    What’s going on with the FBI criminal investigation with Hillary Clinton’s illegal use of a home email server? The FBI has been quiet, but now we have learned it’s for good reason! As sources inform Fox News’ Catherine Herridge (below), Hillary Clinton is about to be in serious trouble!

     As Rep. Mike Pompeo, who sits on the House Intelligence Committee, told Fox News:

    “I can assure you the intelligence committee is working on determining the scope of any breaches that may have resulted from the improper handling of classified information, and the damage assessments that go with them. I think we all understand that we had classified information in channels that weren’t secure on Secretary Clinton’s homebrew server and that risk was associated with that.”

    Then, Herridge explains how her sources are focused on how “federal regulations require damage assessments after classified information is outside secure government channels, such as a personal server.”

    Therefore, if Pompeo is correct, then the FBI is focused on determining internally what classified information was mishandled… Which it clearly was, as the documents included more than 22 emails that were “top secret and above.” Once that is investigation is complete, the FBI will have no other choice but to go after Hillary Clinton.

    Meaning of “High Crimes and Misdemeanors”

    The question of impeachment turns on the meaning of the phrase in the Constitution at Art. II Sec. 4, “Treason, Bribery, or other high Crimes and Misdemeanors”.

    I have carefully researched the origin of the phrase “high crimes and misdemeanors” and its meaning to the Framers, and found that the key to understanding it is the word “high”. It does not mean “more serious”. It refers to those punishable offenses that only apply to high persons, that is, to public officials, those who, because of their official status, are under special obligations that ordinary persons are not under

    and which could not be meaningfully applied or justly punished if committed by ordinary persons.

    Under the English common law tradition, crimes were defined through a legacy of court proceedings and decisions that punished offenses not because they were prohibited by statutes, but because they offended the sense of justice of the people and the court. Whether an offense could qualify as punishable depended largely on the obligations of the offender, and the obligations of a person holding a high position meant that some actions, or inactions, could be punishable if he did them, even though they would not be if done by an ordinary person.

    Offenses of this kind survive today in the Uniform Code of Military Justice. It recognizes as punishable offenses such things as perjury of oath, refusal to obey orders, abuse of authority, dereliction of duty, failure to supervise, moral turpitude, and conduct unbecoming. These would not be offenses if committed by a civilian with no official position, but they are offenses which bear on the subject’s fitness for the duties he holds, which he is bound by oath or affirmation to perform.

    Perjury is usually defined as “lying under oath”. That is not quite right. The original meaning was “violation of one’s oath (or affirmation)”.

    The word “perjury” is usually defined today as “lying under oath about a material matter”, but that is not its original or complete meaning, which is “violation of an oath”. We can see this by consulting the original Latin from which the term comes. From An Elementary Latin Dictionary, by Charlton T. Lewis (1895), Note that the letter “j” is the letter “i” in Latin.

Of means or manner, through, by, by means of, … under pretense of, by the pretext of, ….

    By Art. II Sec. 1 Cl. 8, the president must swear: “I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.” He is bound by this oath in all matters until he leaves office. No additional oath is needed to bind him to tell the truth in anything he says, as telling the truth is pursuant to all matters except perhaps those relating to national security. Any public statement is perjury if it is a lie, and not necessary to deceive an enemy.

    When a person takes an oath (or affirmation) before giving testimony, he is assuming the role of an official, that of “witness under oath”, for the duration of his testimony.

    That official position entails a special obligation to tell the truth, the whole truth, and nothing but the truth, and in that capacity, one is punishable in a way he would not be as an ordinary person not under oath. Therefore, perjury is a high crime.

    An official such as the president does not need to take a special oath to become subject to the penalties of perjury. He took an oath, by Art. II Sec. 1 Cl. 8, to “faithfully execute the Office of President of the United States” and to “preserve, protect and defend the Constitution of the United States” to the best of his ability. While he holds that office, he is always under oath, and lying at any time constitutes perjury if it is not justified for national security.

