THE PERTINENT QUESTION AS FAR AS REGULATORY BURDENS ARE CONCERNED IS WHAT THESE EXECUTIVE ORDERS AND MEMORANDA ARE USED FOR AND WHAT THEY DO…….

Thank God, President Trump, and his  incoming  administration, has promised to restore checks and balances on administrative agencies and appoint federal officials with integrity who will protect the rights of all Americans—not just their preferred special interests.

WOW.. the more I document and know… The more I must document and post what We the People, American Citizens don’t know……

THE PRECISE REGULATORY COSTS CAN NEVER BE FULLY KNOWN because, unlike taxes, they are unbudgeted and often indirect. But scattered government and private data exist about the number of regulations issued, their costs and effects, and the agencies that issue them.

THAT AGENCIES SPENT $59.5 BILLION (ON BUDGET) TO ADMINISTER AND POLICE THE REGULATORY ENTERPRISE.

THE ENVIRONMENTAL PROTECTION AGENCY, WHICH WAS FORMERLY RANKED CONSISTENTLY IN THE TOP FIVE, IS NOW SIXTH,  BUT ADDING ITS 186 RULES BRINGS THE TOTAL FROM THE TOP SIX RULE MAKING AGENCIES TO 1,639 RULES, OR 48 PERCENT OF ALL FEDERAL RULES.

ADDING THE $1.88 TRILLION IN OFF-BUDGET COMPLIANCE COSTS BRINGS THE TOTAL RECKONED REGULATORY ENTERPRISE TO ABOUT $1.94 TRILLION.

The “Unconstitutionality Index,” the ratio of regulations issued by agencies to laws passed by Congress and signed by the president, was 16 for 2014 and 51 for 2013. The average for the decade has been 26. This disparity highlights the delegation of lawmaking power to unelected agency officials.

Compiling some of that information can make the federal regulatory enterprise somewhat more comprehensible.

Ten Thousand Commandments 2016 (an 89 page report)

An Annual Snapshot of the Federal Regulatory State

    Clyde Wayne Crews • May 3, 2016

In January 2016, the Congressional Budget  Office (CBO) reported outlays for fiscal year (FY) 2015 of $3.687 trillion and projected spending for FY 2016 at $3.919 trillion. Discretionary, entitlement, and interest spending is projected to surpass $4 trillion in 2017 and to top $5 trillion by FY 2022.2High debt and deficits notwithstanding, $5 trillion in annual spending will soon be the new normal.

Highlights of the 2016 edition include:

    • The federal regulatory cost reached $1.885 trillion in 2015.
    • FEDERAL REGULATION IS A HIDDEN TAX THAT AMOUNTS TO NEARLY $15,000 PER U.S. HOUSEHOLD EACH YEAR.
    • In 2015, 114 laws were enacted by Congress during the calendar year, while 3,410 rules were issued by agencies. Thus, 30 rules were issued for every law enacted last year.
    • Many Americans complain about taxes, but regulatory compliance costs exceed the $1.82 trillion that the IRS is expected to collect in both individual and corporate income taxes from 2015.
    • Some 60 federal departments, agencies, and commissions have 3,297 regulations in development at various stages in the pipeline.
    • The top five federal rulemaking agencies account for 41 percent of all federal regulations. These are the Departments of the Treasury, Commerce, Interior, Health and Human Services, and Transportation.
    • The 2015 Federal Register contains 80,260 pages, the third highest page count in its history. Of the seven all-time-highest Federal Register total page counts, six occurred under President Obama.
    • The George W. Bush administration averaged 62 major regulations annually over eight years, while the Obama administration has averaged 81 major regulations annually over seven years.

    Pardon my redundancy……

An Annual Snapshot of  the Federal Regulatory State

2015 Edition by Clyde Wayne Crews Jr.

    REGULATION: THE HIDDEN TAX

Federal environmental, safety and health, and economic regulations affect

the economy by hundreds of billions—perhaps trillions—of dollars annually,

in addition to the official dollar outlays that dominate the federal policy

    debate.

THE PRECISE REGULATORY COSTS CAN NEVER BE FULLY KNOWN because, unlike taxes, they are unbudgeted and often indirect. But scattered government and private data exist about the number of regulations issued, their costs and effects, and the agencies that issue them.

Compiling some of that information can make the federal regulatory enterprise somewhat more comprehensible. THAT COMPILATION IS ONE PURPOSE OF TEN THOUSAND COMMANDMENTS, highlights of which follow:

Based on the best available federal government data, past reports, and contemporary studies, this report highlights estimated regulatory compliance and economic costs of $1.88 trillion annually.

In 2014, 224 laws were enacted by Congress during the calendar year, whereas 3,554 rules were issued by agencies. Thus, 16 rules were issued for every law enacted last year.

If one assumed that all costs of federal regulation and intervention flowed all the way down to households, U.S. households would “pay” $14,976 annually on average in regulatory hidden tax. That payment amounts to 23 percent of the average income of $63,784 and 29 percent of the expenditure budget of $51,100. The “tax” exceeds every item in the budget except housing. More is “spent”on embedded regulation than on health care, food, transportation, entertainment, apparel and services, and savings. The estimated cost of regulation exceeds half the level of the federal spending itself, which was $3.5 trillion in 2014.

Regulatory costs of $1.88 trillion amount to 11 percent of the U.S. GDP, which was estimated at $17.4 trillion in 2014 by the Commerce Department’s Bureau of Economic Analysis.

When regulatory costs are combined with federal FY 2014 outlays of $3.5 trillion, the federal government’s share of the entire economy now reaches 30.6 percent.

The costs of the regulatory “hidden tax” surpass federal income tax receipts. Regulatory compliance costs exceed 2014 total individual income tax revenues of $1.386 trillion.

Regulatory compliance costs vastly exceed the 2014 estimated U.S. corporate income tax revenues of $333 billion and rival corporate pretax profits of $2.235 trillion.

If it were a country, U.S. regulation would be the world’s tenth-largest economy, ranking behind Russia and ahead of India.

U.S. regulatory costs exceed each of the GDPs of Australia and Canada, the highest income nations among the countries ranked most free in the annual Index of Economic Freedom and Economic Freedom of the World reports.

The Weidenbaum Center at Washington University in St. Louis and the Regulatory Studies Center at George Washington University in Washington, D.C.,

JOINTLY ESTIMATE THAT AGENCIES SPENT $59.5 BILLION (ON BUDGET) TO ADMINISTER AND POLICE THE REGULATORY ENTERPRISE. ADDING THE $1.88 TRILLION IN OFF-BUDGET COMPLIANCE COSTS BRINGS THE TOTAL RECKONED REGULATORY ENTERPRISE TO ABOUT $1.94 TRILLION.

Among the six all-time-high Federal Register page counts, five have occurred under President Obama.

The annual outflow of more than 3,500 final rules—sometimes far above that level—means that 90,836 rules have been issued since 1993.

The Federal Register finished 2014 at 77,687 pages, the sixth-highest level in its history. Federal Register pages devoted specifically to final rules stand at 24,861 in 2014. The record high is 26,417 in 2013.

The 2014 Federal Register contained 3,554 final rules and 2,383 proposed rules. Since the nation’s founding, more than 15,209 executive orders have been issued.

PRESIDENT OBAMA ISSUED 215 BY THE END OF 2014.

President George W. Bush’s administration averaged 62 major rules annually during his eight years in office; Obama’s six years so far have averaged 81.

Whereas the federal government issues more than 3,500 rules annually, public notices in the Federal Register normally exceed 24,000 annually, with uncounted “guidance documents” and other materials among them. There were 23,970 notices in 2014, and there have been 501,899 since 1995.

