    CHICAGO — Hundreds of people carried crosses Saturday for each person slain in Chicago this year during a quiet march along Michigan Avenue.

    The 3-foot-tall crosses were each engraved with the name of a homicide victim. The silence of the march was punctuated by demonstrators who spoke each name aloud. Authorities say more than 760 people were killed in Chicago in 2016. There were fewer than 500 homicides in the city last year.

    March organizer the Rev. Michael Pfleger said he hopes the visuals of the protest along Chicago’s premiere retail street will inspire people to take action to reduce violence in 2017.

    “This is a Chicago problem,” Pfleger said. “The reason we’re on Michigan Avenue is because this is a Chicago problem. And until everybody in Chicago decides it’s their problem we’re not going to end it.”

    Before the march Kelly Fitzgerald Clark found a cross with the name of her late husband. She cried as her son waded into a sea of crosses and retrieved it.

    “WE THOUGHT NOBODY CARED,” SHE SAID. “I LOST MY HUSBAND IN FEBRUARY. HOMICIDE. WE DIDN’T KNOW IT WAS GOING TO BE LIKE THIS.”

    THE CROSSES WERE MADE BY GREG ZANIS, OF AURORA.

    “I JUST WANT TO TELL EVERYBODY MY HEART’S BROKEN FOR YOU,” ZANIS SAID. “I DON’T KNOW WHAT ELSE TO DO BUT I DID A LITTLE BIT OF WORK FOR YOU GUYS.”

    Dear President and Mrs. Obama,

    Now that lobbying for hosting the 2016 Olympic Games is behind us, a more urgent task is at hand. It is time for an Olympian effort to end the bloodshed plaguing the communities of Chicago.

    I implore you to make the elimination of violence in the windy city a top priority of your administration. If we agree that it would have been a worthwhile investment to prepare the city to host the 2016 Olympics, how much more is the value of human life? We must work to find a way to save lives, reduce hostility, and create a national model for the “audacity of hope” in all our urban areas suffering the scourge of senseless brutality.

    So I propose that the White House declare a Stop the Violence Olympics for Chicago. As immediately as is possible, an organizing effort should be made on the same scale as would have been necessary to prepare the city for the Olympics. Resources from throughout government, private industry, and the local community must be brought together in a collaborative effort that will serve notice that violence will no longer be tolerated.

    In addition, a torch should be lit in the city and remain burning as a reminder and symbol to all that we are serious about bringing change and hope to the affected Chicago communities.

    President and Mrs. Obama, with the eyes of the nation and the world upon the devastation in Chicago, the time has come to stand with courage and certainty to answer the question “Can they stop the violence on the streets of Chicago?”

    The only answer must be the same as the mantra of your Presidency—a resounding “YES WE CAN!”

    Police are blaming everything from lax gun laws to anger at police.

    How big of a jump was it? In 2015, Chicago saw 480 murders. The 2016 murder numbers represent a 57 percent increase over the previous year, the biggest jump in 60 years.

    In January 2016, the Congressional Budget  Office (CBO) reported outlays for fiscal year (FY) 2015 of $3.687 trillion and projected spending for FY 2016 at $3.919 trillion. Discretionary, entitlement, and interest spending is projected to surpass $4 trillion in 2017 and to top $5 trillion by FY 2022.2High debt and deficits notwithstanding, $5 trillion in annual spending will soon be the new normal.

    Highlights of the 2016 edition include:

    • The federal regulatory cost reached $1.885 trillion in 2015.
    • FEDERAL REGULATION IS A HIDDEN TAX THAT AMOUNTS TO NEARLY $15,000 PER U.S. HOUSEHOLD EACH YEAR.
    • In 2015, 114 laws were enacted by Congress during the calendar year, while 3,410 rules were issued by agencies. Thus, 30 rules were issued for every law enacted last year.
    • Many Americans complain about taxes, but regulatory compliance costs exceed the $1.82 trillion that the IRS is expected to collect in both individual and corporate income taxes from 2015.
    • Some 60 federal departments, agencies, and commissions have 3,297 regulations in development at various stages in the pipeline.

    Based on the best available federal government data, past reports, and contemporary studies, this report highlights estimated regulatory compliance and economic costs of $1.88 trillion annually.

    In 2014, 224 laws were enacted by Congress during the calendar year, whereas 3,554 rules were issued by agencies. Thus, 16 rules were issued for every law enacted last year.

    The “Unconstitutionality Index,” the ratio of regulations issued by agencies to laws passed by Congress and signed by the president, was 16 for 2014 and 51 for 2013. The average for the decade has been 26. This disparity highlights the delegation of lawmaking power to unelected agency officials.

    If one assumed that all costs of federal regulation and intervention flowed all the way down to households, U.S. households would “pay” $14,976 annually on average in regulatory hidden tax. That payment amounts to 23 percent of the average income of $63,784 and 29 percent of the expenditure budget of $51,100. The “tax” exceeds every item in the budget except housing. More is “spent”on embedded regulation than on health care, food, transportation, entertainment, apparel and services, and savings. The estimated cost of regulation exceeds half the level of the federal spending itself, which was $3.5 trillion in 2014.

    Regulatory costs of $1.88 trillion amount to 11 percent of the U.S. GDP, which was estimated at $17.4 trillion in 2014 by the Commerce Department’s Bureau of Economic Analysis.

    When regulatory costs are combined with federal FY 2014 outlays of $3.5 trillion, the federal government’s share of the entire economy now reaches 30.6 percent.

    The costs of the regulatory “hidden tax” surpass federal income tax receipts. Regulatory compliance costs exceed 2014 total individual income tax revenues of $1.386 trillion.

    Regulatory compliance costs vastly exceed the 2014 estimated U.S. corporate income tax revenues of $333 billion and rival corporate pretax profits of $2.235 trillion.

    If it were a country, U.S. regulation would be the world’s tenth-largest economy, ranking behind Russia and ahead of India.

