    The author of the state law preventing a nuclear attack plan, former Democratic state lawmaker Dick Nelson, says at the time, Washington state was inundated with nuclear threats, and the idea was to create an example of peace.

    “It was about finding a middle ground we could all agree on,” he said in April.

    Nelson also felt that if Seattle were to be attacked, the chances of survival would be so low that a preparation plan would have been moot anyway.

    But Nelson says the law does provide an “out” so cities can create their own plan. He says the law doesn’t necessarily prevent a plan from being put into place, but rather offers the option of not creating a plan.

    For many of us who lived through the “cold war” era, bomb shelters, air raid sirens, and nuclear drills in which school children were taught to “duck and cover,” were common occurrences.

    I am 75 years old,  in the 1950-60’s we were school children living in fear of a  NUCLEAR ATTACK for many years.

    And, nobody bothered to talked to us about our childish fears. But of course we were tough little American kids, and we lived through it!

    Aug 14, 2017 As usual, I am a concerned American grandmother of 10 and the great grandmother of 9. And, I have concerns about the fear that the WA State revised nuclear attack emergency law will have on all of our “not nearly as tough” school children.

    As, Representative Dick Muri  pointed out…. We should be prepared for every eventuality.

    I watched the 1963 movie “Ladybug, Ladybug” once, about a month ago on AMC. The result is an engrossing film that is depressing because of its realism. It brought back old fearful memories of nuclear war and attacks (those things nobody talked about to school children) and It’s haunted me ever since.

    ‘Ladybug, Ladybug’ Reviews Fly High For Perry’s Thriller

    Successful film producer Frank Perry (“David and Lisa”) queried the 1,000 youngsters he auditioned for roles in his latest screen effort, the thought-provoking suspense film, “Ladybug, Ladybug”: “What do you think the world will be like in ten years?” Three-fourths of the perceptive children, conditioned by their parents’ reactions to the threat of nuclear war, as were their “Ladybug” counterparts, in essence replied: “What world?” This foreboding response,

    Perry feels, confirms his belief that “children comprehend more than adults give them credit for,” a point that he brings out in his film.

    Based on a true Incident, “Ladybug” presents an unarguable— and —disturbing—account of the penalty paid by modern society if It is “almost conditioned by fear.”

    Adhering to the actual events that took place in 1962 in a small California community, and which were subsequently written of in the April, 1963, issue of McCall’s Magazine,

    the film probes the inner terror and the external actions of elementary school children and their teachers, who believe that a nuclear war has begun.

    While, in reality, the mistake was soon corrected, Perry and his script-writer wife, Eleanor, wondered what would happen if their film sustained,

    for one teacher and a group of children, the dread of not knowing whether their “go home” drill was real. The result is an engrossing film that is depressing because of its realism.

    With the appearance of every freckled face and mouth only half full of teeth, as well as with each suspenseful development, the viewer reflects on the undeniable possibility of such a tragedy.

    Opening with a close-up of a hand holding a stop-watch, the picture later comes to its shattering climax with the force of the magnified snapping of an illusory mainspring.

    The effect leaves popcorn gobblers with their mouths open, and the theater uncomfortably hushed.

    While unknowns constituted half of the major cast, all the performances were more than adequately convincing. Exceptionally good in their roles were “teacher” Nancy Marchand (professional), and students Alice Playten (professional) and Christopher Howard (previously unknown). Producer, director, film-editor Perry, and his wife are making a name for themselves not only because of the speed and skill with which they make their films (“Ladybug” took 36 days to film, “David and Lisa,” 25), but also because they will only do films that they believe in.”

    Inundated with threats of possible nuclear retaliation by the (then) Soviet Union, many Washingtonians grew to believe the constant nuclear drills and disaster planning efforts created a culture of fear. Anti-nuke activists, centered mainly in the Seattle area, thought our only safety was in forcing the dismantling of all nuclear weapons. Because of this, they looked upon civil defense preparations as a waste of time and resources.

    I’m working with my colleagues in the House and Senate to see this is changed. The state of Washington is responsible for the protection of the lives and property of its citizens. In the case of any type of catastrophic disaster, our residents are entitled to the protections and services of the state. We should be prepared for every eventuality.

