    SEP 4, 2015 – A new report by the VA Office of Inspector General (OIG)  confirmed whistleblower claims that 300000 veterans may have died while waiting for health care – one veteran waited for …

    The IG investigation focused on Veterans Health Administration’s Health Eligibility Center. This is part of the Chief Business Office that also manages fee basis, non-VA health care. The reported concluded the Chief Business Office has no effectively manages its business processes and data systems to ensure accuracy of data within the Enrollment System.

    This failure resulted in 307,000 entries for pending requests for health care where Social Security showed that the veteran died. Due to convenient limitations with how VA tallies various numbers, VA OIG was unable to conclusively determine if those 307,000 claims were also waiting for health care benefits

    The VA OIG press release reads in part:

    OIG also substantiated that pending records included entries for over 307,000 individuals reported as deceased by the Social Security Administration. Again because of data limitations, we could not determine how many pending records represent veterans who applied for health care benefits. We also substantiated that employees incorrectly marked unprocessed applications as completed and possibly deleted 10,000 or more transactions over the past 5 years. Information security deficiencies, such as the lack of audit trails and system backups, limited our ability to review some issues fully and rule out data manipulation. Finally, we substantiated that the HEC identified over 11,000 unprocessed health care applications and about 28,000 other transactions in January 2013. This backlog developed because the HEC did not adequately manage its workload and lacked controls to ensure entry of its workload into the enrollment system.

     The U.S. National Anthem

    “The Star Spangled Banner”, was ordered played at military and naval occasions by President Woodrow Wilson in 1916, but was not designated the national anthem by an Act of Congress until 1931.

    The words were written in 1814 by Francis Scott Key, who had been inspired by the sight of the American flag still flying over Fort McHenry after a night of heavy British bombardment. The text was immediately set to a popular melody of the time, “To Anacreon in Heaven.”

    The National Anthem consists of four verses. On almost every occasion only the first verse is sung.

    Abstract:

    The book’s main objective is to explore the process by which high-ranking political executives and bureaucrats interact with each other in Washington. Political executive officers are supposed to guide and control, rather than merely reflect, the various interests in the executive branch. However, they are ill-suited to do so: they come to power being strangers and amateurs. Heclo studies the relationship between executives (presidential appointees) and bureaucrats (civil servants). The former are interested in political control, and the latter in policy continuity.

    Question:

    General research question: Can politicians guide what government does by controlling the people who do it? To what extent does appointment power make political control of the bureaucracy possible?

    • What are the implications of the politicization of the bureaucracy for political control (as embodied in political executives) and bureaucratic autonomy (as embodied in high-level civil servants) within the executive branch?
    • How do political executives (interested in political control) and bureaucrats (interested in administrative continuity, bureaucratic autinomy) interact with each other in Washington?

    Answer:

    High ranking civil servants strike a balance between the demands of political executives and bureaucrats. Bureaucracies pit the ambitions and plans of career bureaucrats against those of political appointees, who are at an organizational and informational disadvantage. Because the process of career advancement of high-ranking civil servants has been politicized, they may balance the demands of political executives and bureaucrats.

    High ranking career officials who are part of a civil service system add a third dimension to the interaction between political executives and bureaucrats. They are supposed to be responsive to the legal authority of political heads, but they also have institutional responsibilities and a longer time horizon than the political heads. “The civil service idea in Washington may be a counterpoint for balancing strictly political and bureaucratic demands, but it rests on slippery foundations” (32).

    Political executives can usually do better by evoking conditional cooperation rather than invoking their authority. (220) Conditional cooperation comes from developing trust with civil servants, building alliances within the agency and outside the agency (interest groups, media, other agencies, administration), and choosing strategically which goals to pursue.

    Place in the Literature:

    Sides with Seidman (1998), Neustadt (1960) regarding the power of the presidency and the constraints imposed by the internal structure of the executive. Does not address the issue of congressional dominance directly (thus, neither confirms nor denies). Discussion of “marrying the natives” suggests some degree of bureaucratic independence.