Sixty federal departments, agencies, and commissions have 3,415 regulations at various stages of implementation, according to the 2014 “Regulatory Plan and the Unified Agenda of Federal Regulatory and Deregulatory Actions,” which lists federal regulatory actions at various stages of implementation.

Of the 3,415 regulations in the pipeline, 200 are “economically significant” rules, which the federal government defines as having annual effects on the economy of $100 million or more. Assuming that those rule making effects are primarily regulatory implies roughly $20 billion yearly in future off-budget regulatory costs.

Of the 3,415 regulations now in the works, 674 affect small businesses. Of those, 374 required a regulatory flexibility analysis; 300 were otherwise noted by agencies to affect small businesses.

The five most active rule-producing agencies—the departments of the Treasury, Interior, Commerce, Transportation, and Health and Human Services—account for 1,453 rules, or 43 percent of all rules in the Unified Agenda pipeline.

The Environmental Protection Agency, which was formerly ranked consistently in the top five, is now sixth, but adding its 186 rules brings the total from the top six rulemaking agencies to 1,639 rules, or 48 percent of all federal rules

The pertinent question as far as regulatory burdens are concerned is what these executive orders and memoranda are used for and what they do…….

We live in an era in which the government— without actually passing a law—increasingly dictates parameters of various economic sectors, including health care, retirement, education, energy production, finance, land and resource management, funding of science and research, and manufacturing. Executive actions and decrees issued in a limited government context have different implications than do those issued in an era of activist government, rendering some of what transpires today without precedent………

Counting rules and regulations, executive orders, memoranda, and other regulatory guidance gets us only so far. These actions need more scrutiny and oversight, because they have become powerful means of working around the constitutional system of legislation made by an elected body.[69]

FROM RULE OF LAW TO RULE BY…WHATEVER?

President Obama famously pledged to use his “pen and phone” to implement parts of his policy agenda without congressional approval.[51] Executive orders, presidential memoranda, and other executive actions make up a large component of that initiative.[52] This section examines those numbers, but a considerable amount of executive branch activity is not well measured and merits heightened attention, especially when an administration so explicitly emphasizes unilateral action.[53]

Presidential memoranda since 1999— which presidential scholar Phillip Cooper has termed “executive orders by another name”—are also depicted in Figure 15.[55] Memoranda may or may not be published, depending on the administration’s own determination of “general applicability and legal effect,” making it “difficult to count presidential memoranda.”[56] Obama’s pace since 2009 tops that of George W. Bush, which is unsurprising given his administration’s openness about prioritizing executive action. Bush published 129 memoranda over his entire presidency, whereas Obama issued 219 during his first seven years that were published in the Federal Register

7 Things About The Mainstream Media That They Do Not Want You To …

    Michael Snyder
    Economic Collapse
    May 21, 2013

HAVE YOU EVER WONDERED WHO CONTROLS THE MAINSTREAM MEDIA?  In America today, we are more “connected” than ever.  The average American watches 153 hours of television a month, and we also spend countless hours watching movies, playing video games, listening to music, reading books and surfing the Internet.

IF SOMEONE COULD CONTROL THE PRODUCTION OF ALL OF THAT MEDIA, THAT WOULD MAKE THEM IMMENSELY POWERFUL.  THEY WOULD LITERALLY BE IN A POSITION TO TELL PEOPLE WHAT TO THINK.

Well, what if I told you that there are just six enormous media conglomerates that combine to produce about 90 percent of all the media that Americans consume.

WOULD THAT ALARM YOU?  It should alarm you.  The truth is that our attitudes, opinions and beliefs are greatly shaped by what we allow into our minds.

AFTER ALL, THEY DON’T CALL IT “PROGRAMMING” FOR NO REASON.  Even those of us that realize that we are connected to “the matrix” probably greatly underestimate the tremendous influence that the media has over us.

We live at a time when it is absolutely imperative to think for ourselves, but most Americans are being absolutely overwhelmed with information and seem more than content to let others do their thinking for them.

SADLY, THIS IS GREATLY CONTRIBUTING TO THE DOWNFALL OF OUR SOCIETY.

And of course the mainstream media desperately does not want you to look at “the man behind the curtain”.  They just want you to stay plugged into the “programming” that they are feeding you without asking any questions.

Fortunately, a growing minority of Americans are waking up and are starting to reject the mainstream media.  An increasing number of people are beginning to recognize that the mainstream media is the mouthpiece of the establishment and that it is promoting the agenda of the establishment.

So why is the mainstream media so bad?  The following are 7 things about the mainstream media that they do not want you to know…

#1 The Mainstream Media Has Very Deep Ties To The Establishment

Did you know that the president of CBS and the president of ABC both have brothers that are top officials in the Obama administration?

The big news networks have developed an almost incestuous relationship with the federal government in recent years.  But of course the same could be said of the relationship that the media has with the big corporations that own stock in their parent companies and that advertise on their networks.

This is one of the reasons why we very rarely ever see any hard hitting stories on the big networks anymore.  THE FLOW OF INFORMATION THROUGH THE CORPORATE-DOMINATED MEDIA IS VERY TIGHTLY CONTROLLED, AND THERE ARE A LOT OF GATEKEEPERS THAT MAKE SURE THAT THE “WRONG STORIES” DON’T GET PUT OUT TO THE PUBLIC.  As a result, many of the “big stories” that have come out in recent years were originally broken by the alternative media.

#2 The Mainstream Media Gets Things Wrong Very Frequently

Even prominent members of the mainstream media admit that this is the case.  For example, during a recent speech at Quinnipiac University CBS anchor Scott Pelley confessed that journalists in the mainstream media “are getting big stories wrong, over and over again”

“Let me take the first arrow: During our coverage of Newtown, I sat on my set and I reported that Nancy Lanza was a teacher at the school. And that her son had attacked her classroom. It’s a hell of a story, but it was dead wrong. Now, I was the managing editor, I made the decision to go ahead with that and I did, and that’s what I said, and I was absolutely wrong. So let me just take the first arrow here.”

#3 The American Public Does Not Consider The Media To Be Very Trustworthy

Trust in the mainstream media has definitely been slipping.  In fact, a Gallup poll taken last year found that distrust of the media had reached an all-time high.  According to that poll, 60 percent of Americans “have little or no trust” that the media is reporting the news accurately.

A separate Rasmussen Reports survey found that only 6 percent of all Americans consider the news media to be “very trustworthy”.

Hopefully this trend will accelerate and a lot more people will stop trusting the media blindly.

#4 The Mainstream Media And The Politicians That They Worship Hate The Fact That They Cannot Control Internet News Sites

IN THE OLD DAYS, THE MAINSTREAM MEDIA HAD A VIRTUAL MONOPOLY ON THE NEWS.  BUT THESE DAYS, ANYONE WITH AN INTERNET CONNECTION CAN PUT UP A NEWS SITE,

AND THIS IS DRIVING THE ESTABLISHMENT ABSOLUTELY BONKERS.

For example, Barack Obama is known to have a great dislike for the alternative media.  The following is from a recent WND article

NBC News Political Director Chuck Todd says President Obama was making it “clear” at the White House Correspondents’ Dinner over the weekend how he feels about the rise of Internet news sites like Politico, Buzzfeed and … well, WND.

    “He hates it.”

Appearing on “Meet the Press” Sunday morning following Saturday night’s media, politics and celebrity soiree, Todd explained the president’s disdain for independent online news sources was showing during his speech.

“It did seem … I thought his pot shots, joke-wise, and then the serious stuff about the Internet, the rise of the Internet media and social media and all that stuff – he hates it, OK? He hates this part of the media,” Todd said. “He really thinks that the, sort of, the buzzification – this isn’t just about Buzzfeed or Politico and all this stuff – he thinks that sort of coverage of political media has hurt political discourse. He hates it. And I think he was just trying to make that clear last night.”

