    Unlike technologies such as the light bulb or the telephone, the Internet has no single “inventor.” Instead, it has evolved over time. THE INTERNET GOT ITS START IN THE UNITED STATES MORE THAN 50 YEARS AGO AS A GOVERNMENT WEAPON IN THE COLD WAR. For years, scientists and researchers used it to communicate and share data with one another.

    THE SPUTNIK SCARE

    On OCTOBER 4, 1957, the Soviet Union launched the world’s first manmade satellite into orbit. The satellite, known as Sputnik, did not do much: It tumbled aimlessly around in outer space, sending blips and bleeps from its radio transmitters as it circled the Earth. Still, to many Americans, the beach-ball-sized Sputnik was proof of something alarming: While the brightest scientists and engineers in the United States had been designing bigger cars and better television sets, it seemed, the Soviets had been focusing on less frivolous things—and they were going to win the Cold War because of it.

    After Sputnik’s launch, many Americans began to think more seriously about science and technology. Schools added courses on subjects like chemistry, physics and calculus. Corporations took government grants and invested them in scientific research and development.

     AND THE FEDERAL GOVERNMENT ITSELF FORMED NEW AGENCIES, SUCH AS THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) AND THE DEPARTMENT OF DEFENSE’S ADVANCED RESEARCH PROJECTS AGENCY (ARPA), TO DEVELOP SPACE-AGE TECHNOLOGIES SUCH AS ROCKETS, WEAPONS AND COMPUTERS.

    THE BIRTH OF THE ARPANET

    Scientists and military experts were especially concerned about what might happen in the event of a Soviet attack on the nation’s telephone system. Just one missile, they feared, could destroy the whole network of lines and wires that made efficient long-distance communication possible. In 1962, A SCIENTIST FROM M.I.T. AND ARPA NAMED J.C.R. LICKLIDER proposed a solution to this problem: a “GALACTIC NETWORK” of computers that could talk to one another. Such a network would enable government leaders to communicate even if the Soviets destroyed the telephone system.

    In 1965, another M.I.T. SCIENTIST developed a way of sending information from one computer to another that he called “packet switching.” Packet switching breaks data down into blocks, or packets, before sending it to its destination. That way, each packet can take its own route from place to place. Without packet switching, the government’s computer network—now known as the ARPAnet—would have been just as vulnerable to enemy attacks as the phone system.

    In 1969, ARPAnet delivered its first message: a “node-to-node” communication from one computer to another. (THE FIRST COMPUTER WAS LOCATED IN A RESEARCH LAB AT UCLA AND THE SECOND WAS AT STANFORD; each one was the size of a small house.) The message—“LOGIN”—was short and simple, but it crashed the fledgling ARPA network anyway: The Stanford computer only received the note’s first two letters.

    THE NETWORK GROWS 1969-1970-1971 INTO A SINGLE WORLDWIDE “INTERNET.”

    By the end of 1969, just four computers were connected to the ARPAnet, but the network grew steadily during the 1970s. In 1971,

     IT ADDED THE UNIVERSITY OF HAWAII’S ALOHANET, AND TWO YEARS LATER IT ADDED NETWORKS AT LONDON’S UNIVERSITY COLLEGE AND THE ROYAL RADAR ESTABLISHMENT IN NORWAY.

     AS PACKET-SWITCHED COMPUTER NETWORKS MULTIPLIED, HOWEVER, IT BECAME MORE DIFFICULT FOR THEM TO INTEGRATE INTO A SINGLE WORLDWIDE “INTERNET.”

    By the end of the 1970s, a computer scientist named Vinton Cerf had begun to solve this problem by developing a way for all of the computers on all of the world’s mini-networks to communicate with one another. He called his invention “TRANSMISSION CONTROL PROTOCOL,” or TCP. (Later, he added an additional protocol, known as “INTERNET PROTOCOL.” The acronym we use to refer to these today is TCP/IP.) One writer describes Cerf’s protocol as “the ‘handshake’ that introduces distant and different computers to each other in a virtual space.”

