Trump’s DEPARTMENT OF THE INTERIOR (DOI) and ENVIRONMENTAL PROTECTION AGENCY (EPA) Pick?

    How WILD will it get?

As we discovered through inquiry and questions what the candidates were all about and where their roots were fastened, we then had a good idea of where they were coming from and where they are trying to go, or take us.

IN THE END, NOV 9, 2016 AMERICAN CITIZENS “DID NOT”  VOTE FOR A PRESIDENT WHO WILL TRY TO GET YOU TO AGREE TO SACRIFICE WHAT YOU CAN’T AFFORD TO LOSE TO SOMEONE WHO HASN’T EARNED IT, THEN TAKE YOU SOMEWHERE YOU DON’T WANT YOUR FAMILY, YOUR FRIENDS, YOURSELF, COMMUNITY, CITY, COUNTY, STATE OR COUNTRY, OR WORLD TO GO, LET ALONE BECOME!

“Well, if I wanted all the people out of Northern California, what would I do?”

I’d lock up all the natural resources.  I would remove all the infrastructure… like the DAMS. After some more time went by… I’d have the National Forest in a quasi wilderness area, I’d have the loggers gone…Get rid of the pesky diggers..the mining community. I’d go after the agriculture community…attempt to eliminate them.  I’d go up stream…get rid of the  dams, remove the water inventory and electrical generation for 70,000 homes.

    ————————————————————————–

    Toni’s  text continued…

Because of federal land-taking, we now have a broken county with a median household income less than the State of Mississippi. My father owned a sawmill here in the 1940’s; anyone who wanted to work could easily find a job. In the 1960’s, Josephine County had 53 sawmills; the revenue for Public Safety was around $18 million per year. Josephine County, Oregon, has relied on the use of our natural resources for Public Safety, Education, and necessary Public Projects. We now live under the constant threat of having to close the jail; and this July we will receive our last congressional subsidy of $4.3 million. Use of our resources has declined to the point that we are now an impoverished county largely dependent on welfare and government social services.

Yesterday—the last remaining sawmill in our county closed indefinitely because they could not get enough logs to fill orders. We’ve gone from 19 sheriff’s patrols to a budget for only three patrols by this summer. Our County government laid off 127 people in 2012; 90 of those people were in the Sheriff’s Department.

All promises from the Federal government to Josephine County have been broken. The government has not honored its commitment in the 1937 O&C Act, and the Bureau of Land Management and the Forest Service have reduced the timber harvests for two decades.

The BLM and Forest Service close vital roads throughout the county, so that we can’t put out forest fires. Those agencies then refuse to let us log the burnt areas and derive some income from the catastrophe. Management of our lands by Washington, DC, has proved to be a disaster to our county, both in terms of revenue for necessary services and in terms of modern forest management practices for sustainability.

The EPA runs roughshod over our private and public lands; overly-zealous environmental activists derive much of their income from government grants. Environmental groups consistently portray logging as environmentally-destructive “clear-cutting”, when in fact, timber companies in Oregon are well-known for responsible, sustainable forest management.

With this loss of use of our land to generate revenue and provide jobs come many of the predictable social problems, as indicated on the following page: drug abuse, health problems, rise in student dropout rate, children living in poverty, increased homelessness, and reliance on welfare subsidies. This is the result of not having control and benefit of our county land.

Poverty in Josephine County has reached the point that we cannot pass a property tax levy to fund public safety. Having bare bones public safety negatively impacts our ability to retain and attract businesses and qualified workers.

We would appreciate the support of Presidential Candidate Donald Trump for the transfer of our lands from federal mismanagement. We need your help to prevent further loss and to reverse the losses that have plunged our county into poverty. Whichever candidate emerges from the Presidential race, we will be looking to support the candidate who will be in favor of transferring the control of public lands to the states. If you want to Make America Great Again, start with Josephine County and help us help ourselves.

    Thank you and Best Wishes,

Human toll of Washington D.C. edicts — especially Siskiyou Co.

Below is the link to Pearl’s webpage connecting the dots. Also, a BIG thank you to our local KARE Assoc. for putting these facts together.      From KARE, Klamath Alliance for Resources and Environment in Siskiyou County, CA.

The Human Toll in Siskiyou County

Siskiyou County has been hard hit by the environmental movement during the past twenty years. Time and again, we are promised that tourism will rise and offset any damage to our resource driven economy, and yet those dollars refuse to materialize. For 20 years, timber has been excluded from our national forests (see this shocking graph) which consume nearly two thirds of our entire county. Mining has been all but eliminated, agriculture (the largest remaining industry in this county) and now KS Wild has the temerity to claim that our county will be better off with another 200,000 acres (of 600,000 total) of timberland locked up in some “climate refuge?” Next time somebody trots out that line, give them some of these demographic statistics:

    Unemployment, July 2011

(State wide data by county: PDF file)

