    The 4th grader told her Grandmother. The grandmother was going to file a formal complaint with the school. But, when she told her husband, the girl’s grandfather, he said

    Last night, I’d had a belly full of the watching the media politico Pundits blah..blah…Ad Nauseam.  Sick of “IT” the liberal pundits  trash talk on CNN and the Conservatives’ pundits trash talk on FOX.

    So, I decided to watch C-SPAN, the members of the  US House of Reps were supposed to be voting on important amendments to the budget? At least that was what the guy at the podium  said. Two minute electronic vote on amendment whatever. The members of the US House of Representatives were all wandering around, coming in and out of the chamber, having side conversations and chatting each other up…

    Process and daily activities should be comprehensible to both its members and their constituents.

    When the guy at the podium said. Two minute electronic vote on amendment whatever, I expected him to bang down the gavel and bring the house to order…

    THIS IS INCOMPREHENSIBLE

    HE DID NOT, when he announced the two minute electronic vote on important amendments to the budget not one member of the house even looked up, their important votes, on important amendments were done while all the members of the US House of Representatives were “LACKADAISICALLY”  wandering around, coming in and out of the chamber, having side conversations and chatting each other up…

    WITH ALL DUE RESPECT

    WILL SOMEBODY PLEASE TAKE CHARGE

    In the House, Democrats on Thursday ended their 25-hour sit-in — a protest Speaker Paul D. Ryan called a high-profile stunt that undermined the basic institutions of government.

    “One of the things that makes our country strong is our institutions,” Mr. Ryan, Republican of Wisconsin, said at a news conference AS DEMOCRATS CONTINUED TO LAY SIEGE TO THE HOUSE CHAMBER. “No matter how bad things get in this country, we have a basic structure that ensures a functioning democracy. We can disagree on policy, but we do so within the bounds of order and respect for the system. Otherwise, it all falls apart.”

    My fellow Americans:

    The sudden criminal attacks perpetrated by the Japanese in the Pacific provide the climax of a decade of international immorality.

    Powerful and resourceful gangsters have banded together to make war upon the whole human race. Their challenge has now been flung at the United States of America. The Japanese have treacherously violated the long-standing peace between us. Many American soldiers and sailors have been killed by enemy action. American ships have been sunk; American airplanes have been destroyed.

    The Congress and the people of the United States have accepted that challenge.

    Together with other free peoples, we are now fighting to maintain our right to live among our world neighbors in freedom and in common decency, without fear of assault.

    I have prepared the full record of our past relations with Japan, and it will be submitted to the Congress. It begins with the visit of Commodore Perry to Japan 88 years ago. It ends with the visit of two Japanese emissaries to the Secretary of State last Sunday, an hour after Japanese forces had loosed their bombs and machine guns against our flag, our forces, and our citizens.

    I can say with utmost confidence that no Americans, today or a thousand years hence, need feel anything but pride in our patience and in our efforts through all the years toward achieving a peace in the Pacific which would be fair and honorable to every Nation, large or small. And no honest person, today or a thousand years hence, will be able to suppress a sense of indignation and horror at the treachery committed by the military dictators of Japan, under the very shadow of the flag of peace borne by their special envoys in our midst.

    The course that Japan has followed for the past ten years in Asia has paralleled the course of Hitler and Mussolini in Europe and in Africa. Today, it has become far more than a parallel. It is actual collaboration so well calculated that all the continents of the world, and all the oceans, are now considered by the Axis strategists as one gigantic battlefield.

    In 1931, ten years ago, Japan invaded Manchukuo—without warning.

    In 1935, Italy invaded Ethiopia—without warning.

    In 1938, Hitler occupied Austria —without warning.

    In 1939, Hitler invaded Czechoslovakia- without warning.

    Later in 1939, Hitler invaded Poland- without warning.

    In 1940, Hitler invaded Norway, Denmark, the Netherlands, Belgium, and Luxembourg- without warning.

