    Washington, DC – Today, on World Water Day, Ranking Member of the Energy and Natural Resources Committee U.S. Senator Maria Cantwell (D-Wash.) released a white paper to advance the development of a 21st century national framework for addressing drought and water security in the United States.

    An unprecedented drought last year and 15 years of drought across the American West have demonstrated the need to rethink U.S. water management in the 21st century. Since 1980, droughts have cost the United States more than $200 billion. The drought last year caused widespread and serious impacts for communities, agriculture, industry and the environment. As drought is predicted to continue in the coming years and as communities throughout the United States face significant water-security challenges, it is a crucial time to evaluate and develop new strategies at the national level.  

    Sen. Cantwell’s paper lays out a national framework to address water challenges through the modernization of federal programs to support and finance sustainable, watershed-scale solutions; advance science and technology; and promote partnerships with communities. The purpose of the paper is to foster a public dialogue and to develop a comprehensive policy agenda to address national drought and water security needs, as called for by states, tribes, local governments, utilities, agricultural producers and conservation groups.

    Modernizing federal programs is critical to supporting a more water-secure future,” Sen. Cantwell said. “The Yakima water bill is a national model for watershed management. The federal government has a responsibility to act now to support these efforts.”

    The framework document reflects lessons learned from Washington’s Yakima River Basin, where an extraordinary collaboration has led to a watershed planning effort that has become a national model. Last year, Sen. Cantwell introduced the Yakima Basin bill (S. 1694) to authorize federal participation in this effort, which will help usher in a new era in water management. The bill will help to restore ecosystems and endangered species, conserve water and provide water security for families, fish and farmers for years to come. Last month, Deputy Secretary of the Department of the Interior Michael Connor called the Yakima process a model not only for working through water challenges, but any natural resource management challenge.

    The white paper released today builds on that approach and outlines five policy principles as a national framework for drought and water security:

    1. Supporting collaborative watershed-scale solutions that are locally-driven. Governance solutions should support and incentivize collaborative, locally driven, watershed solutions by modernizing, coordinating, and streamlining federal programs to make them more effective.

    2. Financing solutions through partnerships and streamlined federal funding. Innovative water financing solutions should utilize an integrated watershed funding approach that streamlines federal funding and increases opportunities for public-private partnerships.

    3. Using and advancing the best science, technology and tools. Science and technology solutions should focus on accelerating innovation and the advancement of tipping points in science, technology and tools to transform water management.

    4. Advancing sustainable water supply solutions for people and the environment. Water supply solutions should take an integrated, portfolio approach that balances the needs of both people and the environment, including: (1) increased use of water markets, efficiency, conservation, recycling, reuse and desalination; (2) improvements in existing infrastructure, operations and low-impact infrastructure (such as aquifer storage and recovery); and (3) nature-based solutions and restoration of ecosystems and fisheries.

    5. Partnering with Tribal Nations, Arctic and Island Communities. The federal government should partner with and support Tribal Nations, Arctic and Island communities as they face unique challenges in responding to and addressing long-term water security needs.

    Addressing long-term drought is also a priority for the Obama administration. Ahead of today’s White House Water Summit, the administration released a presidential memorandum to institutionalize the National Drought Resilience Partnership (NDRP), which seeks to reduce the vulnerability of communities to the impacts of drought.

    How does drought response relate to climate preparedness?

    • The President’s Climate Action Plan: In June 2013, President Obama released his Climate Action Plan to cut the carbon pollution that causes climate change and affects public health, including increased risk of drought wildfires.
    • Executive Order – Preparing the United States for the Impacts of Climate Change: On November 1, 2013, President Obama established a Task Force on Climate Preparedness and Resilience to advise the Administration on how the Federal Government can respond to the needs of communities nationwide that are dealing with the impacts of climate change, including drought and wildfires.

    • National Drought Forum Report: In December 2012, Federal agencies and states held the  ational Drought Forum (NDF) to focus on improving government coordination to support the planning and preparedness needed for enhancing resilience to ongoing or reoccurring drought. The NDRP is one important outcome of this forum and continues the Obama Administration’s commitment to helping communities get the drought assistance they need.

    The new Olympic National Park Annual Pass will go on sale on June 1, 2016 and will cost $50, an increase of $10 from the current annual pass.

    All annual passes, no matter when they are purchased, are good for one year from the date of purchase.

