    Budgetmakers in the U.S. Senate want the Department of Energy (DOE) to study the possibility of making Earth reflect more sunlight into space to fight global warming. Earth’s reflectivity is known as its albedo, and the request to study “albedo modification” comes in the details of a proposed spending bill passed by the Senate appropriations committee to fund DOE, the Army Corps of Engineers, and related agencies for fiscal year 2017, which begins 1 October. The bill does not specify how much money should be spent on the research.

    Critics argue that albedo modification and other “geoengineering” schemes are risky and would discourage nations from trying to reduce their emissions of carbon dioxide, the heat-trapping gas that comes from the burning of fossil fuels and that is causing global warming by absorbing increasing amounts of energy from sunlight. Still, climate researchers say they should find out what its potential of albedo modification might be.

    “The recommendation is great,” says Joyce Penner, an atmospheric scientist at the University of Michigan, Ann Arbor. Albedo modification “is not a solution to global warming, it is only a way to avoid, perhaps, a tipping point in the climate.” David Keith, an atmospheric physicist at Harvard University, says, “Ignorance is not a good basis for making decisions, so learning more about this is extremely valuable even if we find out that it will never work.” Keith adds, however, that the few existing studies suggest albedo modification could help ameliorate some effects of global warming.

    The call for further research comes in a bill that would provide $5.4 billion for DOE’s Office of Science next year. It also builds on the recommendations of a February 2015 report from the National Academy of Sciences (NAS) entitled Climate Intervention: Reflecting Sunlight to Cool Earth. That report warned explicitly that albedo modification shouldn’t be deployed now because the risks and benefits were far too uncertain. Still, the committee urged further research to find out what those risks and benefits might be.

    The Senate appropriations committee wants DOE to do that research. “As other nations have launched research programs on albedo modification, the Committee recommends the Department review the findings of the NAS report … and leverage existing computational and modeling capabilities to explore potential impacts of albedo modification,” says a report that accompanies the Senate budget bill. The direction is included in a section outlining priorities for the Office of Science program in biological and environmental research, which currently has an annual budget of $609 million.

    Albedo modification would work by lacing the atmosphere with tiny particles or aerosols that would reflect sunlight and mimic natural processes. For example, in 1991 the volcano Mount Pinatubo in the Philippines spewed 20 million tons of sulfur dioxide into the stratosphere, which spans altitudes from 10 to 50 kilometers. There, the sulfur dioxide produced aerosols that reflected enough sunlight to reduce global temperature by an estimated 0.3°C for 3 years. Albedo modification might also work by using aerosols to seed cloud formation in a lower atmospheric layer called the troposphere.

    However, the NAS report also noted that the potential effects of albedo modification remain poorly understood and quantified. Scientists lack even the observational tools to measure the effects of albedo modification, the report states. To make up for those shortcomings, the report called for a research program, including smaller scale field trials, whose goal “should be to improve understanding of the range of climate and other environmental effects of albedo modification, as well as understanding of unintended impacts.”

    For decades studying albedo modification has been taboo in the United States, Keith says, for fear that it would distract from the ultimate goal of zeroing out carbon emissions. But given the potentially catastrophic effects of global warming, scientists have an obligation to study the idea, he says. “Because the burden will fall so disproportionately on the poor I think there’s a moral imperative to do it,” he says.

    Even if albedo modification won’t work, the research would pay big dividends, Penner predicts. Among the most uncertain elements in climate models are the effects of aerosols and their interactions with clouds—just the things involved in albedo modification—she says. Because of those uncertainties, researchers can estimate only that doubling atmospheric carbon dioxide from preindustrial levels would increase global temperature between 1°C and 5°C. “If we knew the aerosol forcing we could reduce that range,” Penner says.

    If the federal government turns a blind eye to albedo modification, the research will be done anyway by countries such as China and researchers sponsored by nongovernmental organizations such as the Bill & Melinda Gates Foundation, Keith says.

    So the real choice is between exploring albedo modification openly or in relative secrecy, he says: “I believe in sunshine and democracy, and I really think this should be done by the U.S. government and in a transparent way.”

    The Senate language is a long way from becoming law. The full Senate has yet to act on the measure, which ultimately would have to be reconciled with DOE spending levels approved by the House of Representatives. Any final bill would have to be signed by the president.

    CLIMATE INTERVENTION IS NO SUBSTITUTE

However, as our planet enters a period of changing climate never before experienced in recorded human history, interest is growing in the potential for deliberate intervention in the climate system to counter climate change.

    This study assesses the potential impacts, benefits, and costs of two different proposed classes of climate intervention:
    (1) carbon dioxide removal and
    (2) albedo modification (reflecting sunlight). Carbon dioxide removal strategies address a key driver of climate change, but research is needed to fully assess if any of these technologies could be appropriate for large-scale deployment. Albedo modification strategies could rapidly cool the planet’s surface but pose environmental and other risks that are not well understood and therefore should not be deployed at climate-altering
    scales; more research is needed to determine if albedo modification approaches could be viable in the future.

    To date, most research on countering the impacts of climate change has focused on
    mitigating climate change by reducing greenhouse gas emissions or on adapting human and natural systems to make them more resilient to the effects of a changing climate. In contrast, climate intervention—purposeful intervention in the climate system to counter climate change—has received little attention.

    This study considers two proposed classes of climate intervention:

    Carbon dioxide removal strategies would actively remove carbon dioxide from the atmosphere and sequester it reliably.–

    CONCLUSION
    Climate change is a global challenge, and addressing it will require a portfolio of responses with varying degrees of risk and efficacy. There is no substitute for dramatic reductions in greenhouse gas emissions to mitigate the negative consequences of climate change, together with adaptation of human and natural systems to make them more resilient to changing climate.
    However, if society ultimately decides to intervene in Earth’s climate,
    the Committee most strongly recommends any such actions be informed by a far more substantive body of scientific research—
    encompassing climate science and economic, political, ethical, and other dimensions—than is available at present ———————————————————-

  • An Endangered Gopher Tax?