    In 1940, Italy attacked France and later Greece—without warning.

    And this year, in 1941, the Axis powers attacked Yugoslavia and Greece and they dominated the Balkans—without warning. In 1941, also, Hitler invaded Russia—without warning.

    And now Japan has attacked Malaya and Thailand—and the United States—without warning.

    It is all of one pattern.

    We are now in this war. We are all in it- all the way. Every single man, woman, and child is a partner in the most tremendous undertaking of our American history. We must share together the bad news and the good news, the defeats and the victories—the changing fortunes of war.

    So far, the news has been all bad. We have suffered a serious set-back in Hawaii. Our forces in the Philippines, which include the brave people of that Commonwealth, are taking punishment, but are defending themselves vigorously. The reports from Guam and Wake and Midway islands are still confused, but we must be prepared for the announcement that all these three outposts have been seized.

    The casualty lists of these first few days will undoubtedly be large. I deeply feel the anxiety of all of the families of the men in our armed forces and the relatives of people in cities which have been bombed. I can only give them my solemn promise that they will get news just as quickly as possible.

    This Government will put its trust in the stamina of the American people, and will give the facts to the public just as soon as two conditions have been fulfilled: first, that the information has been definitely and officially confirmed; and, second, that the release of the information at the time it is received will not prove valuable to the enemy directly or indirectly.

    Most earnestly I urge my countrymen to reject all rumors. These ugly little hints of complete disaster fly thick and fast in wartime. They have to be examined and appraised.

    As an example, I can tell you frankly that until further surveys are made, I have not sufficient information to state the exact damage which has been done to our naval vessels at Pearl Harbor. Admittedly the damage is serious. But no one can say how serious, until we know how much of this damage can be repaired and how quickly the necessary repairs can be made.

    I cite as another example a statement made on Sunday night that a Japanese carrier had been located and sunk off the Canal Zone. And when you hear statements that are attributed to what they call “an authoritative source,” you can be reasonably sure from now on that under these war circumstances the “authoritative source” is not any person in authority.

    Many rumors and reports which we now hear originate with enemy sources. For instance, today the Japanese are claiming that as a result of their one action against Hawaii they have gained naval supremacy in the Pacific. This is an old trick of propaganda which has been used innumerable times by the Nazis. The purposes of such fantastic claims are, of course, to spread fear and confusion among us, and to goad us into revealing military information which our enemies are desperately anxious to obtain.

    Our Government will not be caught in this obvious trap—and neither will the people of the United States.

    It must be remembered by each and every one of us that our free and rapid communication these days must be greatly restricted in wartime. It is not possible to receive full, speedy, accurate reports from distant areas of combat. This is particularly true where naval operations are concerned. For in these days of the marvels of radio it is often impossible for the commanders of various units to report their activities by radio at all, for the very simple reason that this information would become available to the enemy, and would disclose their position and their plan of defense or attack.

    Of necessity there will be delays in officially confirming or denying reports of operations but we will not hide facts from the country if we know the facts and if the enemy will not be aided by their disclosure.

    To all newspapers and radio stations—all those who reach the eyes and ears of the American people—I say this: You have a most grave responsibility to the Nation now and for the duration of this war.

    If you feel that your Government is not disclosing enough of the truth, you have every right to say so.     Every citizen, in every walk of life,. shares this same responsibility. The lives of our soldiers and sailors- the whole future of this Nation—depend upon the manner in which each and every one of us fulfills his obligation to our country.

    Now a word about the recent past—and the future. A year and a half has elapsed since the fall of France, when the whole world first realized the mechanized might which the Axis Nations had been building for so many years. America has used that year and a half to great advantage. Knowing that the attack might reach us in all too short a time, we immediately began greatly to increase our industrial strength and our capacity to meet the demands of modern warfare.