    Seven-day entrance fees will also increase on June 1, with a seven-day passes for vehicles, motorcycles and individual persons going to $25, $14 and $10, respectively.

    These and other Olympic National Park fee increases were announced last May and are outlined at the park’s website http://www.nps.gov/olym/learn/news/olympic-national-park-to-increase-park-entry-and-use-fees-beginning-june-1.htm.

    ST. GEORGE — Four U.S. congressmen spent several hours Friday hearing a litany of complaints asserting federal land management agencies are harming families and livelihoods and need to be reigned in — if not eliminated altogether.
    Rep. Chris Stewart, R-Utah, convened the session in St. George — part of his congressional district — to let county leaders and others air their views on federal public lands management in Utah.
    The list of grievances was long: grazing reductions, wild horse and burro overpopulation, agencies colluding with environmental groups in illegal, backdoor meetings, heavy-handed law enforcement tactics and dismissive attitudes by faceless bureaucrats that are harming rural life in Utah.
    “Is there any question or any wonder why people are angry? It seems glaringly obvious to me why people are angry,” Stewart said.
    “It did not used to be this way, and it does not have to be this way in the future.”
    Commissioners from six rural counties in Utah implored Stewart and Reps. Jason Chaffetz and Rob Bishop, R-Utah, as well as Rep. Bruce Westerman, R-Arkansas, to fix what’s wrong with the Bureau of Land Management and U.S. Forest Service, emphasizing they’re at the breaking point.
    “Elected officials have tried to protect their constituents from the overreach the best we can, but it is tough to compete with special interest groups,” said Washington County Commissioner Victor Iverson. “Congress is really our last, best hope for solving this.”
    Iverson and others blasted agencies for “sue and settle” policies that have left Western lands in paralysis for grazing, timber production, ranching and other uses.
    “Range management is more a result of lawsuit than science,” Iverson said. “Special interest groups sue the land management agencies and they agree to settle on terms that do not benefit the general public and are almost never disclosed. … There is an overabundance of failed public policies.”
    Beaver County Commissioner Tammy Pearson described struggling ranchers held hostage by the proliferation of wild horses that are ruining a drought-striken range for cattle, wildlife and other uses.
    Pearson, a rancher herself, said the situation is dire.
    “Producers have exhausted their financial reserves, have lost their faith in federal agencies and have been backed into a corner by those agencies and so-called environmentalists and advocacy groups,”

    she said. “This grief has caused the uprisings that we see in Nevada, Oregon, and quite possibly in Utah.”
    Westerman, who said the BLM does not operate in his state, said it was clear to him there is a problem that has to be addressed.
    “We are all going to have disagreements on something as passionate as how federal public lands are used. It is more the process that I am worried about. Broken promises. Collusion. Lack of trust. Closed door meetings, circumvention of the law and double standards. Those are not the kind of words that are beneficial to our country regardless of what location you are at.”
    Stewart told the crowd he is committed to finding a solution given the realities that are playing out in Utah and elsewhere in the West.
    “You cannot protect Utah families if you don’t give them hope for the future,” he said. “And you can’t give them hope for the future if they feel like the federal government has a boot at their throat.”

    Washington County Commission Chairman Alan Gardner and St. George Mayor Jon Pike both testified at the hearing — held at the Dixie Convention Center in St. George — that they were left out of BLM’s planning process and surprised at the plan’s components when it was released.

    “I would have expected to have had many discussions with the BLM about all of these issues that have been raised today,” Pike said,

    particularly since they concern water rights.

    “I would have liked to have had those conversations before the plan was released.”

    Acting BLM Utah Director Jenna Whitlock defended her agency and disputed the allegation local elected officials were not involved in the planning stages.

    “We really feel like we have a good record,” she said, adding she believes the proposed plan follows the 2009 law.

    The hearing, which was attended by Utah Reps. Jason Chaffetz, Chris Stewart and Rob Bishop, drew sympathetic comments from Rep. Bruce Westerman, R-Arkansas, who said these divisive land issues impact everyone.

    “These issues are not only important to not only Utah, they are important to the whole country,” he said, adding that he had read about the controversy 1,000 miles away in his home state. “It appears to me that the law is being ignored, this law passed by Congress. This seems to be a pattern with the BLM. … Do you recognize that you are creating some really bad publicity for the BLM across the country?”

    The document contained below is very damning and revealing, I located it in the NASA archives in late October of 2012. It should be a stark wake up call for any that still deny the existence of massive covert weather modification programs which are coordinated by various governments around the world.