    Because our time during the current special legislative session focuses on education funding issues, it is unlikely this legislation will move forward this year. I’ve introduced the bill in the House now to ensure the necessary work begins prior to the start of the 2018 legislative session.

    “Because of paranoia and scare that preparing for war would lead to war, legislators back in the early 80s set up this silly system (RCW 38.52.030, was passed into law in 1983) where we’re prohibited from planning for relocation or evacuation in the event of a nuclear war,” said Sen. Mark Miloscia (R-Federal Way), who co-sponsored the bill.

    Retired General Barry McCaffrey, who has been outspoken about the need to pay serious attention to North Korea, calls the law “goofy.”

    “Certainly it’s a goofy thing to not tell people to think about a major real threat,” he said in April. “What we’re trying to achieve is deterrence, which means ballistic missile defense.”

    Despite growing concerns about a nuclear strike on the U.S. by North Korea, emergency management officials in Washington state say they are prevented from forming an evacuation plan in the event of a nuclear attack. An effort is underway to change that.

    FACT: WA STATE DISTRACTED DRIVERS, HOLDING ELECTRONIC DEVICES, KILL AND INJURE PEOPLE, THE PUNISHMENT AND PENALTIES, BY LAW, SHOULD  BE THE SAME AS DUI LAWS.

    RCW 90.48.465 – Water Pollution Control requires that Ecology establish, by rule, annual fees that fund the wastewater and stormwater permit programs.

    Ecology amended Chapter 173-224 WAC – Wastewater Discharge Permit Fees. This amendment allows permit fees to be increased for Fiscal Year 2018 (July 2017 – June 30, 2018) and Fiscal Year 2019 (July 2018 – June 2019) so that we can recover the cost of administering the wastewater and stormwater programs this biennium.

    Scope of rule development

    State law (RCW 80.48.465 – Water Pollution Control) requires Ecology to fund its wastewater and stormwater permit programs through annual fees paid by permit holders.

    The proposed changes sought to continue moving the program toward payment equity between permit categories. Ecology adopted a larger percentage fee increase for underpaying categories and a smaller percentage fee increase for overpaying categories.

    Ecology’s goals in establishing the percentage splits are to honor the need for fund equity while not over-burdening the under-paying categories with an increase that is not sustainable.

    We updated rule language to account for changes in current business practices relating to electronic payment options, collection processes, and data collection. We also removed the winery general permit fee category for the 2017-19 biennium, as this new permit will not be effective until July 1, 2019.

    AKRON, OhioDRUG OVERDOSE DEATHS IN 2016 MOST LIKELY EXCEEDED 59,000, the largest annual jump ever recorded in the United States, according to preliminary data compiled by The New York Times.

    The death count is the latest consequence of an escalating public health crisis: opioid addiction, now made more deadly by an influx of illicitly manufactured fentanyl and similar drugs.

    In 2016, Summit County, Ohio had 312 drug deaths, according to Gary Guenther, the county medical examiner’s chief investigator —

Only crime lab submissions from an agency clearly operating within a single county were associated with a county. Those originating from multi-county agencies, such as cross-jurisdiction drug task forces, some Washington State Patrol detachments, or federal law enforcement, are included in the state-wide rate.

    OPIOID USE, MORBIDITY, AND MORTALITY HAVE INCREASED NATIONALLY AND ACROSS WASHINGTON STATE. To provide insights into how and where changes are occurring, several data sources are mapped. Crime lab, treatment, and mortality data are presented for 2002–2004 and 2011–2013, to show patterns over time. These maps combine heroin and prescription-type opioids as those abusing these drugs often use them interchangeably, and interventions, treatment and the opioid overdose antidote naloxone, work equally well for both types of opioids.

    Crime lab data for police evidence testing indicate an 85% increase statewide, with increases in most counties. Publicly funded drug treatment admissions for opioids as the primary drug increased 197% statewide, with increases in 38 of 39 counties. Drug caused deaths involving opioids increased 31% statewide, with increases in most counties.

    The total number of drug caused deaths involving opioids in 2013 was 608, with 6,668 deaths total from 2002–2013. The annual rate of opioid deaths has not changed from 2008 to 2013.

