The Long Range Plan of NPS 1944-2016

In a conversation at Sol Duc Hot Springs between the acting Olympic National Park Superintendent Preston Macy and my father George C. Rains Sr. in 1944.

“George, I should not tell you this, but the long range plan of the National Park Service is to take the whole Olympic Peninsula over and put it in the Olympic National Park and move everyone off the Olympic Peninsula.”

Using statistics from, MAR 15, 2012

The Wilderness Act is widely known as one of the nation’s preeminent

    preservation statutes.

FEDERALLY DESIGNATED WILDERNESS AREAS ARE FOUND WITHIN EACH MAJOR CATEGORY OF THE FEDERAL PUBLIC LANDs…….

    1. NATIONAL FORESTS
    2. NATIONAL PARKS
    3. WILDLIFE REFUGES
    4. PUBLIC LANDS MANAGED BY THE BUREAU OF LAND MANAGEMENT (BLM)

THERE ARE OVER 700 FEDERALLY DESIGNATED WILDERNESS AREAS IN FORTY-FOUR STATES, COVERING MORE THAN 107 MILLION ACRES OF LAND, OR AROUND 5% OF THE UNITED STATES LAND BASE.11

THE VAST MAJORITY OF WILDERNESS IN THE LOWER FORTY-EIGHT STATES—ABOUT 75%—IS LOCATED  WITHIN ONLY FIVE ECOREGIONS: one desert ecoregion—the Mojave Desert of

California—and four high elevation ecoregions—the southern and middle

Rocky Mountains, the Sierra Nevada Mountains, and the Cascade Mountains of the Pacific Northwest.

OVER 20 YEARS AGO George C. Rains Sr. WROTE

How can a Federal Government of ours pay money for things like this when our government is many trillions of dollars in debt?

This conspiracy will never end unless you people, property owners and tax payers start fighting back to stop the conspiracy and the taking of all our property on the Olympic Peninsula.

The Olympic National Park has doubled in size to over one million acres or more.

Most people have no knowledge of these vast encroachments to take our property and property rights on the Olympic Peninsula, and it is time that the truth be known. Land and Power Grab

The National Park Service has no respect for private property ownership and rights.

Attempts are being made to grab land corridors on each side of the major rivers on the Olympic Peninsula. If they succeed here attempts will be made to grab land corridors on smaller streams on the Olympic Peninsula.

THE WILD OLYMPICS PLAN, WILDERNESS, WILD AND SCENIC RIVERS IS MORE THAN A SCAM

UNDER THE WILDERNESS ACT OF 1964,

THE WILD OLYMPICS PLAN, WILDERNESS, WILD AND SCENIC RIVERS, is not a giving of access of public land to THE AMERICAN PEOPLE.

indeed,  IT IS A TAKING OF PUBLIC LAND ACCESS, it is a taking of the full use and enjoyment to over 300 million people

THE WILD OLYMPICS PLAN  is a dishonest scheme; “Lack of transparency is a huge political advantage”

HOW WILD IS THIS LIBERAL NEWS REPORTING?

    —————————————————————

     07.18.16

Map released in support of Wild Olympics campaign; two outdoor retailers touting Peninsula’s nature, recreation

Two popular outdoor clothing retailers are encouraging their customers to visit the Olympic Peninsula and support the Wild Olympics campaign.

REI and Patagonia are promoting the Wild Olympics campaign at REI Seattle and online, encouraging customers to experience the diverse nature and outdoor recreation available on the North Olympic Peninsula.

THE CAMPAIGN SUPPORTS THE PROPOSED WILD OLYMPICS WILDERNESS AND WILD & SCENIC RIVERS ACT, WHICH WAS REINTRODUCED LAST YEAR BY U.S. SEN. PATTY MURRAY, D-SEATTLE, AND U.S. REP. DEREK KILMER, D-GIG HARBOR.

The bill would permanently protect more than 126,000 acres of new wilderness areas in Olympic National Forest and 19 Olympic Peninsula rivers and their tributaries as Wild and Scenic Rivers — the first ever on the Peninsula.

    Initiative’s shaping

The effort comes out of a process involving local communities, businesses and economic leaders of the Olympic Peninsula who helped shape the initiative, organizers said.