    THE WORLD WIDE WEB 1991-1992 A COMPUTER PROGRAMMER IN SWITZERLAND

    Cerf’s protocol transformed the Internet into a worldwide network. Throughout the 1980s, researchers and scientists used it to send files and data from one computer to another. However, in 1991 the Internet changed again. THAT YEAR, A COMPUTER PROGRAMMER IN SWITZERLAND named Tim Berners-Lee introduced THE WORLD WIDE WEB: an Internet that was not simply a way to send files from one place to another but was itself A “WEB” OF INFORMATION THAT ANYONE ON THE INTERNET COULD RETRIEVE. Berners-Lee created the Internet that we know today.

    Since then, the Internet has changed in many ways. In 1992, a group of students and researchers at the University of Illinois developed a sophisticated browser that they called Mosaic. (It later became Netscape.) Mosaic offered a user-friendly way to search the Web: It allowed users to see words and pictures on the same page for the first time and to navigate using scrollbars and clickable links. THAT SAME YEAR, CONGRESS DECIDED THAT THE WEB COULD BE USED FOR COMMERCIAL PURPOSES. As a result, companies of all kinds hurried to set up websites of their own, and e-commerce entrepreneurs began to use the Internet to sell goods directly to customers.

    More recently, social networking sites like Facebook have become a popular way for people of all ages to stay connected.

    A timely Discovery the1952 McCarran-Walter Act

    Does any of this sound familiar 66 years later?

    In 1952, the U.S. Congress overrode a veto by President Harry Truman and passed the McCarran-Walter Act that on the one hand removed racial barriers to American citizenship, while on the other, tightened controls over the screening and entrance of immigrants.

    The new law stated that anyone who had entered the U.S.A. illegally since 1924 was subject to deportation no matter how long he or she had been in the country. At the same time, the Immigration and Naturalization Service (INS) stepped up enforcement on the border and initiated raids in many cities. As a result, many people were deported (some of them U.S. born children who were sent away with their parents).

    Because the INS could not differentiate American citizens who happened to be of Mexican ancestry from people who were here illegally, U.S. citizens were often stopped and questioned by authorities.

    At the same time, the U.S. government doubled the number of people who were allowed to cross the border as braceros.

    Thus, on the one hand the U.S. deported thousands of Mexicans, while on the other, it allowed thousands more to come into the country to work.

    This is a perfect example of WHY HISTORY MATTERS

    Back to the Bracero historical Effect on Americas Hispanic Population

    The enormous manpower shortage was created by World War II.

    Dec. 7, 1941: The Japanese attack Pearl Harbor, pulling the United States into World War II.

    During World War II, the United States utilized all of its available resources. Men and women of all ages worked day and night in factories and the healthiest and strongest young people were DRAFTED and sent to the front lines.

    On September 16, 1940, the United States instituted the World War II. Selective Training and Service Act of 1940, which required all men between the ages of 21 and 45 to register for the draft. This was the first peacetime draft in United States’ history.

    May 1942: U.S. labor studies find that in the run-up to WWII and immediately after Pearl Harbor, 1 million rural workers have moved to the military and factory jobs in major U.S. cities. Farmers alert the U.S. federal government that they face harvest-time disasters if replacement workers are not brought in.

    The managed migration, an unprecedented and radical solution to America’s labor needs, prompted by the enormous manpower shortage created by World War II.

    July 4, 1942 the Bracero  program was established by FDR’s executive order

    The Bracero program was an agreement between the U.S. and Mexican governments that permitted Mexican citizens to take temporary agricultural work in the United States.

    On August 4, 1942 the United States concluded a temporary intergovernmental agreement for the use of Mexican agricultural labor on United States farms (officially referred to as the Mexican Farm Labor Program), and the influx of legal temporary Mexican workers began.

    Over the Bracero program’s 22-year lifespan, 1942-1964 more than 4.5 million Mexican citizens were legally hired for work in the United States, primarily in Texas and California.

    Americas  dependence on Bracero’s  Mexican labor 1942 -1964

    Dependence on Mexican labor has been a source of great opportunity as well as great conflict for Mexicans and Americans. In 1942, facing labor shortages caused by World War II, the United States initiated a series of agreements with Mexico to recruit Mexican men to work on U.S. farms and railroads. These agreements became known as the bracero program. (Bracero is a term used in Mexico for a manual laborer.)