    Precious months were gained by sending vast quantities of our war material to the Nations of the world still able to resist Axis aggression. Our policy rested on the fundamental truth that the defense of any country resisting Hitler or Japan was in the long run the defense of our own country. That policy has been justified. It has given us time, invaluable time, to build our American assembly lines of production.

    Assembly lines are now in operation. Others are being rushed to completion. A steady stream of tanks and planes, of guns and ships, and shells and equipment—that is what these eighteen months have given us.

    But it is all only a beginning of what still has to be done. We must be set to face a long war against crafty and powerful bandits. The attack at Pearl Harbor can be repeated at any one of many points, points in both oceans and along both our coast lines and against all the rest of the hemisphere.

    It will not only be a long war, it will be a hard war. That is the basis on which we now lay all our plans. That is the yardstick by which we measure what we shall need and demand; money, materials, doubled and quadrupled production—ever-increasing. The production must be not only for our own Army and Navy and Air Forces. It must reinforce the other armies and navies and air forces fighting the Nazis and the war lords of Japan throughout the Americas and throughout the world.

    I have been working today on the subject of production. Your Government has decided on two broad policies.

    The first is to speed up all existing production by working on a seven-day-week basis in every war industry, including the production of essential raw materials.

    The second policy, now being put into form, is to rush additions to the capacity of production by building more new plants, by adding to old plants, and by using the many smaller plants for war needs.

    Over the hard road of the past months, we have at times met obstacles and difficulties, divisions and disputes, indifference and callousness. That is now all past—and, I am sure, forgotten.

    The fact is that the country now has an organization in Washington built around men and women who are recognized experts in their own fields. I think the country knows that the people who are actually responsible in each and every one of these many fields are pulling together with a teamwork that has never before been excelled.

    On the road ahead there lies hard work—grueling workday and night, every hour and every minute.

    I was about to add that ahead there lies sacrifice for all of us.

    But it is not correct to use that word. The United States does not consider it a sacrifice to do all one can, to give one’s best to our Nation, when the Nation is fighting for its existence and its future life.

    It is not a sacrifice for any man, old or young, to be in the Army or the Navy of the United States. Rather is it a privilege.

    It is not a sacrifice for the industrialist or the wage earner, the farmer or the shopkeeper, the trainman or the doctor, to pay more taxes, to buy more bonds, to forego extra profits, to work longer or harder at the task for which he is best fitted. Rather is it a privilege.

    It is not a sacrifice to do without many things to which we are accustomed if the national defense calls for doing without.

    A review this morning leads me to the conclusion that at present we shall not have to curtail the normal use of articles of food. There is enough food today for all of us and enough left over to send to those who are fighting on the same side with us.

    But there will be a clear and definite shortage of metals of many kinds for civilian use, for the very good reason that in our increased program we shall need for war purposes more than half of that portion of the principal metals which during the past year have gone into articles for civilian use. Yes, we shall have to give up many things entirely.

    And I am sure that the people in every part of the Nation are prepared in their individual living to win this war. I am sure that they will cheerfully help to pay a large part of its financial cost while it goes on. I am sure they will cheerfully give up those material things that they are asked to give up.

    And I am sure that they will retain all those great spiritual things without which we cannot win through.

    I repeat that the United States can accept no result save victory, final and complete. Not only must the shame of Japanese treachery be wiped out, but the sources of international brutality, wherever they exist, must be absolutely and finally broken.

    In my message to the Congress yesterday I said that we “will make it very certain that this form of treachery shall never again endanger us.” In order to achieve that certainty, we must begin the great task that is before us by abandoning once and for all the illusion that we can ever again isolate ourselves from the rest of humanity.

    In these past few years- and, most violently, in the past three days- we have learned a terrible lesson.

    And what we all have learned is this:

    Your Government knows that for weeks Germany has been telling Japan that if Japan did not attack the United States, Japan would not share in dividing the spoils with Germany when peace came. She was promised by Germany that if she came in she would receive the complete and perpetual control of the whole of the Pacific area—and that means not only the Far East, but also all of the islands in the Pacific, and also a stranglehold on the west coast of North, Central, and South America.