    The Thurston County Commissioners in collusion with the US Fish and Wildlife Service have created a novel method of extracting additional tax dollars from prospective new homeowners in Washington State.  According to public documents, Thurston County staff has proposed a new gopher tax, up to $42,000 for new homeowners who might consider building a home on or near land that might be inhabited by a rodent called the Mazama Pocket Gopher.  This gopher tax (called “mitigation” in planner-speak) would be in addition to any other fees, permits, taxes, or other costs that might be imposed on the construction of a new home in Thurston County, Washington.  For direct links to the concept files written and presented by Thurston County planning staff go here and here.

    The $42,000 gopher tax is likely to become law later this year.   Two of the three Commissioners (Sandra Romero and Cathy Wolfe) have been supportive of the plan and the process for many years now.  In addition, the Thurston County Planning Department has been largely controlled by the US Fish & Wildlife Service for years – many of the county employees are entirely subsidized by USFWS grant money.  This has been a concern of property rights advocates for many years because local county staff won’t question their orders from USFWS when their jobs depend on grant dollars from that federal agency.

    Another aspect of the gopher tax that has local observers concerned is the current plan for much of this money to be transferred to an out-of-state nonprofit organization.  Some of these gopher tax monies would stay in Thurston County, but it appears that after insiders get their cut, most of these funds would be sent to an out-of-state organization to manage local taxpayer-purchased land that could be set aside as bonus pocket gopher habitat.

    The Pocket Gopher – Endangered Animal or Convenient Excuse?

    The Thurston County Mazama pocket gopher was listed as a threatened species by the USFWS in April,  2014.  The listing process was controversial, and generated a lot of local citizen backlash as well as open ridicule by rural Thurston County residents directed at the Commissioners, USFWS, and others who championed the original listing process.  Most casual observers could see that something was very wrong in Thurston County.

    A pirate might know it is stealing, but Thurston County calls it a tax or a “fee.” It is all about the money.

    Pocket gophers are considered pest rodents throughout most of the United States where they live.  They are prolific and resilient creatures, often found in areas that have been heavily disturbed by agriculture or forestry efforts.  In fact, the two largest concentrations of pocket gophers in Thurston County were found at the Olympia Airport and the surrounding industrial park and at the nearby Fort Lewis Firing Range.  Interestingly, the very gophers who USFWS claims are threatened, thrive in the middle of the artillery impact range on a piece of land that has been repeatedly pulverized, destroyed, and burned for most of a century.  Now, both USFWS and the Thurston County planning department argue that building a home on 5 acres will so harm the gophers that a prospective homeowner must pay $42,000 for permission to apply for a home – maybe.

    Few observers accuse the USFWS of staying true to science or the facts when it comes to listing endangered species.  On the east side of Washington State, USFWS attempted to list the “White Bluffs Bladder Pod” as an endangered species certain that this plant was so rare that it justified land restrictions.  However, a local agricultural organization took samples of the “endangered” plant, conducted DNA tests, and determined that it was a very common weed found in many Western States.  USFWS still plans to list the plant as endangered regardless of the truth or science.  This wouldn’t be the first time USFWS has listed an animal on the Endangered Species list that wasn’t endangered.  In some cases, the listed animals haven’t even been proven to exist.

    The pocket gopher listing process has become just as silly.  No USFWS employee is willing to say how many of these endangered pocket gophers actually exist.  In fact, they tend to become angry if anyone dares ask.  Partly, this is because past population counts have proven to be wildly inaccurate.  Another reason government staff requires forced ignorance of the gopher population numbers is that it would lead to a logical question which they also refuse to answer – how many gophers do you need for them to no longer be considered threatened?  None dare even think these thoughts, at least not if you want the grant gravy train to continue.  Solving a real problem has never been the goal.

    Gophers can be killed, just not by humans
    Gophers are a natural part of the food chain, but Thurston County is the ultimate predator and plans to profit from the gopher tax they impose on new home owners.

    Interestingly enough, the DNA samples for this “endangered” gopher exist at the Washington State Department of Fish & Wildlife, but they refuse to allow an outside organization to take samples for an independant DNA test.  It is illegal for someone to trap a gopher and take independent samples – you could be arrested and get a criminal record like this guy.  Willful ignorance appears to be the order of the day in Thurston County and at the USFWS.  Science and the facts are entirely irrelevant.  The process is the point and the punishment.