    This file report outlines in great detail the existence of expanding US weather modification programs as far back as 1956, a full decade earlier than the date of the document in question. A “special commission” is outlined in this document to coordinate the multiple governmental agencies involved with US weather modification programs as well as independent contractors and universities which the report also mentions. It covers the “management” of international impacts, legal and social ramifications, species disruptions, biological consequences, etc.

    A rapidly increasing mountain of data makes ever more clear that almost none of us alive today have known completely natural weather. That massive covert government programs have been playing “God” with the biosphere for well over 60 years, perhaps even longer. In recent years the scope and scale of these devastating weather modification programs has been ramped up so much that the entire climate system and biosphere is now hanging in the balance.

    The lethal nature of the ongoing “geoengineering” programs can not be overstated. Life on our planet is in freefall for many reasons, but mathematically speaking climate engineering is the greatest assault of all against life on Earth.

    A New Move to Bring the Grizzly Bear Back to California

    Now an environmental group wants to restore America’s top predator to its namesake state by reintroducing the bear to California as well as to Arizona, New Mexico, and Utah. The grizzly is listed as a threatened species under the United States Endangered Species Act, and in a petition filed with the U.S. Fish and Wildlife Service on Wednesday, the Center for Biological Diversity argued that to ensure the bear’s survival the agency should reintroduce it throughout its historic territory.

     SEDRO WOOLLEY, Wash. – The public is invited to participate in a series of informational open houses regarding RESTORATION OF GRIZZLY BEARS IN THE NORTH CASCADES ECOSYSTEM.     SEDRO WOOLLEY, Wash. – The puublic is invited to participate in a series of informational open houses regarding restoration of grizzly bears in the North Cascades ecosystem. The meetings are being held by the National Park Service (NPS) and U.S. Fish and Wildlife Service (FWS) as part of the Grizzly Bear Restoration Environmental Impact Statement (EIS) process for the North Cascades ecosystem. This is the first opportunity for public involvement in the EIS.  The purpose of the EIS is to determine whether or not the agencies will take an active role in restoring the grizzly bear to the North Cascades Ecosystem.

    “This is an important phase in the process of assessing environmental impacts,” said NPS Pacific West Regional Director Chris Lehnertz. “Public comment at this stage is critical to ensure that all issues are considered.”

    The FWS listed the grizzly bear as a threatened species in the lower 48 United States in 1975. The species was listed as endangered by the state of Washington in 1980.
    “The Grizzly Bear Recovery Plan calls on us to fully consider the restoration of the grizzly bear in the North Cascades, and this process will ensure we solicit the public for their input before putting any plan into action,” said FWS Pacific Regional Director Robyn Thorson. “We will continue to work with our partners to make this an open and transparent process.”
    The North Cascades ecosystem encompasses 9,800 square miles in the United States and another 3,800 square miles in British Columbia, Canada.  The United States portion of the ecosystem includes North Cascades National Park, Ross Lake National Recreation Area, Lake Chelan National Recreation Area, Okanogan-Wenatchee National Forest, and Mt. Baker-Snoqualmie National Forest.
    A few grizzly bears have recently been sighted in the Canadian part of the ecosystem, but no grizzly bears have been sighted in the United States portion for several years.

    The PSNERP projects, especially those for Skagit County, must be abandoned; the enormous waste of tax dollars for these ill-conceived and harmful projects to precious farmland under the guise of flimsy reasoning and faulty assumptions is wrong.

    The fact that the concept for these unneeded and unnecessary projects got this far, especially with such an outrageous price tag, is a disgrace. These proposed projects would necessarily cause ruination of thousands of acres farmland, and more than likely cause unforeseen and unintended consequences to those and adjacent lands.

    Furthermore, in my opinion, the fact that these ideas were churned out by the Puget Sound Partnership and by the Envisioning people at OSU, is no surprise; both groups are well known for their inferior, ideology-based recommendations rather than sound work based on pertinent, fact-based science, on appropriate field work, and on site-specific work.  Since when do they ‘know all’ and ‘see all’ about what restoration really means for areas they really know nothing about?  As a classically trained geologist, I do know that the land is in a constant state of flux and that these people’s notions of exactly what ‘snapshot in time’ to use as this golden state of restoration is laughable.  Do we go back 30 years?  Go back 300 years?  Go back 3,000 years?  Go back 3 Million years? Erosion, sedimentation, and associated processes are dynamic – the land will change over time.