    California: 12.4%

    Siskiyou Co: 16.6%

    Shasta Co: 15.0%

    Modoc Co: 13.9%

    Humboldt Co: 11.9%

    LA Co: 13.3%

    Sacramento Co: 12.9%

    San Franscsco Co: 9.0%

    Siskiyou County 2010 Snapshot

    (PDF file)

    Population: around 48,000

The median age of the population is 43

36% of the population is employed

    Unemployment is 18.5%

Median Household Income $35,692 ($59,928 for CA)

28% of households have children under 18 (46% USA)

18% of the population lives below the poverty line (13% CA)

27% of children live below the poverty line (18.5% CA)

18% of the population is eligible for food stamps

22% are eligible for Medi-Cal programs (18% CA)

Substantiation of Child Abuse and Neglect 31.7 per 1,000 ( 9/1,000 for CA)

Siskiyou Co. has higher rates of all violent crime (aggravated assaults, forcible rape and robbery) except homicide than Los Angeles Co. 11% of Seniors aged 60 and above have been abused.

Methamphetamine accounts for 44% of substance abuse treatment admissions. Roughly 11.9 percent of adolescents under 18 reported binge drinking over the past month (CA 6.6 percent.)

Of youth between age 10-17 admitted for treatment, 72% were for marijuana, 17% methamphetamine, and 11% alcohol. 83% were male. This age group also accounts for 13% of drug-related arrests.

Individuals between 25 and 34 years account for 25 percent of admissions to alcohol and drug treatment. This age group also accounts for 22 percent of drug related arrests

Individuals between 35 and 44 years accounts for 27 percent of alcohol-related arrests

    Twenty Year Trends

    (PDF file)

Demographic Trends — Age distribution: The census indicates that between 1990 and 2008, Siskiyou County experienced a 25% loss in the population of children under the age of 18. The County saw a 45% increase in the population age 45-64 and an 18% increase of those age 65 and older. This shows that our population is aging dramatically, and younger family wage earners are migrating elsewhere.

Income Trends; The BEA (Bureau of Economic Analysis) indicates that in 1987, the average wage for jobs in Siskiyou County were 73% of the California average. There was a steady decline down to as low as 57% in the year 2000, then the percentage stabilized at 61 % with an increase to 63% in 2008. This shows that our wages are depressed, not keeping pace with inflation and the rest of the state.

Unemployment — The EDD statistics indicate that from 1990-2009, the highest rates of unemployment occurred in individual months in 1991-1993 (19.3-21.1%.) The average rate of unemployment for 1991 was 13.2, for 1992 — 15.8 and for 1993 -15.6. This high rate likely reflects the closure of the four timber mills in Siskiyou County between 1989-1999. The rate of unemployment then very gradually decreased each year until it plateaued around 2001 -2007 at 8-9.5% It climbed to an average of 10.2% in 2008 and was at 15.8% average in 2009.

Median Household Income The census (SAIPE) reports that in 1989, the median household income of Siskiyou County residents was $22,077. This was 66% of the California median, (down $11,000 from the CA median.) In 2008, the Siskiyou County median was $36,823. It had decreased to 60% of the California median, (down $24,000 from the CA median household income.) Siskiyou County ranks 51 out of 58 California Counties in median income.

Poverty Rates — The census (SAIPE) reports that in 1989, 14.4% of Siskiyou County residents lived below the poverty line. This was 1.7% higher than the poverty rate for California in general. In 1989, 23.5% of children under 18 in Siskiyou County lived in poverty. This was 2.2% higher than the California rate. In 2008, 16.4% of all residents in Siskiyou County lived in poverty. This is a 2 percent increase in the rate over that of 1989 and is 3.1% higher than the California rate. In 2008, 25.4% of children under the age of 18 in Siskiyou County lived in poverty. That is a 2 percent increase in the rate over that of 1989 and is 6.9% greater than the California rate.

Summary Comment: Siskiyou County is an aging county. A large percentage of children in the county live in poverty and this is getting worse. Average wages are poor compared to the rest of California and getting worse. The household median income in the County has historically lagged far behind that of California and is getting worse. Unemployment has always been substantially higher than California in general. After stabilizing from high employment in the aftermath of mill closures and Forest Service layoffs, unemployment has substantially increased in the past two years and is climbing. It is currently 15.6% (May 2010.) The well-being of a substantial number of Siskiyou County residents is depressed and trending downward.

Ties That Bind Farmers and Ranchers

Quite regularly, someone seems to say to me “Oh but doesn’t that farm and all those animals really tie you down?”

    Why yes, yes they do.

They tie me to starting my day when the sun rises and ending it well after the sun sets…but it means I always get to see them both.

They tie me to the rhythm of the seasons…the might of the winter blizzard, the first spring breeze carrying the scent of rain, the towering glory of a summer thunderhead and the fall of leaves from the poplar trees.

They tie me to concentrating on the chores that need to be done right now…not the regrets of yesterday nor the worries for tomorrow.