    General Argument:

    • Presidential campaigns do not produce action programs that can be precisely legislated and then put into play by the bureaucracy.
    • Transition teams are likely to be poorly organized and political appointments (and the movements of their bureaucratic counterparts) are made after the fact.
    • Therefore, these decisions are made in haste under incomplete information. Under these circumstances, it is reasonable to believe that executives will use criteria on which information is available (i.e. political affiliation and service to the party or its members) as a basis for decision-making.
    • Higher-level staffing decisions, even within the civil service, become de facto political appointments (with political attachments to both the executive and relevant congressional actors, i.e. subgovernments and iron triangles).
    • Relationship of top civil servants and political appointees is therefore “smudgy,” i.e. not well defined. Because this relationship is not well defined, there is an absence of political and policy leadership within the bureaucracy. Political appointees “go native,” undermining presidential control, while bureaucrats are increasingly controlled by elected officials.
    • For this reason, policy implementation within the bureaucracy is not characterized by rational, hierarchical modes of interaction, but rather by establishing cooperation. This occasions the development of strategic planning and support-coalition formation.
      • The original purpose of the civil service is undermined.
      • Principal-agent relations are not clearly established and information is not efficiently disseminated.

    Suggested shape of reform:

    The establishment of a senior civil service (called Federal Executive Officers) in which rank is attached to individuals, not to jobs (unclear how this would bring about more predictable relationships between bureaucrats and political appointees, although it would make for the routinization of the post-filling process).

    Methodology: Interviews with 200 civil servants and political appointees from different departments and at different career stages.

    Shifting 50 general-officer-equivalents is not a small undertaking. It represents an intention to totally demolish the existing power structure. By separating these long serving SES officials from the organizations they have run for perhaps decades….

    Zinke’s departmental shake up is not just your typical, run-of-the-mill reorganization that happens each time a new administration takes power. Zinke took over a department that has been dogged by controversy, corruption, and a reputation that prompts fear and loathing in the West.

    Trump’s Interior Department Secretary, Montana rancher and former Navy Seal Ryan Zinke, is proving to be more than just a dramatic contrast to Obama’s Interior chief, liberal Democrat recreation industry exec., Sally Jewell. Zinke’s getting to work unraveling her legacy–and that of previous progressive predecessors–in short order. Beyond the Obama monument land grabs, which are currently under review as ordered by President Trump, with significant reductions and reversals in the works, Zinke is breaking up the bureaucratic status quo in his department’s upper echelons. On June 16, Greenwire reported:

    Dozens of Senior Executive Service employees — career officials within the federal government — received letters yesterday informing them that they may be reassigned as early as June 28, the newspaper said.

    “Personnel moves are being conducted to better serve the taxpayer and the Department’s operations through matching Senior Executive skill sets with mission and operational requirements,” said Interior spokeswoman Heather Swift in an email. She noted that Zinke mentioned the “Department-wide, front lines-focused reorganization on his first day address to all employees.”

    It is not unusual for new cabinet members, who wield considerable power in reworking their respective departments, to shake things up, but Zinke is using his clout to shift manpower and influence out of Washington D.C. beltway bureaucracy into the ‘field,’ or those areas where federal policies have real-world consequences for states and localities. The Greenwire article says:

    Last week, Zinke outlined his plans for reorganizing the agency under a “joint system” that would shift federal employees from Washington to the field.

    Although Zinke is constrained by a 120 day grace period, it appears that he has had this plan on the ready for some time. Greenwire goes on:

    The newspaper reported that Interior Office of Policy Analysis Director Joel Clement, the top climate policy official, was among those to receive the notice and that he will be transferred to the Office of Natural Resources Revenue.

    In addition, the Post said, several Fish and Wildlife Service officials received the notices, including Assistant Director for International Affairs Bryan Arroyo, Southwest Regional Director Benjamin Tuggle, Southeast Regional Director Cindy Dohner and Office of Law Enforcement Chief Bill Woody, who will move to the Bureau of Land Management.

    Tuggle and Dohner have both been involved in high-profile fights over how to recover gray wolf subspecies in their regions. Arroyo, who has been leading Fish and Wildlife’s fight against wildlife trafficking, last year was found by Interior’s inspector general to have potentially violated federal regulations by pressuring his staff into awarding a noncompetitive contract worth more than $256,000.