    U.S. regulatory costs exceed each of the GDPs of Australia and Canada, the highest income nations among the countries ranked most free in the annual Index of Economic Freedom and Economic Freedom of the World reports.

    The annual outflow of more than 3,500 final rules—sometimes far above that level—means that 90,836 rules have been issued since 1993.

    The Federal Register finished 2014 at 77,687 pages, the sixth-highest level in its history. Federal Register pages devoted specifically to final rules stand at 24,861 in 2014. The record high is 26,417 in 2013.

    The 2014 Federal Register contained 3,554 final rules and 2,383 proposed rules. Since the nation’s founding, more than 15,209 executive orders have been issued.

    PRESIDENT OBAMA ISSUED 215 BY THE END OF 2014.

    President George W. Bush’s administration averaged 62 major rules annually during his eight years in office; Obama’s six years so far have averaged 81.

    Whereas the federal government issues more than 3,500 rules annually, public notices in the Federal Register normally exceed 24,000 annually, with uncounted “guidance documents” and other materials among them. There were 23,970 notices in 2014, and there have been 501,899 since 1995.

    Sixty federal departments, agencies, and commissions have 3,415 regulations at various stages of implementation, according to the 2014 “Regulatory Plan and the Unified Agenda of Federal Regulatory and Deregulatory Actions,” which lists federal regulatory actions at various stages of implementation.

    Of the 3,415 regulations in the pipeline, 200 are “economically significant” rules, which the federal government defines as having annual effects on the economy of $100 million or more. Assuming that those rule making effects are primarily regulatory implies roughly $20 billion yearly in future off-budget regulatory costs.

    Of the 3,415 regulations now in the works, 674 affect small businesses. Of those, 374 required a regulatory flexibility analysis; 300 were otherwise noted by agencies to affect small businesses.

    The five most active rule-producing agencies—the departments of the Treasury, Interior, Commerce, Transportation, and Health and Human Services—account for 1,453 rules, or 43 percent of all rules in the Unified Agenda pipeline.

    The Environmental Protection Agency, which was formerly ranked consistently in the top five, is now sixth, but adding its 186 rules brings the total from the top six rulemaking agencies to 1,639 rules, or 48 percent of all federal rules

    We live in an era in which the government— without actually passing a law—increasingly dictates parameters of various economic sectors, including health care, retirement, education, energy production, finance, land and resource management, funding of science and research, and manufacturing. Executive actions and decrees issued in a limited government context have different implications than do those issued in an era of activist government, rendering some of what transpires today without precedent………

    Counting rules and regulations, executive orders, memoranda, and other regulatory guidance gets us only so far. These actions need more scrutiny and oversight, because they have become powerful means of working around the constitutional system of legislation made by an elected body.[69]

    President Obama famously pledged to use his “pen and phone” to implement parts of his policy agenda without congressional approval.[51] Executive orders, presidential memoranda, and other executive actions make up a large component of that initiative.[52] This section examines those numbers, but a considerable amount of executive branch activity is not well measured and merits heightened attention, especially when an administration so explicitly emphasizes unilateral action.[53]

    Presidential memoranda since 1999— which presidential scholar Phillip Cooper has termed “executive orders by another name”—are also depicted in Figure 15.[55] Memoranda may or may not be published, depending on the administration’s own determination of “general applicability and legal effect,” making it “difficult to count presidential memoranda.”[56] Obama’s pace since 2009 tops that of George W. Bush, which is unsurprising given his administration’s openness about prioritizing executive action. Bush published 129 memoranda over his entire presidency, whereas Obama issued 219 during his first seven years that were published in the Federal Register

    This kind of bullying and intimidation of Americans by a federal agency must be shut down. The incoming Trump administration has the opportunity to restore checks and balances on administrative agencies and appoint federal officials with integrity who will protect the rights of all Americans—not just their preferred special interests.

One place to start is at the National Labor Relations Board (NLRB), which governs private-sector labor relations. Originally built to act as an impartial agency that represents the public in labor disputes, the agency has become overly political and prone to playing favorites.

    President Vladimir Putin approved a new $100 billion reserve fund over the weekend that will specifically aid the BRICS nations: Brazil, Russia, India China and South Africa.

    It’s another step by them to build so they don’t have to go to the United States or the International Monetary Fund for any financial help.

    The reserve fund will help BRICS countries with cash problems. It will get most of its seed funding from China, which will contribute $41 billion. Russia, India and Brazil will put in $18 billion each, and South Africa will give $5 billion. The timing is critical as many emerging market nations and businesses are struggling to pay their debt for various reasons.

    American intelligence knew that Saddam had worked through the 1990s to deceive UN weapons inspectors—they assumed he was hiding his WMDs rather than concealing the lack of them.

    On specific weapons, for example long-range Iraqi missiles, intelligence took a standard accounting approach, and since they could not account for every Iraqi missile, assumed Saddam was hiding a covert force of ballistic missiles.

    (1) The U.S. intelligence community is vast, composed of 17 distinct organizations each operating under its own shroud of secrecy.
    Oversight of these agencies generally falls to the Department of Defense or Congress, leaving the average citizen with precious little knowledge of how they operate.
    Funded by largely classified budgets, it’s difficult to assess how much the U.S. annually spends on these clandestine operations, but one 2012 estimate pegs the cost at about $75 billion.
    The following slides highlight the expansive reach of the U.S. intelligence community.

    (2) The Central Intelligence Agency spies on foreign governments and organizes covert ops.
    The CIA is the most well-known U.S. spying agency, formed by the passage of the National Security Act of 1947. The agency has its roots with the Office of Strategic Services (OSS) that operated during World War II.
    Headquarters: Langley, Va.
    Mission: CIA collects, analyzes, and disseminates intelligence gathered on foreign nations. This comes through signals and human intelligence sources.
    Budget: Classified. On their website, the CIA states, “neither the number of employees nor the size of the Agency’s budget can, at present, be publicly disclosed. A common misconception is that the Agency has an unlimited budget, which is far from true.”
    There have been some slips, however. In 2005, a CIA deputy director inadvertently revealed the annual intelligence budget was $44 billion.

