May 15, 2017 3:00 PM, I called and spoke with Bobbie at the Seattle office of the EPA 1-800-424-4372
I warned EPA Bobbie of the eminent danger of a environmental disaster that will be caused when a house located the end of NE Buchanan Dr, in Clallam County WA, falls over the cliff onto our Rains Sr. Trust shoreline property and directly into the Straits of Juan De Fuca, designated waters of statewide significance.
EPA Bobbie said, it was a unique problem, took my name and phone number and promised to return my call within an hour.
EPA Bobbie returned my call, she called this number 1-360-4450, and said someone (no name) would call me.
EPA Bobbie said, a direct quote “THIS IS NOT AN EPA MATTER” and that she had spent an hour of her time trying to help ME.
I called the number, (no name) Jordan is an employee of Jefferson County. Obviously, we agreed she CAN NOT help me with a Clallam County WA, ENVIRONMENTAL MATTER.
IS THIS JUST AN EPA MATTER LOOKING FOR AN EPA RESPONSIBLE PARTY SOLUTION?
The solution is easy, tear down the house before it falls over the cliff.
This is not a trick question….
If nobody, takes action, when the house falls into Straits of Juan De Fucaand an environmental disaster becomes a reality, who will be the responsible party?
Will Clallam County Commissioners, the DCD, be held responsible? Will Clallam County hard working citizens foot the bill to clean up the environmental mess?
Will cleaning up the crushed pieces of the house after it falls over the 200 ft cliff be an EPA water cleanup recovery inthe Straits of Juan De Fuca? (paid for by Clallam County WA taxpayers?)

On Saturday, April 9, Colorado had an “election” without voters. Delegates were chosen on behalf of a presidential nominee, yet the people of Colorado were not able to cast their ballots to say which nominee they preferred.
A planned vote had been canceled. And one million Republicans in Colorado were sidelined.
In recent days, something all too predictable has happened: Politicians furiously defended the system. “These are the rules,” we were told over and over again. If the “rules” can be used to block Coloradans from voting on whether they want better trade deals, or stronger borders, or an end to special-interest vote-buying in Congress—well, that’s just the system and we should embrace it.
Let me ask America a question: How has the “system” been working out for you and your family?
I, for one, am not interested in defending a system that for decades has served the interest of political parties at the expense of the people. Members of the club—the consultants, the pollsters, the politicians, the pundits and the special interests—grow rich and powerful while the American people grow poorer and more isolated.
No one forced anyone to cancel the vote in Colorado. Political insiders made a choice to cancel it. And it was the wrong choice.
Responsible leaders should be shocked by the idea that party officials can simply cancel elections in America if they don’t like what the voters may decide.
The only antidote to decades of ruinous rule by a small handful of elites is a bold infusion of popular will. On every major issue affecting this country, the people are right and the governing elite are wrong. The elites are wrong on taxes, on the size of government, on trade, on immigration, on foreign policy.
Why should we trust the people who have made every wrong decision to substitute their will for America’s will in this presidential election?
Mr. Cruz has toured the country bragging about his voterless victory in Colorado. For a man who styles himself as a warrior against the establishment (you wouldn’t know it from his list of donors and endorsers), you’d think he would be demanding a vote for Coloradans. Instead, Mr. Cruz is celebrating their disenfranchisement.
Likewise, Mr. Cruz loudly boasts every time party insiders disenfranchise voters in a congressional district by appointing delegates who will vote the opposite of the expressed will of the people who live in that district.
That’s because Mr. Cruz has no democratic path to the nomination. He has been mathematically eliminated by the voters.
While I am self-funding, Mr. Cruz rakes in millions from special interests. Yet despite his financial advantage, Mr. Cruz has won only three primaries outside his home state and trails me by two million votes—a gap that will soon explode even wider. Mr. Cruz loses when people actually get to cast ballots. Voter disenfranchisement is not merely part of the Cruz strategy—it is the Cruz strategy.
The great irony of this campaign is that the “Washington cartel” that Mr. Cruz rails against is the very group he is relying upon in his voter-nullification scheme.
My campaign strategy is to win with the voters. Ted Cruz’s campaign strategy is to win despite them.