    Zinke’s departmental shake up is not just your typical, run-of-the-mill reorganization that happens each time a new administration takes power. Zinke took over a department that has been dogged by controversy, corruption, and a reputation that prompts fear and loathing in the West. The Interior Department and its biggest agencies; the Bureau of Land Management (BLM), and the federal Fish and Wildlife Service, have overstepped and over-regulated for decades. Beyond a mere managerial overhaul, this move may signal Zinke’s philosophical re-calibration of Interior and its branches. Streiff, a reporter at  RedState, wrote about the changes this way:

    Shifting 50 general-officer-equivalents is not a small undertaking. It represents an intention to totally demolish the existing power structure. By separating these long serving SES officials from the organizations they have run for perhaps decades means that there will be a lot less resistance to reorganization. Many of these people will resign rather than accept the reassignment. That is a feature, not a bug. By making this move before he has his own appointees in place, Zinke is signaling to the agency and to Senate Democrats that he will not be deterred by intransigence.

    The RedState article acknowledges the little-discussed bog at the Bureau of Indian Affairs; one of the most inefficient and wasteful agencies of them all, which has escaped broader scrutiny only because it’s considered politically incorrect to discuss anything related to Native American policies in a negative light. RedState’s Streiff goes on:

    The transfers that struck me were the Bureau of Indian Affairs positions. If there is a more corrupt, inept, and apathetic federal agency than BIA I really wish someone would point it out to me. BIA has resisted change of all types for decades, failing to serve either the Indians or the nation but doing quite well for themselves. Taking two of the top people out of there certainly clears the decks for action.

    Zinke will, of course, still have to deal with these people after they are transferred but they will have been stripped of power and hubris and might be more willing to cooperate.

    If there were to exist a top-ten list of federal agents, bureaucrats, or appointees guilty of hubris and unchecked abuse of power, at least half of them would probably come out of the Department of Interior, which for decades has grown more oppressive and less accountable in its tasks of managing vast amounts of American land and resources.

    Although we don’t have  specific information on who will be sacked as a result of Zinke’s reorganization, we hope that the worst of the bad players will be held to account. The first power-mad fiend that should go is Dan Love, the BLM special agent who has wreaked havoc and left a trail of destruction everywhere he’s worked in the West. And there are many others who should be jettisoned out of the government and back into civilian life.

    We’ve reported here at Free Range Report about those agents and bureaucrats with environmentalist entanglements and extremist ideologies that are incompatible with the proper role of the Interior Department; which is to facilitate game management, livestock production, and responsible resource development on public lands. President Trump’s election was based in large part on his promise to drain the federal swamp. Zinke may be initiating that process at the Department of Interior, and the sooner the better, because that is an unbelievably fetid, murky swamp to be drained.

    Contact Secretary Zinke at the Interior Department and encourage him to drain the swamp with haste, starting with Dan Love.

    Kiss Idaho Goodbye: Another Major Land Takeover

    For Idaho, not only is there the Columbia River Treaty re-negotiations that will take control of all water resources, there is also another major land take over.

    There are a multitude of Idaho non-profits and United Nations (UN) non-governmental organizations (NGO) that are aggressively pursuing connectivity projects.  Essentially the goal is to connect large swaths of land in Idaho’s east corner which neighbors Montana and Wyoming.  They would love to see this land all locked up into one major landscape of wilderness, for wildlife only.

    The  High Divide (HD), Crown of the Continent (COC), Yellowstone to Yukon (Y2Y), Greater Yellowstone (GY), and the land trust partnership group Heart of the Rockies Initiative (HOR), are just a few of the organizations that are destructively working to create wildlife corridors in the Island Park area.

    Each of these organizations are connected to UN NGOs such as the Nature Conservancy (NC), Wilderness Society (WS), and Wildlife Conservation Society (WCS).  Don’t be fooled by the new UN addition in red, a disclaimer that unless the organization is in consultative status it does not connote affiliation with the UN.  That is flat out not true.  And like children playing in a sandbox these groups all play with each other, are interconnected, and overwhelm us with their agenda.