    (3) The National Security Agency was once so secretive it was jokingly called ‘No Such Agency.’
    The NSA was established in 1952 with a mission primarily dedicated to code breaking, after the Allies’ success in cracking German and Japanese codes during World War II. For a long time, the NSA, which operates under the Dept. of Defense, was not even recognized by the government, commonly referred to as “No Such Agency.”
    Headquarters: Fort Meade, Md.
    Mission: The main functions of the NSA are signals intelligence — intercepting and processing foreign communications, cryptology — cracking codes, and information assurance. IA is, put simply: preventing foreign hackers from getting secret information.
    Budget: Classified. Some estimate the NSA is actually the largest intelligence organization in the world — three times the size of the CIA. The headquarters alone takes up 6.3 million square feet — around the same size as the Pentagon — with 112 acres of parking spaces, reports the Washington Post.

    (4) The Defense Intelligence Agency works to understand what foreign militaries will do before they do it.
    The DIA was established in 1961 with the goal of sharing information collected by the major military intelligence outfits (such as Army or Marine Corps Intelligence). More recently, the DIA has been expanding its overseas spy network to collect first-hand intelligence.
    Headquarters: Washington, D.C.
    Mission: The DIA serves as the lead intelligence agency for the Dept. of Defense, coordinating analysis and collection of intelligence on foreign militaries, in addition to surveillance and reconnaissance operations. The DIA is the common link between military and national intelligence agencies.
    Budget: Classified. The DIA does not reveal budget information, although they do say they have more than 16,500 men and women working for them and are under DoD and congressional oversight.

    (5) The State Department’s Bureau of Intelligence and Research provides diplomats the necessary tools for effective foreign policy.
    The State Department’s Bureau of Intelligence and Research (INR) has ties to the Office of Strategic Services from World War II, but was transferred to State after the war. INR now reports directly to the Secretary of State, harnessing intelligence from all sources and offering independent analysis of global events and real-time insight.
    Headquarters: Washington, D.C.
    Mission: This agency serves as the Secretary of State’s primary advisor on intelligence matters, and gives support to other policymakers, ambassadors, and embassy staff.
    Budget: $49 million in 2007, according to documents obtained by FAS.

    (6) Air Force Intelligence provides reconnaissance for US ground troops.
    Formerly known as the Air Intelligence Agency, the agency is now known as the Air Force ISR — Intelligence, Surveillance, Reconnaissance. Air Force intelligence was established in 1948 to get information to troops on the ground, and most recently, the ISR has collected that intelligence from aerial drones.
    Headquarters: Lackland Air Force Base, Texas
    Mission: Air Force ISR collects and analyzes intelligence on foreign nations and hostile forces, both in and out of combat zones. They also conduct electronic and photographic surveillance, and provide weather and mapping data to troops in the field.
    Budget: Unknown. The budget of ISR apparently falls under the Air Force’s Operation & Maintenance budget, which includes other areas outside of the agency’s scope such as flying operations and logistics. That number for 2012, however, was just over $46 million.

    (7) The FBI’s National Security Branch oversees counterterrorism and intelligence gathering.
    The Federal Bureau of Investigation’s National Security Branch (NSB) was established in 2005, combining resources that include counterterrorism, counter-intelligence, weapons of mass destruction, and intelligence under a single FBI leader.
    Headquarters: Washington, D.C.
    Mission: Formed after 9/11 and the Iraq WMD commission — when intelligence agencies were not sharing data with each other — the NSB integrates intel on national security and criminal threats from a variety of sources that are often intertwined in order to protect U.S. interests.
    Budget: Total FBI budget was approximately $8.1 billion in 2012, which included an increase of $119 million “to enhance our counterterrorism, computer intrusions, and other programs,” according to their website.

    (8) Army Intelligence and Security Command offers essential intel to troops on the battlefield.
    Army intelligence has been around since spies worked for the Continental Army in 1775, but the U.S. Army’s Intelligence and Security Command (INSCOM) was established in 1977 to become the major unifying command of army intelligence.
    Headquarters: Fort Belvoir, Va.
    Mission: INSCOM provides commanders on the ground with information they may need on the battlefield: intercepted enemy radio communications, maps, ground imagery, and information on force structure and numbers.
    Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

    (9) The Department of Energy, Office of Intelligence and Counterintelligence gathers information on foreign nuclear weapons.
    Surprisingly, the Energy Department even has an intelligence service. The Office of Intelligence and Counterintelligence focuses on technical intelligence on nuclear weapons and nonproliferation, nuclear energy (especially foreign), and energy security.
    Headquarters: Washington, D.C.
    Mission: The Dept. of Energy doesn’t have the ability to conduct foreign intelligence, instead relying on information passed to them by other agencies (such as the CIA or NSA). If it involves weapons of mass destruction, the DoE offers up the analytical expertise.
    Budget: Unknown. Like other government budgets, the intelligence activity is not specifically mentioned, although it may fall under “Atomic Energy Defense Activities” which had a total budget of more than $16 billion in 2012.

    (10) Coast Guard Intelligence provides information on maritime security and homeland defense.
    Coast Guard Intelligence (CGI) was formed in 1915 and now falls under the Dept. of Homeland Security, providing information on maritime and port security, search and rescue, and counter-narcotics.
    Headquarters: Washington, D.C.
    Mission: Although CGI is technically an intelligence agency, its primary mission is as an investigative arm of the Coast Guard. CGI special agents “conduct criminal, counterintelligence and personnel security investigations within the Coast Guard’s area of responsibility,” with the majority being criminal offenses violating military law, according to the Coast Guard’s official website. However, the Coast Guard does have specialists conducting analysis and collection of intelligence.
    Budget: Unknown. Like the Army, the budget has some overlap, although the 2014 budget request includes $60 million for C4ISR systems, an acronym for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance.
    CGI headquarters is relatively small, only employing about 280.