#5 The Mainstream Media Is Extremely Liberal

When it comes to politics, the mainstream media is far more liberal than the general population is.

For example, one survey found that 41 percent of American voters believe that the average reporter is more liberal than they are, while only 18 percent believe that the average reporter is more conservative than they are.

A very disturbing UCLA study on media bias discovered that the vast majority of media outlets are “left of center”…

Of the 20 major media outlets studied, 18 scored left of center, with CBS’ “Evening News,” The New York Times and the Los Angeles Times ranking second, third and fourth most liberal behind the news pages of The Wall Street Journal.

And even MSNBC has confirmed the liberal bias of the media.  According to MSNBC, mainstream journalists are far more likely to donate their own money to Democrats than they are to Republicans…

MSNBC.com identified 143 journalists who made political contributions from 2004 through the start of the 2008 campaign, according to the public records of the Federal Election Commission. Most of the newsroom checkbooks leaned to the left: 125 journalists gave to Democrats and liberal causes. Only 16 gave to Republicans. Two gave to both parties.

#6 Six Mammoth Media Corporations Produce About 90 Percent Of The Media That Americans Consume

As I mentioned at the top of this article, there are six giant media behemoths that control almost all of the media that we consume.  These corporate giants own television networks, cable channels, movie studios, newspapers, magazines, publishing houses, video game makers, music labels and even many of our favorite websites.

The media ownership chart posted below originally comes from a previous article that I authored entitled “Who Owns The Media? The 6 Monolithic Corporations That Control Almost Everything We Watch, Hear And Read“, but it has been updated to reflect some of the latest information.  The power that these companies have is so vast that it is hard to put into words…

#7 The American People Are Absolutely Addicted To The Mainstream Media

In a previous article about the media, I noted that the average American watches 153 hours of television a month.

When you allow that much information to be downloaded into your brain, it is going to have a dramatic impact on how you think.

Americans are more “connected” than they ever have been before.  This is especially true of our kids.  They are constantly on one sort of electronic device or another.  The following is a brief excerpt from a recent article by Daniel Taylor

According to a 2010 LA Times report, young people spend on average 53 hours a week watching TV, playing video games, and sitting at the computer.

Facebook users spend about 15 hours a month on the social networking site.

People are walking – and driving – blindly while texting, sometimes walking into fountains and even falling off cliffs.

If that Los Angeles Times report is true, that means that our young people are spending more than 200 hours a month connected to the media.

But we are only awake for about 480 hours a month.

When it comes to influencing the American people, nobody has more power than the big media companies do.

And until we can break this sick addiction to the mainstream media and get people to start thinking for themselves, we will never see widespread changes in our society.  As long as people are being “programmed” by the mainstream media, they will continue to express the opinions, attitudes and beliefs that have been downloaded into their minds.

Please share this article with as many people as you can.  It is crucial that we wake as many people up as possible while we still can.

FEMA Federal Emergency Management Agency as an independent agency (1979–2003)

FEMA WAS ESTABLISHED UNDER THE 1978 REORGANIZATION PLAN NO. 3, AND ACTIVATED APRIL 1, 1979, BY PRESIDENT JIMMY CARTER IN HIS EXECUTIVE ORDER 12127.

In July, Carter signed Executive Order 12148 shifting disaster relief efforts to the new federal-level agency. Federal Emergency Management Agency FEMA absorbed the Federal Insurance Administration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Federal Preparedness Agency of the General Services Administration and the Federal Disaster Assistance Administration activities from HUD.

FEMA WAS ALSO GIVEN THE RESPONSIBILITY FOR OVERSEEING THE NATION’S CIVIL DEFENSE, A FUNCTION WHICH HAD PREVIOUSLY BEEN PERFORMED BY THE DEPARTMENT OF DEFENSE’S DEFENSE CIVIL PREPAREDNESS AGENCY.

In 1993, President Bill Clinton appointed James Lee Witt as FEMA Director.

In 1996, the agency was elevated to cabinet rank. This was not continued by President George W. Bush. Witt initiated reforms that would help to streamline the disaster recovery and mitigation process.

The end of the Cold War also allowed the agency’s resources to be turned away from civil defense to natural disaster preparedness.

After Federal Emergency Management Agency FEMA’s creation through reorganization and executive orders, Congress continued to expand Federal Emergency Management Agency FEMA’s authority by assigning responsibilities to it.

CONGRESS FUNDED FEMA THROUGH A COMBINATION OF REGULAR APPROPRIATIONS AND EMERGENCY FUNDING IN RESPONSE TO EVENTS

FEMA under Department of Homeland Security (2003–present)

President George W. Bush signs the Homeland Security Appropriations Act of 2004

Following the September 11, 2001, attacks,

Congress passed the Homeland Security Act of 2002, which created the Department of Homeland Security (DHS) to better coordinate among the different federal agencies that deal with law enforcement, disaster preparedness and recovery,

    BORDER PROTECTION

     and civil defense.

Federal Emergency Management Agency FEMA was absorbed into DHS effective March 1, 2003. As a result, FEMA became part of the Emergency Preparedness and Response Directorate of Department of Homeland Security,

Additionally, upon incorporation into Department of Homeland Security (DHS), Federal Emergency Management Agency FEMA was legally dissolved and a new Emergency Preparedness and Response Directorate was established in DHS to replace it.

Following enactment of the Post Katrina Emergency Management Reform Act of 2006

FEMA WAS REESTABLISHED AS AN ENTITY WITHIN DHS, ON MARCH 31, 2007.

EMPLOYING MORE THAN 2,600 FULL-TIME EMPLOYEES.

IT BECAME THE FEDERAL EMERGENCY MANAGEMENT AGENCY AGAIN ON MARCH 31, 2007, but remained in DHS.

President Bush appointed Michael D. Brown as FEMA’s director in January 2003.

    BROWN WARNED IN SEPTEMBER 2003

THAT FEMA’S ABSORPTION INTO DHS WOULD MAKE A MOCKERY OF FEMA’S NEW MOTTO, “A NATION PREPARED”, AND WOULD “FUNDAMENTALLY SEVER FEMA FROM ITS CORE FUNCTIONS”, “SHATTER AGENCY MORALE” AND “BREAK LONGSTANDING, EFFECTIVE AND TESTED RELATIONSHIPS WITH STATES AND FIRST RESPONDER STAKEHOLDERS”.

THE INEVITABLE RESULT OF THE REORGANIZATION OF 2003, WARNED BROWN, WOULD BE “AN INEFFECTIVE AND UNCOORDINATED RESPONSE” TO A TERRORIST ATTACK OR A NATURAL DISASTER.

THE FEDERAL EMERGENCY MANAGEMENT AGENCY FEMA HAS A  $24 BILLION DOLLAR DEBT

CREDIT WHERE CREDIT IS DUE….. CONGRESS FUNDED AND EXPANDED  FEMA THROUGH A COMBINATION OF REGULAR APPROPRIATIONS AND EMERGENCY FUNDING IN RESPONSE TO EVENTS

    ————————————————————————————

Hurricane Katrina in 2005 demonstrated that the vision of further unification of functions and another reorganization could not address the problems FEMA had previously faced. The “Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina”, released February 15, 2006, by the U.S. Government Printing Office, revealed that federal funding to states for “all hazards” disaster preparedness needs was not awarded unless the local agencies made the purposes for the funding a “just terrorism” function.

Emergency management professionals testified that funds for preparedness for natural hazards was given less priority than preparations for counter terrorism measures. Testimony also expressed the opinion that the mission to mitigate vulnerability and prepare for natural hazard disasters before they occurred had been separated from disaster preparedness functions, making the nation more vulnerable to known hazards, like hurricanes.