What we are seeing now is not a proper use of the rules, but a flagrant abuse of the rules. Delegates are supposed to reflect the decisions of voters, but the system is being rigged by party operatives with “double-agent” delegates who reject the decision of voters.
The American people can have no faith in such a system. It must be reformed.
Just as I have said that I will reform our unfair trade, immigration and economic policies that have also been rigged against Americans, so too will I work closely with the chairman of the Republican National Committee and top GOP officials to reform our election policies. Together, we will restore the faith—and the franchise—of the American people.
We must leave no doubt that voters, not donors, choose the nominee.
How have we gotten to the point where politicians defend a rigged delegate-selection process with more passion than they have ever defended America’s borders?
Perhaps it is because politicians care more about securing their private club than about securing their country.
My campaign will, of course, battle for every last delegate. We will work within the system that exists now, while fighting to have it reformed in the future. But we will do it the right way. My campaign will seek maximum transparency, maximum representation and maximum voter participation.
We will run a campaign based on empowering voters, not sidelining them.
Let us take inspiration from patriotic Colorado citizens who have banded together in protest. Let us make Colorado a rallying cry on behalf of all the forgotten people whose desperate pleas have for decades fallen on the deaf ears and closed eyes of our rulers in Washington, D.C.
The political insiders have had their way for a long time. Let 2016 be remembered as the year the American people finally got theirs.

For years, the tensions within the GRAND OLD PARTY had been building over the issue of government regulation. During his presidency, Roosevelt had advocated a “Square Deal” between capital and labor in American society. By the time he left the White House in March 1909, Roosevelt believed that the federal government must do more to supervise large corporations, improve the lot of women and children who worked long hours for low wages in industry, and conserve natural resources. “When I say that I am for the square deal, I mean not merely that I stand for fair play under the present rules of the game, but that I stand for having those rules changed so as to work for a more substantial equality of opportunity and of reward for equally good service,” he said in August 1910. Roosevelt was especially critical of the state and federal courts for overturning reform legislation as unconstitutional, and he said that such decisions were “fundamentally hostile to every species of real popular government.”
Roosevelt’s burgeoning crusade for more active government reflected his loss of faith in William Howard Taft, whom the former Rough Rider had chosen as his successor. As president, Taft had sided with the conservative wing of the party, which had opposed Roosevelt’s reforms at every turn. For his part, Taft believed Roosevelt had stretched the power of the executive branch too far. As a lawyer and former federal judge, Taft had nothing but disdain for his predecessor’s jaundiced view of the judiciary. “The regret which he certainly expressed that the courts had the power to set aside statutes,” wrote the president, “was an attack upon our system at the very point where I think it is the strongest.”
Tensions deepened in 1912, when Roosevelt began ADVOCATING THE RECALL OF JUDICIAL DECISIONS THROUGH POPULAR VOTE. With the courts tamed as an enemy to reform, ROOSEVELT THEN WOULD PRESS FORWARD “TO SEE THAT THE WAGE-WORKER, THE SMALL PRODUCER, THE ORDINARY CONSUMER, SHALL GET THEIR FAIR SHARE OF THE BENEFIT OF BUSINESS PROSPERITY.” To enact his program, Roosevelt signaled that he would accept another term as president and seek the nomination of the Republican Party.
THESE AMBITIONS REVEALED, TAFT AND HIS FELLOW CONSERVATIVES DEEMED ROOSEVELT A DANGEROUS RADICAL. ONCE IN POWER FOR A THIRD TERM, THEY SAID, ROOSEVELT WOULD BE A PERPETUAL CHIEF EXECUTIVE. ROOSEVELT HAD BECOME THE MOST DANGEROUS MAN IN AMERICAN HISTORY,SAID TAFT, “BECAUSE OF HIS HOLD UPON THE LESS INTELLIGENT VOTERS AND THE DISCONTENTED.” THE SOCIAL JUSTICE THAT ROOSEVELT SOUGHT INVOLVED, IN TAFT’S OPINION, “A FORCED DIVISION OF PROPERTY, AND THAT MEANS SOCIALISM.”