    (11) The Treasury’s Office of Intelligence and Analysis collects terrorism and financial intelligence.
    The Office of Intelligence and Analysis is fairly new, established in 2004 by the Intelligence Authorization Act. OIA’s focus is mainly on providing information to combat terrorism and illicit financial transactions.
    Headquarters: Washington, D.C.
    Mission: OIA safeguards the U.S. financial system “against illicit use and combating rogue nations, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats,” according to DNI.
    Budget: Around $340 million.

    (12) The Drug Enforcement Administration hunts down illegal drugs.
    The DEA has been gathering intelligence for anti-drug operations since its establishment in 1973. The agency collects and provides intelligence to other law enforcement agencies and helps with investigations.
    Headquarters: El Paso, Texas
    Mission: DEA assists local and federal law enforcement in conducting major drug investigations, along with developing “information that leads to seizures and arrests, and provid[ing] policy makers with drug trend information upon which programmatic decisions can be based,” according to their website.
    Budget: $2 billion (total DEA budget in 2013)

    (13) The Marine Corps Intelligence Activity monitors the Corp’s battlefields.
    Like Army intelligence, the Marine Corps provides their own agency to collect and analyze information for troops on the ground. This includes map making, radio intercepts, human intelligence, and counter-intelligence.
    Headquarters: Quantico, Va.
    Mission: The primary function of Marine IA is to give tactical and operational intelligence to battlefield commanders. They also serve as the “go-to” unit for the Commandant of the Marine Corps on understanding intel.
    Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

    (14) The National Geospatial-Intelligence Agency provides advanced mapping for military forces.
    Having its roots from the 1972 formation of the Defense Mapping Agency and formerly known as NIMA, the agency was renamed the National Geospatial-Intelligence Agency in 2003. The agency has the task of collecting and understanding Earth’s physical and man-made attributes. Using advanced imagery (mainly from satellites), it was NGA watching Osama bin Laden’s compound in Pakistan.
    Headquarters: Ft. Belvoir, Va.
    Mission: NGA employs cartographers and analysts that collect and generate information about the Earth. This data is used in navigation, national security, military operations, and humanitarian aid efforts.
    Budget: Classified. NGA employs approximately 14,500 government civilians.

    (15) The National Reconnaissance Office is responsible for America’s spy satellites.
    While the NGA is responsible for gaining information from satellite data, the National Reconnaissance Office — created secretly in 1961 and not acknowledged until 1992 — is in charge with satellite design, building, launch, and maintenance.
    Headquarters: Chantilly, Va.
    Mission: NRO gives its mission as “innovative overhead intelligence systems for national security.” Simply put, the NRO provides their “customers” at the CIA, DoD, and elsewhere with technologically advanced spy satellites.
    Budget: Classified.

    (16) The Office of Naval Intelligence provides information on the world’s oceans to sailors everywhere.
    The Office of Naval Intelligence was established in 1882 for “the purpose of collecting and recording naval information” that could be useful in war and peace. Like other military intelligence services, ONI gives maritime commanders information they need on foreign forces.
    Headquarters: Washington, D.C.
    Mission: ONI gathers intelligence and moves it rapidly to decision makers. “We produce maritime intelligence on weapons and technology proliferation and smuggling and illicit maritime activities that directly supports the U.S. Navy, joint war fighters and national decision makers and agencies,” according to their website.
    Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

    (17) The Department of Homeland Security Office of Intelligence and Analysis looks for information on any potential threats to the US.
    The DHS Office of Intelligence and Analysis works primarily on homeland threats — collecting and analyzing information, and sharing intelligence with local and federal law enforcement through the use of “fusion centers.”
    Headquarters: Washington, D.C.
    Mission: They work on four main areas: understanding threats through analysis, collecting information relevant to homeland security, sharing that information with the agencies that need it, and managing the homeland security enterprise, according to DNI.
    Budget: Classified. In a Congressional Research Service report, it was noted that “DNI does not publicly disclose details about the intelligence budget, but … reported that the aggregate amount appropriated to the [national intelligence program] for FY2009 was $49.8 billion.”

    Established in 2004, the Office of the Director of National Intelligence (ODNI) manages the efforts of the entire U.S. intelligence community. Director James R. Clapper serves as the principal advisor to the president as well as the National Security and Homeland Security Councils.
    Headquarters: Washington, D.C.
    Mission: The DNI has two main missions: to lead intelligence integration, and “forge an intelligence community that delivers the most insightful intelligence possible.”
    Budget: The specifics of the office itself are unknown, but the total aggregate amount for the national intelligence program is more than $48 billion.

    Yesterday, Secretary of State John Kerry described Russian action in Syria as a potential “opportunity” for the United States, suggesting the Russians ought to follow President Obama’s agenda in Syria.

    In a Tuesday interview with CNN, before the Russian bombs began falling, Kerry tried to talk the Russians out of supporting Syrian dictator Bashar Assad. “If he’s going to side with Assad and with Iran and Hezbollah, he’s going to have a very serious problem with the Sunni countries in the region. That means he… could very well become a target for those Sunni jihadists,” said the Secretary of State, referring to Russian president Vladimir Putin.
    “It’s an opportunity for us to force this question of how you actually resolve the question of Syria,” Kerry continued. “And the bottom line is, you cannot resolve it without including the Sunni(s) in a political solution, a political agreement ultimately, and that will mean that you’re going to have to have some kind of transition, some kind of timing. Because as long as Assad is there, you simply can’t make peace. Period.”
    He went on to insist that Assad must go – in a gradual and “orderly” transition, rather than a swift departure that could cause a political “implosion,” and actually cited the Syrian refugee crisis as an example of people “voting with their feet” against the dictator.
    The following morning, Russia would tersely inform the Obama Administration that American aircraft should stay out of its way while it began hammering the Syrian opposition, and its targets most certainly were not limited to ISIS and al-Qaeda.