    We know also that Germany and Japan are conducting their military and naval operations in accordance with a joint plan. That plan considers all peoples and Nations which are not helping the Axis powers as common enemies of each and every one of the Axis powers.

    That is their simple and obvious grand strategy. And that is why the American people must realize that it can be matched only with similar grand strategy. We must realize for example that Japanese successes against the United States in the Pacific are helpful to German operations in Libya; that any German success against the Caucasus is inevitably an assistance to Japan in her operations against the Dutch East Indies; that a German attack against Algiers or Morocco opens the way to a German attack against South America, and the Canal.

    On the other side of the picture, we must learn also to know that guerrilla warfare against the Germans in, let us say, Serbia or Norway helps us; that a successful Russian offensive against the Germans helps us; and that British successes on land or sea in any part of the world strengthen our hands.

    Remember always that Germany and Italy, regardless of any formal declaration of war, consider themselves at war with the United States at this moment just as much as they consider themselves at war with Britain or Russia. And Germany puts all the other Republics of the Americas into the same category of enemies. The people of our sister Republics of this hemisphere can ‘be honored by that fact.

    The true goal we seek is far above and beyond the ugly field of battle. When we resort to force, as now we must, we are determined that this force shall be directed toward ultimate good as well as against immediate evil. We Americans are not destroyers —we are builders.

    We are now in the midst of a war, not for conquest, not for vengeance, but for a world in which this Nation, and all that this Nation represents, will be safe for our children. We expect to eliminate the danger from Japan, but it would serve us ill if we accomplished that and found that the rest of the world was dominated by Hitler and Mussolini.

    We are going to win the war and we are going to win the peace that follows.

    And in the difficult hours of this day—through dark days that may be yet to come- we will know that the vast majority of the members of the human race are on our side.     1. FEMA  flood specific

    The Federal Insurance and Mitigation Administration (FIMA) manages the NFIP.

    National Flood Insurance Program (NFIP).

    Flood coverage costs an average of $570 a year, up 4% from 2009. And those costs are expecting to keep rising, says Drew Woodbury, an equity analyst covering insurance at Morningstar.

    Over 10 years, flood insurance premiums could cost up to $27,340, for a high-risk home with $250,000 in coverage to rebuild the house and $100,000 to cover the contents, according to the Federal Emergency Management Agency

    My comment is, the wider the DOE SMP Clallam County flood plains,  the more private property owners will be required  to pay for this.

     If MITIGATION is your middle name? You are probably a government agency.

    Of course, CLALLAM COUNTY HOMEOWNERS can also avoid these expenses by moving to less disaster-prone areas. Individuals can research the country’s earthquake and FLOOD ZONES  for CHEAPER places to live.

    • Do You Need Disaster Insurance?

    The earthquake and tsunami in northern Japan has prompted homeowners everywhere to double-check their coverage. But those who decide that more coverage will help them sleep better may find an unpleasant surprise: Premiums are expected to spike.

    The costs of earthquake insurance and flood coverage were already climbing, even before the disaster in Japan (and that, analysts say, won’t help pricing either). Earthquake insurance premiums jumped by as much as 58% in some regions, says Mike Chaney, commissioner of insurance for Mississippi. They now costs anywhere from $100 to $3,000 annually depending on where you live. Flood coverage costs an average of $570 a year, up 4% from 2009. And those costs are expecting to keep rising, says Drew Woodbury, an equity analyst covering insurance at Morningstar.

    What’s driving the uptick? Insurance premiums move up after more claims are filed, and over the past few years U.S. homeowners have filed thousands of claims related to the series of hurricanes in the South and Midwest, says Chaney. Another jump in claims is expected next year if more devastating hurricanes and other natural disasters occur. On top of that, a proposal in Congress could also boost annual premiums by as much as 20% as part of a plan to overhaul the federal government’s flood insurance program, itself underwater by $18 billion.