    Independent Counsel Kenneth Starr erred in presenting in his referral only those offenses which could be “laid at the feet” of the president. He functioned like a prosecutor of an offense against criminal statutes that apply to ordinary persons and are provable by the standards of “proof beyond a reasonable doubt”. That is not to say that such offenses are not also high crimes or misdemeanors when committed by an official bound by oath. Most such offenses are. But “high crimes and misdemeanors” also includes other offenses, applicable only to a public official, for which the standard is “preponderance of evidence”. Holding a particular office of trust is not a right, but a privilege, and removal from such office is not a punishment. Disablement of the right to hold any office in the future would be a punishment, and therefore the standards of “proof beyond a reasonable doubt” would apply before that ruling could be imposed by the Senate.

    It should be noted, however, that when an offense against a statute is also a “high crime or misdemeanor”, it may be, and usually is, referred to by a different name, when considered as such. Thus, an offense like “obstruction of justice” or “subornation of perjury” may become “abuse of authority” when done by an official bound by oath. As such it would be grounds for impeachment and removal from office, but would be punishable by its statutory name once the official is out of office.

    An executive official is ultimately responsible for any failures of his subordinates and for their violations of the oath he and they took, which means violations of the Constitution and the rights of persons.

    It is not necessary to be able to prove that such failures or violations occurred AT HIS INSTIGATION OR WITH HIS KNOWLEDGE, to be able, in Starr’s words, to “lay them at the feet” of the president. It is sufficient to show, on the preponderance of evidence, that the president was aware of misconduct on the part of his subordinates, OR SHOULD HAVE BEEN, and failed to do all he could to remedy the misconduct, including termination and prosecution of the subordinates and compensation for the victims or their heirs.

    The president’s subordinates include everyone in the executive branch, and their agents and contractors. It is not limited to those over whom he has direct supervision. He is not protected by “PLAUSIBLE DENIABILITY”. He is legally responsible for everything that everyone in the executive branch is doing.

     

    Therefore, the appropriate subject matter for an impeachment and removal proceeding is the full range of offenses against the Constitution and against the rights of persons committed by subordinate officials and their agents which have not been adequately investigated or remedied.

    The massacre at Waco, the assault at Ruby Ridge, and many, many other illegal or excessive assaults by federal agents, and the failure of the president to take action against the offenders, is more than enough to justify impeachment and removal from office on grounds of dereliction of duty.

    To these we could add the many suspicious incidents that indicate covered up crimes by federal agents, including the suspicious deaths of persons suspected of being knowledgeable of wrongdoing by the president or others in the executive branch, or its contractors.

    The impeachment and removal process should be a debate on the entire field of proven and suspected misconduct by federal officials and agents under this president, and if judged to have been excessive by reasonable standards, to be grounds for removal, even if direct complicity cannot be shown.

    Department of Defense Releases First Quarter 2015 Suicide Information

    Today, the Department of Defense released the Quarterly Suicide Report (QSR) for the first quarter of calendar year 2015.

    The report summarizes confirmed suicide counts for all services and components during the months of January through March of 2015, and also includes total suicide counts for 2014, 2013 and 2012.

    In the first quarter of 2015, there were 57 suicides among service members in the active component, 15 suicides among service members in the reserve component and 27 suicides among service members in the National Guard.

    Military personnel subject to combat in war often suffer mental and physical injuries, including depression, posttraumatic stress disorder, disease, injury, and death.

    In every war in which American soldiers have fought in, the chances of becoming a psychiatric casualty – of being debilitated for some period of time as a consequence of the stresses of military life – were greater than the chances of being killed by enemy fire.

    During World War II, research conducted by US Army Brigadier General S.L.A. Marshall found that, on average, only 15% to 20% of American riflemen in WWII combat fired at the enemy.[16] In Civil War Collector’s Encyclopedia, F.A. Lord notes that of the 27,574 discarded muskets found on the Gettysburg battlefield, nearly 90% were loaded, with 12,000 loaded more than once and 6,000 loaded 3 to 10 times. These studies suggest that most military personnel resist firing their weapons in combat, that – as some theorists argue – human beings have an inherent resistance to killing their fellow human beings.[16] Swank and Marchand’s WWII study found that after sixty days of continuous combat, 98% of all surviving military personnel will become psychiatric casualties. Psychiatric casualties manifest themselves in fatigue cases, confusional states, conversion hysteria, anxiety, obsessional and compulsive states, and character disorders.[16]

    One-tenth of mobilised American men were hospitalised for mental disturbances between 1942 and 1945, and after thirty-five days of uninterrupted combat, 98% of them manifested psychiatric disturbances in varying degrees.