    Between 1942 and 1964, an estimated two million Mexican men came to the United States on short-term labor contracts. A little-known chapter of American and Mexican history, the bracero program touched the lives of countless men, women, families, and communities. Both bitter and sweet, the bracero experience tells a story of exploitation but also of opportunity.

    Aug. 24, 1942: U.S. and Mexico sign an executive agreement to recruit Mexican temporary workers for U.S. farms, with transportation and other costs to be borne by the U.S. government. Mexico refuses to allow workers to be recruited for Texas farmers because of a history of discrimination against Mexicans in the state. The U.S. promises that braceros will not be mistreated.

    Sept. 29, 1942: The first group of Mexican braceros reports for work in Stockton, Calif. Days after a celebratory picnic sponsored by local farmers, the braceros go on strike, complaining that the pay for harvest work is less than promised. Farmers relent and raise the pay.

    Jan. 1, 1943: U.S. War Manpower Commission tells the State Department that the RAILROAD INDUSTRY faces a severe labor shortage, touching off talks with Mexico to expand the bracero program.

    February 1943: Mexico suspends bracero recruiting, citing poor treatment of the 4,200 workers who had ventured north in the fall of 1942. The U.S. promises to improve conditions for braceros, and a new agreement is signed. In all of 1943, 53,000 braceros go to U.S. farms.

    May 14, 1943: 760 workers leave Mexico City by rail, bound for Texas, where they are assigned to work on various U.S. railways.

    June 21, 1943: The U.S. Office of Labor is established to monitor the bracero agreement.

    December 1943: The Mexican Labor Ministry reports that 76,184 men worked in the United States as braceros that year.

    Oct. 31, 1944: Mexican doctors finish physical examinations of 69,455 workers; 1944 ends with the highest number of wartime braceros north of the border – 118,182.

    February 1945: Mexican railroads report the heaviest monthly traffic of northbound braceros – 8,000.

    Sept. 2, 1945: Japan officially surrenders, ending World War II. At the time, more than 100,000 braceros are working in the U.S.

    Aug. 24, 1945: Last rail cars of Mexicans headed for railroad jobs cross into Texas. That part of the bracero program is suspended.

    September 1945: U.S. count shows that 300,000 Mexican men worked as braceros during World War II. Their total earnings during the war years were $228 million (in 1945 dollars).

    March 1946: U.S. farmers pressure the federal government to continue the agricultural portion of the bracero program, citing the loss of workers to postwar urban expansion, and increased food demands at home and around the world. At least 26,214 Mexicans work on U.S. farms in 1946.

    May 14, 1946: The U.S. Embassy in Mexico relays a U.S. State Department desire to discontinue the 10 percent wage deduction for braceros.

    Spring 1946: After four years of illegal recruiting of Mexican workers by Texas farmers, Mexico relents and allows braceros to officially work in the state. Mexico turns around and removes Idaho from the approved states, citing poor treatment of Mexicans in that state. The Idaho Legislature had created rules forcing braceros to stay on the job or face arrest and deportation – and forced, unpaid labor while awaiting trial.

    Spring 1947: U.S. and Mexico alter the bracero pact, dropping government recruiting in Mexico and turning that over to private farm interests, which would then venture to Mexico to hire workers.

    Feb. 6, 1947: Mexico’s Banco Nacional de Credito Agrícola, one of two principal holders of bracero savings, files an internal audit showing that 12 million pesos (about $4 million in 1947 dollars) – savings funds belonging to braceros – has instead been used to fund “day-to-day operations” of the bank. The audit does not say whether that money has been returned to braceros.

    February 1948: A new U.S.-Mexico bracero deal reinstates the 10 percent wage deduction.

    September 1948: Mexico reports about 20,000 braceros working in the United States.

    October 1948: The 10 percent wage deduction is once again suspended.

    Spring 1955: Ernesto Galarza, a former Pan-American Union official, publishes Strangers in Our Fields, a blistering account of how safeguards in bracero contracts were constantly violated.

    It was strange yesterday , Sept 11, 2017, 16 years later, the usual busy internet emails and comments went eerily silent, no alternate social media websites and blogs posting about remembering  9/11,  no comments on  the horrific devastation of  Hurricane Harvey and Irma, And, not even internet complaints  on the hundreds of out of control wildfires and with unhealthy choking blinding smoke covering the western United States.