THIS FARM AND ALL THESE ANIMALS KEEP ME TIED DOWN TO EARTH WHEN THE REST OF THE UNIVERSE TRIES TO FLIP ME UPSIDE DOWN.

And so I would much rather be tied down here than set adrift in the tumultuous sea I see so many others in. I find this mooring rather to my liking.

    Tears for my people

To my fellow Americans, it is with a heavy heart and great sadness that I pick up my pen once more, not because I want too, but because it is needful.  A great man and redound patriot once rode through the night, at great personal peril, to warn others of the approaching  British forces, his name was PAUL REVERE, I find it necessary to do in my small way, the same now, and warn my fellows of the coming storm.

Over the last few weeks, men who I consider true patriots, took control of a wildlife refuge in eastern Oregon, THIS WAS TO PROTEST THE ILLEGAL, UNCONSTITUTIONAL LAND GRABS BY THE FEDERAL GOVERNMENT THROUGH THE BLM (BUREAU OF LAND MANAGEMENT), they did so in a peaceful manner, without threats or violence, an unmanned facility with doors left unlocked, vehicles with key’s in the ignitions.

THE BUREAU OF LAND MANAGEMENT has announced the formation of new division of Security, Protection and Intelligence.  The new division is being created months after Ammon Bundy led dozens of armed anti-federal-lands activists in seizing the unoccupied Malheur National Wildlife Refuge in Oregon. It’s unclear to what extent the new BLM law enforcement post is connected to the Malheur incident or to the general rise in anti-federal-lands activity in the rural West.

This new department will operate independently of the already existing BLM Department of Law Enforcement and Protection under Director Salvatore Lauro,

IT WILL ALSO OPERATE INDEPENDENT OF THE DEPARTMENT OF THE INTERIORS (BLM’S MOTHER AGENCY)

according to James Gallagher Director of Intelligence for the Department of Interior. In fact it is quite unclear as to who will have oversight over this new department or who authorized it’s creation. In calls to BLM public affairs officers they were unaware of the creation of the new division.

OLYMPIC NATIONAL PARK — The Elwha River flexed its new muscles during the most recent round of storms and severely damaged Olympic Hot Springs Road and effectively buried a campground in silt.

When the water receded, Olympic National Park officials discovered the water had washed out a 60-foot-long section of Olympic Hot Springs Road, and much of Elwha Campground had nearly disappeared under more than a foot of silt and debris, Barb Maynes, spokeswoman for the park, had said over the weekend.

“Other areas in the [Elwha] valley have seen damage — extensive damage,” Maynes said.

Maynes said there is no established timeline yet for repairs or reopening damaged Elwha roads and campgrounds.

    Dear Ms. Pearl Rains Hewett,

Thank you for your call this morning regarding access to the Olympic National Park. It is my understanding that you are  an “inholder” (owner of private property ) inside the aforementioned NP unit. You asked me about the repairs being done to the road you use for access (Olympic Hot Spring Road). In order to be of further assistance to you. Please send me more information regarding your issue. I would like to know if the road was damaged and if so, when. I would like to know contact on the NPS I can talk. The Emergency Relief for Federally Owned Roads (ERFO) program provides funds to Federal Agencies for the repair of damaged roads due to natural event. If an event has been approved for funding and the Olympic Hot Spring Road is part of event, more than likely we have provided some funds for the repairs. However, I would need more information.

    Dear Mr. Mayorga,
Thank you for your prompt response.

On Mon Feb 8, 2016 2:30PM there was a meeting  at Olympic National Park Headquarters regarding the closure of the Olympic Hot Springs Road to all public and private access. I told my story, expressed my concerns on the economic impact to the local community and asked questions.

Clallam County Commissioner  Bill Peach, and three,
National Park Service, U.S. Department of the Interior,
Olympic National Park local Representatives attended the meeting.

Yes, in Jan 2016, the Olympic Hot Spring Road event has been approved for ERFO  funding.

    However,  Jan-Feb 2016?

A damage survey was required for ERFO amount of funding?

Has the damage survey been completed?

Has the ERFO amount of funding been submitted and approved?

    Additionally…

My understanding from the the Feb 8, 2016 meeting is that there are two specific hold-ups. identified as, the Army Corp of Engineers and  a required NOAA consultation under section 7.

Commissioner Bill Peach, asked if the Olympic Hot Springs Road would be open by the 4th of July?

In response, both Lisa Turecek, PE Chief of Facilities Management and Brian Winter Elwha River Project Manager answered.

the Army Corp of Engineers must, be given time to respond, up to 60 days? Because a 100 foot bridge  must be built.

Brian, that tentative plans to proceed shall required NOAA consultation under section 7,

Commissioner Peach, asked When will the road be reopened to  public and private access?

Lisa’s guesstimated was four months from the time that construction was permitted to start.

At this point in time I am asking for help from anyone that can expedite the hold-ups, repair the Olympic Hot Springs Roads and trails, and, have public access completed for the 2016 tourist season that starts in late May.