    NORTHWEST WILDFIRES AND THE ‘GREEN’ ENVIRONMENTALIST

    As I write this I am vexed by the fact that nearly 100,000 thousand acres of pristine forests are burning and nearly one-million acres of forest (public forests) have burned to the ground in and around the Pacific Northwest so far this year alone. The vast majority of these forests are publically owned and managed by Federal agencies under the overview of the EPA (http://www.oregonlive.com/pacific-northwest-news/index.ssf/2014/07/northwest_wildfires_more_than.html).
    As a result of the flames, heat and smoke, thousands of forest animals have died and many others are suffering with severe injuries and their habitat is now long-gone. Wildfires are indiscriminate killers of endangered species, as well as numerous other species of birds and many other forest animals. It’s impossible to put an economic value on a forest full of life; but having said that; and simply from a renewable resource point of view, just the trees that have been lost had an economic (timber) value in excess of a billion dollars!
    The EPA, BLM, U.S. Forestry and their environmentalist (‘Green’) support base claim that they want to preserve habitat and save endangered species, but by way of their own actions, policies and regulations, more habitat and species have been lost over the past decades under their management policies than were lost ever before, and are being lost, every year, year after year at an alarming rate!
    Albert Einstein once said that the definition of insanity is; doing the same thing over and over again and expecting different results…
    So the question is why are we losing so much forest? And the answer is very simple… the forests are being mismanaged through the continued bungling-intervention of the EPA, the ‘environmentalists’ and the ‘green’ movement into the arena of forestry.
    I know something about the subject of forests and forest management since I grew-up living, working, hunting and fishing in the area of the forests that are being consumed by these incredibly massive fires, which have become a recurring annual theme over the past two and a half decades since the intervention of the ‘environmentalist’ into the area for forest management practices. But who are these ‘environmentalists’ anyway.
    Generally speaking (and there are exceptions), the ‘environmentalists’ who have taken an interest in controlling how our public forests are used don’t live in the forests, and they view the human race (you, me our families and friends) as less valuable and relevant than a frog, fish, or a tree. They are people who seem to lack an understanding of the principals of renewable manageable resources, and who have become activists against those who would use the public forests responsibly, having had relatively little (if any) time and relevant experience living in or working in our forests themselves. Many of them are aligned with the concepts and principals of the ‘progressive’ socialist movement. If you debate them, many of these same people will quickly remind you of their ‘degrees’, etc… In other words, they are telling you that they ‘know it all’, and certainly more than you. However, anyone who has successfully managed a forest knows (as is seen in privately owned and managed forests) that reading some books in college and going on a few field trips just doesn’t cut it; a piece of paper hanging on the wall is no substitute for actual experience that is gained over many generations of successful forest management. No more so than someone trying to be a farmer with the same token experience… it just doesn’t work.
    And coincidentally, many of the books that some universities are using in their forestry programs are authored by some of the same ‘green’ environmentalist forest managers who have had a hand in developing the current failed forest management polices as applied over the past two decades; just look what’s happening! Books and lectures simply cannot teach common sense or instill the on-the-ground experience that loggers and foresters develop over the span of their lives, and through generation after generation of families working in the woods. There’s just no debating when it comes to the contrast between the current recurring disaster management model, and the past successes in forest management with sustainable and renewable timber harvests, combined with abundant wildlife habitat; without the mammoth annual fires we are experiencing today.