    Similar caution just led the University of Houston to change the name of its Calhoun Lofts dorm because it shares a name with the 19th-century vice president and white supremacist John C. Calhoun, even though, a university spokeswoman told the Houston Chronicle, “the residence hall was not named in recognition of John C. Calhoun” but a nearby street.

    In Atlanta, likewise, protesters last week attempted to tear down that city’s Peace Monument, apparently mistaking it for a Confederate shrine. The sculpture was erected to honor those who worked for reunification during Reconstruction.

    The movement to remove Confederate monuments can be a healthy one, if done legally, according to the wishes of local citizens and in such a way that preserves this history without glorifying it. But from across this great land come reminders that nothing in America succeeds like excess.

    New York Mayor Bill de Blasio announced a 90-day review of any statues on city property that could be “symbols of hate.” New Yorkers are now taking aim at the Christopher Columbus statue in Columbus Circle and the tomb of Ulysses S. Grant.

    Some object to the Theodore Roosevelt statue outside the Museum of Natural History, and others suggest the name “New York” itself may have to go because the Duke of York was a slave trader. New York chef Tom Colicchio dropped the name of his new restaurant because it was named after a building that was named after 19th-century publishers who had racist views.

    There’s a movement in Massachusetts to rename Boston’s Faneuil Hall, cradle of the Revolution, because the 1742 structure was built by a slave trader and owner, Peter Faneuil. Residents of Philadelphia and Seattle, not to be left out, want to remove statues of, respectively, Frank Rizzo and Vladimir Lenin.

    Some may see this as a pell-mell rush to replicate George Orwell’s “1984,” in which “every statue and street and building has been renamed.” But I don’t think it goes far enough.

    If we are to purge ourselves of Robert E. Lee (and ESPN’s Robert Lee) we must avoid confusion by renaming or replacing all things with names similar to the Confederate general’s: Bruce Lee, Tommy Lee, Spike Lee, Harper Lee, Bobby Lee, Lee jeans, Lee Majors and Lee Iacocca.

    It won’t do simply to rename schools named for the Confederate Gen. J.E.B. Stuart. We’re going to have to rename Stuart Little, Stuart the Minion from “Despicable Me,” Jon Stewart, Martha Stewart and Jeb Bush. All statues of Jubal Early must come down. So must all things that share names with this Confederate general: early-bird specials, early morning, early retirement, early voting and early NBA-draft entry.

    If Confederate hero Nathan Bedford Forrest must go, so must the Redwood forest. Also the Gulf Stream waters. Fort A.P. Hill, an army base named for a Confederate general, must be renamed. So must Capitol Hill, Beacon Hill, Nob Hill, Bunker Hill, the Sugarhill Gang, Blueberry Hill, and Bill and Hill.

    Let us dispense with Jefferson Davis, by all means — but take with him Miles Davis, Sammy Davis Jr., Davis Love, the Davis Cup, the University of California at Davis, the Jefferson Hotel, Thomas Jefferson, George Jefferson, Louise “Weezy” Jefferson, Jefferson Pierce (Black Lightning) and especially Jefferson Beauregard Sessions, who also shares a name with Confederate Gen. P.G.T. Beauregard. Now that New Orleans has taken down its Beauregard statue, we’re also going to have to relocate Bo Jackson, Bo Derek and Bo Diddley.

    Memorials to Confederate Gen. Leonidas Polk cannot be moved without also erasing all trace of President James Polk, polka dances, polka dots, Hawaiian poke and Pokémon. Picket lines must be outlawed and picket fences flattened to avoid honoring Gen. George Pickett, and I will stonewall any attempt to disappear Gen. Thomas Jackson without also renaming Michael Jackson, Janet Jackson, Reggie Jackson, Percy Jackson, Action Jackson and Jackson Hole.

    I regret to say we must also rename my Washington Post colleague Philip Rucker, who shares a name with (though is not related to) Confederate Gen. Edmund Rucker.

    That’s asking a lot of Phil, but we all must do our share. I will be demanding a new name for my public high school, Calhoun High School. It’s not named for John C. but for Sanford H., a 20th-century New York school administrator who, to the best of my knowledge, did not own slaves. But you can’t be too careful.