    Anyway, here is the map that shows how much land they are after with the Salmon Selway not even included in this discussion.  This map is proudly displayed on the WCS website, a trophy of the successful tromping of Idaho.

    Quite a bit of money contributes to this takeover.  Just the Greater Yellowstone alone has over 10 million dollars in their coffersWhere do they get all that money?  Part of it is your tax dollar.

    Now your tax dollar goes to this in other ways as well.  The Federal Highway Administration (FHA) believes in creating wildlife corridors which eventually contribute to connectivity and have spent your money to study it and figure out how many wildlife are affected by collisions.  Forget how it has impacted humans.  You are even paying your governor to participate in this through the Western Governors’ Association (WGA).

    But don’t forget the Idaho Transportation Department (ITD), your state taxes are used for this nonsense as well.  Four years ago Idaho Fish & Game honored an ITD Senior Environmental Planner for his success in collectively garnering over 718,000 dollars to study (affectionately known as the Cramer study) where wolverines and bears migrate, and a study to prioritize wildlife collision areas.  Here is the 2016 report and on page 6 you can see all the recommended overpasses, underpasses, fencing, traffic calming, and driver warning systems for Highway 20 in Island Park.  What is truly remarkable about this is while our Idaho roads and bridges crumble there is plenty of money to spend on figuring out where cars collide with wildlife and put money into building a road for them.  And here is the Highway 20 priority map for those animals.  Now it makes sense why Idaho registration fees went up and why the current legislature has a huge task in front of them to fund transportation.

    Those bunnies need a safe passageway.

    Now there are many working tirelessly on this so surely it must all be coordinated together.  Who else but the Great Northern Landscape Conservation Cooperative (GNLCC) to the rescue for connectivity.  Established by the Department of Interior (DOI), it is an “international” network to advance collaborative landscape conservation.  Here is the amount of land the GNLCC wants to take and a link to the data they have been collecting.  Remember, this is the federal government doing it, not some obscure group.  There are a multitude of participants, including multiple UN affiliates, making decisions about Idaho.

    In a nutshell, the DOI created an organization that promotes these UN affiliated lunatics taking more land away from Idahoans.  Originating in 2009 with order 3289, and advancing it with order 3330, then announcing the truth to “develop opportunities to further establish partnerships that benefit Tribes and Federal agencies” in order 3342.

    The National Park Service (NPS) and US Fish & Wildlife Service (FWS) were granted the privilege of administering the GNLCC in 2010.  The implementation plan includes partnerships with land protection NGOs and land trusts, Canada, IUCN, USFS, and the BLM while using the Endangered Species Act to justify its means.  Of course they are using your tax dollar to stick it to you, not only in this way but in grants as well, up to one million.

    But the truth is, it is just the UN agenda.  As a partner to the DOI, the International Union for the Conservation of Nature (IUCN) has been promoting connectivity for a very long time.  As well, the FWS has its own comradely with the UN for migratory species protection.  According to Agenda 2030, Goal 15.5, we are assigned the task to “Take urgent and significant action to reduce the degradation of natural habitats…”.  Roadkill should certainly be a focus to ensure a natural habitat is protected in a way that it does not cause harm to the animal.  As this Agenda 2030 document explains in #33, “We are therefore determined to conserve and…protect biodiversity, ecosystems and wildlife.”  Look forward to paying for animal roads.

    The federal and state governments, as usual, are taking our money and using it against us, turning it over to UN groups for them to implement UN objectives.  Can President Trump undo all of this?  Or will it take the masses to finally stand up and say no more.  How can the tiny community of Island Park fight this off?  What are our legislators doing to stop this?  Idahoans just continue to see our state being eaten up by government with its UN partnerships.

    Two days after I hiked the sandy, rocky desolation that used to be Lake Mills, as many as 200,000 chinook salmon were killed in what has to be one of the biggest blunders in the history of the Washington State Department of Fish and Wildlife.

    The year-old salmon were released from the new $16 million Elwha Hatchery run by the state and Lower Elwha Klallam tribe on April 5. Most — if not all — were killed when they tried to swim downstream through the thick gray goop that is the lower Elwha River, created by the removal of two dams built illegally in 1910.