Tourism runs our local economy, it provides income to our business’s, jobs and income to our unemployeed, and food on the plates of our hungry families.

    Thank you for your assistance

I am concerned for the economy of our local community.

May 18, 2016 Re: vehicle access  to private Inholder Property on the Elwha River

Brian D. Winter, Ph.D. Elwha Project Mgr/Lands Mgr

Mr. Winters,  said to feel free to pass it on to the other landowners, each will have to contact him for the combination and agreeing to the conditions.

    Mr. Winters message…

We believe we have a solution that will meet your needs. Until the new bridge that will allow public access can get installed, the area will remain closed except for administrative use, per my April 28, 2016 email message to you. However, we are procuring a combination lock so we can double lock the gate with that and a NPS lock. Once we get it in place, I will provide you with the combination. Following are conditions you will need to adhere to. If you can not do so or choose not to comply with them, we will need to remove the combination lock.

At this time, only you can use the combination lock, so you should not share the combination with anyone. If other landowners would like the same access as you, they should contact me directly. I can then give them the combination. This step is necessary so OLYM staff know who is approved to drive past the gate.

The gate should be locked behind you whenever you pass through it, coming or going. Leaving the gate unlocked will allow unapproved access to occur. Do not leave the gate unlocked assuming someone behind you will lock it.

Even though there is no public vehicle access beyond the gate, you must comply with all posted speed limits. In fact, we urge extra caution by slowing down further on blind curves. The public is accessing the site by foot and bicycle, and many people assume there are no vehicles on the road so they may in fact be in the middle of the road when you come upon them. There are government vehicles past the gate as well.

The existing bridge does not have guardrails. Slow down to 5 miles per hour when passing over it, and use a spotter to assist your crossing if you are able to. At all times before crossing the bridge, assess your safety and that of others in the vicinity before doing so.

Vehicle access to your private property only is approved. Do not access any locations upstream of your property by vehicle.

Please let me know if you agree with the conditions above for accessing your private property within Olympic National Park.

    Thank you,

    Brian D. Winter, Ph.D.

GIVE US BACK OUR STATE LAND

LET OUR PEOPLE GROW and farm, and sow,, and reap, and ranch, and mow, and harvest, and log, and mill, and mine, and build, and manufacture, and create jobs.

It is our heritage, it is who we are and what we do, it is our way of life, it is our source of employment and income, it provides our shelter, the roof over our heads, food on our tables and heat from our hearth, indeed it has been  the  lot of our lives for many generations of American  families.

We are American citizens. We had sovereign enabling state land. We were and are public and private property owners. We the people were and are the best stewards and caretakers of our state and private land.

So we saw that there is nothing better for a person than to enjoy their work, because that is their lot That each of them may eat and drink, and find satisfaction in all their toil. We know that there is nothing better for people than to be happy and to do good while they live

TO: Candidates running for President of the United States

This letter is to inform you of the struggles faced by the people of Josephine County, Oregon, due to ongoing problems with the federal government’s control of our public land, including our once-productive forests. Bad policies and misguided management by federal agencies such as the Environmental Protection Agency, U.S. Forest Service and the Bureau of Land Management, have left our rural county economically and socially devastated.

The sinister Department of Interior failed again, earlier this year, in another attempted LAND GRAB, but this time it was in Virginia under a proposed Heritage Area called Crooked Road National Heritage Area 19 COUNTIES IN SOUTHERN VIRGINIA WERE TO BE INCLUDED IN THIS NATIONAL HERITAGE AREA. This sure sounds like the deception that went on with the National Blueway System all over again.

If this Crooked Road National Heritage Area designation would have taken place, it would effectively put the proposed “National Heritage Area” under the jurisdiction of the National Park Service and Department of the Interior.

It was a major win for property rights activists Tuesday, March 12th, when Washington County Supervisors voted 5-2 against the impending designation of 19 counties in South West VA Congressional District 9 as the USA’s 50thNational Heritage Area“, which would effectively put the District under the jurisdiction of the National Park Service and Department of the Interior.