    I do not know how many years ago it was that the Century Dictionary was published, but I remember one day in the Century Cyclopedia of Names I had occasion to turn to the name of Robert E. Lee, and I found him there in that book published in New York City simply described as a great American general.

    The generosity of our judgment was made up soon after this great struggle was over.

    Men came and sat together again in the Congress and united in all the efforts of peace and of government, and our solemn duty is to see that each one of us is in his own consciousness and in his own conduct a replica of this great reunited people.

    Confederate Memorial

    By the end of 1901 all the Confederate soldiers buried in the national cemeteries at Alexandria, Virginia, and at the Soldiers’ Home in Washington were brought together with the soldiers buried at Arlington and reinterred in the Confederate section.

    The history of Arlington National Cemetery is steeped in the Civil War, for it was this great national struggle that necessitated the establishment of this cemetery to bury its many dead. For many years following the war, the bitter feelings between North and South remained, and although hundreds of Confederate soldiers were buried at Arlington, it was considered a Union cemetery. Family members of Confederate soldiers were denied permission to decorate their loved ones’ graves and in extreme cases were even denied entrance to the cemetery.

    These ill feelings were slow to die but over time they did begin to fade. Many historians believe it was the national call to arms during the Spanish-American War that brought northerners and southerners together at last. In that war numerous Confederate veterans volunteered their services and joined their Northern brothers on the battlefield in the common defense of our nation. In June 1900, in this spirit of national reconciliation, the U.S. Congress authorized that a section of Arlington National Cemetery be set aside for the burial of Confederate dead.

    By the end of 1901 all the Confederate soldiers buried in the national cemeteries at Alexandria, Virginia, and at the Soldiers’ Home in Washington were brought together with the soldiers buried at Arlington and reinterred in the Confederate section. Among the 482 persons buried there are 46 officers, 351 enlisted men, 58 wives, 15 southern civilians, and 12 unknowns. They are buried in concentric circles around the Confederate Monument, and their graves are marked with headstones that are distinct for their pointed tops. Legend attributes these pointed-top tombstones to a Confederate belief that the points would “keep Yankees from sitting on them.”

    To further honor these citizens of the South, the United Daughters of the Confederacy petitioned to erect a major monument to the Confederate dead. On March 4, 1906 Secretary of War William Howard Taft granted their request. The cornerstone was laid on Nov. 12, 1912 at a ceremony featuring speakers William Jennings Bryan and James A. Tanner, a former Union corporal who lost both legs at the second Battle of Bull Run. He was commander in chief of the Union veterans group, The Grand Army of the Republic. That same evening, President William Howard Taft addressed the United Daughters of the Confederacy at a reception in the Daughters of the American Revolution’s Centennial Hall.

    Chosen to design the memorial was the world-renowned sculptor, Moses Ezekiel. Ezekiel brought more than just his artistic talents to this project for he was also a Confederate veteran who knew firsthand the horrors of the Civil War. He is now buried at the base of the famous monument which he created.

    The Confederate Monument was unveiled before a large crowd of northerners and southerners on June 4, 1914, the 106th anniversary of the birthday of the president of the Confederacy, Jefferson Davis. President Woodrow Wilson delivered an address and veterans of both the Union and Confederacy placed wreaths on the graves of their former foes, symbolizing the reconciliation between the North and South, the memorial’s central theme.

    Ezekiel created a monument rich in symbols. Standing atop the 32-foot monument is a larger-than-life figure of a woman representing the South. Her head is crowned with olive leaves, her left hand extends a laurel wreath toward the South, acknowledging the sacrifice of her fallen sons. Her right hand holds a pruning hook resting on a plow stock. These symbols bring to life the biblical passage inscribed at her feet: “And they shall beat their swords into plow shares and their spears into pruning hooks.”

    The plinth on which she stands is embossed with four cinerary urns symbolizing the four years of the Civil War. Supporting the plinth is a frieze of 14 inclined shields, each depicts the coat of arms of one of the 13 Confederate states and Maryland, which did not join the Confederacy but supported the South in the war.