    Vagueness is generally considered to be a DUE PROCESS issue, because a law that is too vague to understand does not provide adequate notice to people that a certain behavior is required or is unacceptable.

    The “void for vagueness” doctrine argues that a law cannot be enforced if it is so vague or confusing that the average person could not figure out what is being prohibited or what the penalties are for breaking that law.

    It doesn’t take too much effort to imagine a distracted driver suing the state over a disputed ticket for failure of DUE PROCESS ON PUBLIC NOTICE et al.

    MAY 16, 2017 Gov. Jay Inslee (D)  vetoed a compromise by the Legislature that would have postponed enforcement of the Driving Under the Influence of Electronics (DUIE) Act until 2019.

    Gov. Jay Inslee (D)  surprised even the supporters of a distracted-driving law Tuesday when he accelerated the new crackdown, IN A LETTER TO THE SENATE DATED MAY 16, 2017.

    Gov. Jay Inslee (D) vetoed the section that gave drivers until 2019 to acclimate to the changes and instead declared Sunday, July 23, 2017 as the law’s effective date.

    The final version passed Wednesday pushed the proposed start date from Jan. 1, 2018, to Jan. 1, 2019, because several members wanted extra time for the public to adjust, according to prime sponsor Rep. Jessyn Farrell, D-Seattle.

    Farrell justified the wait on Wednesday, saying colleagues in both parties sought more TIME FOR A SUSTAINED EDUCATION campaign, for the public to adapt, and for motorists to obtain built-in communication systems. The State Patrol is currently understaffed but is striving to boost recruitment, with help from proposed raises this legislative session.

    And Now, Female Genital Mutilation Comes to America

    Last week, a doctor in Michigan was charged with performing genital mutilation on two of her young patients. That’s right—her patients.

    I was seeing my own patients in my New York office when I read the news that elsewhere in the United States, another woman physician, Dr. Jumana Nagarwala, was charged in federal court for performing female genital mutilation on two girls as young as 7 in a medical clinic in Livonia, Michigan, outside Detroit. Authorities suspect the Henry Ford Hospital emergency physician had been secretly performing these brutal procedures since 2005, impacting many more children. Henry Ford Hospital has placed the physician on administrative leave while she is on bail. (She is alleged to have performed these procedures at a clinic, not at a Ford facility.)

    As a physician in whom my patients place their trust, I am sickened. More importantly, I am enraged, and you should be too.

    The United States designates female genital mutilation a federal crime (the literal butchering of a woman or  girl’s female genitalia) for good reason. Tragically Michigan is one of 26 states that have failed to enact laws against the practice.

    Around the world, more than 200 million infants and girls are mutilated by female genital mutilation/cutting (FGM/C). Most are cut between infancy and age 15, but women up to age 49 have been thus mutilated. The World Health Organization defines four categories of (FGM/C): 1. clitirodectomy alone; 2. excision (of a considerably wide variation of female genital tissue); 3. infibulation—literally a form of “sealing” (excising the entire clitoris and labia and stitching together the edges of the vulva to prevent sexual intercourse).

    The fourth category is for those FGM/C victims who are mutilated beyond even the above classifications. Because most Americans reading this will have no knowledge or experience of FGM, let me make it clear: The most severe forms of FGM/C seal shut the introitus. All menstruation, sexual penetration, and childbirth becomes painful and rife with major complications. Women are left with urinary and fecal incontinence, and humiliating fistulas connecting the bowel to the urogenital system. Feces and urine emerge from the vagina, leaving the young woman or girl with a future permanently defined by pain, a sense of being unclean, lethal infections, even death.

    It’s all the more shocking that a female doctor would engage in such practices. As an American female physician myself and as a human rights defender, I demand that, if guilty, the doctor be prosecuted to the fullest extent with the harshest punishments, though a federal imprisonment of five years (the current maximum sentence) seems paltry in comparison to the crime.

    Without question, if found guilty the doctor in question must be stripped of her license to practice medicine permanently and be rendered a felon. Her alleged longstanding deception of parents (who claim they did not know, some reports suggest) and of the local medical community should also influence the severity of her punishment.