    Though they only had to negotiate 3.5 miles of the river before reaching clearer waters of the Strait of Juan de Fuca, the silt in the river began choking them almost the minute they swam from the crystalline hatchery water into the moving mire that is the Elwha. Hatchery officials reported seeing hundreds of dead smolts lining the riverbank, their gills clogged by the same silt that forced “temporary closure” of a $70 million Elwha River water treatment plant.

    In the Port Angeles Daily News, Mike Gross, Fish and Wildlife biologist, called the release of the salmon “a mistake.” Gross said he suspected the fish suffocated when silt prevented their gills from providing oxygen.

    I imagine it would be akin to trying to breathe volcanic ash for days without a mask, or running a marathon in a massive dust storm.

    Hatchery officials said they checked on the amount of silt in the Elwha on April 4, and determined it was acceptable to release the fish. They said the silt in the river increased overnight.

    I hiked about 3 miles downstream in the desolate bed of the former Lake Mills on April 3, and I don’t need a degree in biology to tell you that no fish could live in that water. The river looked no different when I left the Elwha Campground on April 4.

    For almost 15 miles, the Elwha River carves through a century’s worth of mud, sand and river cobble deposited behind the Elwha and Glines Canyon dams. Above Rica Canyon, at the entrance to the former Lake Mills, the river is the same old blue friend I’ve known for more than 50 years.

    But beginning at the old Lake Mills inlet, the river turns into gray slurry that is poison to any fish. I don’t imagine many wild animals drink from that deadly potion and live, either.

    Fisheries biologists have been releasing coho salmon into Indian Creek, which flows from the west into the Elwha; and Little River, which flows from the east. Both tributaries are about 7 miles upstream from the mouth of the river.

    They’ve reported some of the fish, along with a few chinook they released into Lake Mills before it became the desolation it is today, have survived the gantlet of poison. Now the state is planning to release nearly a million salmon from the hatchery in June.

    About the same time, work on removing the remainder of the Glines Canyon dam is expected to resume, which will surely cause more sediment to be swept downstream. Worse, concrete dust from the dam will be stirred into the mix, making it even more deadly.

    Let us hope the state and tribe can think of a way to get healthy salmon from the hatchery to the Strait before they kill a million more fish.

    Frankie White Called me from Oregon yesterday. She owned one of the 134 INHOLDER private Elwha Recreational lots 25 years ago when it was destroyed by ONP. She called it the FLOOD.

    The NPS/ONP gave Frankie three choices on her private property.

    1. Sell you lot to us now for full appraised value.
    2. Sell it to us now, use it for 5 years and we will give you 1/2 of the appraised value.
    3. DO NOTHING and we will take it by immanent domain.

    The White family had enjoyed the ONP private Inholder campsite for 14 years.

    My Dad, George C. Rains Sr. told her not to sell, that the ONP could not take it.

    Their family did not have money to fight. They did not know HOW to fight the ONP.

    They were afraid, they didn’t know what to do, and they sold their site to ONP.

    Frankie said, “I cried and cried, BUT THE ONP LEFT US NO CHOICE, so we sold it to them”

    Jack Del Gussi, John H. Lewis and I created the finest recreational campground facilities the Elwha River has ever known. We subdivided and developed campsites with underground electric power, water system and good roads and restrooms.

    In the course of our development I noticed a small breach through a narrow strip of land on the south of the big island which is owned by the park. I could foresee a lot of damage if something was not done to protect our property below and the Olympic Hot Springs Road.

    I contacted Del Hur Industries to get an estimate on what it would cost to plug the breach and put a small rock dike to prevent further damage to our property and the road.

    After getting an estimate I contacted the park people and they would do nothing to help remedy the situation. I also offered to provide free of cost all rip rap from our rock quarry on Little River.

    The problem was ignored. Finally sometime later the river came up high enlarging the breach, washing out a section of the Olympic Hot Springs Road and cut a channel through our development and took out our bridge……

    To this day they have done nothing to remedy the threat and a good portion of our property was destroyed through their sheer negligence. The National Park has no respect  for private property rights and ownership.