    January 22, 2016
YREKA — Some 300 people showed up at a hearing in Yreka on Thursday night to comment on the state’s draft Gray Wolf Conservation Plan.
Most of those who spoke represented ranching and hunting groups from Siskiyou County who were concerned about the wolves’ return to California.
“I don’t want a wolf kill on my place,” said Ryan Walker, a Siskiyou County rancher, referring to wolves killing cattle. “I need to know where the wolves are.”
The conservation plan attempts to manage the growing number of wolves that have showed up in the state during the past year.
The state Department of Fish and Wildlife plan analyzes where wolves are likely to live in the state, what they will prey on, how they will affect livestock ranchers and humans. The state is also holding conservation plan meetings in Sacramento and Long Beach.
This past summer, fish and wildlife biologists documented the state’s first pack in more than 80 years. DNA analysis of the wolves’s droppings indicate they came from the Imnaha pack in northeast Oregon.
Many of the ranchers who spoke Thursday urged the state to put radio collars on the wolves so they can take steps to protect their cattle.
Patrick Griffin, a wolf consultant for Siskiyou County, said after a calf was killed, ranchers wanted to know where the wolves were so they could prevent another death.
“After the incident on the east side of the county, it would have been nice to know where the wolves have gone,” Griffin said.
The DFW’s Eric Loft told the crowd that getting the wolves collared is a high priority. However, state officials need to locate the wolves before they can collar them.
“We’ve lost track of the Shasta Pack. We don’t know where they are,” said Karen Kovacs, a program manager for the department.
Fish and wildlife officials said wolves probably killed a calf in Siskiyou County in November. Kovacs urged those in the audience to notify the department when they see a wolf or any evidence of one.
Mark Baird, a leader in the State of Jefferson movement, said he suspects the wolves are being trucked into the state, and he and others are looking for evidence.
But Loft denied that and said he, too, would like to see evidence of anyone in the fish and wildlife department trucking in wolves.
Siskiyou County Sheriff Jon Lopey said he was concerned about wolves harming people, as well as the economic impact wolves will have on ranchers.
“I’m very, very concerned, and so are my fellow sheriffs, both inside and outside California,” Lopey said.
Rich Klug, with the Rocky Mountain Elk Foundation, said he was concerned about how wolves would affect elk herds. He said there are only about 7,000 elk in Northern California. If wolf packs grow too numerous, they could greatly reduce the numbers of elk, which are wolves’ primary source of food, he said.
About a half-dozen people also spoke in favor of wolves. Karin Vardaman of the California Wolf Center said she was eager to work with ranchers and state officials to prevent cattle deaths.
“We have no desire to see cattle die,” Vardaman said.
“I’m very, very concerned, and so are my fellow sheriff’s, both inside and outside California,” Lopey said.

Do you want an American world leader that speaks softly and carries a big stick? Are you satisfied with the leader that had a phone and a pen? And, as president of the United States of America, his usual “course of action” in a crisis, was the GOLF COURSE?

THE UNITED NATIONS HAS FOUR PURPOSES:

    4. And to be a centre for harmonizing the actions of nations

Obama and Putin Play Diplomatic Poker Over Syria – The …
    www.nytimes.com/…/middleeast/un-general-assembly…
    The New York Times
4 days ago – PRESIDENT OBAMA’S SPEECH TO THE UNITED NATIONS GENERAL ASSEMBLY 2015 SEPT. 28 2015 … and criticized other western states’ policies in the Middle East. … “Let’s remember how this started,” Mr. Obama said of the Syria conflict.
UNITED NATIONS — The leaders of the United States and Russia traded blunt criticisms on Monday at the United Nations, essentially blaming each other for the catastrophic war in Syria and the refugee crisis it helped to spawn.
The speeches of President Obama, followed more than an hour later by President Vladimir V. Putin of Russia, dominated the opening of the annual General Assembly of world leaders.
MR. OBAMA MADE A FORCEFUL DEFENSE OF DIPLOMACY BUT ALSO CASTIGATED RUSSIA BY NAME MULTIPLE TIMES IN HIS SPEECH FOR ITS DEFENSE OF THE SYRIAN GOVERNMENT, its takeover of Crimea and its actions supporting Ukrainian rebels.
“Dangerous currents risk pulling us back into a darker, more disordered world,” Mr. Obama said.
Those currents include major powers that want to ignore international rules AND IMPOSE ORDER THROUGH FORCE OF MILITARY POWER, HE SAID.
“In accordance with this logic, we should support tyrants like Bashar al-Assad who drops barrel bombs to massacre innocent civilians because the alternative is surely worse,” he said in comments that seemed to be aimed directly at Mr. Putin.
In what amounted to a basic rebuttal of Mr. Obama, the Russian leader extolled the Syrian leader, saying that he represented stability and that his forces needed support to fight the Islamic State extremists now threatening the region — even though Mr. Assad’s forces are for the most part fighting rebel groups dedicated to his ouster, not the Islamic State militants.
“We think it’s an enormous mistake to refuse to cooperate with the Syrian government and its armed forces who are valiantly fighting terrorism face to face,” Mr. Putin said.
But Mr. Putin, in what appeared to be a step to outmaneuver Mr. Obama on Syria, also spoke of creating “a genuinely broad international coalition” to fight the Islamic State, including a Security Council resolution to “coordinate” military action.
How the United States and its allies will respond to such an idea is unclear. But President François Hollande of France, speaking to reporters later, welcomed the idea of a “broad coalition” and even a Security Council resolution as long as two conditions were met: a stop to the bombings and a “political transition with departure of Assad.” Mr. Hollande did not elaborate on exactly when Mr. Assad would have to leave.
In remarks about foreign Islamic State fighters that seemed clearly aimed at stoking fears in Europe, Mr. Putin said: “We cannot allow these criminals who have already felt the smell of blood to return back home and continue their evil doings. No one wants this to happen, does he?”
Mr. Putin did not hear Mr. Obama speak — the Russian leader had just arrived in New York from Moscow. But the tensions between the two are well known. In a deft bit of diplomacy, Secretary General Ban Ki-moon sat in between them during a lunch he hosted for a number of top leaders.
In his toast, Mr. Ban, invoking the saying “There is no such thing as a free lunch,” exhorted his guests to help the United Nations reach the new Sustainable Development Goals for eliminating extreme poverty and hunger by 2030.
Mr. Obama and Mr. Putin clinked glasses after Mr. Ban’s toast.
In his own toast, Mr. Obama praised Mr. Ban and said “We are facing extraordinary challenges today, ones that test our capacity to work together.”
Later in the afternoon Mr. Obama and Mr. Putin posed for photographers before a long-awaited private meeting between the two, which lasted for 95 minutes. They shook hands at the start but made no comments, and the details of their discussions were not immediately disclosed.
In his earlier speech, Mr. Obama also chided China for its expansions in the South China Sea and Iran for its support of Mr. Assad, as well as the broader anti-American messages that emanate from the Iranians.
“Chanting ‘Death to America’ does not create jobs, or make Iran more secure,” Mr. Obama said.
Mr. Obama said that he was realistic, but he said realism had to take into account the brutality of the Assad government in Syria, where war has raged for more than four years.
“Let’s remember how this started,” Mr. Obama said of the Syria conflict. “Assad reacted to peaceful protest by escalating repression and killing and in turn created the environment for the current strife.”
Such violence makes it impossible for the vast majority of Syria’s population to accept Mr. Assad as their leader, Mr. Obama said.
Similarly, Mr. Obama said, a fidelity to international rules required that the United States respond forcefully to Russia’s intervention in Crimea and Ukraine. He said that the United States had few economic interests in the region and understood the long history that Russia had with Crimea and Ukraine.
“But we cannot stand by when the sovereignty and territorial integrity of a nation is flagrantly violated.” He added: “That’s the basis of the sanctions that the United States and our partners imposed on Russia. It’s not a desire to return to the Cold War.”
MR. OBAMA TOLD THE INTERNATIONAL BODY THAT HE COMMANDS THE MOST POWERFUL MILITARY FORCE ON THE PLANET. But no matter how powerful its military or strong its economy, the United States could not solve the world’s problems on its own, he said.
He pointed to the war in Iraq where, despite sending more than 100,000 troops and spending trillions of dollars, the United States was unsuccessful in stabilizing the country.
MR. OBAMA EXTOLLED THE DIPLOMATIC COURSE IN WHICH THE UNITED STATES AND OTHER WORLD POWERS had successfully negotiated a nuclear agreement with Iran. And, in one of the first lines to yield cheers, he said that the United States had finally acknowledged that its posture toward Cuba had been wrong and that under his watch, diplomatic relations had been restored.
“As these contacts yield progress, I’m confident that our Congress will inevitably lift an embargo that should not be in place anymore,” he said to cheers. “Change won’t come overnight to Cuba but I’m confident that openness not coercion will support the reforms and better the life that the Cuban people deserve.”
MR. OBAMA MADE A FORCEFUL CASE FOR DEMOCRACY AND POINTED OUT THAT “DICTATORSHIPS ARE UNSTABLE.”
“You can jail your opponents but you can’t imprison ideas,” he said.
President Xi Jinping of China, speaking later in the day, reiterated what he called the Chinese priority of peace and stability for its economic development. He also demonstrated China’s enormous financial influence by announcing a $1 billion fund for the United Nations, and said his country would create a permanent standby peacekeeping contingent of 8,000 police and troops in case it is needed by the world body.
Despite a swooning Russian economy and Western condemnation of Russia’s takeover of Crimea and intervention in Ukraine, MR. PUTIN SEEMS TO HAVE SURPRISED THE OBAMA ADMINISTRATION WITH AN INTELLIGENCE-SHARING ALLIANCE WITH IRAQ, SYRIA AND IRAN ABOUT THE ISLAMIC STATE MILITANT GROUP THAT OCCUPIES PARTS OF SYRIA AND IRAQ.
The Russians and Americans even squabbled in recent days over who asked whom for the meeting between the two presidents.
Mr. Putin has said that Mr. Assad is a vital bulwark against the Islamic State; Mr. Obama has said that Mr. Assad must leave before the conflict in Syria can be resolved.
President Hassan Rouhani of Iran, in his speech, offered to help to “bring about democracy” in the two conflicts where it has influence, in Syria and Iran, even as he signaled his support for the Russian notion of a Security Council resolution.
“We propose that the fight against terrorism be incorporated into a binding international document and no country be allowed to use terrorism for the purpose of intervention in the affairs of other countries,” Mr. Rouhani said.
Mr. Obama was the first in a line of speakers from the big powers scheduled to speak at the 70th annual session of the United Nations General Assembly, where the Syria conflict and its consequences — the spread of Islamic State jihadism and the surge of refugees into Europe — were dominant themes.
In opening the General Assembly, Mr. Ban struck a somber tone, asserting that: “Inequality is growing, TRUST IS FADING, AND IMPATIENCE WITH LEADERSHIP CAN BE SEEN AND FELT FAR AND WIDE.”
The remarks by Mr. Ban, who is approaching his last year as the secretary general, were unusually pointed.
He called to leaders to not stay in power beyond their constitutional terms in office, pressed permanent members of the Security Council to put aside their divisions, called explicitly for an “end to bombings” in Yemen, and named the five countries that, as he said, “hold the key” to peace in Syria: Russia, the United States, Saudi Arabia, Iran, and Turkey.
Mr. Ban said 100 million civilians are in need of aid, for which the United Nations has pleaded for $20 billion. He rebuked the rich for not giving more, giving examples: One third of what the organization needs for Syria and Iraq has been received and for Gambia, whose children are among the hungriest in the world, nothing has come in.
He stepped up his criticism of countries that shut their borders to refugees. “I urge Europe to do more,” reminding the Continent’s leaders that “after the Second World War it was Europeans seeking assistance.”
He marked two pieces of good news. He praised the nuclear pact that the world powers reached with Iran. And with some relief, he noted that the world had come together to stop the Ebola virus from spreading.
President Dilma Rousseff of Brazil, who was the first to speak, scolded those countries that have tried to prohibit refugees fleeing conflicts in the Middle East, pointing out that Brazil hosts Syrians and Haitians now as it opened the doors to Europeans and Asians a century ago. “In a world where goods, capital, data and ideas flow freely, it is absurd to impede the free flow of people,” she said.