    Below the plinth is another frieze of life-sized figures depicting mythical gods and Southern soldiers. At the front of the monument, the panoplied figure of Minerva, Goddess of War and Wisdom, attempts to hold up the figure of a fallen woman (“The South”) who is resting upon her shield, “The Constitution.” Behind “The South,” the Spirits of War are trumpeting in every direction calling the sons and daughters of the South to aid their falling mother. On either side of the fallen woman are figures depicting those sons and daughters who came to her aid and who represent each branch of the Confederate service: Soldiers, Sailor, Sapper and Miner.

    Completing the frieze are six vignettes illustrating the effect of the war on Southerners of all races. The vignettes include a black slave following his young master; an officer kissing his infant child in the arms of her mammy; a blacksmith leaving his bellows and workshop as his sorrowful wife looks on; a young lady binding the sword and sash on her beau; and a young officer standing alone.

    The base of the memorial features several inscriptions. On its front face are the seal of the Confederacy and a tribute by the United Daughters of the Confederacy, followed by the Latin phrase: “Victrix Causa Diis Placuit Sed Victa Caton.” This phrase means: “The Victorious Cause was Pleasing to the Gods, But the Lost Cause to Cato.” On the rear of the monument is an inscription attributed to the Reverend Randolph Harrison McKim, who was a Confederate chaplain and who served as pastor of the Epiphany Church in Washington for 32 years. It reads:

    In addition to Moses Ezekiel, three other Confederate soldiers are buried at the base of the monument. They are Lt. Harry C. Marmaduke who served in the Confederate Navy, Capt. John M. Hickey of the Second Missouri Infantry and Brig. Gen. Marcus J. Wright who commanded brigades at Shiloh and Chickamauga.

    National and global events all happened some­where, and historical markers mark the place where many occurred. But the richness of history is in its local details, details that can be insignificant on the global stage: the home of an in­di­vi­dual who made a dif­fe­rence; a natural feature, building, byway; or just some­thing in­te­res­ting that happened nearby. History is not just about the high and mighty.

    Markers tell stories and point out facts. There is one at the site the northernmost battle of the U.S. Civil War and another at the southernmost point in the United States (can you guess where?). There is one next to a 17th century Japanese stone lantern symbolizing 20th century peace, and another one less than 20 miles away reminding us of the Nike missile sites that were built the same year the lantern was dedicated. They tell of battles,  massacres and hangings; of hu­ma­ni­ta­rians, educators, and a beloved stagecoach horse; of mountains, lakes, rivers, bridges, roads, and other natural and man-made wonders.

    There are countless thousands of great stories marked by markers—and some boring ones too. Some markers simply recite facts while others are insightful, obscure, cryptic, patriotic, fas­ci­na­ting, sad, funny, or just downright bizarre.     FEDERAL INDIAN POLICY: “MOM ALWAYS LIKED YOU BEST!”

    It’s 83 years late in coming, but at long last the Indian Reorganization Act of 1934 (IRA) is finally getting its first-ever review, and hopefully serious reform. IRA (48 stat. 984) forms the backbone of federal Indian policy across the country and has been extended, expanded, and abused far beyond the original intent of Congress.

    In order to understand IRA and its major impacts on America, let me share an analogy. Imagine an American household with a single mom and a couple of sons, Johnny and Jimmy. One day Mom calls the family together to make an announcement. “Johnny, you were here first; Jimmy you were here second. Therefore, Johnny, you are more valuable and important than your brother. And Jimmy, you have intruded upon Johnny’s room, his life and his world, so a big chunk of everything you earn from now on and forever will be given to me, Mom, and I will redirect your earnings to Johnny. You really don’t belong here, Jimmy, because you were here second.”

    This is exactly what has been happening in our country for 83 years. Since the Tribes (Johnny) tell the government (Mom) that they were here first, the non-tribal inhabitants (Jimmy) have become second-class citizens.

    The mantra foisted upon Americans for decades is, “We were here first; you stole our land.” Neither is true. But even if it were true, the response as of 1789 should have been, “So what?” That was the way of the world in the 1600s under the Doctrine of Discovery. Life changed on this continent in September 1789.

    One could hardly call the poor souls arriving on the Mayflower and other ships to establish a new life on this continent, conquerors. They had fled religious oppression under a tyrannical king, and were seeking liberty, religious and individual freedom. These were the seeds that became the Great American Experiment. But for that “transgression,” apparently, Americans are to be forever damned.

