra toward Damascus, and they are still holding some Assyrian Christian hostages from there.
    The other four areas that Syrian state television reported had been hit by Russian forces were in different parts of the country known to be controlled by rebel groups other than the Islamic State.
    Russia has rejected accusations that, in trying to shore up Mr. Assad, it has hit all opposition groups indiscriminately rather than concentrating on Islamic State militants. Its military operations have confounded the loose coalition of nations that have been backing the opposition since the civil war erupted in 2011.
    The statement from the seven countries expressed “deep concern” about the Russian military buildup in Syria, and in particular Russian Air Force attacks around Hama, Homs and Idlib. The attacks avoided Islamic State targets and caused civilian casualties, the statement said.
    “These military actions constitute a further escalation and will only fuel more extremism and radicalization,” the statement said. “We call on the Russian federation to immediately cease its attacks on the Syrian opposition and civilians and to focus its efforts on fighting ISIL.”
    Russia, like Syria, which has been deeply involved in picking the Russian Air Force’s targets, does not distinguish among the various opposition groups, labeling them all Islamic State or “terrorists.”
    As part of its campaign in Syria, the Russian Navy has deployed the missile cruiser Moscow to defend Russian Air Force planes stationed near Latakia, the Interfax news agency reported on Friday, quoting an unidentified military source.
    The missile cruiser, part of a fleet that operates permanently in the eastern Mediterranean, has fired a few shots at aerial targets, the agency reported, without providing any additional details.
    Russian support for the Assad government is based at least in part on a desire to maintain access to its longstanding naval station at Tartus, its only overseas military post outside the former Soviet Union.

    Note that there are a few items being finalized as we wrap up this project by October 31, 2015. The Powerpoint Presentation (Supplementary Information B), which we have been using for a variety of presentations already, is in the process of being refined, and we will continue to refine it through the end of October. Also, the Monitoring Plan (Appendix E), which defines how and who will continue to track the progress of the implementation of the adaptation strategies, is in process and will be complete by end of October. And we are also working on an extra final product – a packaged up version of the Executive Summary that can be used as a standalone handout.
    We are currently in the process of giving presentations on the final results of this project to the municipalities and other organizations, and we have a few public presentations that are getting scheduled. One that is scheduled currently is a presentation to the Jefferson County Planning Commission, on November 4th. (The commission meeting starts at 6:30 pm, but the specific time slot has not yet been scheduled, you can check the agenda once it becomes available here.)

    We will let you know when the public presentations are scheduled.
    We will send you a final email by the end of October when these last pieces are complete, and to also enlist your help with helping move the identified climate adaptation strategies forward and to provide input on the status of the implementation of the adaptation strategies.