Note that there are a few items being finalized as we wrap up this project by October 31, 2015. The Powerpoint Presentation (Supplementary Information B), which we have been using for a variety of presentations already, is in the process of being refined, and we will continue to refine it through the end of October. Also, the Monitoring Plan (Appendix E), which defines how and who will continue to track the progress of the implementation of the adaptation strategies, is in process and will be complete by end of October. And we are also working on an extra final product – a packaged up version of the Executive Summary that can be used as a standalone handout.
We are currently in the process of giving presentations on the final results of this project to the municipalities and other organizations, and we have a few public presentations that are getting scheduled. One that is scheduled currently is a presentation to the Jefferson County Planning Commission, on November 4th. (The commission meeting starts at 6:30 pm, but the specific time slot has not yet been scheduled, you can check the agenda once it becomes available here.) We will let you know when the public presentations are scheduled.
We will send you a final email by the end of October when these last pieces are complete, and to also enlist your help with helping move the identified climate adaptation strategies forward and to provide input on the status of the implementation of the adaptation strategies.

Many thanks again for all your engaged and thoughtful participation and feedback throughout this project. It is very exciting to see this all come together, and to now have the report as a resource for the North Olympic Peninsula as we continue to work together to create a climate resilient future!

2015 is on track to be the hottest year in recorded history, and momentum is growing to stop the climate crisis. Political and religious leaders are beginning to get the message, but we need to carry the message home, to the global gathering of governments at the Paris climate change talks later this year — and beyond. Climate action groups are organizing events across the world in November and December, and in order to make them compelling we need everyone to work together.
The workshop, led by OLYMPIC CLIMATE ACTION, will help us share ideas, build energy, and lay out plans for “Power Through Paris”—including how to escalate through and after the Paris climate talks, regardless of their outcome.

Climate change: Obama orders steeper cuts from power plants
    news.yahoo.com/obama-mandate-steeper-emissions-cuts-us-p…