    The BBC notes that the attacks began after a mere hour’s warning to the United States,

    and while Russian defense officials talked about targeting the Islamic State, a U.S. official said that “so far, they did not appear to be targeting IS-held territory.” Sources within the Syrian opposition confirmed this assessment.
    On Wednesday, Kerry reportedly changed his welcoming tune and told Russian Foreign Minister Sergei Lavrov that the U.S. “will not be altering our operations and that this announcement by the Russians runs counter to their stated efforts of deconfliction and is not helpful to that effort, and again made clear that the deconfliction discussions need to begin immediately,” according to a senior American official.
    At a U.N. Security Council meeting on Wednesday, Kerry mixed this carping about Russia being unhelpful with wishful thinking about how they could be so, if they felt so inclined. “If Russia’s recent actions and those now ongoing reflect a genuine commitment to defeat [the Islamic State], we are prepared to welcome those efforts and find a way to deconflict and therefore multiple our efforts,” said Kerry, as reported by the Washington Post.

    A day after the Russian navy fired cruise missiles at targets in Syria — and two days after Russia’s warplanes veered into Turkey’s airspace — NATO Secretary General Jens Stoltenberg says the alliance “is able and ready to defend all allies, including Turkey, against any threat.”
    Speaking at nearly the same time, Syria’s Deputy Foreign Minister Faisal Mekdad said, “Russia’s joining the struggle against terrorism on Syria’s territory will lead to changes in the region and the whole world,”in remarks relayed by Russia’s Tass news agency.
    Speaking at a summit of NATO defense ministers, Stoltenberg said Russia has raised tensions in the area since its military began carrying out attacks to support Syria’s President Bashar al-Assad. And he dismissed Russia’s explanation that it had been patrolling Turkey’s border as a way to help the country.
    “Turkey is a strong ally. Turkey has the second-largest army in the alliance,” Stoltenberg said.
    Russia launched a series of cruise missiles from its ships Wednesday, supporting a new push by Syrian government troops. Parts of the offensive were broadcast on TV, showing missiles streaking toward their targets.
    Today, Syrian rebels are claiming to have forced down a Russian helicopter.
    “An amateur video shows two helicopters descending at low altitude,” NPR’s Alison Meuse reports. “The crafts are close enough to the front lines in central Syria for activists to catch the emergency landing on camera. Activists say the helicopter landed in a regime-held town—miles from the nearest military airport.”
    Alison adds that the new ground and air campaign in Hama province has met with strong resistance.
    “Rebels claim to have destroyed more than 15 regime tanks in the past day,” she says, “with TOW missiles supplied by the US and its allies. Activists say Russian and Syrian warplanes have retaliated with fierce bombardments.”
    Russia says the missile attacks hit nearly a dozen ISIS targets — and the country says the attacks haven’t harmed civilians.
    NPR’s Corey Flintoff reports:
    “From the very start of this bombing campaign, the Russians have strongly denied causing any civilian casualties. Russian officials are accusing Islamic State fighters of hiding among the civilian population, and they say Russian warplanes have canceled attacks whenever there was a possibility of hurting non-combatants.”
    NATO, U.S. officials, and others have noted that Russia has targeted U.S.-backed rebels who are fighting Assad, rather than focusing on ISIS strongholds as the country initially declared it would do.
    As Defense Secretary Ash Carter traveled to Brussels for today’s session, he “ruled out cooperation with Russia in Syria,” Teri Schultz reports for NPR’s Newscast, with Carter saying Moscow is following the “wrong strategy.”
    Carter said he wants the U.S. and Russia to coordinate their operations in the region only to avoid possible collisions in Syria’s airspace.
    In his speech kicking off the NATO meeting, Stoltenberg also said the alliance will establish two “small headquarters” in Hungary and Slovakia, two countries that have been caught up in the refugee crisis that has sent thousands of people into Europe this year.
    Hungary and Slovakia also had a front-row seat to the recent clash between Russia and Ukraine: they share Ukraine’s westernmost border.

    Senior U.S. lawmakers have begun probing possible intelligence lapses over Moscow’s intervention in Syria, concerned that American spy agencies were slow to grasp the scope and intention of Russia’s dramatic military offensive there, U.S. congressional sources and other officials told Reuters.
    A week after Russia plunged directly into Syria’s civil war by launching a campaign of air strikes, the intelligence committees of the U.S. Senate and House of Representatives want to examine the extent to which the spy community overlooked or misjudged critical warning signs, the sources said.
    Findings of major blind spots would mark the latest of several U.S. intelligence misses in recent years, including Moscow’s surprise takeover of Ukraine’s Crimea region last year and China’s rapid expansion of island-building activities in the South China Sea.
    Though spy agencies have sought to ramp up intelligence gathering on Russia since the crisis over Ukraine, they continue to struggle with inadequate resources because of the emphasis on counter-terrorism in the Middle East and the Afghanistan-Pakistan region, according to current and former U.S. officials.
    A senior administration official, who also asked not to be identified, insisted that there were “no surprises” and that policymakers were “comfortable” with the intelligence they received in the lead-up to the Russian offensive.
    Spy agencies had carefully tracked Russian President Vladimir Putin’s build-up of military assets and personnel in Syria in recent weeks, prompting White House criticism and demands for Moscow to explain itself.
    But intelligence officers – and the U.S. administration they serve – were caught mostly off-guard by the speed and aggressiveness of Putin’s use of air power as well as a Russian target list that included U.S.-backed rebels, according to the officials, who spoke on condition of anonymity.
    “They saw some of this going on but didn’t appreciate the magnitude,” one of the sources told Reuters.
    Russia’s sudden move to ramp up its military involvement in the Syria crisis has thrown Obama’s Middle East strategy into doubt and laid bare an erosion of U.S. influence in the region.
    A shortage of reliable information and analysis could further hamper President Barack Obama’s efforts to craft a response on Syria to regain the initiative from Washington’s former Cold War foe.
    BEHIND THE CURVE?
    It is unclear how his administration could have reacted differently with better intelligence, though advance word of Putin’s attack plans might have allowed U.S. officials to warn the moderate Syrian opposition that they could end up in Russia’s line of fire.