    Organization

During the debate of the Homeland Security Act of 2002, some called for FEMA to remain as an independent agency. Later, following the failed response to Hurricane Katrina, CRITICS CALLED FOR FEMA TO BE REMOVED FROM THE DEPARTMENT OF HOMELAND SECURITY.

TODAY FEMA EXISTS AS A MAJOR AGENCY OF THE DEPARTMENT OF HOMELAND SECURITY. THE ADMINISTRATOR FOR FEDERAL EMERGENCY MANAGEMENT REPORTS DIRECTLY TO THE Secretary of Homeland Security.

IN MARCH 2003, FEMA JOINED 22 OTHER FEDERAL AGENCIES, PROGRAMS AND OFFICES IN BECOMING THE DEPARTMENT OF HOMELAND SECURITY. The new department, headed by Secretary Tom Ridge, brought a coordinated approach to national security from emergencies and disasters – both natural and man-made.

FEMA manages the National Flood Insurance Program. Other programs FEMA previously administered have since been internalized or shifted under direct DHS control.

FEMA is also home to the National Continuity Programs Directorate (formerly the Office of National Security Coordination). ONSC was responsible for developing, exercising, and validating agency wide continuity of operations and continuity of government plans as well as overseeing and maintaining continuity readiness including the Mount Weather Emergency Operations Center. ONSC also coordinated the continuity efforts of other Federal Executive Agencies.

FEMA began administering the Center for Domestic Preparedness in 2007.

Senator Cantwell Releases a Bold Vision for Water in the 21st Century

New white paper outlines a national policy framework for drought and water security

Read Sen. Cantwell’s white paper here.

Washington, DC – Today, on World Water Day, Ranking Member of the Energy and Natural Resources Committee U.S. Senator Maria Cantwell (D-Wash.) released a white paper to advance the development of a 21st century national framework for addressing drought and water security in the United States.
    body{font-family: Geneva,Arial,Helvetica,sans-serif;font-size:9pt;background-color:

An unprecedented drought last year and 15 years of drought across the American West have demonstrated the need to rethink U.S. water management in the 21st century. Since 1980, droughts have cost the United States more than $200 billion. The drought last year caused widespread and serious impacts for communities, agriculture, industry and the environment. As drought is predicted to continue in the coming years and as communities throughout the United States face significant water-security challenges, it is a crucial time to evaluate and develop new strategies at the national level.

Sen. Cantwell’s paper lays out a national framework to address water challenges through the modernization of federal programs to support and finance sustainable, watershed-scale solutions; advance science and technology; and promote partnerships with communities. The purpose of the paper is to foster a public dialogue and to develop a comprehensive policy agenda to address national drought and water security needs, as called for by states, tribes, local governments, utilities, agricultural producers and conservation groups.

Modernizing federal programs is critical to supporting a more water-secure future,” Sen. Cantwell said. “The Yakima water bill is a national model for watershed management. The federal government has a responsibility to act now to support these efforts.”

The framework document reflects lessons learned from Washington’s Yakima River Basin, where an extraordinary collaboration has led to a watershed planning effort that has become a national model. Last year, Sen. Cantwell introduced the Yakima Basin bill (S. 1694) to authorize federal participation in this effort, which will help usher in a new era in water management. The bill will help to restore ecosystems and endangered species, conserve water and provide water security for families, fish and farmers for years to come. Last month, Deputy Secretary of the Department of the Interior Michael Connor called the Yakima process a model not only for working through water challenges, but any natural resource management challenge.

The white paper released today builds on that approach and outlines five policy principles as a national framework for drought and water security:

    1. Supporting collaborative watershed-scale solutions that are locally-driven. Governance solutions should support and incentivize collaborative, locally driven, watershed solutions by modernizing, coordinating, and streamlining federal programs to make them more effective.

    2. Financing solutions through partnerships and streamlined federal funding. Innovative water financing solutions should utilize an integrated watershed funding approach that streamlines federal funding and increases opportunities for public-private partnerships.

    3. Using and advancing the best science, technology and tools. Science and technology solutions should focus on accelerating innovation and the advancement of tipping points in science, technology and tools to transform water management.

    4. Advancing sustainable water supply solutions for people and the environment. Water supply solutions should take an integrated, portfolio approach that balances the needs of both people and the environment, including: (1) increased use of water markets, efficiency, conservation, recycling, reuse and desalination; (2) improvements in existing infrastructure, operations and low-impact infrastructure (such as aquifer storage and recovery); and (3) nature-based solutions and restoration of ecosystems and fisheries.

    5. Partnering with Tribal Nations, Arctic and Island Communities. The federal government should partner with and support Tribal Nations, Arctic and Island communities as they face unique challenges in responding to and addressing long-term water security needs.

Addressing long-term drought is also a priority for the Obama administration. Ahead of today’s White House Water Summit, the administration released a presidential memorandum to institutionalize the National Drought Resilience Partnership (NDRP), which seeks to reduce the vulnerability of communities to the impacts of drought.

How does drought response relate to climate preparedness?

    • The President’s Climate Action Plan: In June 2013, President Obama released his Climate Action Plan to cut the carbon pollution that causes climate change and affects public health, including increased risk of drought wildfires.
    • Executive Order – Preparing the United States for the Impacts of Climate Change: On November 1, 2013, President Obama established a Task Force on Climate Preparedness and Resilience to advise the Administration on how the Federal Government can respond to the needs of communities nationwide that are dealing with the impacts of climate change, including drought and wildfires.
    • Fact Sheet: Executive Order on Climate Preparedness
    • National Drought Forum Report: In December 2012, Federal agencies and states held the  ational Drought Forum (NDF) to focus on improving government coordination to support the planning and preparedness needed for enhancing resilience to ongoing or reoccurring drought. The NDRP is one important outcome of this forum and continues the Obama Administration’s commitment to helping communities get the drought assistance they need.

In 1803, the year of the Louisiana Purchase, President Jefferson wrote a letter to William Henry Harrison, a future U.S. President who was then governor of the Indiana Territory, explaining what should be done with the Native Americans inhabiting the wild frontier.
    Jefferson went on to explain:

“When they (the Indians) withdraw themselves to the culture of a small piece of land,
they will perceive how useless to them are their extensive forests,
and will be willing to pare them off from time to time in exchange for necessaries for their farms and families.

And if any Indians make trouble, Jefferson wrote, they would be driven out of their lands.
“Should any tribe be foolhardy enough to take up the hatchet at any time,” he told Harrison,“the seizing the whole country of that tribe, and driving them across the Mississippi, as the only condition of peace,

WOULD BE AN EXAMPLE TO OTHERS, AND A FURTHERANCE OF OUR FINAL CONSOLIDATION.”

This was the final solution for the Indians – a policy that would result in their being driven from their ancestral lands and shunted onto barren reservations.

The following are direct quotes from State of the Union Addresses by nine U.S. Presidents. They show a consistent policy, from one administration to the next, to remove Native Americans from their ancestral lands.

    ——————–
    James Monroe
First State of the Union Address
    December 12, 1817
“The earth was given to mankind to support the greatest number of which it is capable, and no tribe or people have a right to withhold from the wants of others more than is necessary for their own support and comfort.”
“In terminating Indian hostilities, as must soon be done…the emigration, which has heretofore been great, will probably increase, and the demand for land and the augmentation in its value be in like proportion.”

    ——————————-
Sixth State of the Union Address
    Dec. 3, 1822
“It is essential to the growth and prosperity of the (Florida) Territory, as well as to the interests of the Union, that those Indians should be removed, by special compact with them, to some other position or concentration within narrower limits.”