Taft dominated the Republican Party machinery in many states, but a few state primaries gave the voters a chance to express themselves. The president and his former friend took to the hustings, and across the country in the spring of 1912 the campaign rhetoric escalated.
Roosevelt described Taft as a “puzzlewit,”
while the president labeled Roosevelt a “honeyfugler.”
Driven to distraction under Roosevelt’s attacks, Taft said in Massachusetts, “I was a man of straw; but I have been a man of straw long enough; every man who has blood in his body and who has been misrepresented as I have is forced to fight.”
A delighted Roosevelt supporter commented that “Taft certainly made a great mistake when he began to ‘fight back.’ He has too big a paunch to have much of a punch, while a free-for-all, slap-bang, kick-him-in-the-belly, is just nuts for thechief.”
ROOSEVELT WON ALL THE REPUBLICAN PRIMARIES AGAINST TAFT EXCEPT IN MASSACHUSETTS.
TAFT DOMINATED THE CAUCUSES THAT SENT DELEGATES TO THE STATE CONVENTIONS.
WHEN THE VOTING WAS DONE, NEITHER MAN HAD THE 540 DELEGATES NEEDED TO WIN.
ROOSEVELT HAD 411,
TAFT HAD 367 AND MINOR CANDIDATES HAD 46,
LEAVING 254 UP FOR GRABS. THE REPUBLICAN NATIONAL COMMITTEE, DOMINATED BY THE TAFT FORCES,
AWARDED 235 DELEGATES TO THE PRESIDENT AND 19 TO ROOSEVELT, THEREBY ENSURING TAFT’S RENOMINATION.
ROOSEVELT BELIEVED HIMSELF ENTITLED TO 72 DELEGATES FROM ARIZONA, CALIFORNIA, TEXAS AND WASHINGTON THAT HAD BEEN GIVEN TO TAFT.
Firm in his conviction that the nomination was being stolen from him,
Roosevelt decided to break the precedent that kept the candidates away from the national convention and lead his forces to CHICAGO in person.
The night before the proceedings Roosevelt told cheering supporters that there was “a great moral issue” at stake and he should have “sixty to eighty lawfully elected delegates” added to his total.
Otherwise, he said, the contested delegates should not vote.
Roosevelt ended his speech declaring: “FEARLESS OF THE FUTURE; UNHEEDING OF OUR INDIVIDUAL FATES; WITH UNFLINCHING HEARTS AND UNDIMMED EYES; WE STAND AT ARMAGEDDON, AND WE BATTLE FOR THE LORD!”
One pro-Taft observer said that “a tension pervaded the Coliseum breathing the general feeling that a parting of the ways was imminent.”
William Allen White, the famous Kansas editor, looked down from the press tables “INTO THE HUMAN CALDRON THAT WAS BOILING ALL AROUND ME.”
On the first day, the Roosevelt forces lost a test vote on the temporary chairman. Taft’s man, Elihu Root, prevailed.

THE UNITED STATES PROGRAM FOR GENERAL AND COMPLETE DISARMAMENT IN A PEACEFUL WORLD
THE NATIONS OF THE WORLD,
Conscious of the crisis in human history produced by the revolutionary development of modern weapons within a world divided by serious ideological differences;
Determined to save present and succeeding generations from the scourge of war and the dangers and burdens of the arms race and to create conditions in which all peoples can strive freely and peacefully to fulfill their basic aspirations;
Declare their goal to be: A free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world where adjustment to change takes place in accordance with the principles of the United Nations; a world where there shall be a permanent state of general and complete disarmament under effective international control and where the resources of nations shall be devoted of man’s material, cultural, and spiritual advance;
Set forth as the objectives of a program of general and complete disarmament in a peaceful world:
(a) The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required of preserve internal order and for contributions to a United Nations Peace Force;
(b) the elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order;
Nations to ensure compliance at all times with all disarmament obligations;
(d) The institution of effective means for the enforcement of international agreements, for the settlement of disputes, and for the maintenance of peace in accordance with the principles of the United Nations.
Call on the negotiating states:
(a) To develop the outline program set forth below into an agreed plan for general and complete disarmament and to continue their efforts without interruption until the whole program has been achieved;
(b) To this end to seek to attain the widest possible area of agreement at the earliest possible date;
(c) Also to seek – without prejudice to progress on the disarmament program – agreement on those immediate measures that would contribute to the common security of nations and that could facilitate and form a part of that program.