    In the early 1970’s I worked in the woods logging and then later worked as a millwright for Southern Oregon Plywood. My brothers were also loggers as were many of my friends and countless others who lived in Southern Oregon. Like farmers who tended to their fields and cared for them year after year, and who depended upon those fields and the resulting crop production, loggers cared for the forests; they had to; forests were the lifeline for their family’s financial security.
    Loggers and their families also spent a lot of time in the woods even when they weren’t working; they hunted and fished in the forests for generations. And through that continual close contact with the forest and the wildlife, loggers gained more knowledge about the forests and the animals that lived there than many of the scientists, giving them a unique understanding of the intricate and complex interactions of the biodiversity that exists in the forests.
    As just one example of the many successful practices of loggers; dead and dying trees and underbrush (fuel for fires) were removed and eliminated during selective harvesting of the forests, and in the process of harvests, small access roads were made, which served as fire breaks and access for firefighters in the event of a fire. During that time and preceding decades, back when loggers were allowed to log public forests, fires that burned hundreds of thousands and millions of acres of timber were very rare, almost non-existent. And that was because the forests were healthy and the density of the forest and the underbrush were kept to a minimum as a result of proper management and continued annual harvests. Forests were managed as a sustainable and renewable resource, which in turn benefited the wildlife with sustainable reliable habitat and in the process, also provided recreational opportunities for the people. That former relationship between loggers and the forest was truly symbiotic.
    I can still recall the spotted owl debacle, where loggers, who for all intents and purposes were the caretakers of the forests were completely closed-out of the public forests in wholesale fashion as a result of the ‘green’ movement and environmentalists! All logging came to a complete halt as well as the associated management practices. This resulted in the shutdown of numerous West Coast lumber mills and the loss of tens of thousands of jobs in and related to the timber industry which was thereafter decimated.
    During the lobby by the ‘green movement’ and environmentalists, they argued that the rate of logging prior to the 1990’s would eliminate the old growth forests… here is a quote:
    “Environmentalists admit that saving the owls’ habitat could cost jobs. But, they argue, these jobs will vanish no matter what. For if cutting continues at its current rate of 125,000 acres a year, the old-growth forests will be gone within thirty years and the mills forced to close anyhow.” (taken from this article: http://www.scu.edu/ethics/publications/iie/v4n1/ ).
    However, as we have all witnessed, since the transition to the ‘green movement’s’ ban on logging in public forests, we are in fact actually losing many hundreds of thousands of acres of forest annually! It’s a travesty of monumental proportions… when people like these try to play God, the results are usually tragic and harm both humanity and the wildlife.
    Through the use of politics combined with bad science the ‘green movement’ and environmentalists led the way to the implementation of seriously flawed policies (regulations) and practices. The EPA and the BLM along with Federal forestry agencies and their environmentalist support base had in the early 1990’s effected a major management policy change in order to supposedly save forest habitat for a species of owl (spotted owl) that was ‘allegedly’ endangered (http://community.seattletimes.nwsource.com/archive/?date=19930114&slug=1679945)
    Result: In the early 1990’s Federal forests became off-limits to loggers.
    Of course under the ‘new management’ practices of the environmentalist-led EPA, BLM and Federal Forestry Departments, the forests became (and are) very seriously overgrown leading to unhealthy stands of trees (with dead and dying trees) that were vulnerable to disease, insects and of course fire, as did the underbrush.
    Forests became so dense that if a fire started (regardless of reason)… the fire would burn extremely hot and spread very fast; it’s so simple a child can understand the concept… more fuel, more forest fire.
    And at the end of the day, many years later after Feds and the ‘green’ environmentalists kicked the loggers out of the forests and took-over, placing ‘their’ policies, regulations and management practices into place, the spotted owl population has continued to drop! This is irrefutable evidence that their interventions, policies and regulations have utterly failed to affect the owls, and in that failure, the public interest has lost even more animals and habitat to fire! Through their own actions, we now have even more animals heading towards potential extinction! What a contradiction to the claims of these people!
    Under the ‘green environmental’ forest management polices/practices (‘hands off, no logging’), forests have become so dense that when lightning starts a fire, instead of just burning-off a relatively small area before the fire is brought under control, as it was in the days of managed logging, fires today now burn entire tracks of forests amounting to hundreds of thousands of acres annually, all of which is burned to the bare ground!
    LET’S KEEP IN THE MIND THAT THIS IS NOW THE NEW ‘NORM’, and since it takes many decades for the trees to be re-established, the net result is that we are losing more and more forest annually, instead of gaining more forest area and wildlife habitat; just the opposite of what the environmentalists and the EPA preach to the public. So what’s the point?
    You don’t need to be a rocket scientist to figure this one out…. Just look at the annual total acres that are burned to the ground… It’s truly shocking that this is even allowed to continue as it has, year after year.
    So much for the ‘habitat’ of the spotted owl! And of course the habitats for dozens of other species were (are) lost as well. As of this writing, I am down in the area of the fires interviewing local people, and hundreds of thousands of acres of ‘critical habitat’ (old growth and other trees) has been converted to the ash that is falling from the sky; it’s like a nuclear winter without the radiation. Ash from the burned forests is covering entire cities!
    It’s a fact that under the continued management of the public’s forest lands by the same idiotic policies, we now have annual forest fires that devastate huge areas of forest, and in the process destroy all of the trees, as opposed to having some of the trees harvested resulting in a healthy forest as had existed in the past; forests which then were also more fire-resistant. Some may try to argue that the fires are a result of the drought. Of course that’s a ruse to deflect blame from the implementation of a seriously flawed management policy. In the prior era of managed forest harvests, we also had periods of severe drought, without the results we are seeing today. Added to which, forests which are selectively logged and managed are far more fire resistant, drought or not, and that fact is undeniable.
    So which method makes more sense? Sustainable logging as it was successfully practiced for nearly a century; or…. The current ‘green environmentalist’ methods where no logging is allowed in public forests resulting in hundreds of thousands of acres of forests regularly burning to the ground leaving nothing but ash and bare ground that is devoid of plant life and subject to severe erosion?
    The erosion of the scorched earth in-turn leads to excessive silt run-off into the streams and rivers, which covers the critical gravel beds in the streams and rivers that are required for the fish eggs of spawning fish such as Salmon. Of course the recent decline in Salmon and Steelhead runs are certainly associated to this situation. Additionally, the loss of forests results in the loss of critical shade trees in and around watersheds, which results in the warming of stream and river water temperatures; this also adversely affects the fish populations.
    The late Summer and Fall storms of the Pacific Northwest which spawn the lightning that ignite the forests also provide the downpours that wash the silt into the streams and rivers that resulted from the aftermath of the massive forest fires. And this silting of the waterways comes at the worst possible time… just as the Salmon are moving upriver to spawn in the gravel beds of the rivers and streams. However, with the overburden of silt that has washed-down off the now barren mountain sides, the gravel beds are covered in silt and are no longer viable for the spawning Salmon. This is not an optimal situation for the spawning Salmon; in fact, it can cause entire runs of Salmon to fail in their efforts to reproduce! As a fisherman myself, this situation is beyond frustrating.
    As anyone can easily see, the relative newcomer green environmentalist-scientists have it all wrong, and every year since the implementation of their fatally flawed concepts and polices we watch as more and more forests are consumed by massive fires such as those that are burning as I write this.
    If these forests were properly managed and logged as they were just 30 years ago in the Pacific Northwest, we would have trees still standing and abundant animal habitat in areas that are now burned to the dirt, and we would have renewable forest harvests as in the past providing full-time jobs for thousands of people. And as it was in the past, healthy standing forests shading the watersheds and minimized erosion, providing optimal water temperatures and low water turbidity in the streams and rivers resulting in abundant runs of fish, something that local Indian tribes greatly desire.
    Instead, thanks to the intervention of the EPA, the ‘green movement’ and environmentalists, we have less and less forest, which leads to less and less water, and less fish,
    WHILE THE GOOD PEOPLE OF SISKIYOU, JACKSON, JOSEPHINE AND KLAMATH COUNTIES ARE SUFFERING FROM RECORD HIGH UN-EMPLOYMENT AS THEY WATCH HELPLESSLY AS BILLIONS OF DOLLARS OF TIMBER IS TURNED TO ASH EACH YEAR.
    And in the end, with the forests burned to the ground, if a few spotted owls survive the blaze, the spotted owl has no trees and no habitat. So what was the point?
    It just doesn’t get any dumber than this. We have the blind leading the blind.
    THINKING AMERICANS NEED TO STAND-UP TO THE CURRENT STUPIDITY AND FORM A UNITED FRONT AGAINST THE IDIOTS WHO THINK THEY KNOW WHAT’S BEST FOR EVERYONE ELSE, OUR NATURAL RESOURCES, OUR SCHOOLS AND OUR LOCAL COUNTIES.
    Some readers might be thinking; why should I care? Or, how does this affect me since I live across the U.S. from these wildfires. We all need to care and take action because this kind of mismanagement can happen anywhere environmentalists stick their noses into areas where they have less than adequate experience.
    AS I WRITE THIS, AND AS A RESULT OF YET ANOTHER ENVIRONMENTALIST INTERVENTION, NUMEROUS PERFECTLY GOOD WEST COAST DAMS ARE BEING EYED FOR REMOVAL! OF COURSE THIS MAKES PERFECT SENSE TO THESE UPSIDE-DOWN THINKING PEOPLE, ESPECIALLY GIVEN THAT THE WEST COAST IS SERIOUSLY SHORT ON WATER AS IT IS, AND NEEDS MORE DAMS, NOT LESS!