    ———————————–
Eighth State of the Union Address
    Dec. 7, 1824
One of the goals of the federal government, he said, was “the extinguishment of the Indian title to large tracts of fertile territory.”

    ————————-
    John Quincy Adams
Fourth State of the Union Address
    Dec. 2, 1828
“They were, moreover, considered as savages, whom it was our policy and our duty to use our influence in converting to Christianity and in bringing within the pale of civilization.”

    ——————————
    Andrew Jackson
Second State of the Union Address
    Dec. 6, 1830
“It gives me pleasure to announce to Congress that the benevolent policy of the Government, steadily pursued for nearly 30 years, in relation to the removal of the Indians beyond the white settlements is approaching to a happy consummation.”

    ————————————-
Eighth State of the Union Address
    Dec. 5, 1836
“The national policy, founded alike in interest and in humanity, so long and so steadily pursued by this Government for the removal of the Indian tribes originally settled on this side of the Mississippi to the west of that river, may be said to have been consummated by the conclusion of the late treaty with the Cherokees.”

    ——————————-
    Martin Van Buren
First State of the Union Address
    Dec. 5, 1837
“The system of removing the Indians west of the Mississippi, commenced by Mr. Jefferson in 1804, has been steadily persevered in by every succeeding President, and may be considered the settled policy of the country.”

    —————————————
Second State of the Union Address
    Dec. 3, 1838

    Millard Fillmore
Third State of the Union Address
    Dec. 6, 1852

    —————————————
    James K. Polk
First State of the Union Address
    Dec. 2, 1845
“Our relations with the Indian tribes are of a favorable character. The policy of removing them to a country designed for their permanent residence west of the Mississippi, and without the limits of the organized States and Territories, is better appreciated by them than it was a few years ago.”

    —————————————
Fourth State of the Union Address
    Dec. 5, 1848
“The title to all the Indian lands within the several States of our Union, with the exception of a few small reservations, is now extinguished, and a vast region opened for settlement and cultivation.”
“Within the last four years eight important treaties have been negotiated with different Indian tribes, and at a cost of $1,842,000; Indian lands to the amount of more than 18,500,000 acres have been ceded to the United States, and provision has been made for settling in the country west of the Mississippi the tribes which occupied this large extent of the public domain.”
(The payment amounted to 10¢ an acre.)

“The immediate and only cause of the existing hostility of the Indians of OREGON is represented to have been the long delay of the United States in making to them some trifling compensation, in such articles as they wanted, for the country now occupied by our emigrants, which the Indians claimed and over which they formerly roamed.”

    John Tyler
First State of the Union Address

    ——————————————-
Fourth State of the Union Address
    Dec. 3, 1844
“The Executive has abated no effort in carrying into effect the well-established policy of the Government which contemplates a removal of all the tribes residing within the limits of the several States beyond those limits, and it is now enabled to congratulate the country at the prospect of an early consummation of this object.”

    Abraham Lincoln
Third State of the Union Address
    Dec. 8, 1863
“The measures provided at your last session for the removal of certain Indian tribes have been carried into effect. Sundry treaties have been negotiated, which will in due time be submitted for the constitutional action of the Senate. They contain stipulations for extinguishing the possessory rights of the Indians to large and valuable tracts of lands.”

    —————————-
    Ulysses S. Grant
Second State of the Union Address
    Dec. 5, 1870
“I entertain the confident hope that the policy now pursued will in a few years bring all the Indians upon reservations…”

    ———————————-
Third State of the Union Address
    Dec. 4, 1871
“…by the law of April 10, 1869, many tribes of Indians have been induced to settle upon reservations.”
“Such a course might in time be the means of collecting most of the Indians now between the Missouri and the Pacific and south of the British possessions into one Territory or one State.

    ———————————————
Fifth State of the Union Address
    Dec.1, 1873
“The Indian Territory south of Kansas and west of Arkansas is sufficient in area and agricultural resources to support all the Indians east of the Rocky Mountains. In time, no doubt, all of them, except a few who may elect to make their homes among white people, will be collected there.”

  • Find Your Park Open Doors Remove Barriers

Find your park. It’s your place, It’s your thing.

It’s a Fact. The Federal Parks belong to all of us.

Open Doors,  Remove barriers, Tell your story, Make a difference.

On Mon Feb 8, 2016 2:30PM there was a meeting  at Olympic National Park Headquarters regarding the closure of the Olympic Hot Springs Road to all public and private access. I told my story, expressed my concerns on the economic impact to the local community and asked my questions.

Four of my government representatives listened, responded and answered questions

    ——————————————————————

Clallam County Commissioner  Bill Peach opened the door.

As required in the ERFO guidelines, under the  program, Federal agencies and local government entities have the responsibility to perform emergency repairs, shift project and program priorities, give emergency relief work prompt attention and priority over non-emergency work, and assist the Office of Federal Lands Highway in its stewardship and oversight responsibilities.

    ———————————

Three, National Park Service, U.S. Department of the Interior, Olympic National Park local Representatives  attended the meeting.

    M. Sarah Creachbaum
Superintendent, of the Olympic National Park

    Lisa Turecek, PE
    Chief of Facilities Management

    Brian Winter
    Elwha River Project Manager

I was delighted to have the opportunity to meet with them face to face.

I was delighted at the conclusion of the meeting, strictly based on my understanding of the contents of the meeting, of the expeditious actions that have been taken and will be taken in the future.

    —————————————————————

This comment is intended to inform others, to share for the record, the information from the notes I took at the Feb 8, 2016 meeting.

I was delight with the positive response from M. Sarah Creachbaum
Superintendent, of the Olympic National Park.

Sarah showed genuine concern for the economic well being of local people, she cares about the local people, they are her people.

When I suggested that she do a news release to inform we the concerned people

Using  the  progress reported by Lisa,  the expeditious steps taken with the  ERFO Program for the reopening the Olympic Hot Springs Road to provide access to the ONP public tourist, and private property owners.

You know, like a message of hope from the Superintendent, of the Olympic National Park, for the economic future of  the local business people, for increased employment… for the the rush of  tourism created by the removal of the dams.

Sarah agreed to do a press release…

    And I was delighted.

    ——————————————————————–

However, after hours of more in-depth research, done after the meeting, included  in this comment,  that provides additional documentation……

Being delighted, and staying delighted with the ONP, are two different things! This is not my first rodeo with the Olympic National Park Service.

Indeed, if I have made unintentional errors in this comment, I will do an immediate update on this website and  a retraction immediately.

But for the record here goes… Taken from the notes I took at the Feb 8, 2016 meeting.

    Lisa Turecek, PE

Jan-Feb? completed? damage survey required for ERFO amount of funding?

Note It was stressed by Lisa and Brian  that the ERFO  was for roads only?

    ———————————————————————-

Additional  research and documentation on ERFO funding for trails

To be eligible for ERFO funding under 23 U.S.C. 125(e)(2), trails and transit systems must be included in the inventory of Tribal or Federal Lands Transportation Facilities. Trails included in the inventory should provide access to high-use recreation sites or Federal economic generators.

    ————————————————————–

Bill asked if the Olympic Hot Springs Road would be open by the 4th of July?

    ——————————————————————–

Note It was stressed by Lisa and Brian  that the Army Corp of Engineers must, be given time, up to 60 days? Because a 100 foot bridge ( at  undisclosed location?)  must be built.

When will the road be reopened to  public and private access?

Lisa’s guesstimated was four months from the time that construction was permitted to start.

    Elwha River Project Manager

That tentative plans to proceed shall required NOAA consultation under section 7, the endangered species act (ESA) Not necessarily additional restrictions, just consultation?

    ———————————————-

Which led to my questions to Brian Winter Elwha River Project Manager on the funding and planning for the removal of the Elwha Dams.