Affirm that disarmament negotiations should be guided by the following principles:
(a) Disarmament shall take place as rapidly as possible until it is completed in stages containing balanced, phased and safe-guarded measures, with each measure and stage to be carried out in an agreed period of time.
(b) Compliance with all disarmament obligations shall be effectively verified from their entry into force. Verification arrangements shall be instituted progressively and in such a manner as to verify not only that agreed limitations or reductions take place but also that retained armed forces and armaments do not exceed agreed levels at any stage.
(c) Disarmament shall take place in a manner that will not affect adversely the security of any state, whether or not a party to an international agreement or treaty.
(d) As stated relinquish their arms, the United Nations shall be progressively strengthened in order to improve its capacity to assure international security and the peaceful settlement of differences as well as to facilitate the development of international cooperation an common tasks for the benefit of mankind.
(e) Transition from one stage of disarmament to the next shall take place as soon as all the measures in the preceding stage have been carried out and effective verification is continuing and as soon as the arrangements that have been agreed to be necessary for the next stage have been instituted.
Agree upon the following outline program for achieving general and complete disarmament:
A. To Establish an International Disarmament Organization:
(a) An International Disarmament Organization (IDO) shall be established within the framework of the United Nations upon entry into force of the agreement. Its functions shall be expanded progressively as required for the effective verification of the disarmament program.
(b) The IDO shall have: (1) a General Conference of all the parties; (2) a Commission consisting of representatives of all the major powers as permanent members as permanent members and certain other states on a rotating basis; and (3) an Administrator who will administer the Organization subject to the direction of the Commission and who will have the authority, staff, and finances adequate to assure effective impartial implementation of the functions of the Organization.
(c) The IDO shall: (1) ensure compliance with the obligations undertaken by verifying the execution of measures agreed upon; (2) assist the states in developing the details of agreed further verification and disarmament measures; (3) provide for the establishment of such bodies as may be necessary for working out the details of further measures provided for in the program and for such other expert study groups as may be required to give continuous study to the problems of disarmament; (4) receive reports on the progress of disarmament and verification arrangements and determine the transition from one stage to the next.
B. To Reduce Armed Forces and Armaments:
(a) Force levels shall be limited to 2.1 million each for the U.S. and U.S.S.R. and to appropriate levels not exceeding 2.1 million each for all other militarily significant states. Reductions to the agreed levels will proceed by equitable, proportionate, and verified steps.
(b) Levels of armaments of prescribed types shall be reduced by equitable and balanced steps. The reductions shall be accomplished by transfers of armaments to depots supervised by the IDO. When, at specified periods during the Stage I reduction process, the states party to the agreement have agreed that the armaments and armed forces are at prescribed levels, the armaments in depots shall be destroyed or converted to peaceful uses.
(c) The production of agreed types of armaments shall be limited.
(d) A Chemical, Biological, Radiological (CBR) Experts Commission shall be established within the IDO for the purpose of examining and reporting on the feasibility and means for accomplishing the verifiable reduction and eventual elimination of CBR weapons stockpiles and the halting of their production.
C. To Contain and Reduce the Nuclear Threat:
(a) States that have not acceded to a treaty effectively prohibiting the testing of nuclear weapons shall do so.
(b) The production of fissionable materials for use in weapons shall be stopped.
(c) Upon the cessation of production of fissionable materials for use in weapons, agreed initial quantities of fissionable materials from past production shall be transferred to non-weapons purposes.
(d) Any fissionable materials transferred between countries for peaceful uses of nuclear energy shall be subject to appropriate safeguards to be developed in agreement with the IAEA.
(e) States owning nuclear weapons shall not relinquish control of such weapons to any nation not owning them and shall not transmit to any such nation information or material necessary for their manufacture. States not owning nuclear weapons shall not manufacture such weapons, attempt to obtain control of such weapons belonging to other states, or seek or receive information or materials necessary for their manufacture.