    Finally, I am appalled and quite dismayed that the Army Corps of Engineers has had anything to do with this wasteful boondoggle.

    Written Comment on Puget Sound Nearshore Ecosystem Restoration Project (PSNERP)

    I strongly oppose the Puget Sound Nearshore Ecosystem Restoration Project (PSNERP) and, in my opinion, it should be irrevocably terminated immediately.

    Opinion:

    The entire premise for PSNERP is scientifically flawed, ideologically driven, and just another veiled attempt to socially engineer and control the lives of private property owners. At it’s best, PSNERP is a government make-work program; at it’s worst PSNERP is merely another chapter in irresponsible environmentalism run amok.

    Procedurally, this proposed project has been seriously flawed. There are significant inconsistencies and discrepancies between pugetsoundnearshore.org’s website and the website at nws.usace.army.mil. Discrepancies include different numbers of affected acres and in cost projections. If the goal was to confuse the public then, for once, government has succeeded. Why are we just getting to comment now on something that has been proceeding for years ? Why and how are we now being “steamrollered” into supporting this proposal in what appears to be a predetermined outcome that, once gain, bears little resemblance to the “consent of the governed?

    The proposed project is at odds with RCW 36.70A – the Growth Management Act (GMA). PSNERP will cause destruction and loss of farmland and rural business that is contrary to GMA mandates.  Some ideologues have relentlessly made it more and more difficult for farmers to grow the crops that feed the rest of us. Why let PSNERP add to the decline of farmland, farming, and farmers ? Any PSNERP proposed project must show, in detail, how it complies with the GMA. Thus far, that demonstration of compliance has been disregarded, overlooked, or intentionally omitted in PSNERP proposals.

    Among the many problems with PSNERP and its many clones is that the instigators are never held accountable for their mistakes and failures. They play with other people’s money or, in this case, other people’s properties. Essentially they have no “skin in the game”. Ten years from now, when PSNERP has failed to do anything positive, and has had numerous, negative, unintended consequences, do you think the current PSNERPers are going to say, “Gee; I’m sorry ‘bout that PSNERP thing and wasting that Billion dollars. Do you want your refund in cash or a check ?”

    Actions:

    The EIS should be withdrawn. My preference would be to abandon this proposal and not waste another taxpayer dollar on it.

    There needs to be a true cost/benefit analysis. We’re talking about potential misappropriation and misapplication of taxpayer dollars. Without an honest cost benefit study, the public cannot properly determine whether the proposed project is acceptable or worthy of full funding, partial funding, or, my personal favorite, no funding at all.

    Let’s have a little chat about “restoration” and unanswered questions:

    So, I ask you, where are the answers to the following “restoration” questions ?

    1.       Apparently there is a specific time and condition to which we should presumptively “restore”. How do we know that that chosen time and condition was, in fact, optimal or better in any way relative to the current time and condition ?

    2.       Who actually knows the details and dynamics of that presumptively chosen optimal time and condition to which PSNERPers would have us restore to from current conditions ?

    3.    Who gets to make the determination of what time and condition we are restoring to ?

    4.       Even if the PSNERP proposal could be determined to be either good or bad, who has decreed who has the authority to decide for all of the rest of us whether the proposal is good?

    5.       The issue is “restoration” projects; these projects do not exist in a vacuum — they affect other people, locations, and conditions as well. Worldviews, movements, and projects — these things all have consequences. What are PSNERP’s costs in resources (time & taxpayer dollars) and what other possible projects and programs will PSNERP preclude ?

    6.       What are the unintended consequences of the proposed PSNERP projects ? Forces result from interactions. The proposed PSNERP projects are interactive forces. Newton’s Third Law of Motions reminds us that For every action, there is an opposite and equal reaction. When you poke the balloon in one place it pops out in another. When PSNERP projects “poke” the balloon of status quo, what is going to pop out elsewhere as a result ?

    7.       Does anyone at PSNERP realize that the earth’s geology, biology, and ecology have been in a constant state of change since their very inceptions and will continue to change for infinity ? How incredibly arrogant, condescending, and egocentric of some to think they can determine exactly what is “best” in terms of time or condition for any of these dynamic, natural processes.

    8.       By what criteria has someone determined that current conditions are not “best” and has chosen the particular, proposed, “restore to” slice of time and conditions as better or optimal?