    Obama, who is reluctant to see America drawn deeper into another Middle East conflict, has shown no desire to directly confront Russia over its Syria offensive – something Moscow may have taken as a green light to escalate its operations.

    Syrian troops and militia backed by Russian warplanes mounted what appeared to be their first major coordinated assault on Syrian insurgents on Wednesday and Moscow said its warships fired a barrage of missiles at them from the Caspian Sea, a sign of its new military reach.
    Russia’s military build-up now includes a growing naval presence, long-range rockets and a battalion of troops backed by Moscow’s most modern tanks, the U.S. ambassador to NATO said.
    The U.S. administration believes it now has a better understanding at least of Putin’s main motive – to do whatever it takes to prop up Syrian President Bashar al-Assad. But Washington remains uncertain exactly how much further Putin is willing to go in terms of deployment of advanced military assets, the U.S. officials said.
    The lack of clarity stems in part from the limited ability of U.S. intelligence agencies to discern what Putin and a tightly knit circle of advisers are thinking and planning.
    In a tense meeting with Putin at the United Nations early last week, Obama was not given any advance notice of Russia’s attack plans, aides said. Russian air strikes began two days later, including the targeting of CIA-trained “moderate” anti-Assad rebels, though Moscow insisted it only hit Islamic State insurgents.
    “They did not expect the speed with which Putin ramped things up,” said Michael McFaul, Obama’s former ambassador to Moscow. “He likes the element of surprise.”
    U.S. intelligence agencies did closely follow and report to policymakers Russian moves to sharply expand infrastructure at its key air base in Latakia as well as the deployment of heavy equipment, including combat aircraft, to Syria, officials said.
    “We’re not mind readers,” the senior administration official said. “We didn’t know when Russia would fly the first sortie, but our analysis of the capabilities that were there was that they were there for a reason.”
    However, several other officials said U.S. agencies were behind the curve in assessing how far the Russians intended to go and how quickly they intended to launch operations.
    In fact, right up until a White House briefing given shortly after the bombing began, Obama press secretary Josh Earnest declined to draw “firm conclusions” on Russia’s strategy.
    CONFUSION OVER RUSSIAN INTENT
    One source suggested that U.S. experts initially thought the Russian build-up might have been more for a military “snap exercise” or a temporary show of force than preparations for sustained, large-scale attacks on Assad’s enemies.
    Another official said that after initial review, congressional oversight investigators believe that “information on this was not moving quickly enough through channels” to policymakers.
    And another source said there had been a “lag of a week” before agencies began voicing full-throated alarm about imminent Russian military operations.
    The senior administration official said, however, that “I don’t think anybody here perceived a gap” in intelligence.
    In their reviews of how U.S. intelligence handled the Syria build-up, officials said congressional intelligence committees would examine reports issued by the agencies and question officers involved in the process, according to congressional and national security sources. At the moment, no public hearings are planned, the officials said.
    Though the senior administration official denied the intelligence community was paying any less attention to Syria, John Herbst, a former U.S. ambassador to Ukraine, said that not enough intelligence assets had been devoted to analyzing Putin’s “aggressive policies”.
    McFaul, who took the view that the Obama administration had been largely on top of the situation as Putin prepared his offensive, said that a faster or more precise intelligence assessment would probably have done little to change the outcome.
    “What difference would it make if we had known 48 hours ahead of time?” asked McFaul, who now teaches at Stanford University in California. “There still wouldn’t have been any better options for deterring Putin in Syria.”

    Nato has renewed assurances to defend allies in view of the “escalation of Russian military activities” in Syria, the alliance’s secretary-general says.
    Jens Stoltenberg said defence ministers had decided to boost response forces to be able to deploy troops speedily.
    Nato member Turkey has complained that Russian jets have violated its airspace recently.
    Russia has used cruise missiles as well as air strikes in Syria. The Nato chief said Moscow’s position was “unhelpful”.
    Announcing the doubling of the size of the Nato Response Force to 40,000, Mr Stoltenberg said: “All of this sends a clear message to all Nato citizens. Nato will defend you, Nato is on the ground, Nato is ready.”
    He also urged Moscow to stop backing Syrian President Bashar al-Assad.

    Jens Stoltenberg spoke of “a troubling escalation in Russia’s military activities in Syria”. Moscow’s support for the Assad regime, he insisted, was not a constructive policy. While there’s been plenty of condemnation of Moscow here in Brussels, Nato has few options to influence Russian behaviour.
    It stands ready to assist Turkey to maintain the integrity of its airspace if requested and Nato is reviewing its naval presence in the eastern Mediterranean, where the Russians already have a small naval flotilla off the Syrian coast.
    Vladimir Putin’s more assertive stance – first in Ukraine and now in Syria – continues to worry Nato members who share borders with Russia.