(f) A Nuclear Experts Commission consisting of representatives of the nuclear states shall be established within the IDO for the purpose of examining and reporting on the feasibility and means for accomplishing the verified reduction and eventual elimination of nuclear weapons stockpiles.
D. To Reduce Strategic Nuclear Weapons Delivery Vehicles:
(a) Strategic nuclear weapons delivery vehicles in specified categories and agreed types of weapons designed to counter such vehicles shall be reduced to agreed levels by equitable and balanced steps. The reduction shall be accomplished in each step by transfer to depots supervised by the IDO of vehicles that are in excess of levels agreed upon for each step. At specified periods during the Stage I reduction process, the vehicles that have been placed under supervision of the IDO shall be destroyed or converted to peaceful uses.
(b) Production of agreed categories of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be discontinued or limited.
(c) Testing of agreed categories of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be limited or halted.
E. To Promote the Peaceful Use of Outer Space:
(a) The placing into orbit or stationing in outer space of weapons capable of producing mass destruction shall be prohibited.
(b) States shall give advance notification to participating states and to the IDO of launchings of space vehicles and missiles, together with the track of the vehicle. F. To reduce the Risks of War by Accident, Miscalculation, and Surprise Attack: (a) States shall give advance notification to the participating states and to the IDO of major military movements and maneuvers, on a scale as may be agreed, which might give rise to misinterpretation or cause alarm and induce countermeasures. The notification shall include the geographic areas to be used and the nature, scale and time span of the event.
(b) There shall be established observation posts at such locations as major ports, railway centers, motor highways, and air bases to report on concentrations and movements of military forces.
(c) There shall also be established such additional inspection arrangements to reduce the danger of surprise attack as may be agreed.
(d) An international commission shall be established immediately within the IDO to examine and make recommendations of the possibility of further measures to reduce the risks of nuclear war by accident, miscalculation, or failure of communication.
G. To Keep the Peace:
(a) States shall reaffirm their obligations under the U.N. Charter to refrain from the threat or use of any type of armed force – including nuclear, conventional, or CBR – contrary to the principles of the U.N. Charter.
(b) States shall agree to refrain from indirect aggression and subversion against any country.
(c) States shall use all appropriate processes for the peaceful settlement of disputes and shall seek within the United Nations further arrangements for the peaceful settlement of international disputes and for the codification and progressive development of international law.
(d) States shall develop arrangements in Stage I for the establishment in Stage II of a U.N. Peace Force.
(e) A U.N. peace observation group shall be staffed with a standing cadre of observers who could be despatched to investigate any situation which might constitute a threat to or breach of the peace.
A. International Disarmament Organization:
The powers and responsibilities of the IDO shall be progressively enlarged in order to give it the capabilities to verify the measures undertaken in Stage II.
B. To Further Reduce Armed Forces and Armaments:
(a) Levels of forces for the U.S., U.S.S.R., and other militarily significant states shall be further reduced by substantial amounts to agreed levels in equitable and balanced steps.
(b) Levels of armaments of prescribed types shall be further reduced by equitable and balanced steps. The reduction shall be accomplished by transfers of armaments to depots supervised by the IDO. When, at specified periods during the Stage II reduction process, the parties have agreed that the armaments and armed forces are at prescribed levels, the armaments in depots shall be destroyed or converted to peaceful uses.
(c) There shall be further agreed restrictions on the production of armaments.
(d) Agreed military bases and facilities wherever they are located shall be dismantled or converted to peaceful uses.
(e) Depending upon the findings of the Experts Commission on CBR weapons, the production of CBR weapons shall be halted, existing stocks progressively reduced, and the resulting excess quantities destroyed or converted to peaceful uses.
C. To Further Reduce the Nuclear Threat:
Stocks of nuclear weapons shall be progressively reduced to the minimum levels which can be agreed upon as a result of the findings of the nuclear Experts Commission; the resulting excess of fissionable material shall be transferred to peaceful purposes.
D. To Further Reduce Strategic Nuclear Weapons Delivery Vehicles:
Further reductions in the stocks of strategic nuclear weapons delivery vehicles and agreed types of weapons designed to counter such vehicles shall be carried out in accordance with the procedure outlined in Stage I.