    Additionally, it has been estimated that anywhere from 18% to 54% of Vietnam war veterans suffered from Post Traumatic Stress Disorder.[16]

    Based on 1860 census figures, 8% of all white American males aged 13 to 43 died in the American Civil War, including about 6% in the North and approximately 18% in the South.[47] The war remains the deadliest conflict in American history, resulting in the deaths of 620,000 military personnel. United States military casualties of war since 1775 have totaled over two million. Of the 60 million European military personnel who were mobilized in World War I, 8 million were killed, 7 million were permanently disabled, and 15 million were seriously injured.[48]

    Since 1868, Arlington National Cemetery has been the focal point of national Memorial Day commemorations. As the United States honors its fallen military heroes, explore eight surprising facts about one of the most sacred pieces of ground in America.

    1. Arlington National Cemetery is located on Confederate General Robert E. Lee’s confiscated estate.
      Days after resigning from the U.S. Army on April 20, 1861, to take command of Virginian forces in the Civil War, Robert E. Lee left the Arlington estate where he had married Mary Lee and lived for 30 years. He would never return. After Virginia seceded from the Union on May 23, 1861, Union troops crossed the Potomac River from the national capital and occupied the 200-acre property and house that been built by George Washington Parke Custis, Mary’s father and the step-grandson of George Washington. After Mary Lee, confined to a wheelchair, sent a representative instead of appearing personally to pay a $92.07 tax bill, the government seized the property in 1864. With Washington, D.C., teeming with dead soldiers and out of burial space, Quartermaster General Montgomery C. Meigs formally proposed Arlington as the location of a new military cemetery. On May 13, 1864, 21-year-old Private William Christman of Pennsylvania, who had died of peritonitis, became the first military man buried at Arlington. To ensure the house would forever be uninhabitable for the Lees, Meigs directed graves to be placed as close to the mansion as possible, and in 1866 he ordered the remains of 2,111 unknown Civil War soldiers killed on battlefields near Washington, D.C., to be placed inside a vault in the Lees’ rose garden.
    2. A Supreme Court ruling in 1882 could have resulted in the exhumation of 17,000 graves.
      More than a decade after Lee’s death, the Supreme Court ruled that the U.S. government had seized his estate without due process and ordered it returned to his family in the same condition as when it was illegally confiscated. If followed, the ruling could have required the exhumation of all of Arlington’s dead, but instead Lee’s son officially sold the property to Congress for $150,000 in 1883.
    3. The cemetery hosted the first national Memorial Day commemoration in 1868.
      In 1868, General John A. Logan, commander-in-chief of the Grand Army of the Republic, officially proclaimed May 30 as Decoration Day “for the purpose of strewing with flowers or otherwise decorating the graves of comrades who died in defense of their country during the late rebellion.” The first national commemoration took place at Arlington on May 30, 1868, with General Ulysses S. Grant in attendance and General James Garfield as the featured speaker. Decoration Day was eventually renamed Memorial Day.
    4. Arlington is the only national cemetery to hold servicemen from every war in U.S. history.
      Although the first military burial at Arlington National Cemetery didn’t occur until 1864, the burial ground holds the remains of those who fought in every war since the Revolution. In 1892, soldiers killed in the Revolutionary War were reinterred from a Georgetown cemetery, and casualties from the War of 1812 have been reburied at Arlington as well.
    5. Three World War II enemy combatants are buried at Arlington National Cemetery.
      Scattered among America’s honored dead are two Italian prisoners of war and one German prisoner of war captured during World War II. The three enemy combatants died in captivity in the Washington, D.C., area, and the Geneva Conventions required proper burials. With Arlington being the closest national cemetery, the men were buried there. In total, there are approximately 60 foreign nationals interred in Arlington, most being allied servicemen who perished in air disasters that included American soldiers.
    6. Nearly 4,000 former slaves are buried at Arlington National Cemetery.
      After seizing Lee’s estate, the federal government set aside acreage to be a model community for emancipated, freed and fugitive slaves. Freedman’s Village included farmland, homes, a hospital, a school and a mess hall before shuttering in 1900. African-Americans who lived at the village were buried on the property, and their graves were incorporated into Section 27 of Arlington National Cemetery. Their headstones are inscribed with “citizen” or “civilian.”
    7. There may never be another addition to the Tomb of the Unknowns.
      Among the 5,000 unknowns entombed at Arlington are the unidentified remains of World War I, World War II and Korean War servicemen buried at the Tomb of the Unknowns. An unknown from the Vietnam War was entombed in 1984, but the remains were exhumed in 1998, positively identified by DNA testing as those of Air Force First Lieutenant Michael Joseph Blassie and reinterred at a military cemetery in Missouri. Advancements in DNA testing may mean that all future remains will be able to be positively identified and no future interments at the Tomb of the Unknowns will occur.
    8. Soldiers plant flags in front of every tombstone on Memorial Day weekend.
      On every Memorial Day weekend since 1948, troops in the 3rd U.S. Infantry Regiment—the Army’s official ceremonial unit known as the “Old Guard”—have placed small American flags in front of all of Arlington’s tombstones. Each flag is planted precisely one foot in front of a grave marker and perfectly centered. This year, 1,700 soldiers participated in the tradition known as “Flags-In.” They planted approximately 220,000 flags on the Thursday evening before Memorial Day, and they will be removed at the holiday’s conclusion.