    NORTHWEST WILDFIRES AND THE ‘GREEN’ ENVIRONMENTALIST (full text)

    As I write this I am vexed by the fact that nearly 100,000 thousand acres of pristine forests are burning and nearly one-million acres of forest (public forests) have burned to the ground in and around the Pacific Northwest so far this year alone. The vast majority of these forests are publically owned and managed by Federal agencies under the overview of the EPA (http://www.oregonlive.com/pacific-northwest-news/index.ssf/2014/07/northwest_wildfires_more_than.html).
    As a result of the flames, heat and smoke, thousands of forest animals have died and many others are suffering with severe injuries and their habitat is now long-gone. Wildfires are indiscriminate killers of endangered species, as well as numerous other species of birds and many other forest animals. It’s impossible to put an economic value on a forest full of life; but having said that; and simply from a renewable resource point of view, just the trees that have been lost had an economic (timber) value in excess of a billion dollars!
    The EPA, BLM, U.S. Forestry and their environmentalist (‘Green’) support base claim that they want to preserve habitat and save endangered species, but by way of their own actions, policies and regulations, more habitat and species have been lost over the past decades under their management policies than were lost ever before, and are being lost, every year, year after year at an alarming rate!
    Albert Einstein once said that the definition of insanity is; doing the same thing over and over again and expecting different results…
    So the question is why are we losing so much forest? And the answer is very simple… the forests are being mismanaged through the continued bungling-intervention of the EPA, the ‘environmentalists’ and the ‘green’ movement into the arena of forestry.
    I know something about the subject of forests and forest management since I grew-up living, working, hunting and fishing in the area of the forests that are being consumed by these incredibly massive fires, which have become a recurring annual theme over the past two and a half decades since the intervention of the ‘environmentalist’ into the area for forest management practices. But who are these ‘environmentalists’ anyway.
    Generally speaking (and there are exceptions), the ‘environmentalists’ who have taken an interest in controlling how our public forests are used don’t live in the forests, and they view the human race (you, me our families and friends) as less valuable and relevant than a frog, fish, or a tree. They are people who seem to lack an understanding of the principals of renewable manageable resources, and who have become activists against those who would use the public forests responsibly, having had relatively little (if any) time and relevant experience living in or working in our forests themselves. Many of them are aligned with the concepts and principals of the ‘progressive’ socialist movement. If you debate them, many of these same people will quickly remind you of their ‘degrees’, etc… In other words, they are telling you that they ‘know it all’, and certainly more than you. However, anyone who has successfully managed a forest knows (as is seen in privately owned and managed forests) that reading some books in college and going on a few field trips just doesn’t cut it; a piece of paper hanging on the wall is no substitute for actual experience that is gained over many generations of successful forest management. No more so than someone trying to be a farmer with the same token experience… it just doesn’t work.
    And coincidentally, many of the books that some universities are using in their forestry programs are authored by some of the same ‘green’ environmentalist forest managers who have had a hand in developing the current failed forest management polices as applied over the past two decades; just look what’s happening! Books and lectures simply cannot teach common sense or instill the on-the-ground experience that loggers and foresters develop over the span of their lives, and through generation after generation of families working in the woods. There’s just no debating when it comes to the contrast between the current recurring disaster management model, and the past successes in forest management with sustainable and renewable timber harvests, combined with abundant wildlife habitat; without the mammoth annual fires we are experiencing today.