E. To Keep the Peace:
During Stage II, states shall develop further the peace-keeping processes of the united Nations, to the end that the United Nations can effectively in Stage III deter or suppress any threat or use of force in violation of the purposes and principles of the united Nations:
(a) States shall agree upon strengthening the structure, authority, and operation of the united Nations so as to assure that the United Nations will be able effectively to protect states against threats to or breaches of the peace.
(b) The U.N. Peace Force shall be established and progressively strengthened.
(c) States shall also agree upon further improvements and developments in rules of international conduct and in processes for peaceful settlement of disputes and differences.
By the time Stage II has been completed, the confidence produced through a verified disarmament program, the acceptance of rules of peaceful international behavior, and the development of strengthened international peace-keeping processes within the framework of the U.N. should have reached a point where the states of the world can move forward to Stage III. In Stage III progressive controlled disarmament and continuously developing principles and procedures of international law would proceed to a point where no state would have the military power to challenge the progressively strengthened U.N. Peace Force (emphasis added) and all international disputes would be settled according to the agreed principles of international conduct.
The progressive steps to be taken during the final phase of the disarmament program would be directed toward the attainment of a world in which:
(a) States would retain only those forces, non-nuclear armaments, and establishments required for the purpose of maintaining internal order; they would also support and provide agreed manpower for a U.N. Peace Force.
(b) The U.N. Peace Force, equipped with agreed types and quantities of armaments, would be fully functioning.
(c) The manufacture of armaments would be prohibited except for those of agreed types and quantities to be used by the U.N. Peace Force and those required to maintain internal order. All other armaments would be destroyed or converted to peaceful purposes.
(d) The peace-keeping capabilities of the United Nations would be sufficiently strong and the obligations of all states under such arrangements sufficiently far-reaching as to assure peace and the just settlement of differences in a disarmed world.

Note that there are a few items being finalized as we wrap up this project by October 31, 2015. The Powerpoint Presentation (Supplementary Information B), which we have been using for a variety of presentations already, is in the process of being refined, and we will continue to refine it through the end of October. Also, the Monitoring Plan (Appendix E), which defines how and who will continue to track the progress of the implementation of the adaptation strategies, is in process and will be complete by end of October. And we are also working on an extra final product – a packaged up version of the Executive Summary that can be used as a standalone handout.
We are currently in the process of giving presentations on the final results of this project to the municipalities and other organizations, and we have a few public presentations that are getting scheduled. One that is scheduled currently is a presentation to the Jefferson County Planning Commission, on November 4th. (The commission meeting starts at 6:30 pm, but the specific time slot has not yet been scheduled, you can check the agenda once it becomes available here.)
We will let you know when the public presentations are scheduled.
We will send you a final email by the end of October when these last pieces are complete, and to also enlist your help with helping move the identified climate adaptation strategies forward and to provide input on the status of the implementation of the adaptation strategies.

The NOPRC&D will conduct a detailed assessment of climate related vulnerabilities and develop A CLIMATE ADAPTATION PLAN FOR THE NORTH OLYMPIC PENINSULA. This work will focus on options for reducing risks from climate change by improving the resiliency of the local ecosystems in watersheds of JEFFERSON AND CLALLAM COUNTY. The process will engage stakeholders and planning agencies in generating data, priorities and strategies that will inform the creation of the adaptation plan. The plan will inform the comprehensive and strategic planning processes of the cities, counties, tribes, Public Utility Districts and ports within the North Olympic Peninsula.

WASHINGTON (AP) — Aiming to jolt the rest of the world to action, President Barack Obama moved ahead Sunday with even tougher greenhouse gas cuts on American power plants, setting up a certain confrontation in the courts with energy producers and Republican-led states.
In finalizing the unprecedented pollution controls, Obama was installing the core of his ambitious and controversial plan to drastically reduce overall U.S. emissions, as he works to secure a legacy on fighting global warming. Yet it will be up to Obama’s successor to implement his plan, which reverberated across the 2016 presidential campaign trail.
Opponents planned to sue immediately, and to ask the courts to block the rule temporarily. Many states have threatened not to comply.