    For years, the tensions within the GRAND OLD PARTY had been building over the issue of government regulation. During his presidency, Roosevelt had advocated a “Square Deal” between capital and labor in American society. By the time he left the White House in March 1909, Roosevelt believed that the federal government must do more to supervise large corporations, improve the lot of women and children who worked long hours for low wages in industry, and conserve natural resources. “When I say that I am for the square deal, I mean not merely that I stand for fair play under the present rules of the game, but that I stand for having those rules changed so as to work for a more substantial equality of opportunity and of reward for equally good service,” he said in August 1910. Roosevelt was especially critical of the state and federal courts for overturning reform legislation as unconstitutional, and he said that such decisions were “fundamentally hostile to every species of real popular government.”

    Roosevelt’s burgeoning crusade for more active government reflected his loss of faith in William Howard Taft, whom the former Rough Rider had chosen as his successor. As president, Taft had sided with the conservative wing of the party, which had opposed Roosevelt’s reforms at every turn. For his part, Taft believed Roosevelt had stretched the power of the executive branch too far. As a lawyer and former federal judge, Taft had nothing but disdain for his predecessor’s jaundiced view of the judiciary. “The regret which he certainly expressed that the courts had the power to set aside statutes,” wrote the president, “was an attack upon our system at the very point where I think it is the strongest.”

    Tensions deepened in 1912, when Roosevelt began ADVOCATING THE RECALL OF JUDICIAL DECISIONS THROUGH POPULAR VOTE. With the courts tamed as an enemy to reform, ROOSEVELT THEN WOULD PRESS FORWARD “TO SEE THAT THE WAGE-WORKER, THE SMALL PRODUCER, THE ORDINARY CONSUMER, SHALL GET THEIR FAIR SHARE OF THE BENEFIT OF BUSINESS PROSPERITY.” To enact his program, Roosevelt signaled that he would accept another term as president and seek the nomination of the Republican Party.

    THESE AMBITIONS REVEALED, TAFT AND HIS FELLOW CONSERVATIVES DEEMED ROOSEVELT A DANGEROUS RADICAL. ONCE IN POWER FOR A THIRD TERM, THEY SAID, ROOSEVELT WOULD BE A PERPETUAL CHIEF EXECUTIVE. ROOSEVELT HAD BECOME THE MOST DANGEROUS MAN IN AMERICAN HISTORY, SAID TAFT, “BECAUSE OF HIS HOLD UPON THE LESS INTELLIGENT VOTERS AND THE DISCONTENTED.” THE SOCIAL JUSTICE THAT ROOSEVELT SOUGHT INVOLVED, IN TAFT’S OPINION, “A FORCED DIVISION OF PROPERTY, AND THAT MEANS SOCIALISM.”