I was just asking? Just saying? In particular…

The ONP budget $$$ and plans for removal of the Elwha dams in the Elwha district included flood barriers and restoration (among other things)

The ONP budget and plans for removal of the Elwha dams in the Elwha district included
    flood barriers for the tribes?

I asked Flood barriers? only to protect the Elwha tribe? Flood barriers? only protect tribal land?

I asked Brian to correct me if I was wrong.

    He did. emphatically…

Flood barriers were provided for  the tribes and private property on the West side of the mouth of the Elwha River and And, flood barriers were provided for private homes down stream from the dam removals.

    —————————————————–

    I am certain, that…
Flood barriers were in place to protect all tribal historic heritage sites and
to all protect tribal access, roads and trails
    ————————————————————————-

Feb 9, 2016 I’m asking for a response from  Brian on the following unanswered questions?

In particular…Funding and planning for the dams removal provided?
No flood barriers in the Elwha district to protect the best interest of citizens?
the, over 300,000 million national park visitors
No flood barriers? to protect citizens public and private access to roads and trails?
No flood barriers? to protect citizens public and private property?

    ——————————————————————

    I repeat for clarification, Brian’s emphatic answer…

In addition to the tribes protection, some private property and homes were given flood barriers in the funding and planning of the Elwha dam removals

Flood barriers were provided for  the tribes and private property on the West side of the mouth of the Elwha River and And, flood barriers were provided for private homes down stream from the dam removals.

    ———————————————————————-

I’m asking for a response from  Brian on the following unanswered questions?

Funding and planning for the dams removal provided?
No flood barriers? to protect citizens public and private land, trails, campgrounds campsites and facilities?
No flood barriers? to protect citizens historic heritage sites?
No flood barriers? to protect private property owners property?
    ——————————————————————————–

I directed additional questions to Brian Winter, as the  Elwha River Project Manager on the funding and planning for the removal of the Elwha Dams.

The ONP budget $$$ and plans for removal of the Elwha dams in the Elwha district included restoration (among other things)

I received no response to these questions from Brian.

Elwha River restoration? Just restoration and planting of native plants?

No restoration $$$ for public and private roads and trails?
No restoration $$$ for access into Elwha district the Olympic National Park?
No restoration $$$ for public and private campgrounds campsites and facilities?
No restoration for citizens Elwha district historic heritage sites?
    ————————————————————–
Did the ONP budget and plans for removal of the Elwha dams in the Elwha district included or require mitigation and compensation $$$ for the flood damage caused to the private landowner campsite’s, inside the park, downstream from the dam removal?

full text Emergency Relief for Federally Owned Roads (ERFO)

On December 4, 2015, the Fixing America’s Surface Transportation Act of 2015 (the “FAST Act” or “Highway Funding Act”) was signed into law replacing MAP-21. We are in the process of revising the information on this page to address this new legislation.

The Emergency Relief for Federally Owned Roads Program, or ERFO Program, was established to assist federal agencies with the repair or reconstruction of tribal transportation facilities, federal lands transportation facilities, and other federally owned roads that are open to public travel, which are found to have suffered serious damage by a natural disaster over a wide area or by a catastrophic failure.

The intent of the ERFO program is to pay the unusually heavy expenses for the repair and reconstruction of eligible facilities.

The ERFO program is not intended to cover all repair costs but rather supplement Federal Land Management Agency (FLMA) repair programs. Repairs are classified as either emergency or permanent repairs.

Emergency repairs are those repairs undertaken during or immediately after a disaster to restore essential traffic, to minimize the extent of damage, or to protect the remaining facilities. Prior approval is not required, however all other eligibility requirements of the program still apply.

Permanent repairs are those repairs undertaken after the occurrence of the disaster to restore facilities to their pre-disaster conditions. Prior approval is required.

The ERFO program provides assistance to other federal agencies whose roads meet the definition of “open to public travel” such as: Bureau of Reclamation; Department of Energy (previously under jurisdiction of the Bureau of Reclamation, i.e., owned by the Western Area Power Association); Department of Defense (Military Installation roads); and Surface Deployment and Distribution Command (Defense Access roads).

The Federal share payable for the repair of tribal transportation facilities, federal lands transportation facilities, and public roads on federal lands is 100 percent under the ERFO Program. Funds for the ERFO Program are provided from the Highway Trust Fund and the General Fund through the Emergency Relief Program for Federal-aid Highways. ERFO funds are not to duplicate assistance under another Federal program or compensation from insurance, cost share, or any other source.

The Office of Federal Lands Highway is responsible for efficient and effective management of public funds entrusted by Congress and for ensuring that the ERFO Program is administered consistent with laws, regulations, and policies.

Applicants are expected to prioritize the repair of ERFO projects that are in the public’s best interest, based on available funds. Federal agencies and local government entities have the responsibility to perform emergency repairs, shift project and program priorities, give emergency relief work prompt attention and priority over non-emergency work, and assist the Office of Federal Lands Highway in its stewardship and oversight responsibilities.

Subject: Information: Emergency Relief for Federally Owned Roads (ERFO) MAP-21 Program Guidance Date: December 11, 2012
    From: Joyce A. Curtis
Associate Administrator for Office of Federal Lands Highway
    In Reply Refer To: HFL-1
To: Federal Lands Highway Division Engineers

This purpose of this memorandum is to provide guidance for changes to the Emergency Relief for Federally Owned Roads (ERFO) program.

Section 1107 of the “Moving Ahead for Progress in the 21st Century Act” (MAP-21), enactedJuly 6, 2012, amended 23 U.S.C. 125 “Emergency Relief” as follows:

    • (e) TRIBAL TRANSPORTATION FACILITIES, FEDERAL LANDS TRANSPORTATION FACILITIES, AND PUBLIC ROADS ON FEDERAL LANDS.-
      • (1) DEFINITION OF OPEN TO PUBLIC TRAVEL.-In this subsection, the term ‘open to public travel’ means, with respect to a road, that, except during scheduled periods, extreme weather conditions, or emergencies, the road is open to the general public for use with a standard passenger vehicle, without restrictive gates or prohibitive signs or regulations, other than for general traffic control or restrictions based on size, weight, or class of registration.
      • (2) EXPENDITURE OF FUNDS.-Notwithstanding subsection (d)(1), the Secretary may expend funds from the emergency fund authorized by this section, independently or in cooperation with any other branch of the Federal Government, a State agency, a tribal government, an organization, or a person, for the repair or reconstruction of tribal transportation facilities, Federal lands transportation facilities, and other federally owned roads that are open to public travel, whether or not those facilities are Federal-aid highways.
      • (3) REIMBURSEMENT.-
        • (A) IN GENERAL.-The Secretary may reimburse Federal and State agencies (including political subdivisions) for expenditures made for projects determined eligible under this section, including expenditures for emergency repairs made before a determination of eligibility.
        • (B) TRANSFERS.-With respect to reimbursements described in subparagraph (A)-
          • (i) those reimbursements to Federal agencies and Indian tribal governments shall be transferred to the account from which the expenditure was made, or to a similar account that remains available for obligation; and
          • (ii) the budget authority associated with the expenditure shall be restored to the agency from which the authority was derived and shall be available for obligation until the end of the fiscal year following the year in which the transfer occurs.