    These higher premiums come just as natural disasters are happening more frequently, says David Neal, director at Oklahoma State University’s Center for the Study of Disasters and Extreme Events. There is now a 50% chance that at least one major hurricane will hit the East Coast this year, up from 31% historically, according to a study from Colorado State University. Earthquakes are also becoming more common: On average, 15 magnitude-7 earthquakes occur worldwide each year, says Dr. Harley Benz, a seismologist at the U.S. Geological Survey. But in 2010, that number spiked to 21, and already this year there have been seven, according to the USGS.

    Not every homeowner needs the extra coverage. But while basic homeowners’ insurance usually protects again fire and lighting, it often doesn’t cover floods, earthquakes and other natural disasters. Consumers instead need to purchase additional policies. One thing to consider, say experts: Do you stand to lose more paying premiums every year or saving that money to possibly pay for repairs should a disaster occur? Over 10 years, flood insurance premiums could cost up to $27,340, for a high-risk home with $250,000 in coverage to rebuild the house and $100,000 to cover the contents, according to the Federal Emergency Management Agency, which runs the National Flood Insurance Program. The typical cost to repair a basement after a flood of six inches is about $25,000, not including the cost of replacing furniture, appliances or belongings, according to FEMA.

    Of course, homeowners can also avoid these expenses by moving to less disaster-prone areas. Individuals can research the country’s earthquake and flood zones for safer places to live. Also, before moving, check with a lender; most will tell borrowers they’re moving into a high-risk flood zone and make sure they sign up for flood insurance.

    A BILL FOR THE MORE GENERAL DIFFUSION OF KNOWLEDGE (continued)

    SECT. II. BE it therefore enacted by the General Assembly, that in every county within this commonwealth, there shall be chosen annually, by the electors qualified to vote for Delegates, three of the most honest and able men of their county, to be called the Aldermen of the county; and that the election of the said Aldermen shall be held at the same time and place, before the same persons, and notified and conducted in the same manner as by law is directed for the annual election of Delegates for the county.

    SECT. III. THE person before whom such election is holden shall certify to the court of the said county the names of the Aldermen chosen, in order that the same may be entered of record, and shall give notice of their election to the said Aldermen within a fortnight after such election.

    SECT. IV. THE said Aldermen on the first Monday in October, if it be fair, and if not, then on the next fair day, excluding Sunday, shall meet at the court-house of their county, and proceed to divide their said county into hundreds, bounding the same by water courses, mountains, or limits, to be run and marked, if they think necessary, by the county surveyor, and at the county expence, regulating the size of the said hundreds, according to the best of their discretion, so as that they may contain a convenient number of children to make up a school, and be of such convenient size that all the children within each hundred may daily attend the school to be established therein, distinguishing each hundred by a particular name; which division, with the names of the several hundreds, shall be returned to the court of the county and be entered of record, and shall remain unaltered until the increase or decrease of inhabitants shall render an alteration necessary, in the opinion of any succeeding Aldermen, and also in the opinion of the court of the county.

OVER ten of these schools (or such other number nearest thereto, as the number of hundreds in the county will admit, without fractional divisions) an overseer shall be appointed annually by the Aldermen at their first meeting, eminent for his learning, integrity, and fidelity to the commonwealth, whose business and duty it shall be, from time to time, to appoint a teacher to each school, who shall give assurance of fidelity to the commonwealth, and to remove him as he shall see cause; to visit every school once in every half year at the least, to examine the schollars; see that any general plan of reading and instruction recommended by the visiters of William and Mary College shall be observed; and to superintend the conduct of the teacher in every thing relative to his school.

     

    SECT. VIII. EVERY teacher shall receive a salary of by the year, which, with the expences of building and repairing the school houses, shall be provided in such manner as other county expences are by law directed to be provided and shall also have his diet, lodging, and washing found him, to be levied in like manner, save only that such levy shall be on the inhabitants of each hundred for the board of their own teacher only.