The Obama administration estimated the emissions limits will cost $8.4 billion annually by 2030. The actual price won’t be clear until states decide how they’ll reach their targets. But energy industry advocates said the revision makes Obama’s mandate even more burdensome, costly and difficult to achieve.
“They are wrong,” Environmental Protection Agency Administrator Gina McCarthy said flatly, accusing opponents of promulgating a “doomsday” scenario.
Last year, the Obama administration proposed the first greenhouse gas limits on existing power plants in U.S. history, triggering a yearlong review and more than 4 million public comments. On Monday, Obama was to unveil the final rule publicly at an event at the White House.
“Climate change is not a problem for another generation,” Obama said in a video posted to Facebook. “Not anymore.”
The final version imposes stricter carbon dioxide limits on states than was previously expected: a 32 percent cut by 2030, compared to 2005 levels, the White House said. Obama’s proposed version last year called only for a 30 percent cut.
Immediately, Obama’s plan became a point of controversy in the 2016 presidential race, with Hillary Rodham Clinton voicing her strong support and using it to criticize her GOP opponents for failing to offer a credible alternative.
“It’s a good plan, and as president, I’d defend it,” Clinton said. On the Republican side, Marco Rubio, a Florida senator, predicted increases in electricity bills would be “catastrophic,” while former Florida Gov. Jeb Bush called the rule “irresponsible and overreaching.” “Climate change will not be solved by grabbing power from states or slowly hollowing out our economy,” Bush said. Obama’s rule assigns customized targets to each state, then leaves it up to the state to determine how to meet them. Prodded by Senate Majority Leader Mitch McConnell, R-Ky., a number of Republican governors have said they simply won’t comply. If states refuse to submit plans, the EPA has the authority to impose its own plan, and McCarthy said the administration would release a model federal plan that states could adopt right away.
Another key change to the initial proposal marks a major shift for Obama on natural gas, which the president has championed as a “bridge fuel” whose growing use can help the U.S. wean itself off dirtier coal power while ramping up renewable energy capacity. The final version aims to keep the share of natural gas in the nation’s power mix at current levels.
Under the final rule, states will also have an additional two years — until 2022 — to comply, yielding to complaints that the original deadline was too soon. They’ll also have an additional year to submit their implementation plans to Washington.
In an attempt to encourage earlier action, the federal government plans to offer credits to states that boost renewable sources like wind and solar in 2020 and 2021. States could store those credits away to offset pollution emitted after the compliance period starts in 2022. Twenty to 30 states were poised to join the energy industry in suing over the rule as soon as it’s formally published, said Scott Segal, a lobbyist with the firm Bracewell and Giuliani who represents utilities. The Obama administration has a mixed track record in fending off legal challenges to its climate rules. GOP leaders in Congress were also weighing various legislative maneuvers to try to block the rule.
The National Mining Association lambasted the plan and said it would ask the courts to put the rule on hold while legal challenges play out. On the other end of the spectrum, Michael Brune, the Sierra Club’s executive director, said in an interview that his organization planned to hold public rallies, put pressure on individual coal plants and “intervene as necessary in the courts” to defend the rule. By clamping down on emissions, Obama is also working to increase his leverage and credibility with other nations whose commitments he’s seeking for a global climate treaty to be finalized later this year in Paris. As its contribution to that treaty, the U.S. has pledged to cut overall emissions 26 percent to 28 percent by 2025, compared to 2005.
“We’re positioning the United States as an international leader on climate change,” said Brian Deese, Obama’s senior adviser.
Power plants account for roughly one-third of all U.S. emissions of the heat-trapping gases blamed for global warming, making them the largest single source.

What is Climate Change Adaptation & Why is it Important?
Climate change adaptation means adjusting to a changing climate to minimize negative effects and take advantage of new opportunities. Climate change directly affects a wide range of Federal services, operations, programs, assets, and our national security. Through adaptation planning, an agency can identify how climate change is likely to impact its ability to achieve its mission, operate, or meet its policy and program objectives. By integrating climate change adaptation strategies into its planning, the Federal Government can ensure that resources are invested wisely and Federal services and operations remain effective in current and future climate conditions.