Section 1508 of MAP-21 amended 23 U.S.C. 120 “Federal share payable” as follows:

    • (e) EMERGENCY RELIEF.-The Federal share payable for any repair or reconstruction provided for by funds made available under section 125 for any project on a Federal-aid highway, including the Interstate System, shall not exceed the Federal share payable on a project on the system as provided in subsections (a) and (b), except that-
      • (1) the Federal share payable for eligible emergency repairs to minimize damage, protect facilities, or restore essential traffic accomplished within 180 days after the actual occurrence of the natural disaster or catastrophic failure may amount to 100 percent of the cost of the repairs;
      • (2) the Federal share payable for any repair or reconstruction of Federal land transportation facilities, Federal land access transportation facilities, and tribal transportation facilities may amount to 100 percent of the cost of the repair or reconstruction;

Effective October 1, these provisions will be implemented as follows:

    • In addition to tribal transportation facilities and Federal lands transportation facilities, other Federally owned roads that are “open to public travel”, whether or not those facilities are Federal-aid highways, are eligible for ERFO funds. This provides ERFO eligibility to Federally owned roads that may not meet the definition of a tribal transportation facility or a Federal lands transportation facility. The intent of this provision is to focus the limited ERFO funds on those facilities that are surfaced and maintained for standard passenger vehicles. Therefore, roads passable ONLY by high-clearance vehicles are not eligible for ERFO under this provision. High clearance roads no longer eligible for ERFO may be eligible for assistance under FEMA or other programs.
    • To be eligible for ERFO funding under 23 U.S.C. 125(e)(2), trails and transit systems must be included in the inventory of Tribal or Federal Lands Transportation Facilities. Trails included in the inventory should provide access to high-use recreation sites or Federal economic generators.
    • Section 125(e)(3) of title 23, United States Code, was amended to add language affecting the reimbursement to Federal Land Management Agencies (FLMAs). When FLMAs use their own funds for emergency and permanent repairs, ERFO funds can go back to the FLMAs original account or a similar account and remains available for obligation. Additionally, the budget authority shall be restored to the agency from which the authority was derived and shall be available for obligation until the end of the following fiscal year.
    • The Forest Highway program is repealed at the end of FY12. Forest Highways are no longer eligible for ERFO funding, unless they are Federally-owned roads that meet the requirements of 23 U.S.C. 125(e). Other State and local roads that do not meet the requirements of 23 U.S.C. 125(e) may be eligible under the Federal-aid Emergency Relief program or FEMA.
    • For eligible ERFO repairs accomplished more than 180 days after the occurrence of the natural disaster or catastrophic failure on facilities other than those meeting the definition of a Federal land transportation facility or tribal transportation facility, the Federal share payable shall be in accordance with 23 U.S.C. 120, including the sliding scale provision of 23 U.S.C. 120(b).
    • Federal land access transportation facilities are not eligible for ERFO funding under 23 U.S.C. 125.

Repairs for Program of Projects (POPs) approved prior to and after October 1 will proceed under MAP-21 provisions. See FHWA Treatment of Carryover Highway Program Funding table. If you have any further questions, please contact Mr. Sergio Mayorga at 202-366-9491.

    79. A Bill for the More General Diffusion of Knowledge, 18 …

As part of his work in revising the laws of Virginia during the late 1770s and early 1780s, Thomas Jefferson put forth a bill that has become one of his most enduring works on the subject of education: Bill 79, “A Bill for the More General Diffusion of Knowledge.” Its oft-quoted preamble reads as follows:

    ————————
Whereas it appeareth that however certain forms of government are better calculated than others to protect individuals in the free exercise of their natural rights, and are at the same time themselves better guarded against degeneracy, yet experience hath shewn, that even under the best forms,

    those entrusted with power have, in time, and by slow operations, perverted it into tyranny;

AND IT IS BELIEVED THAT THE MOST EFFECTUAL MEANS OF PREVENTING THIS WOULD BE, TO ILLUMINATE, AS FAR AS PRACTICABLE, THE MINDS OF THE PEOPLE AT LARGE,

    AND MORE ESPECIALLY TO GIVE THEM KNOWLEDGE OF THOSE FACTS, WHICH HISTORY EXHIBITETH, THAT, POSSESSED THEREBY OF THE EXPERIENCE OF OTHER AGES AND COUNTRIES, THEY MAY BE ENABLED TO KNOW AMBITION UNDER ALL ITS SHAPES, AND PROMPT TO EXERT THEIR NATURAL POWERS TO DEFEAT ITS PURPOSES;

And whereas it is generally true that that people will be happiest whose laws are best, and are best administered, and that laws will be wisely formed, and honestly administered, in proportion as those who form and administer them are wise and honest; whence it becomes expedient for promoting the publick happiness that those persons, whom nature hath endowed with genius and virtue, should be rendered by liberal education worthy to receive, and able to guard the sacred deposit of the rights and liberties of their fellow citizens, and that they should be called to that charge without regard to wealth, birth or other accidental condition or circumstance; but the indigence of the greater number disabling them from so educating, at their own expence, those of their children whom nature hath fitly formed and disposed to become useful instruments for the public, it is better that such should be sought for and educated at the common expence of all, than that the happiness of all should be confided to the weak or wicked:
    ——————————————————————–
The Bill was presented in the House of Delegates in 1778 and 1780, but was not passed; James Madison presented the bill several more times to the state legislature while Jefferson was serving in Paris as Minister to France. A much-revised version was finally passed into law in 1796 AS AN “ACT TO ESTABLISH PUBLIC SCHOOLS.”2

The Federal Role in Education 2011-2012
EDUCATION IS PRIMARILY A STATE AND LOCAL RESPONSIBILITY IN THE UNITED STATES. It is States and communities, as well as public and private organizations of all kinds, that establish schools and colleges, develop curricula, and determine requirements for enrollment and graduation.

THE STRUCTURE OF EDUCATION FINANCE IN AMERICA REFLECTS THIS PREDOMINANT STATE AND LOCAL ROLE.
OF AN ESTIMATED $1.15 TRILLION BEING SPENT NATIONWIDE ON EDUCATION AT ALL LEVELS FOR SCHOOL YEAR 2011-2012, A SUBSTANTIAL MAJORITY WILL COME FROM STATE, LOCAL, AND PRIVATE SOURCES. THIS IS ESPECIALLY TRUE AT THE ELEMENTARY AND SECONDARY LEVEL, WHERE ABOUT 87.7 PERCENT OF THE FUNDS WILL COME FROM NON-FEDERAL SOURCES.
That means the FEDERAL CONTRIBUTION TO ELEMENTARY AND SECONDARY EDUCATION IS ABOUT 10.8 PERCENT, WHICH INCLUDES FUNDS NOT ONLY FROM THE DEPARTMENT OF EDUCATION (ED)
BUT ALSO FROM OTHER FEDERAL AGENCIES, SUCH AS THE DEPARTMENT OF HEALTH AND HUMAN SERVICES’ HEAD START PROGRAM AND THE DEPARTMENT OF AGRICULTURE’S SCHOOL LUNCH PROGRAM.

    Knowledge is power (Quotation)
This phrase is often attributed to Francis Bacon, in his Meditationes Sacrae (1597).[1]
Thomas Jefferson used the phrase at least twice:
“this last establishment will probably be within a mile of Charlottesville, and four from Monticello, if the system should be adopted at all by our legislature who meet within a week from this time,

My hopes however are kept in check by the ordinary character of our state legislatures, THE MEMBERS OF WHICH DO NOT GENERALLY POSSESS INFORMATION ENOUGH TO PERCIEVE THE IMPORTANT TRUTHS, THAT KNOLEGE IS POWER, THAT KNOLEGE IS SAFETY, AND THAT KNOLEGE IS HAPPINESS.”

    – Thomas Jefferson to George Ticknor, 25 November 1817[2]
“All the states but our own are sensible that knolege is power.”

This is an unedited opinion of an American citizen. It is worth reading, Democratic or Republican, and it is worth sharing.

I had hoped that setting up a website would give “We the people” a condensed running forum, a day by day, blow by blow account from ANY American, State, County, city citizens that had knowledge or concerns?