     

    SECT. IX. And if a majority of the overseers present should not concur in their choice of any one place proposed, the method of determining shall be as follows: If two places only were proposed, and the votes be divided, they shall decide between them by fair and equal lot; if more than two places were proposed, the question shall be put on those two which on the first division had the greater number of votes; or if no two places had a greater number of votes than the others, as where the votes shall have been equal between one or both of them and some other or others, then it shall be decided by fair and equal lot (unless it can be agreed by a majority of votes) which of the places having equal numbers shall be thrown out of the competition, so that the question shall be put on the remaining two, and if on this ultimate question the votes shall be equally divided, it shall then be decided finally by lot.

     

    SECT. X. THE said overseers having determined the place at which the grammer school for their district shall be built, shall forthwith (unless they can otherwise agree with the proprietors of the circumjacent lands as to location and price) make application to the clerk of the county in which the said house is to be situated, who shall thereupon issue a writ, in the nature of a writ of ad quod damnum, directed to the sheriff of the said county commanding him to summon and impannel twelve fit persons to meet at the place, so destined for the grammer school-house, on a certain day, to be named in the said writ, not less than five, nor more than ten, days from the date thereof; and also to give notice of the same to the proprietors and tenants of the lands to be viewed, if they be to be found within the county, and if not, then to their agents therein if any they have. Which freeholders shall be charged by the said sheriff impartially, and to the best of their skill and judgement to view the lands round about the said place, and to locate and circumscribe, by certain metes and bounds, one hundred acres thereof, having regard therein principally to the benefit and convenience of the said school, but respecting in some measure also the convenience of the said proprietors, and to value and appraise the same in so many several respective interests and estates therein. And after such location and appraisement so made, the said sheriff shall forthwith return the same under the hands and seals of the said jurors, together with the writ, to the clerk’s office of the said county and the right and property of the said proprietors and tenants in the said lands so circumscribed shall be immediately devested and be transferred to the commonwealth for the use of the said grammar school, in full and absolute dominion, any want of consent or disability to consent in the said owners or tenants notwithstanding. But it shall not be lawful for the said overseers so to situate the said grammar school-house, nor to the said jurors so to locate the said lands, as to include the mansion-house of the proprietor of the lands, nor the offices, curtilage, or garden, thereunto immediately belonging.

     

    SECT. XI. THE said overseers shall forthwith proceed to have a house of brick or stone, for the said grammar school, with necessary offices, built on the said lands, which grammer school-house shall contain a room for the school, a hall to dine in, four rooms for a master and usher, and ten or twelve lodging rooms for the scholars.

     

    SECT. XII. TO each of the said grammar schools shall be allowed out of the public treasury, the sum of pounds, out of which shall be paid by the Treasurer, on warrant from the Auditors, to the proprietors or tenants of the lands located, the value of their several interests as fixed by the jury, and the balance thereof shall be delivered to the said overseers to defray the expence of the said buildings.

     

    SECT. XIII. IN these grammar schools shall be taught the Latin and Greek languages, English grammar, geography, and the higher part of numerical arithmetick, to wit, vulgar and decimal fractions, and the extraction of the square and cube roots.

     

    SECT. XIV. A visiter from each county constituting the district shall be appointed, by the overseers, for the county, in the month of October annually, either from their own body or from their county at large, which visiters or the greater part of them, meeting together at the said grammar school on the first Monday in November, if fair, and if not, then on the next fair day, excluding Sunday, shall have power to choose their own Rector, who shall call and preside at future meetings, to employ from time to time a master, and if necessary, an usher, for the said school, to remove them at their will, and to settle the price of tuition to be paid by the scholars. They shall also visit the school twice in every year at the least, either together or separately at their discretion, examine the scholars, and see that any general plan of instruction recommended by the visiters of William and Mary College shall be observed. The said masters and ushers, before they enter on the execution of their office, shall give assurance of fidelity to the commonwealth.