“For those of us that live on the Peninsula, we know about the natural beauty,” said state Rep. Steve THARINGER, A SEQUIM DEMOCRAT who represents the 24th Legislative District. “That’s the advantage of living here.

“You can choose to walk on the spit or go up in the hills and walk in the Olympics. There’s a lot of folks that don’t know the variety we have here.”

The North Olympic Timber Action Committee has been looking for a compromise to the legislation for the past several years that would help support the timber industry, said Carol Johnson, executive director.

NOTAC substantially agrees with the concept of the proposal but wants to remove areas that are routinely logged, she said.

“What we said is, make some adjustments to the proposal and bring into the plan a timber base that is routinely roaded,” she said.

“Make that part of the plan so we can have a sustainable harvest level in perpetuity and have our support.”

Connie Gallant, chair of the Wild Olympics, called the partnership with REI and Patagonia exciting.

“It is our hope that legislation happens in the near future because it will benefit our economy and environment a great deal,” she said.

Outdoor recreation groups REI and Patagonia unveiled a new “Destination Wild Olympics” map, highlighting some recreation places in the Wild Olympics proposal.

To view the map, see http://tinyurl.com/PDN-wildolympicsmap.

The map highlights some spots on the North Peninsula that locals will know well, including the Dungeness River, Dungeness Spit, Sol Duc River, Sol Duc Falls Trail and local rivers.

THARINGER SAID one of the goals is to get more people outside the area enjoying the nature that is offered on the Peninsula.

“It’s a way to highlight the beauty and the wilderness in the park,” he said.

“When folks are searching on the internet for things to do outside, you’ll never know what will trigger their interest.”

Port Angeles City Councilwoman SISSI BRUCH SAID she supports the new initiative.

“The idea of encouraging people who love the outdoors to come to our pristine wilderness areas while supporting their preservation has great synergy,” she said.

“This, in concert with Port Angeles’ designation as the second-best outdoor town, validates Port Angeles’ status as a world-class outdoor recreation destination and speaks highly of our need to protect this unique and pristine environment.”

The campaign comes from lawmakers and the outdoor clothing companies’ desires to protect and promote the outdoors, Tharinger said.

    ‘Promoting the outdoors’

“I served on a GOVERNOR’S TASK FORCE with people from REI, and they are interested in promoting the outdoors,” he said.

“I think it’s a synergy between PATAGONIA, REI AND THE FOLKS INTERESTED IN GETTING THE LEGISLATION PASSED THROUGH CONGRESS.”

THARINGER SAID there is concern about the designations regarding logging but that he doesn’t see an impact to the commercial logging industry.

“Making these designations is not going to impact the timber supply, but it does bolster the tourist industry,” he said.

Free hard copies of the map will also be available at REI retail outlets in the Puget Sound area.

LET OUR PEOPLE GROW and farm, and sow,, and reap, and ranch, and mow, and harvest, and log, and mill, and mine, and build, and manufacture, and create jobs.

It is our heritage, it is who we are and what we do, it is our way of life, it is our source of employment and income, it provides our shelter, the roof over our heads, food on our tables and heat from our hearth, indeed it has been  the  lot of our lives for many generations of American  families.

We are American citizens. We had sovereign enabling state land. We were and are public and private property owners. We the people were and are the best stewards and caretakers of our state and private land.

So we saw that there is nothing better for a person than to enjoy their work, because that is their lot That each of them may eat and drink, and find satisfaction in all their toil. We know that there is nothing better for people than to be happy and to do good while they live

About the author Born and raised in Port Angeles, author Teresa Schoeffel-Lingvall’s family owned and operated the Olympic Hot Springs resort for 60 years. She is proud to share the resort’s history on behalf of her family.

The Olympic Hot Springs served as a destination resort in the Olympic Mountains near Port Angeles, Washington, for 60 years. Andrew Jacobsen is considered the first to discover the springs, nestled 2,100 feet up in the Elwha River valley, in 1892. Today, individuals still hike up the Elwha trail to soak in the earthen pools of mineral water, unaware that years ago it was home to a legendary resort. While on a hunting trip in 1907, Billy Everett, “Slim” Farrell, and Charlie Anderson rediscovered the springs and began work developing the site of Olympic Hot Springs, hewing logs into wood baths and building a cabin and bathhouse along the hillside. Everett went on to become proprietor of the enterprise, which opened to the public in 1909. In the years to follow, cabins, pools, and lodges were constructed along the hillside above Boulder Creek, and the beloved resort thrived with visitors.