    Moscow denies Western accusations that it has mainly targeted Assad opponents, insisting its strikes have hit the infrastructure of the so-called Islamic State (IS) and other militant groups.
    But a Saudi government official told the BBC that in response to the Russian air strikes in Syria, it was stepping up its supply of weaponry to three anti-Assad rebel groups there.
    The official said the Free Syrian Army, Jaysh al-Fatah and Southern Front would get increased supplies of modern, high-powered weaponry, including guided anti-tank weapons.
    IS militants have seized swathes of territory in Syria and Iraq.
    A US-led coalition has been carrying out air strikes against IS fighters in both Syria and Iraq for months. But Western countries support rebels who have been fighting to oust Mr Assad since 2011.
    The Russian air strikes had “weakened” IS, Syrian Army Chief of Staff Gen Ali Abdullah Ayoub said on Thursday, enabling the army to start a “big attack” to retake towns and villages.
    Heavy fighting was reported in areas of Idlib, Hama and Latakia provinces, where a coalition of rebels that includes the Nusra Front operates.
    Government-backed troops had moved into the key Ghab plain area, the UK-based Syrian Observatory for Human Rights monitoring group said.
    Russia’s defence ministry, quoted by the Interfax news agency, said the Russian air force had hit 27 targets overnight – and that they all belonged to IS.
    ‘Wrong strategy’
    Nato ministers met in Brussels amid a deepening sense of crisis, says BBC defence correspondent Jonathan Marcus.
    The ministers also addressed increased concern among Baltic member states following Russia’s involvement in eastern Ukraine.
    The UK is to station about 100 troops in Estonia, Latvia and Lithuania amid tensions with Moscow. It is also sending 25 soldiers to a training mission in Ukraine.
    Mr Stoltenberg also announced the creation of new Nato HQ offices in Hungary and Slovakia.
    Under Article 5 of Nato’s Washington Treaty, an attack on one member is considered an attack on all. This principle of collective defence commits them to protect each other.
    On Wednesday, Russia said it had launched missile strikes against IS from warships in the Caspian Sea – about 1,500km (930 miles) away.
    Russia’s foreign ministry also said Moscow was willing to establish contact with the Free Syrian Army – a Western-backed rebel group – to discuss fighting IS “and other terrorist groups”.
    But US Defence Secretary Ash Carter said coalition forces fighting IS in Syria would not co-operate with Russia.
    “We believe Russia has the wrong strategy,” he said. “They continue to hit targets that are not IS.”
    Russia’s air campaign in Syria has raised fears of accidental contact between Russian warplanes and those of the US-led coalition which have been targeting IS for the past year.
    Pentagon officials revealed they recently had to carry out at least one “safe separation” manoeuvre to avoid a US jet coming too close to a Russian aircraft over Syria.
    The Syrian civil war began with an uprising against President Assad in 2011 that was brutally put down.

    In the wake of the recent shooting in Roseburg, OR, President Obama has made a point to not only talk openly about executive orders regarding gun control, but also plans to make a visit to Roseburg on Friday to underscore the point. He plans to talk to the families of those killed, as well as push for “common sense” gun control.

    There’s only one problem. It seems quite a few in Roseburg don’t want him there.

    One Facebook group titled “Stay Out of Roseburg” had over 800 likes in only a few hours. The Heirs of Patrick Henry, another OR-based patriot group, is already planning a rally the morning of Obama’s visit, with the express purpose of making it known loud and clear that the President is not welcome in Roseburg. Obviously, this is a peaceful rally, put on by some stalwart patriots who I’ve had the pleasure of working with and standing next to in the past. They’re good guys, and they are absolutely serious about this. Even the brother of one of the wounded had this to say when asked the million dollar question “What would you say to President Obama?”
    “I would tell him to look where the problem really lies and quit running the agenda ¬ quit running the gun agenda,” he said. “It’s not the problem. It’s mental health in America. It’s obvious. All of us talk about it. I don’t know why we are hiding from it.”
    Hush, you person-with-actual-common-sense, you. You’re jacking up the narrative. So much for your invite to the White House. (What? You didn’t “build” a “clock” as a backup plan?)

    The rally in Roseburg has support from several groups in OR and WA state, and while the short notice and early timeframe (0600) has some folks unable to attend, it still seems to be shaping up to be an interesting event. At 0430 Tuesday morning, only a few short hours after creation, over 1,300 people had already been invited, showing a grassroots spread of the event across social media. From the event page:

    Polarizing as usual, Mr 0bama has insisted on politicizing the event as a conduit for increased executive orders on gun control via means of his pen, and his phone.
    This blatant disrespect of the victims families, the community and the town of Roseburg, Mr 0bama’s administration is flying not just the 747 that is airforce one to Oregon, but a three helicopter team of Sikorsky’s that make up HMX-1, known as Marine one to travel to Roseburg at the taxpayers expense.
    We need a lot of people. Please come show your support for Roseburg, not the little man who has no respect for the constitution.
    Sounds like a good time to me. What will make it even more interesting is the 2012 law that makes it illegal to protest anywhere the Secret Service decides is off-limits. Now taking bets on whether their protest gets either relegated to a “free speech zone” or the participants face some kind of jackbooted action.

    In other words, your presence is needed. As I’ve written before, the potential for things to go bad is not a good reason to stay home. It is, however, a pretty compelling reason to go.

    President Barack Obama’s remarks in favor of gun control a few hours after the mass shooting at Umpqua Community College is sparking anger in Roseburg about his upcoming visit to the city.
    David Jacques, a Republican activist who publishes a weekly newspaper in Roseburg, warned on national TV on Monday night that the president “is not welcome in the community.”
    Local social media sites in the conservative community are replete with criticism of the president, and several local officials said Obama should stay away from the subject of gun laws during his Friday visit.
    “I was not pleased with the direction the commander-in-chief took” after the shootings, state Rep. Dallas Heard, R-Roseburg, said Tuesday. “Let’s hope he can think to do better when he comes here. We can only hope.”
    The White House said Obama is traveling to Roseburg to “visit privately with families of victims of the shooting,” leaving the impression he would not have any public events for what is expected to be a short visit.
    The furor over the president’s visit led the Roseburg City Council to issue a statement saying city officials will welcome Obama and “extend him every courtesy.”
    Council President Tom Ryan said in an interview Tuesday that the statement – which referred to “misrepresentations” made by some people – was aimed at Jacques, who claimed to have the support of community leaders.
    If Obama “can help heal some families, more power to him,” said Ryan, who also expressed concerns about what the president might say during his visit.
    “We don’t need to be in the middle of a national gun rights debate,” Ryan said. “We have people who are healing. That is our main concern.”
    Jacques, who was a delegate to the 2012 Republican national convention, has been interviewed by Bill O’Reilly on Fox News and featured on several conservative websites.
    He said in an interview with The Oregonian/Oregon Live that Obama showed “blatant disregard for the mourning process,” and he charged that the president is coming to Roseburg to recruit family members to speak out in favor of tougher gun laws.