     

    SECT. XV. A steward shall be employed, and removed at will by the master, on such wages as the visiters shall direct; which steward shall see to the procuring provisions, fuel, servants for cooking, waiting, house cleaning, washing, mending, and gardening on the most reasonable terms; the expence of which, together with the steward’s wages, shall be divided equally among all the scholars boarding either on the public or private expence. And the part of those who are on private expence, and also the price of their tuitions due to the master or usher, shall be paid quarterly by the respective scholars, their parents, or guardians, and shall be recoverable, if withheld, together with costs, on motion in any Court of Record, ten days notice thereof being previously given to the party, and a jury impannelled to try the issue joined, or enquire of the damages. The said steward shall also, under the direction of the visiters, see that the houses be kept in repair, and necessary enclosures be made and repaired, the accounts for which, shall, from time to time, be submitted to the Auditors, and on their warrant paid by the Treasurer.

     

    SECT. XVI. EVERY overseer of the hundred schools shall, in the month of September annually, after the most diligent and impartial examination and enquiry, appoint from among the boys who shall have been two years at the least at some one of the schools under his superintendance, and whose parents are too poor to give them farther education, some one of the best and most promising genius and disposition, to proceed to the grammar school of his district; which appointment shall be made in the court-house of the county, on the court day for that month, if fair, and if not, then on the next fair day, excluding Sunday, in the presence of the Aldermen, or two of them at the least, assembled on the bench for that purpose, the said overseer being previously sworn by them to make such appointment, without favor or affection, according to the best of his skill and judgment, and being interrogated by the said Aldermen, either on their own motion, or on suggestions from the parents, guardians, friends, or teachers of the children, competitors for such appointment; which teachers shall attend for the information of the Aldermen. On which interrogatories the said Aldermen, if they be not satisfied with the appointment proposed, shall have right to negative it; whereupon the said visiter may proceed to make a new appointment, and the said Aldermen again to interrogate and negative, and so toties quoties until an appointment be approved.

     

    SECT. XVII. EVERY boy so appointed shall be authorised to proceed to the grammar school of his district, there to be educated and boarded during such time as is hereafter limited; and his quota of the expences of the house together with a compensation to the master or usher for his tuition, at the rate of twenty dollars by the year, shall be paid by the Treasurer quarterly on warrant from the Auditors.

     

    SECT. XVIII. A visitation shall be held, for the purpose of probation, annually at the said grammar school on the last Monday in September, if fair, and if not, then on the next fair day, excluding Sunday, at which one third of the boys sent thither by appointment of the said overseers, and who shall have been there one year only, shall be discontinued as public foundationers, being those who, on the most diligent examination and enquiry, shall be thought to be of the least promising genius and disposition; and of those who shall have been there two years, all shall be discontinued, save one only the best in genius and disposition, who shall be at liberty to continue there four years longer on the public foundation, and shall thence forward be deemed a senior.

     

    SECT. XIX. THE visiters for the districts which, or any part of which, be southward and westward of James river, as known by that name, or by the names of Fluvanna and Jackson’s river, in every other year, to wit, at the probation meetings held in the years, distinguished in the Christian computation by odd numbers, and the visiters for all the other districts at their said meetings to be held in those years, distinguished by even numbers, after diligent examination and enquiry as before directed, shall chuse one among the said seniors, of the best learning and most hopeful genius and disposition, who shall be authorised by them to proceed to William and Mary College, there to be educated, boarded, and clothed, three years; the expence of which annually shall be paid by the Treasurer on warrant from the Auditors.

    The Bill was presented in the House of Delegates in 1778 and 1780, but was not passed; James Madison  presented the bill several more times to the state legislature while Jefferson was serving in Paris as Minister to France. A much-revised version was finally passed into law in 1796 as an “Act to Establish Public Schools.”

    I have been researching documenting and commenting on the Clallam County Shoreline Management Plan Update since Jan.26, 2011.