    In the early 1970’s I worked in the woods logging and then later worked as a millwright for Southern Oregon Plywood. My brothers were also loggers as were many of my friends and countless others who lived in Southern Oregon. Like farmers who tended to their fields and cared for them year after year, and who depended upon those fields and the resulting crop production, loggers cared for the forests; they had to; forests were the lifeline for their family’s financial security.
    Loggers and their families also spent a lot of time in the woods even when they weren’t working; they hunted and fished in the forests for generations. And through that continual close contact with the forest and the wildlife, loggers gained more knowledge about the forests and the animals that lived there than many of the scientists, giving them a unique understanding of the intricate and complex interactions of the biodiversity that exists in the forests.
    As just one example of the many successful practices of loggers; dead and dying trees and underbrush (fuel for fires) were removed and eliminated during selective harvesting of the forests, and in the process of harvests, small access roads were made, which served as fire breaks and access for firefighters in the event of a fire. During that time and preceding decades, back when loggers were allowed to log public forests, fires that burned hundreds of thousands and millions of acres of timber were very rare, almost non-existent. And that was because the forests were healthy and the density of the forest and the underbrush were kept to a minimum as a result of proper management and continued annual harvests. Forests were managed as a sustainable and renewable resource, which in turn benefited the wildlife with sustainable reliable habitat and in the process, also provided recreational opportunities for the people. That former relationship between loggers and the forest was truly symbiotic.
    I can still recall the spotted owl debacle, where loggers, who for all intents and purposes were the caretakers of the forests were completely closed-out of the public forests in wholesale fashion as a result of the ‘green’ movement and environmentalists! All logging came to a complete halt as well as the associated management practices. This resulted in the shutdown of numerous West Coast lumber mills and the loss of tens of thousands of jobs in and related to the timber industry which was thereafter decimated.
    During the lobby by the ‘green movement’ and environmentalists, they argued that the rate of logging prior to the 1990’s would eliminate the old growth forests… here is a quote:
    “Environmentalists admit that saving the owls’ habitat could cost jobs. But, they argue, these jobs will vanish no matter what. For if cutting continues at its current rate of 125,000 acres a year, the old-growth forests will be gone within thirty years and the mills forced to close anyhow.” (taken from this article: http://www.scu.edu/ethics/publications/iie/v4n1/ ).
    However, as we have all witnessed, since the transition to the ‘green movement’s’ ban on logging in public forests, we are in fact actually losing many hundreds of thousands of acres of forest annually! It’s a travesty of monumental proportions… when people like these try to play God, the results are usually tragic and harm both humanity and the wildlife.
    Through the use of politics combined with bad science the ‘green movement’ and environmentalists led the way to the implementation of seriously flawed policies (regulations) and practices. The EPA and the BLM along with Federal forestry agencies and their environmentalist support base had in the early 1990’s effected a major management policy change in order to supposedly save forest habitat for a species of owl (spotted owl) that was ‘allegedly’ endangered (http://community.seattletimes.nwsource.com/archive/?date=19930114&slug=1679945)
    Result: In the early 1990’s Federal forests became off-limits to loggers.
    Of course under the ‘new management’ practices of the environmentalist-led EPA, BLM and Federal Forestry Departments, the forests became (and are) very seriously overgrown leading to unhealthy stands of trees (with dead and dying trees) that were vulnerable to disease, insects and of course fire, as did the underbrush.
    Forests became so dense that if a fire started (regardless of reason)… the fire would burn extremely hot and spread very fast; it’s so simple a child can understand the concept… more fuel, more forest fire.
    And at the end of the day, many years later after Feds and the ‘green’ environmentalists kicked the loggers out of the forests and took-over, placing ‘their’ policies, regulations and management practices into place, the spotted owl population has continued to drop! This is irrefutable evidence that their interventions, policies and regulations have utterly failed to affect the owls, and in that failure, the public interest has lost even more animals and habitat to fire! Through their own actions, we now have even more animals heading towards potential extinction! What a contradiction to the claims of these people!
    Under the ‘green environmental’ forest management polices/practices (‘hands off, no logging’), forests have become so dense that when lightning starts a fire, instead of just burning-off a relatively small area before the fire is brought under control, as it was in the days of managed logging, fires today now burn entire tracks of forests amounting to hundreds of thousands of acres annually, all of which is burned to the bare ground!
    LET’S KEEP IN THE MIND THAT THIS IS NOW THE NEW ‘NORM’, and since it takes many decades for the trees to be re-established, the net result is that we are losing more and more forest annually, instead of gaining more forest area and wildlife habitat; just the opposite of what the environmentalists and the EPA preach to the public. So what’s the point?
    You don’t need to be a rocket scientist to figure this one out…. Just look at the annual total acres that are burned to the ground… It’s truly shocking that this is even allowed to continue as it has, year after year.
    So much for the ‘habitat’ of the spotted owl! And of course the habitats for dozens of other species were (are) lost as well. As of this writing, I am down in the area of the fires interviewing local people, and hundreds of thousands of acres of ‘critical habitat’ (old growth and other trees) has been converted to the ash that is falling from the sky; it’s like a nuclear winter without the radiation. Ash from the burned forests is covering entire cities!
    It’s a fact that under the continued management of the public’s forest lands by the same idiotic policies, we now have annual forest fires that devastate huge areas of forest, and in the process destroy all of the trees, as opposed to having some of the trees harvested resulting in a healthy forest as had existed in the past; forests which then were also more fire-resistant. Some may try to argue that the fires are a result of the drought. Of course that’s a ruse to deflect blame from the implementation of a seriously flawed management policy. In the prior era of managed forest harvests, we also had periods of severe drought, without the results we are seeing today. Added to which, forests which are selectively logged and managed are far more fire resistant, drought or not, and that fact is undeniable.
    So which method makes more sense? Sustainable logging as it was successfully practiced for nearly a century; or…. The current ‘green environmentalist’ methods where no logging is allowed in public forests resulting in hundreds of thousands of acres of forests regularly burning to the ground leaving nothing but ash and bare ground that is devoid of plant life and subject to severe erosion?
    The erosion of the scorched earth in-turn leads to excessive silt run-off into the streams and rivers, which covers the critical gravel beds in the streams and rivers that are required for the fish eggs of spawning fish such as Salmon. Of course the recent decline in Salmon and Steelhead runs are certainly associated to this situation. Additionally, the loss of forests results in the loss of critical shade trees in and around watersheds, which results in the warming of stream and river water temperatures; this also adversely affects the fish populations.
    The late Summer and Fall storms of the Pacific Northwest which spawn the lightning that ignite the forests also provide the downpours that wash the silt into the streams and rivers that resulted from the aftermath of the massive forest fires. And this silting of the waterways comes at the worst possible time… just as the Salmon are moving upriver to spawn in the gravel beds of the rivers and streams. However, with the overburden of silt that has washed-down off the now barren mountain sides, the gravel beds are covered in silt and are no longer viable for the spawning Salmon. This is not an optimal situation for the spawning Salmon; in fact, it can cause entire runs of Salmon to fail in their efforts to reproduce! As a fisherman myself, this situation is beyond frustrating.
    As anyone can easily see, the relative newcomer green environmentalist-scientists have it all wrong, and every year since the implementation of their fatally flawed concepts and polices we watch as more and more forests are consumed by massive fires such as those that are burning as I write this.
    If these forests were properly managed and logged as they were just 30 years ago in the Pacific Northwest, we would have trees still standing and abundant animal habitat in areas that are now burned to the dirt, and we would have renewable forest harvests as in the past providing full-time jobs for thousands of people. And as it was in the past, healthy standing forests shading the watersheds and minimized erosion, providing optimal water temperatures and low water turbidity in the streams and rivers resulting in abundant runs of fish, something that local Indian tribes greatly desire.
    Instead, thanks to the intervention of the EPA, the ‘green movement’ and environmentalists, we have less and less forest, which leads to less and less water, and less fish, WHILE THE GOOD PEOPLE OF SISKIYOU, JACKSON, JOSEPHINE AND KLAMATH COUNTIES ARE SUFFERING FROM RECORD HIGH UN-EMPLOYMENT AS THEY WATCH HELPLESSLY AS BILLIONS OF DOLLARS OF TIMBER IS TURNED TO ASH EACH YEAR.
    And in the end, with the forests burned to the ground, if a few spotted owls survive the blaze, the spotted owl has no trees and no habitat. So what was the point?
    It just doesn’t get any dumber than this. We have the blind leading the blind.
    THINKING AMERICANS NEED TO STAND-UP TO THE CURRENT STUPIDITY AND FORM A UNITED FRONT AGAINST THE IDIOTS WHO THINK THEY KNOW WHAT’S BEST FOR EVERYONE ELSE, OUR NATURAL RESOURCES, OUR SCHOOLS AND OUR LOCAL COUNTIES.
    Some readers might be thinking; why should I care? Or, how does this affect me since I live across the U.S. from these wildfires. We all need to care and take action because this kind of mismanagement can happen anywhere environmentalists stick their noses into areas where they have less than adequate experience. AS I WRITE THIS, AND AS A RESULT OF YET ANOTHER ENVIRONMENTALIST INTERVENTION, NUMEROUS PERFECTLY GOOD WEST COAST DAMS ARE BEING EYED FOR REMOVAL! OF COURSE THIS MAKES PERFECT SENSE TO THESE UPSIDE-DOWN THINKING PEOPLE, ESPECIALLY GIVEN THAT THE WEST COAST IS SERIOUSLY SHORT ON WATER AS IT IS, AND NEEDS MORE DAMS, NOT LESS!
    Are we going to wait until these clowns let it all burn?