    The sheriff and two commissioners could not be reached for comment Tuesday.
    Jeff Ackerman, editor and publisher of the Roseburg News-Review, the local daily newspaper, said it is one thing for the president to meet privately with the families of the victims.
    “If he’s going to stand on Main Street and talk about gun control,” Ackerman said, “that’s not going to go too well in Roseburg or Douglas County.”

    ROSEBURG, Ore. — A week has passed since J.J. Vicari huddled underneath a desk while gunshots exploded in the classroom next door. Now, he is thinking about guns. Not about tightening gun laws, as President Obama urged after nine people were killed at the community college here. But about buying one for himself.
    “It’s opened my eyes,” said Mr. Vicari, 19. “I want to have a gun in the house to protect myself, to protect the people I’m with. I’m sure I’ll have a normal life and never have to go through anything like this, but I want to be sure.”
    Mr. Obama plans to visit Roseburg on Friday to meet the grieving families of yet another gun rampage, but many people here are bristling at his renewed call for stricter gun laws. In some ways, the rampage at the college by a 26-year-old student, Christopher Harper-Mercer, has actually tightened the embrace of guns in a rural town where shots at rifle ranges echo off the hills and hunters bag deer and elk through the fall.
    Some families touched by the violence and students who fled gunfire said they now feared that the kind of bloodshed seen inside Classroom 15 at Snyder Hall, Umpqua Community College, could happen anywhere. Some said they were planning to buy guns. Others said they would seek concealed-weapons permits. Others, echoing gun advocates’ calls for more weapons on campus, said the college should allow its security guard to carry guns. A few said they thought that stricter gun control laws could have averted the massacre.
    Even Mr. Obama’s visit has stirred fiercely polarized responses. Some residents and the publisher of a weekly conservative newspaper said he was not welcome, and accused him of using the town’s anguish to advance his gun-control agenda.
    The language got so angry that on Tuesday the mayor and other city officials put out a statement saying they welcomed Mr. Obama and “will extend him every courtesy.”
    And while the mass shooting here has pushed some people toward wanting to arm themselves, it has also pushed others in the opposite direction. Students like Devon Paasch, 36, whose writing teacher, Lawrence Levine, was among the victims, said the murders had intensified her belief that the country needed stricter gun laws. Ms. Paasch was not on campus that morning because she slept through her alarm; she has spent the past week tilting between grief, guilt and a fear of returning to school.
    “No kind of gun control is going to stop everything,” Ms. Paasch said. “But in a situation like this, it could have saved 10 lives.”
    The debate has rolled across a conservative, timber-producing region where flags are at half-staff and roadside signs solicit prayers for the victims. From a wooded gun range south of town, to City Hall, to KC’s Exchange, where Carolyn Kellim sells handguns and ammunition out of her home, people insisted that the actions of Mr. Harper-Mercer, who was armed with six guns and spare ammunition magazines, would not displace guns from their place in local life.
    “That’s why we have guns: We don’t have the government dictating when to get on our knees,” said Ms. Kellim, who is 86.
    After the shooting, gun-control groups and national news media skewered Sheriff John Hanlin of Douglas County, which includes Roseburg, for a letter he wrote to Vice President Joseph R. Biden Jr. after the Sandy Hook Elementary School massacre in Connecticut. In it he said, “Gun control is NOT the answer to preventing heinous crimes like school shootings.” But in church pews and coffee shops, many residents said they still believed he was right. Online, some are using #supportforHanlin to back him.
    A community college student has started a petition to allow concealed weapons on all campuses, echoing hotly disputed arguments from national gun groups that mass shootings could be stopped by more “good guys with guns.” In 2011, an Oregon court said public colleges could not ban guns from campus.
    Umpqua Community College only banned guns “without written authorization,” and students said many of their classmates carried concealed weapons. One of them, John Parker Jr., an Air Force veteran, told MSNBC that he was armed when the attack happened, but did not intervene. He said SWAT officers might have mistaken him for a killer.
    “This just shows you, you have to have a way to protect yourself,” said Makayla Thomas, 19, who raced into a student center when the attack started and huddled there until the police arrived. “It’s happened once. Who knows what can happen?”
    Jamie Skinner, 34, a former girlfriend of Chris Mintz, the Army veteran who blocked the door to a classroom at Umpqua Community College and was shot by Mr. Harper-Mercer, said in an interview last week that the massacre in Roseburg would not change her opinion that owning guns was important. Ms. Skinner has worked as an armed security guard, and said she and Mr. Mintz went to shooting ranges for recreation.
    “We are a weapons family,” Ms. Skinner said. She and Mr. Mintz have a 6-year-old son, Tyrik, who has autism and who also influenced her attitude toward guns. “I like to have the ability to protect myself and my child,” she said.
    But Ashley Schmidt, 28, said the horror she heard through the walls of the classrooms had nudged her toward supporting rules that would regulate guns the way cars are. She was in Classroom 14 in Snyder Hall when the shooting started, and ran out amid a storm of gunfire, yelling “Gun! Gun! Gun!” at a girl in the hallway whose earbuds had blocked out the noise.
    Ms. Schmidt said she opposed “taking guns away,” and lamented that there was no foolproof way to keep guns away from criminals or would-be mass murderers.
    “I’ve always felt like there is nothing I can do,” she said, about school shootings. “But I see this country falling apart.”