    I  have 156 SMP Public Comments posted on the SMP website on the CUMULATIVE IMPACT OF THE SMP UPDATE ON THE 3300 VESTED PRIVATE SHORELINE PROPERTY OWNERS IN CLALLAM COUNTY WA.

    But? Then?  WHAT DO I KNOW ABOUT THE SMP UPDATE WEBSITE?

    The vast majority of my “CUMULATIVE IMPACT” SMP Public Comments on “We The People” have been posted  and coded as “GENERAL COMMENTS?”.

    How could a thing like that happen?

    The  Nov. 2014 Clallam County SMP Updated Draft?

    By his own admission to me, with no help from ESA facilitator, Margaret Clancy, Steve Gray, Deputy Director/Planning Manager has completely rewritten, revised, altered, edited, expanded, reworded, and RE-DRAFTED the the Clallam County Shoreline Management Update.

    Steve Gray has presented two meetings of his Updated SMP RE-DRAFTED SMP  to The Clallam County Planning Commission, ESA facilitator, Margaret Clancy, is assisting him.

    I strenuously object to the hastily rewritten RE-DRAFTED SMP Update presentations of maps and language. Using  the ESA consultants and ECOLOGY’S SUSTAINABILITY NO NET LOSS jargon,

    Sometimes including a brief stop to mention the  Advisory Committee

    The  SMP GOBBLEDYGOOK being presented, using more words than necessary, especially to avoid expressing it directly,  to an ill-prepared Planning Commission, goes far beyond the understanding of a reasonable person. (why Lake Sutherland has a 35 foot setback)

    THE OVERLAPPING MAPS? UNUSUALLY  hard to understand THE SHALL AND MUST PROTECT  of , 200 foot setback, the critical areas set- backs, plus the exceptional feeder bluffs, plus the flood plain, plus the rivers meander line, PLUS THE ASSOCIATED WETLANDS, plus the protected wetland habitat,  and the mention of SEASONAL STREAMS…

    UNUSUALLY, HARD TO UNDERSTAND HARD TO SWALLOW.

    The new rules and wording added to our Nov. 2014   Shoreline Management Update by Steve Gray indicate that it is a done deal… plus the associated wetlands, plus seasonal streams.

    The changed suggested by the Army Corps of Engineers and the U.S.Environmental Protection Agency is being protested by the Pacific Legal Foundation, a group which has challenged water-related regulation before the Supreme Court — and won.

     And saying the word water, and more water, Indicates water, the movement of water, standing still water, the high water mark, failed to mention the difference between an SMP shoreline and the SMP shorelines of Statewide significance, past the  taking of  private property value, somebody, vested private property owners… 

    Sometimes including a brief stop to mention the  mitigation process, so a vested Clallam County private property owner can use and develop his own private property.

    With 29 members include some (5) vested private Clallam County citizens, but most (24) members of the committee represent environmental and other advocacy groups or are paid staff of the Department of Ecology (DOE), Department of Fish and Wildlife (DFW) and Puget Sound Partnership. The Tribes, The Serra club, and NGO special interest groups.

    Carbon Monoxide Awareness is an independent registered charity run “entirely” by unpaid volunteers founded by myself along with the charity’s Carbon Monoxide Awareness Week. The “Charity’s 9th Carbon Monoxide Awareness Week” runs from Monday 17th November to Sunday 23rd November 2014. The aim of the week is to warn those living/working in the UK that:

    • Carbon Monoxide is produced by the “incomplete combustion” of ANY hydrocarbon fuel coal, charcoal, wood, biomass, oil, petrol, diesel, natural gas and LPG and not just natural gas as so many people believe.
    • You can be poisoned by carbon monoxide while in your own home, from an adjoining property, in a car, campervan, caravan, tent, holiday accommodation or on a boat.
    • The need to get all their fuel burning appliances serviced and their chimney swept every year.
    • Letting tenants know what their landlords should do to protect them.