    9.       Purportedly, PSNERP is, like detrimental instream flow rules, all about salmon. Why are some people so wrapped up in attempting to “protect” one particular species (salmonids) to the detriment of others ? Who chose salmonids over other worthy species (including humans) who are left to compete, unassisted and unprotected, in the Darwinian battle with the rest of us ? We call it, “life”.

    PSNERP proposals have not provided good or acceptable answers to any of the above questions.

    Fallacies:

    PSNERP is yet another exercise in governmental fallacious reasoning. Fallacies can be divided into categories according to the epistemological factors that cause the error:

    The reasoning is invalid but is presented as if it were a valid argument

    • The argument has an unjustified premise
    • Some relevant evidence has been ignored or suppressed

     

    The PSNERP proposal has all of these fallacies. But, just be sure, PSNERP also has the types of fallacies listed below:

    False Dilemma

    A proposal that unfairly presents too few choices and then implies that a choice must be made among this short menu of choices

    False Cause

    Improperly concluding that one thing is a cause of another.

    Reversing Causation

    Drawing an improper conclusion about causation due to a causal assumption that reverses cause and effect.

    Unfalsifiability (Untestability)

    This error in explanation occurs when the explanation contains a claim that is not falsifiable, because there is no way to check on the claim. That is, there would be no way to show the claim to be false if it were false. There is no null hypothesis.

    And the environmentalist ideologue’s perennial favorite:

    Scare Tactic

    Terrorizing people in order to give them a reason for believing that you are correct.

    By the way, while we’re “restoring”:

    While we’re in the “restoration” business I’d like a few things restored, too:

    I’d like my inherent, natural property rights restored.

    • I’d like my pursuit of happiness restored by not being constantly barraged with yet another manic, trumped up, Chicken Little environmental “crisis” that needs to be “mitigated”.

    FRANKLY THE AMERICAN PEOPLE ARE SICK OF THE IRS GAME PLAYING

    The consensus is: it’s no accident. More than three-quarters of voters — 76 percent –– think the emails missing from the account of Lois Lerner, the ex-IRS official at the center of the scandal over targeting of conservative groups, were deliberately destroyed.

    That suspicion is shared across party lines, albeit to varying degrees. An overwhelming 90 percent of Republicans think the emails were intentionally destroyed, as do 74 percent of independents and 63 percent of Democrats.

    The United States firmly believes that a robust civil society—independent of state control or government involvement—is necessary for democracy to thrive. From the earliest days of U.S. history, civil society organizations have played a key role in protecting human rights, human dignity, and human progress. As Secretary Clinton has said, “civil society not only helped create our nation, it helped sustain and power our nation into the future.”

    Civil society in the United States encompasses a broad range of organizations that allow individuals to achieve their social, economic, and political aspirations through organizing themselves unhindered, according to their own interests, needs, and priorities. We are committed to the idea that the public interest is served best when private citizens and members of civil society are able to choose the aims, organizations, and causes they support.

    Accordingly, U.S. regulations that impact civil society organizations are designed to facilitate and support—not to discourage—the formation of non-governmental organizations (NGOs). U.S. regulations are designed specifically to avoid making judgments about the value or work of any given NGO. U.S. and international NGOs represent virtually every conceivable ideology, political cause, religion, social issue, and interest group. Some are deeply engaged in the political process; others are nonpartisan, operate far from the political process, and are involved only in social issues.

    The following overview explains how NGOs operate in the United States, and how they are regulated.

    What is Civil Society?

    Civil society includes many forms of social organizations formed voluntarily by citizens to advance shared goals or interests. This includes independent public policy research organizations, advocacy organizations, organizations that defend human rights and promote democracy, humanitarian organizations, private foundations and funds, charitable trusts, societies, associations and non-profit corporations. It does not include political parties.

    Areas of Activity for NGOs in the United States

    Approximately 1.5 million NGOs operate in the United States. These NGOs undertake a wide array of activities, including political advocacy on issues such as foreign policy, elections, the environment, healthcare, women’s rights, economic development, and many other issues. Many NGOs in the United States also operate in fields that are not related to politics. These include volunteer organizations rooted in shared religious faith, labor unions, groups that help vulnerable people such as the poor or mentally ill, and groups that seek to empower youth or marginalized populations. Indeed, NGOs exist to represent virtually every cause imaginable. Their sources of finance include donations from private individuals (American or foreign), private sector for-profit companies, philanthropic foundations, or grants from federal, state, or local government. Sources of finance may also include foreign governments. There is no prohibition in U.S. law on foreign funding of NGOs, whether that foreign funding comes from governments or non-government sources.