    In my analogy, Mom is our Mother Country. Imagine that Mom’s folks come to visit their grandsons and discover the new household rules. Mom’s folks, representing our Founders, would be astonished. The seeds planted in the early 1600s by arrivals from Europe gave birth to the Framers of our Constitution and our republican form of government. Regardless of historical decisions, some right, some wrong, the reality is that the United States of America, as of September 1789, is our government, inclusive of the now 50 separate and sovereign states. Revisionist history has been common practice for far too long, but the actual reversal of history occurring today is the slumbering thunder creeping across this country.

    There is no tribal sovereignty recognized in the U.S. Constitution, but such sovereignty (just like Jimmy paying perpetual debt to Johnny) has acquired a power beyond the Constitution’s declared sovereign authority of individual citizens and states. States such as Washington, Montana, Idaho, and some Midwestern states have continually relinquished their state authority in deference to all tribal whims. Many states have created de facto “trust” relationships with tribes where none existed; only the federal government has a court ordered (but not constitutional) “trust” relationship with their “dependent wards — Indian tribes.”

    Johnny’s governments (tribes) may directly finance political parties, incumbents, or candidate election officials. Jimmy’s government may not. Johnny’s businesses are all tax-exempt and growing enormously. Jimmy’s businesses are taxed to the max. Johnny’s government members can hold elected office anywhere across the country, passing land use and taxation laws upon Jimmy that do not apply to Johnny. Johnny has priority over most of the river and water systems throughout the Western states because Johnny was here first, and Jimmy’s needs don’t matter — he shouldn’t exist.

    There is a wondrous Statue of Liberty in New York harbor that welcomes all to come, as the early Jamestown settlers, legally to the United States. We are a country forged and thriving by “intruders” from all over the world. Our republican form of government does not classify those who were here first as superior, nor does it distinguish a priority between the person naturalized yesterday as a full American citizen and the child born here five minutes ago. But federal Indian policy requires perpetual debt and shame for all who came second.

    And now we take a deeper look at the Indian Reorganization Act and its impact on the lives of American citizens. In 2009, the U.S. Supreme Court ruled in Carcieri v Salazar that IRA was intended to reorganize only those tribes on existing reservations and “now under federal jurisdiction” in June 1934. There were only some 65-70 actual Indian reservations in the United States in 1934. Therefore, the IRA was to reorganize only those 65-70 tribes, and no more. The Carcieri ruling was a political earthquake.

    The Department of Interior and Bureau of Indian Affairs have not just reorganized reservations in existence in 1934; they have federally recognized a current total of 567 tribal governments, each acquiring and expanding their reservations, each receiving tax exemptions, and each receiving money from Jimmy (“second-class” citizens).

    The response to Carcieri under the Obama administration was to utterly ignore it, along with other Supreme Court rulings where the High Court rolled back tribal governing authority, replacing state sovereign authority.

    The good news is that on June 22, 2017, the Department of Interior published a “Notice of Regulatory Reform” with an open public comment period on the Indian Reorganization Act (IRA) and four other major federal statutes. The Notice reads: “This document also provides an overview of Interior’s approach for implementing the regulatory reform initiative to alleviate unnecessary burdens placed on the American people.”

    No doubt Johnny’s 567 tribal governments and the entire Indian industry will be weighing in with their comments to legitimize and further expand decades of IRA unauthorized overreach.

    This is our very first opportunity to truly confront the erroneous and detrimental policies that one ethnicity that was here “first” is superior to all others in this country because all other ethnicities are intruders on this continent, and that communalism, socialism, and tribalism is preferable to individual liberty.

    It is imperative that states, counties, towns, and Jimmy — who lives within an Indian reservation — describe their “burden” at this time. If Jimmy stays silent, Jimmy’s wallet will continue to be annually poached for the expansion of tribalism as a governing system, replacing our constitutional republic form of government.

    All other Americans are up against 567 tribal governments with 400 more waiting in the wings for their recognition (not “reorganization”). How long must Jimmy owe his older brother who was here “first” and who seldom says “thank you,” and never says “enough”?