    Around the world, FGM/C procedures are universally performed for cultural reasons, and though they predate Islam, they have been tragically adopted by some Muslim communities. FGM/C is seen mostly among ethnic groups in over 30 African nations. Nine out of 10 women in Dijibouti, Egypt, Guinea, Mali, Northern Sudan, Sierra Leone, and Somalia have undergone FGM/C. Recently Indonesia has been found to have high prevalence of FGM despite a 2006 ban.

    Diaspora communities migrating to Western nations continue the practice where we encounter it for the first time. FGM/C is rising among migrants of Norway, Australia, Canada, Sweden, Switzerland, Britain, and the United States. Migrants, traveling with daughters on summer vacations to their native countries have the procedure performed at grave risk of infection, bleeding, and death when non-clinicians perform this procedure. School holidays thus become “The Cutting Season.”

    Among Muslim diaspora communities here in the U.S.—particularly in the Pacific Northwest among the Somali migrant community—FGM/C is performed “in the name of Islam,” disregarding the complete absence of a Quranic mandate on FGM/C. For the moment it seems the little girls involved in this case were taken from Minnesota to Michigan and therefore may be part of the Somali-American diaspora.

    Combating FGM/C in Muslim communities therefore is not an act of anti-Muslim xenophobia or “Islamophobia”: It is a defense of human rights and the duty of every American to stop. The practice of FGM/C is not religious freedom. It is child abuse and criminal physical assault nothing short of dismemberment.

    Tragically, these gruesome FGM/C assaults performed at the insistence of culturally indoctrinated mothers and grandmothers on their daughters impacting millions globally. Thus, women (often themselves victims of FGM/C) perpetuate violence on women and girls. Families demand mutilation of girls and women for the preservation of “familial honor.” The 2014 documentary Honor Diaries (for which I was interviewed) examined honor violence directed against women whereby women are maimed and/or killed for the preservation of familial honor in cultures where women are mere empty vessels for containment of familial honor. Female genital mutilation is a form of honor violence.

    These girls can never be made whole again. At age 7, years away from their own sexual knowledge, denied an intact clitoris, they will never experience sexual gratification as consenting women. Yes, they may be able to have babies, but their pregnancies, labor, and deliveries will be high-risk because of the profound anatomic destruction to the birth canal. And this is not even accounting for the incredible psychological injury they will come to experience.

    Fortunately, in the United States we have the law on our side. This case is the first of its kind ever prosecuted since FGM/C was first criminalized in 1996 in the United States. We must now modify this to include domestic travel for the same criminal purpose.

    Though federal law is overarching, all states must also criminalize this practice and its related activities enabling both state and federal governments to target both medical institutions and practitioners with heavy penalties for such activities including permanent rescinding of any and all medical licenses and, I believe, any access to children. Tell them plainly: When it comes to FGM/C, as Americans we say, “cut it the hell out.”

    The sanctuary jurisdictions are listed below. These cities, counties, and states have laws, ordinances, regulations, resolutions, policies, or other practices that obstruct immigration enforcement and shield criminals from ICE — either by refusing to or prohibiting agencies from complying with ICE detainers, imposing unreasonable conditions on detainer acceptance, denying ICE access to interview incarcerated aliens, or otherwise impeding communication or information exchanges between their personnel and federal immigration officers.

    A detainer is the primary tool used by ICE to gain custody of criminal aliens for deportation. It is a notice to another law enforcement agency that ICE intends to assume custody of an alien and includes information on the alien’s previous criminal history, immigration violations, and potential threat to public safety or security.

    Summary

    Pursuant to section 9(b) of Executive Order 13768, Enhancing Public Safety in the Interior of the United States, and section H of the Secretary of Homeland Security’s subsequent implementation memo,

    Enforcement of the Immigration Laws to Serve the National Interest, U.S. Immigration and Customs Enforcement (ICE) is making available for public release the non-Federal jurisdictions that release aliens from their custody, notwithstanding that such aliens are subject to a detainer or similar request for

    custody issued by ICE to that jurisdiction.

    For instances of such release, the report also includes the associated individual’s citizenship, detainer issued and declined dates, and notable criminal activity.

    ICE compiled this report based on jurisdictions with detainers that were recorded as declined

    between January 28, 2017, and February 3, 2017, regardless of detainer issuance date