    The NOPRC&D will conduct a detailed assessment of climate related vulnerabilities and develop A CLIMATE ADAPTATION PLAN FOR THE NORTH OLYMPIC PENINSULA. This work will focus on options for reducing risks from climate change by improving the resiliency of the local ecosystems in watersheds of JEFFERSON AND CLALLAM COUNTY.     WASHINGTON (AP) — Aiming to jolt the rest of the world to action, President Barack Obama moved ahead Sunday with even tougher greenhouse gas cuts on American power plants, setting up a certain confrontation in the courts with energy producers and Republican-led states.
    In finalizing the unprecedented pollution controls, Obama was installing the core of his ambitious and controversial plan to drastically reduce overall U.S. emissions, as he works to secure a legacy on fighting global warming. Yet it will be up to Obama’s successor to implement his plan, which reverberated across the 2016 presidential campaign trail.
    Opponents planned to sue immediately, and to ask the courts to block the rule temporarily. Many states have threatened not to comply.
    The Obama administration estimated the emissions limits will cost $8.4 billion annually by 2030. The actual price won’t be clear until states decide how they’ll reach their targets. But energy industry advocates said the revision makes Obama’s mandate even more burdensome, costly and difficult to achieve.
    “They are wrong,” Environmental Protection Agency Administrator Gina McCarthy said flatly, accusing opponents of promulgating a “doomsday” scenario.
    Last year, the Obama administration proposed the first greenhouse gas limits on existing power plants in U.S. history, triggering a yearlong review and more than 4 million public comments. On Monday, Obama was to unveil the final rule publicly at an event at the White House.
    “Climate change is not a problem for another generation,” Obama said in a video posted to Facebook. “Not anymore.”
    The final version imposes stricter carbon dioxide limits on states than was previously expected: a 32 percent cut by 2030, compared to 2005 levels, the White House said. Obama’s proposed version last year called only for a 30 percent cut.
    Immediately, Obama’s plan became a point of controversy in the 2016 presidential race, with Hillary Rodham Clinton voicing her strong support and using it to criticize her GOP opponents for failing to offer a credible alternative.
    “It’s a good plan, and as president, I’d defend it,” Clinton said.
    On the Republican side, Marco Rubio, a Florida senator, predicted increases in electricity bills would be “catastrophic,” while former Florida Gov. Jeb Bush called the rule “irresponsible and overreaching.”
    “Climate change will not be solved by grabbing power from states or slowly hollowing out our economy,” Bush said.
    Obama’s rule assigns customized targets to each state, then leaves it up to the state to determine how to meet them. Prodded by Senate Majority Leader Mitch McConnell, R-Ky., a number of Republican governors have said they simply won’t comply. If states refuse to submit plans, the EPA has the authority to impose its own plan, and McCarthy said the administration would release a model federal plan that states could adopt right away.
    Another key change to the initial proposal marks a major shift for Obama on natural gas, which the president has championed as a “bridge fuel” whose growing use can help the U.S. wean itself off dirtier coal power while ramping up renewable energy capacity. The final version aims to keep the share of natural gas in the nation’s power mix at current levels.
    Under the final rule, states will also have an additional two years — until 2022 — to comply, yielding to complaints that the original deadline was too soon. They’ll also have an additional year to submit their implementation plans to Washington.
    In an attempt to encourage earlier action, the federal government plans to offer credits to states that boost renewable sources like wind and solar in 2020 and 2021. States could store those credits away to offset pollution emitted after the compliance period starts in 2022.
    Twenty to 30 states were poised to join the energy industry in suing over the rule as soon as it’s formally published, said Scott Segal, a lobbyist with the firm Bracewell and Giuliani who represents utilities. The Obama administration has a mixed track record in fending off legal challenges to its climate rules. GOP leaders in Congress were also weighing various legislative maneuvers to try to block the rule.
    The National Mining Association lambasted the plan and said it would ask the courts to put the rule on hold while legal challenges play out. On the other end of the spectrum, Michael Brune, the Sierra Club’s executive director, said in an interview that his organization planned to hold public rallies, put pressure on individual coal plants and “intervene as necessary in the courts” to defend the rule.
    By clamping down on emissions, Obama is also working to increase his leverage and credibility with other nations whose commitments he’s seeking for a global climate treaty to be finalized later this year in Paris. As its contribution to that treaty, the U.S. has pledged to cut overall emissions 26 percent to 28 percent by 2025, compared to 2005.
    “We’re positioning the United States as an international leader on climate change,” said Brian Deese, Obama’s senior adviser.
    Power plants account for roughly one-third of all U.S. emissions of the heat-trapping gases blamed for global warming, making them the largest single source.

    What is Climate Change Adaptation & Why is it Important?

    Background on the Implementing Instructions for Federal Agency Climate Change Adaptation
    Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, establishes an integrated strategy for sustainability within the Federal Government. Under the Executive Order, each agency is required to evaluate their climate change risks and vulnerabilities to manage the effects of climate change on the agency’s mission and operations in both the short and long-term as part of the formal Strategic Sustainability Performance Planning process. In it’s October 2010 Progress Report, the Interagency Climate Change Adaptation Task Force recommended that CEQ issue climate change adaptation planning implementing instructions. The Implementing Instructions for Federal Agency Climate Change Adaptation Planning identify how agencies should respond to the adaptation requirements under the Executive Order.
    Federal Framework for Adaptation Planning, and Guiding Principles
    CEQ based its adaptation planning requirements on a six-step, flexible planning framework and eight Guiding Principles, as recommended by the Interagency Climate Change Adaptation Task Force. The planning framework is not meant to be prescriptive or to provide detailed recommendations for project-level adaptation, those detailed options will be developed over time by each agency with the help of a growing set of planning tools, illustrative case studies, and lessons learned. In addition, climate change adaptation planning in an iterative process; our knowledge of climate change is evolving, as is our understanding of different types of adaptive actions.