Where anyone could go, read, find out, relate, expose, share and comment on anything.

    I received this email

re: “This Guy Says It All”

I am the Democratic and the Republican Liberal-Progressive’s worst nightmare. I am a White, Conservative, Tax-Paying, American Veteran, Gun Owning Biker. I am a Master leatherworker. I work hard and long hours with my hands to earn a living.

I believe in God and the freedom of religion, but I don’t push it on others. I ride Harley Davidson Motorcycles, drive American made cars, and I believe in American products and buy them whenever I can.

I believe the money I make belongs to me and not some liberal governmental functionary, Democratic or Republican, that wants to share it with others who don’t work!

I’m in touch with my feelings and I like it that way!

I think owning a gun doesn’t make you a killer; it makes you a smart American.

I think being a minority does not make you noble or victimized, and does not entitle you to anything. Get over it!

I believe that if you are selling me a Big Mac or any other item, you should do it in English.

I believe there should be no other language option.

I believe everyone has a right to pray to his or her God when and where they want to.

My heroes are Malcolm Forbes, Bill Gates, John Wayne, Babe Ruth, Roy Rogers, and Willie G. Davidson, who makes the awesome Harley Davidson Motorcycles.

I don’t hate the rich. I don’t pity the poor.

I know wrestling is fake and I don’t waste my time watching or arguing about it.

I’ve never owned a slave, nor was I a slave. I haven’t burned any witches or been persecuted by the Turks, and neither have you!

I believe if you don’t like the way things are here, go back to where you came from and change your own country!

This is AMERICA …We like it the way it is and more so the way it was…so stop trying to change it to look like Russia, China, or some other socialist country!

If you were born here and don’t like it…you are free to move to any Socialist country that will have you. I believe it is time to really clean house, starting with the White House, the seat of our biggest problems.

I want to know which church is it, exactly, where the Reverend Jesse Jackson preaches, where he gets his money, and why he is always part of the problem and not the solution? Can I get an AMEN on that one?

I also think the cops have the right to pull you over if you’re breaking the law, regardless of what color you are, but not just because you happen to ride a bike.

And, no, I don’t mind having my face shown on my driver’s license. I think it’s good. And I’m proud that ‘God’ is written on my money.

I think if you are too stupid to know how a ballot works, I don’t want you deciding who should be running the most powerful nation in the world for the next four years.

I dislike those people standing in the intersections trying to sell me stuff or trying to guilt me into making ‘donations’ to their cause. Get a job and do your part to support yourself and your family!

I believe that it doesn’t take a village to raise a child, it takes two parents.

I believe ‘illegal’ is illegal no matter what the lawyers think!

I believe the American flag should be the only one allowed in AMERICA!

If this makes me a BAD American, then yes, I’m a BAD American.

If you are a BAD American too, please forward this to everyone you know.

We want our country back! My Country. I hope this offends all illegal aliens.

My great, great, great, great grandfather watched and bled as his friends died in the Revolution and the War of 1812. My great, great, great grandfather watched as his friends died in the Mexican American War. My great, great grandfather watched as his friends and brothers died in the Civil War. My great grandfather watched as his friends died in the Spanish-American War. My grandfather watched, as his friends died in WW I. My father watched as his friends died in WW II.

I watched as my friends died in Vietnam, Panama, and Desert Storm. My son watched and bled as his friends died in Afghanistan and Iraq. None of them died for the Mexican Flag. Everyone died for the American flag.

Texas high school students raised a Mexican flag on a school flagpole and other students took it down. Guess who was expelled? The students who took it down.

California High School students were sent home on Cinco de Mayo, because they wore T-shirts with the American flag printed on them.

    Enough is enough

This message needs to be viewed by every American; and every American needs to stand up for America.

We’ve bent over to appease the America-haters long enough. I’m taking a stand.

I’m standing up because the hundreds of thousands who died fighting in wars for this country, and for the American flag.

THE LAST BITE. A PENINSULA STUDY? FROM 97

An interesting outsiders view of Peninsula insiders
Olympic Pen and Quinault observation, published in 1997, by then undergraduate at UW, during the previous conflicts with environmentalist, logging, resources, spotted owl and social/political conflicts. JUST LIKE READING OUR DAILY NEWS TODAY, yet 97 still seems like yesterday. I wonder what this guy would have to say today, with the Land and Water Grabs, massive Conservation Movements, debris fed Wildland fires, Forest Service Sellout/Lockout of Public Lands, Federal/Tribal Partnership bed down, EW Wilderness Warfare, Jet Pollution
    AND NOW OLYMPEX
making sure we are UN micro monitored to quench their thirst, from Americas blood. PLUS the surround and attack set up now marking us a military hotspot target, by possible enemy attacks. A bullseye! Boots on the ground will continue to push their way around.
What would this guy say about our “new” thoroughfare out in the river? Building the “new Floodplain by Design”, creating a “new wetland” after destroying the natural flowing old one. The Congressional puppet show has to prove that “No Child Left Behinder’s” show some worth, by giving those inexperienced “new” graduates a chance to try out their “new learned skills” acquired from “new” computer modeling software and with “new” 21st century “what if” speculations. In some instances incomplete assumptions altogether, can result in unnecessary irreparable damage . Mother nature doesn’t always work in structural regularity or conduct itself by the books. Science? Science has taken on a peculiar detour in definition. “New” science is anything one wants it to be or mean in today’s world. Science doesn’t even need a purpose. A continual never ending study. A curiosity. To either kill the cat or nurture it into a predatory state.

    To Whom it May Concern

    Just asking? Just Saying….

    DO YOU TRUST THE GOVERNMENT?

My neighbor asked, “WHAT ELSE are they going to use OLYMPEX for?”

ARE YOU SMARTER THEN A 5TH GRADER?

If you connect the dots… THE (GPM) COVERS “JUST” THE ENTIRE EARTH. THE (GV) IS GROUND VALIDATION?

    INDEED….
THIS NASA SATELLITE TOGETHER WITH THE NASDA SPACE AGENCY OF JAPAN, will serve as a calibration reference for a constellation of SATELLITES operated by SEVERAL COUNTRIES. It is crucial to???? Completing the SATELLITE SURVEILLANCE coverage of the entire Earth?

THIS UNIQUE VENUE? THE OLYMPIC PENINSULA? IS THE “IDEAL?” OR? “THE ONLY LOCATION” WITH THE “IDEAL SIZE” THOUSANDS OF ACRES OF UNDEVELOPED LAND FOR A FIELD CAMPAIGN INVOLVING AIRCRAFT, RADARS AND OTHER GROUND-BASED SENSORS, AND OTHER? a SATELLITE with a dual frequency (Ka and Ku band) radar and passive microwave sensors (10-183 GHz frequencies)

    DOES THIS SOUND FAMILIAR?

THE OLYMPIC PENINSULA ELECTRONIC WARFARE GAME PLAN….

Using similar? OR THE SAME technology? Covering the entire Pacific rim and CONTINUING THE DEVELOPMENT of Menwith Hill in the EU…. FOR completing GLOBAL SATELLITE SURVEILLANCE coverage of the entire Earth?

THE OLYMPIC PENINSULA ELECTRONIC WARFARE GAME PLAN….

CONSIDERING WHAT SATELLITE TECHNOLOGY HAS BECOME AND THE MULTIPURPOSES THEY ARE USED FOR….

For the understanding of a reasonable person

I AM JUST ASKING? IS THE OLYMPIC PENINSULA OLYMPEX “A WHAT ELSE ” MULTIPURPOSE GLOBAL PROJECT?

    Under WHAT ELSE?
    Lois asked….
Did anyone mention the cost and who is paying for it?

HOW MANY MORE MULTIPURPOSE GLOBAL PROJECTS?