    to meet GRANT criteria. With the Tribe’s ALEA GRANT,

     and contributions FROM THE WSDOT TO RESTORE THE ENG PROPERTY,

    and THE COUNTY TO BUILD THE TRAIL,

    THE RESTORATION NORTH OF HIGHWAY 101 WAS FULLY FUNDED.

    As for bridge funding sources, the JCL culvert under the high way was not deemed a fish passage barrier, eliminating the most obvious source for funding a new bridge.

     WSDOT PROVIDED THE COST OF THE BRIDGE REPLACEMENT.

    However, There was no design cost, no mobilization/demobilization of

    FUNDING MONITORING

    We used TWO EPA Wetland Planning Development GRANTS

    to hire a coordinator for the design work, and to write the monitoring plans

    In the end, monitoring was paid for with EPA and other funds.

     

    AND, FUNDING  AND CONVERTING  GRANT DOLLARS

    because of the small line item for restoration, we were able to convert the

    monitoring dollars to restoration work. This was another  example of the

    benefit of putting a number of different activities in a grant, as it facilitates

    REALLOCATING FUNDS,

    FUNDING  THE BRIDGE

    As for bridge funding sources, the JCL culvert under the high way was not deemed a fish passage barrier, eliminating the most obvious source for funding a new bridge. There were no compelling traffic problems either,

    so  the BRIDGE HAD TO BE FUNDED WITH SALMON RESTORATION MONEY

    WSDOT provided the cost of the bridge replacement.

    However, There was no design cost, no mobilization/demobilization of

    equipment or any other construction‐related costs.

    WSDOT agreed to pay for the cost over runs

    FUNDING  THE ESTUARY RESTORATION

    To pay for the estuary restoration,

    the Tribe applied to the EPA for a competitive pot of Clean Water Act Section 319 funds set aside for Tribes and subsequently to the USFWS for a Coastal Wetlands Grant.

    The US Department of Agriculture also gave us significant estuary restoration dollars through its  Natural Resource Conservation Service(NRCS)

    Wetland Reserve Program as the area had a clearly established history of farming . An EPA BROWN FIELD GRANT to the tribes.

     The Brown field grant relied on job creation (tribal shell fishing) and creation of “greenspace” (kayaking– we called it “bluespace”) to meet GRANT criteria. With the Tribe’s ALEA GRANT, and contributions from the WSDOT to restore the Eng property, and the County to build the trail, THE RESTORATION NORTH OF HIGHWAY 101 WAS FULLY FUNDED.

    Inslee’s announcement more than doubles the number of Washington watershed areas officially considered to be suffering from drought.

    In March, the governor identified 11 watersheds as drought-afflicted – six west of the Cascades and five on the east side. Thirteen more river basins were added Friday to the drought list.

    Drought Year Leasing Program (AMANDA CRONIN, WASHINGTON WATER TRUST)

    Amanda Cronin reminded the group about previous water leasing programs – one led by the Water Trust in 2009, plus Ecology’s programs from 2001, and 2003-2005. WASHINGTON WATER TRUST WILL MANAGE THE CURRENT PROGRAM, WHICH WILL PROVIDE $200,000 TO IRRIGATION DISTRICT OR COMPANY MEMBERS FOR NOT IRRIGATING. Washington Water Trust has sent solicitation to irrigators, who must respond with bids by 4/15. Funds will go to the lowest bids first, up to a capped amount. This has been found to be the most efficient process. No max price, paying out on a per acre basis. CONTRACTS WILL BE DIRECTLY WITH THE IRRIGATORS.

     Eligibility: must have irrigated 5 acres or more by 2014; member of WUA; no crop limitations, i.e. can be any commercial crop or grass, as long as long as it was irrigated previously; permission from irrigation company or district. Another condition is that they can’t irrigate with another source.

     Scott and Amanda reviewed the process by which the leasing program came about. The drought designation by the GOVERNOR triggered the release of drought emergency funds. However the dry year leasing program Amanda described IS ACTUALLY BEING FUNDED FROM THE 2012 LEGISLATURE PROVISO FOR DUNGENESS WATER PROJECTS. THESE PROVISO FUNDS WILL PAY IRRIGATORS NOT TO WATER FROM AUGUST 15-SEPTEMBER 15 (last month of irrigation season), subject to the eligibility conditions.