In 1940, the resort was annexed into the Olympic National Park, and it was later closed in 1966.

    ————————————————————————–

Not only am I aware that it was a legendary resort…

I, have living memory, of when I was a girl, visiting the beloved  thrived with visitors ,OLYMPIC HOT SPRINGS RESORT  with  my family.

Like I said before, living at Sol Duc Hot Springs was pretty wild, a really great place for  working class families, cabins were affordable at $4.00 a night, a community kitchen for free picnicking, cars draped with drying towels, logger dads in suspenders and cut off pants, for frazzled stay at home moms, kids and the old folks too.

By comparison, the Olympic Hot Springs Resort was a “swell” luxury resort with all of the  amenities for more well to do people.

Statement on Olympic Hot Springs Resort

by George C. Rains Sr  owner Sol Duc Hot Springs 1944-1953

It was one of the finest public recreational facilities on the Olympic Peninsula..

It was originally built and maintained by Everett and Harry Schoefell and family.

His resort business was very successful for many years. Long leases and plans could be made to maintain and improve his business. When the Olympic Nation Park put the squeeze on Harry Schoefell by giving a lease for only one year at a time. This put a squeeze on improvement programs and you had nothing certain to make improved facilities and maintenance work for the future.

I was told by Harry Schoefell that all he received in the end from ONP was $10,000.00 for all of his years of work.

NOW AND THEN OLYMPIC HOT SPRING RESORT

Under the stewardship of the National Park System?

The Olympic Hot Springs resort was abandoned by Olympic National Park and left to deteriorate, after letting nature take its course, of course it was crushed flat with snow.  They say it was eventually torn down? In fact it was obliterated, it was destroyed  completely so that nothing was left, but two small hot mineral pools.  The Olympic Hot Springs Road to the resort was also abandoned by the Olympic National Park and left to deteriorate

Work plans also called for the widening and straightening of the Olympic (Boulder Creek) Hot Springs Road plus the improvement of several campgrounds (PAEN 1933, 10 June).By early 1934, twenty-two miles of road were completed by the Elwha CCC crews 935. A small crew was about to begin widening the road to Olympic (Boulder Creek) Hot Springs

Under the ownership/stewardship of the National Park System?

The beloved Olympic Hot Springs resort, that thrived  with visitors and recreational opportunities, on public land was obliterated and returned to wilderness for the benefit of “We the People” by Olympic National Park.

35 years ago in 1997 , There was a narrow overgrown trail to what was left of the Olympic Hot Springs, I took my two preteen nieces on a hike to see what was left

Under the ownership/stewardship of the National Park System?

1997  All that was left of the beloved resort were two small pools of steaming mineral water with several naked hikers lounging on logs. Unaware that years ago it was home to a legendary resort?

The area around the pools was contaminated with human excrement.

I never went back, is the trail to the Olympic Hot Springs still there?

On Monday, October 26 2015 Olympic Hot Springs Closed After Dead Body Found

On Monday, a body was discovered in the Olympic Hot Springs in the Elwha Region of Olympic National Park. The discovery forced the closure of the hot spring areas of one of America’s most popular National Parks. The news is sad, as it appears the 61 year old deceased man from Silverdale, WA died from natural causes. Because the body was discovered in the hot springs, Park officials have decided to close the pools for health and safety concerns.

The Elwha Region is already mostly closed to access due to the repairs of the Whiskey Bend Road leading to some of the best hikes in the area. With the closure of the Hot Springs, the Elwha might be a place to skip for a few weeks??? until things return to normal.

     ————————————————————————–

5/23/12 PDN ARTICLE ON WILD OLYMPICS

A re-print of an article by Dr. Karl Spees, Port Angeles in the Peninsula Daily News, May 23, 2012 “Toss Wild Olympics Plan Completely”

Seattle Times “gossip columnist” Danny Westneat’s column “Wild Olympics Perception Prevails” (PDN, May 11) shed more heat than light on the subject of the Wild Olympics plan.