Background on the Implementing Instructions for Federal Agency Climate Change Adaptation
Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, establishes an integrated strategy for sustainability within the Federal Government. Under the Executive Order, each agency is required to evaluate their climate change risks and vulnerabilities to manage the effects of climate change on the agency’s mission and operations in both the short and long-term as part of the formal Strategic Sustainability Performance Planning process. In it’s October 2010 Progress Report, the Interagency Climate Change Adaptation Task Force recommended that CEQ issue climate change adaptation planning implementing instructions. The Implementing Instructions for Federal Agency Climate Change Adaptation Planning identify how agencies should respond to the adaptation requirements under the Executive Order.
Federal Framework for Adaptation Planning, and Guiding Principles
CEQ based its adaptation planning requirements on a six-step, flexible planning framework and eight Guiding Principles, as recommended by the Interagency Climate Change Adaptation Task Force. The planning framework is not meant to be prescriptive or to provide detailed recommendations for project-level adaptation, those detailed options will be developed over time by each agency with the help of a growing set of planning tools, illustrative case studies, and lessons learned. In addition, climate change adaptation planning in an iterative process; our knowledge of climate change is evolving, as is our understanding of different types of adaptive actions.

THIS WAS A VERY LARGE FIRE OR SERIES OF FIRES WHICH SWEPT WESTERN WASHINGTON ANDBURNED AT LEAST HALF OF THE OLYMPIC PENINSULA. IT OCCURRED IN ABOUT THE YEAR 1308.
5. THIS FIRE OR SERIES OF FIRES APPARENTLY BURNED MORE THAN ONE MILLION ACRES ON THE OLYMPIC PENINSULA, AND 3 TO 10 MILLION ACRES IN WESTERN WASHINGTON.
An interesting aspect to these three great burning episodes is their correlation with the long-term sunspot cycle (Figure 6). Since the Medieval Optimum, there have been three extended periods when there were virtually no sunspots on the sun.
These periods were the Wolf Sunspot Minimum from 1282 to 1342 (Stuiver and Quay 1980), the Sporer Minimum from 1416 to 1534 (Eddy 1977,Stuiver and Quay 1980) and the Maunder Minimum from 1645 to 1715 (Eddy 1976).
THE THREE BURNING PERIODS AND THE FIVE BIGGEST FIRES (I.E. ABOUT 1308,1448, 1508, 1668, AND 1701) ALL OCCURRED DURING THESE THREE PERIODS OF VERY LOW SUNSPOTS.
The correlation between low sunspot numbers and increased fires in western Washington is speculative.

The occurrence of wildfires on the Olympic Peninsula is closely tied to climate and climatic history (see p. 32). It appears that the pattern of fires has been as variable as the pattern of past climates. Some periods have had many stand destroying fires, others have had almost none. Still other periods may have had a pattern of high fire frequency but low fire intensity. Because of this variability and the many factors involved, one aspect of the fire history of the Olympics seems certain–one cannot characterize the fire patterns of one period by knowing what it is in another.

SUMMARY OF RECENT FIRES: BEGINNING IN 1849
1951 The Great Forks Fire, also called the Port Angeles-Western (PAW) Fire covered about 33,000 acres (18,500acres of National Forest land) (Figure 8).In August, a fire started along the Port Angeles-Western right-of-way. The fire was contained, but by September 19th it flared up again. By the morning of September 20th it was raging out of control, carried by a strong east wind. At 2:30 pm everyone In the town of Forks was ordered to evacuate.The town was thought to be doomed. By evening the wind shifted, and an oncoming low pressure system helped stop the fire at the outskirts of town. Over 30buildings were burned, Including one mill, a motel, and 28 houses (Smith 1976, Campbell 1979).
Our family was evacuated from Sol Duc Hot Springs, in a government car, with fire on both sides of the road.

THIS RELATES TO THE HIGH FREQUENCY OF FIRES DURING THE SAME PERIOD
AND I HAVE INCLUDED THE HISTORIC CHANGES IN SEA LEVEL. (because it was there)
AFTER THE RISE OF THE CASCADE AND OLYMPIC MOUNTAINS.
The effect of this was for sea level to recede rapidly to a level contemporary with ice age sea level or about 400 feet below its present level. This occurred about 11,000 years ago