      Expect good participation from the irrigators, especially the last two weeks of the irrigation season, SINCE WE DON’T KNOW IF THERE WILL BE ANY WATER ANYWAY. I.E., PARTICIPANTS WILL STILL GET PAID, WHETHER THERE IS WATER TO CONSERVE OR NOT.

     WWT WILL BE MONITORING FOR COMPLIANCE; there were no compliance issues in 2009.

     Ann Soule asked what the irrigators will be giving up by participating? Amanda responded that it equates to a cutting; they will have two instead of three – but also depends on what is being grown.

     Audience question: The lowest bid will be accepted, up to the cap amount? What is the price per acre estimate? In 2009, the average price was $86/acre, with nine participants, and 2.2 cfs conserved. In 2003-2005, average price was $150/acre, with a few more participants and 10 cfs saved. Price depends on nature of crop. Not sure yet what will be offered. An estimate will be made of how much water is being saved by not irrigating. Will use the WA Irrigation Guide to help estimate how much water is needed per crop. Again, not paying for the quantity of water; based on average use.

     In 2009, had $100,000 and spent $32,000. In 2003-2005, spent $200,000.

     Judy Larson asked how did the change go from 2 to 10 cfs saved? Amanda said that in 2003-2005 the duration was 45 days, instead of 30 days, plus more acreage was enrolled.

     Robert Brown asked about enforcement. Amanda reiterated that the Trust will visit all properties, also working with the ditch riders; wouldn’t get paid if caught watering.

     ANN SOULE asked if there was a way to estimate if less water is being diverted at those times.

    Amanda said since it’s not a normal year, predictions will be high. Would need to figure out how to translate that information for an extreme drought year.

    Amanda reminded group about the 1998 Memorandum of Understanding between WUA and Ecology, a landmark agreement which stipulated that no more than 50% of the flow as measured at USGS gage could be diverted. In 2012, the irrigators and Ecology renegotiated, and the MOU was replaced with a Memorandum of Agreement (MOA), which kept the 50% rule and added a requirement for leaving a minimum of 60cfs in the river at all times. The irrigators had been voluntarily abiding by the 60cfs minimum, but made it official in the MOA. This sort of agreement is not common in many places of the state; very forward-thinking of the WUA.

     Scott said the first trigger, then, is when the river is at 120 cfs (50% of that flow is 60cfs). When the flow is below 120 cfs, can’t divert anymore. Will need a drought plan. Scott asked what the action date is for the leases.

    Amanda said the irrigators will get paid, regardless of whether there is water or not.

    Scott asked  the lease rates would get discounted in that case – so that the limited amount of funding could go further.

    Amanda said not able to do that this year; commitment has already been made to the irrigators.

     Audience: What if bid comes in on the higher side; any drought relief for that bidder, such as Ecology’s drought relief funds? AN ECOLOGY REPRESENTATIVE SAID THE REQUEST TO LEGISLATURE IS $9 MILLION, but specific decisions about allocation haven’t been made yet.

    Who is eligible?

    To be eligible for the 2015 Dry Year Leasing Program, you must be an active irrigator in one of the seven irrigation districts and companies in the Dungeness Valley:

    • Agnew Irrigation District
    • Clallam Irrigation Association
    • Cline Irrigation District
    • Dungeness Irrigation District
    • Dungeness Irrigation Group
    • Highland Irrigation District
    • Sequim Prairie Tri-Irrigation Company

    In addition, irrigators must have irrigated hay, silage, pasture, turf or other commercial crop on at least 5 acres or more between August 15th and September 15th in 2014 to be eligible to participate in the 2015 Dungeness Dry Year Leasing Program. Irrigators may own or lease the ground they enroll in the 2015 Dry Year Leasing Program. If the ground is leased, permission to participate in the leasing program is required.

    When are bids due?

    Bids will be reviewed if postmarked no later than April 15, 2015, and mailed to:

    When will irrigators be notified if bids are accepted or not?

    Bidders will be notified if bids were accepted by letters, mailed by Monday April 30th.

    Why do I need permission from the landowner?

    Permission (a signature) from the landowner is required to ensure that the acres accepted into the 2015 leasing program will not be irrigated during August 15-September 15 lease period from any source (ditch, well, etc.), and to confirm that there is a lease agreement with the landowner and the irrigator for the 2015 season. WWT does not need information related to the terms of your land lease agreement.

    How much funding is available for 2015 leases?

    Ecology has allocated $200,000 for the Dungeness 2015 Dry Year Leasing Program. Eligible and accepted bids will be funded until those funds are exhausted.

    Is there a reserve price?

    WWT and Ecology have not established a reserve price (a price per/acre above which they will not pay) for bids. However, bids viewed as too high will not be accepted.

    How will compliance monitoring occur?

    WWT will seek the review of each eligible bid with the respective District or Company. WWT will sign a Monitoring Memorandum of Understanding with irrigation districts and companies. Accepted bids will be formalized with Forbearance Agreements, signed by each leasing participant, which will include language allowing WWT to access the property to confirm that enrolled acres are not being irrigated. WWT will visit the leased acreage 1 week prior to the leasing period, during the first week and again during the last week to ensure compliance.

    If I participate in program, when will checks be issued?

    WWT anticipates that checks will be issued by November 15, 2015.

    Will I jeopardize or relinquish my water rights by not using them if I participate in this program?

    Relinquishment of water rights is triggered for non-use of water rights if non-use occurs for 5 consecutive years. This program is for the last thirty days of the 2015 irrigation season, so it will not contribute to the relinquishment of the leased water rights.