Aug 2, 2015 – Yet it will be up to Obama’s successor to implement his plan, which … said the revision makes Obama’s mandate even more burdensome, costly and … “Climate change is not a problem for another generation,” Obama said in …
WASHINGTON (AP) — Aiming to jolt the rest of the world to action, President Barack Obama moved ahead Sunday with even tougher greenhouse gas cuts on American power plants, setting up a certain confrontation in the courts with energy producers and Republican-led states.
In finalizing the unprecedented pollution controls, Obama was installing the core of his ambitious and controversial plan to drastically reduce overall U.S. emissions, as he works to secure a legacy on fighting global warming. Yet it will be up to Obama’s successor to implement his plan, which reverberated across the 2016 presidential campaign trail.
Opponents planned to sue immediately, and to ask the courts to block the rule temporarily. Many states have threatened not to comply.
The Obama administration estimated the emissions limits will cost $8.4 billion annually by 2030. The actual price won’t be clear until states decide how they’ll reach their targets. But energy industry advocates said the revision makes Obama’s mandate even more burdensome, costly and difficult to achieve.
“They are wrong,” Environmental Protection Agency Administrator Gina McCarthy said flatly, accusing opponents of promulgating a “doomsday” scenario.
Last year, the Obama administration proposed the first greenhouse gas limits on existing power plants in U.S. history, triggering a yearlong review and more than 4 million public comments. On Monday, Obama was to unveil the final rule publicly at an event at the White House.
“Climate change is not a problem for another generation,” Obama said in a video posted to Facebook. “Not anymore.”
The final version imposes stricter carbon dioxide limits on states than was previously expected: a 32 percent cut by 2030, compared to 2005 levels, the White House said. Obama’s proposed version last year called only for a 30 percent cut.
Immediately, Obama’s plan became a point of controversy in the 2016 presidential race, with Hillary Rodham Clinton voicing her strong support and using it to criticize her GOP opponents for failing to offer a credible alternative.
“It’s a good plan, and as president, I’d defend it,” Clinton said.
On the Republican side, Marco Rubio, a Florida senator, predicted increases in electricity bills would be “catastrophic,” while former Florida Gov. Jeb Bush called the rule “irresponsible and overreaching.”
“Climate change will not be solved by grabbing power from states or slowly hollowing out our economy,” Bush said.
Obama’s rule assigns customized targets to each state, then leaves it up to the state to determine how to meet them. Prodded by Senate Majority Leader Mitch McConnell, R-Ky., a number of Republican governors have said they simply won’t comply. If states refuse to submit plans, the EPA has the authority to impose its own plan, and McCarthy said the administration would release a model federal plan that states could adopt right away.
Another key change to the initial proposal marks a major shift for Obama on natural gas, which the president has championed as a “bridge fuel” whose growing use can help the U.S. wean itself off dirtier coal power while ramping up renewable energy capacity. The final version aims to keep the share of natural gas in the nation’s power mix at current levels.
Under the final rule, states will also have an additional two years — until 2022 — to comply, yielding to complaints that the original deadline was too soon. They’ll also have an additional year to submit their implementation plans to Washington.
In an attempt to encourage earlier action, the federal government plans to offer credits to states that boost renewable sources like wind and solar in 2020 and 2021. States could store those credits away to offset pollution emitted after the compliance period starts in 2022.
Twenty to 30 states were poised to join the energy industry in suing over the rule as soon as it’s formally published, said Scott Segal, a lobbyist with the firm Bracewell and Giuliani who represents utilities. The Obama administration has a mixed track record in fending off legal challenges to its climate rules. GOP leaders in Congress were also weighing various legislative maneuvers to try to block the rule.
The National Mining Association lambasted the plan and said it would ask the courts to put the rule on hold while legal challenges play out. On the other end of the spectrum, Michael Brune, the Sierra Club’s executive director, said in an interview that his organization planned to hold public rallies, put pressure on individual coal plants and “intervene as necessary in the courts” to defend the rule.
By clamping down on emissions, Obama is also working to increase his leverage and credibility with other nations whose commitments he’s seeking for a global climate treaty to be finalized later this year in Paris. As its contribution to that treaty, the U.S. has pledged to cut overall emissions 26 percent to 28 percent by 2025, compared to 2005.
“We’re positioning the United States as an international leader on climate change,” said Brian Deese, Obama’s senior adviser.
Power plants account for roughly one-third of all U.S. emissions of the heat-trapping gases blamed for global warming, making them the largest single source.

What is Climate Change Adaptation & Why is it Important?
Climate change adaptation means adjusting to a changing climate to minimize negative effects and take advantage of new opportunities. Climate change directly affects a wide range of Federal services, operations, programs, assets, and our national security. Through adaptation planning, an agency can identify how climate change is likely to impact its ability to achieve its mission, operate, or meet its policy and program objectives. By integrating climate change adaptation strategies into its planning, the Federal Government can ensure that resources are invested wisely and Federal services and operations remain effective in current and future climate conditions.
Background on the Implementing Instructions for Federal Agency Climate Change Adaptation
Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, establishes an integrated strategy for sustainability within the Federal Government. Under the Executive Order, each agency is required to evaluate their climate change risks and vulnerabilities to manage the effects of climate change on the agency’s mission and operations in both the short and long-term as part of the formal Strategic Sustainability Performance Planning process. In it’s October 2010 Progress Report, the Interagency Climate Change Adaptation Task Force recommended that CEQ issue climate change adaptation planning implementing instructions. The Implementing Instructions for Federal Agency Climate Change Adaptation Planning identify how agencies should respond to the adaptation requirements under the Executive Order.
Federal Framework for Adaptation Planning, and Guiding Principles
CEQ based its adaptation planning requirements on a six-step, flexible planning framework and eight Guiding Principles, as recommended by the Interagency Climate Change Adaptation Task Force. The planning framework is not meant to be prescriptive or to provide detailed recommendations for project-level adaptation, those detailed options will be developed over time by each agency with the help of a growing set of planning tools, illustrative case studies, and lessons learned. In addition, climate change adaptation planning in an iterative process; our knowledge of climate change is evolving, as is our understanding of different types of adaptive actions.