His column portrays all citizens who oppose the plan as rubes.

On May 10, this rube attended a Wild Olympics forum in Grays Harbor County where a show of hands of the 250 in attendance revealed the rubes outnumbered the elites by a margin of three to one.

Those who support the Wild Olympics proposal feel man is destroying the Earth and only by turning the North Olympic Peninsula into a big wildlife park devoid of humans can they help save the planet.

We rubes, who absolutely oppose the Wild Olympics plan, don’t apologize for our existence and would like to continue calling the Peninsula home.”Bring-home-the-bacon” Congressman Norm Dicks would like to add another scalp to his legacy along with the destruction of the Elwha lakes and the removals of the (too much power producing) Elwha dams. All powerful Congressman Dicks won’t be joining his D.C. Beltway cronies next year. In my opinion, Dicks got his bacon fried when a pesky citizen, Doug Cloud, filed a Freedom on Information request involving FBI files from the lobbyist PMA Group. This, I and others believe, finally caused Dicks to step aside for having his hand in the cookie jar one too many times.

As to the concession by Wild Olympics’ supporters who dropped the “willing-buyer, willing-seller provision,” this happened because they were trying to appease us. But instead they may have made it worse. They threw “that bunny back into the briar patch.”

Despite the strong and repeated denials by Sarah Crum (Dicks’ Girl Friday in Grays Harbor ounty), multiple bridges, culverts and roads in Olympic National Park’s buffer zones are being removed using public funds while other forest and public roads in the buffer zones are neglected for lack of funding. When the government takes out roads and the citizens lose access to their private property, homes, and timber stands, they suddenly become “willing sellers.” The bureaucrats have made a huge concession to those rascally rubes and dropped the

“willing-buyer, willing-seller” provision. Now instead of paying pennies on the dollar to property owners who have lost their access, the government won’t pay them anything.

This is like the Army recruit getting his first government haircut. The barber asks him if he wants to keep his hair. After his GI buzz cut, the barber sweeps the floor and gives him a bag full of air.

Few know that Olympic National Park is a UN biosphere. My belief, and that of others, is that the United Nations wants to totally exclude all human activities from the biosphere and severely limit human activity in the buffers.

The Wild Olympics plan is an incremental taking of public and private lands and rivers by artificially designating them as “wild and scenic rivers” or “wilderness.” Thus there will be no roads and no chainsaws – therefore almost no access.

In the PDN there have been about a dozen quarter-page ADS BY OUT-OF-TOWN ORGANIZATIONS. One of the ads’ themes is there is broad-based support for Wild Olympics. This is Orwellian, which is a polite way to say it’s a lie. The opposite is true. The reality is there is solid local opposition to the Wild Olympics plan.

The following organizations have formally stated their opposition to it: the Port of Port Angeles, Port Angeles Business Association, Clallam County Republican Party led by Dick Pilling, the ranges, North Olympic Timber Action Committee, Friends of Lake Crescent, Crescent Water District and Clallam County chapter of Citizens Alliance for Property Rights.

Norm Schaaf, vice president of timberlands and administrator for Merrill & Ring, indicated that the private timber companies are willing to accept the compromised plan. For us rubes, we see that as the private timber companies “throwing everyone else to the crocodiles, hoping that they will be eaten last.”

We all want clean air and water. I and others believe that our air, water and land are the cleanest they have been in 40 years. We currently have multiple layers of protection. We are in a severe economic crisis, not an environmental crisis. Only prosperous countries can afford to protect the environment.

We are broke, and the Wild Olympics plan will make the problem worse.

All wealth comes from beneficial use of the land and water resources.

All human activity have a degree of impact, some of it good.

We must balance preservation with conservation and stewardship.

We already have almost a million acres of land set aside in Olympic National Park.

Timber and brush grow like weeds on the Peninsula. WE NEED FOREST MANAGEMENT TO PREVENT CATASTROPHIC WILDFIRES AND TIMBER HARVEST TO SUPPORT OUR SCHOOLS, ROADS AND GOVERNMENT.

I would urge everyone to face the harsh realities of our current situation, oppose the Wild Olympic Plan and embrace the status of adulthood, even if the do-gooders call us rubes.