    Legal Framework for NGOs in the United States

    Starting an NGO

    In general, any group of individuals may come together to form an informal organization in order to jointly discuss ideas or common interests, and they can do so without any government involvement or approval. If a group seeks particular legal benefits, such as exemption from federal and state taxation, it may choose to formally incorporate and register as an NGO under the laws of any of the 50 U.S. states.[1] Individuals do not need to be U.S. citizens to create a new NGO.

    Registration requirements, and forms of organization, vary from state to state, but are generally very simple, so that anyone can incorporate an NGO in just a few days at the state level. The process typically involves providing a short description of the organization, its mission, name, the address of an agent within the state, and paying a modest fee. Most states have a general incorporation statute that makes this process a routine matter, not subject to approval by the legislature or any other government official. In several states, certain NGOs formed for religious, educational and other charitable purposes must also register with a state charity official charged with protecting charitable assets and regulating the charitable solicitation of funds from the public.

    Tax-exempt Status

    Many NGOs in the United States are qualified as exempt from state and federal taxes. This legal status makes it easier for NGOs to operate as nonprofit organizations because they do not have to pay tax on the income (funding) they receive. IF AN NGO WANTS TO RECEIVE EXEMPTION FROM INCOME TAXATION FROM THE U.S. FEDERAL GOVERNMENT, THE NGO APPLIES TO THE INTERNAL REVENUE SERVICE. There are many types of NGOs listed in the Internal Revenue Code that are eligible for tax-exempt status, and the type of benefits available depends on the type of NGO and the type of activities conducted. In general, NGOs organized exclusively for educational, religious, charitable, scientific, testing for public safety, literary purposes, and certain sports, that are non-profit and do not play a partisan political role (e.g., by supporting candidates for election or attempting to influence legislation), can apply to receive exemption from federal income taxation on all income related to these purposes.

    NGOs organized for political purposes receive limited tax exemption only for income received from contributions solicited from the general public, membership dues, or fundraising events. State governments often use the same standards for applying state income tax laws. Organizations seeking exemption from state taxes generally must file applications for exemption with the state tax authorities.

    Another feature of tax-exempt status is that contributions to some of these organizations may be tax deductible for the donor. This provides an important incentive for citizens and corporations to donate funds to these groups.

    It is important to note that the federal and state governments do not judge the value of an organization’s specific activity or mission in determining that these organizations are eligible for tax-exempt status. The U.S. government generally does not seek to influence an organization’s mission, determine how an NGO is structured, approve who runs it or serves on its board, or direct its financial management. Instead, U.S. law generally regulates organizations by requiring regular public disclosure – through filing of information returns with the government – of an organization’s funding, activities, and leadership. The regulations do not allow government officials to revoke permission to operate or tax-exempt status based on judgments about the merits of an organization’s mission, activities, budget, or leadership.

    Freedom of Expression and Association in the United States

    There is generally very little restriction on the freedoms of expression and association of NGOs under U.S. law. Although NGOs engaged in political activities may not qualify for the most preferential tax-exempt status, the U.S. government thus does not prevent NGOs from undertaking advocacy for political issues or criticizing the government. The U.S. constitution provides for robust protections for freedom of expression, and leaves open space for debate that is necessary in democratic societies, including protecting ideas that offend, shock, or disturb.

    The United States has many laws and regulations on issues including immigration and visas, campaign finance and lobbying, terrorism financing, and money-laundering that may affect NGOs. However, these laws are applicable to everyone and to all organizations, not exclusively NGOs.[2]

    Foreign NGOs in the United States

    The United States hosts many foreign NGOs that do important and valuable work in our country. Foreign NGOs can register in the U.S. by filing a simple form as a non-profit entity. Some operate as non-partisan foundations, while others are affiliated with foreign political parties and operate as think tanks and liaisons to U.S. organizations concerned with foreign policy. These foundations organize programs for their respective politicians when they come to the United States, and organize conferences, youth exchanges, and fellowships/scholarships. They also provide funding to and conduct joint projects with American NGOs. Funded entirely by foreign governments, these foreign party institutes do not have special restrictions on their activities in the United States, can conduct meetings and publish materials freely, and are not required to provide reports to other U.S. federal government agencies, provided they register and file tax returns according to the requirements described below.