    Taft dominated the Republican Party machinery in many states, but a few state primaries gave the voters a chance to express themselves. The president and his former friend took to the hustings, and across the country in the spring of 1912 the campaign rhetoric escalated.

    Roosevelt described Taft as a “puzzlewit,”

    while the president labeled Roosevelt a “honeyfugler.”

     Driven to distraction under Roosevelt’s attacks, Taft said in Massachusetts, “I was a man of straw; but I have been a man of straw long enough; every man who has blood in his body and who has been misrepresented as I have is forced to fight.”

     A delighted Roosevelt supporter commented that “Taft certainly made a great mistake when he began to ‘fight back.’ He has too big a paunch to have much of a punch, while a free-for-all, slap-bang, kick-him-in-the-belly, is just nuts for the chief.”

    ROOSEVELT WON ALL THE REPUBLICAN PRIMARIES AGAINST TAFT EXCEPT IN MASSACHUSETTS.

    TAFT DOMINATED THE CAUCUSES THAT SENT DELEGATES TO THE STATE CONVENTIONS.

    WHEN THE VOTING WAS DONE, NEITHER MAN HAD THE 540 DELEGATES NEEDED TO WIN.

    ROOSEVELT HAD 411,

     TAFT HAD 367 AND MINOR CANDIDATES HAD 46,

     LEAVING 254 UP FOR GRABS. THE REPUBLICAN NATIONAL COMMITTEE, DOMINATED BY THE TAFT FORCES,

     AWARDED 235 DELEGATES TO THE PRESIDENT AND 19 TO ROOSEVELT, THEREBY ENSURING TAFT’S RENOMINATION.

     ROOSEVELT BELIEVED HIMSELF ENTITLED TO 72 DELEGATES FROM ARIZONA, CALIFORNIA, TEXAS AND WASHINGTON THAT HAD BEEN GIVEN TO TAFT.

    Firm in his conviction that the nomination was being stolen from him,

    Roosevelt decided to break the precedent that kept the candidates away from the national convention and lead his forces to CHICAGO in person.

     The night before the proceedings Roosevelt told cheering supporters that there was “a great moral issue” at stake and he should have “sixty to eighty lawfully elected delegates” added to his total.

     Otherwise, he said, the contested delegates should not vote.

    Roosevelt ended his speech declaring: “FEARLESS OF THE FUTURE; UNHEEDING OF OUR INDIVIDUAL FATES; WITH UNFLINCHING HEARTS AND UNDIMMED EYES; WE STAND AT ARMAGEDDON, AND WE BATTLE FOR THE LORD!”

    One pro-Taft observer said that “a tension pervaded the Coliseum breathing the general feeling that a parting of the ways was imminent.”

     William Allen White, the famous Kansas editor, looked down from the press tables “INTO THE HUMAN CALDRON THAT WAS BOILING ALL AROUND ME.”

    On the first day, the Roosevelt forces lost a test vote on the temporary chairman. Taft’s man, Elihu Root, prevailed.

     ROOSEVELT’S SUPPORTERS TRIED TO HAVE 72 OF THEIR DELEGATES SUBSTITUTED FOR TAFT PARTISANS ON THE LIST OF THOSE OFFICIALLY ALLOWED TO TAKE PART IN THE CONVENTION.

    WHEN THAT INITIATIVE FAILED, ROOSEVELT KNEW THAT HE COULD NOT WIN, AND HAD EARLIER REJECTED THE IDEA OF A COMPROMISE THIRD CANDIDATE.

    “I’LL NAME THE COMPROMISE CANDIDATE. HE’LL BE ME. I’LL NAME THE COMPROMISE PLATFORM. IT WILL BE OUR PLATFORM.

    “WITH THAT, HE BOLTED FROM THE PARTY AND INSTRUCTED HIS DELEGATES NOT TO TAKE PART IN THE VOTING;

    My fellow Americans:

    The sudden criminal attacks perpetrated by the Japanese in the Pacific provide the climax of a decade of international immorality.

    Powerful and resourceful gangsters have banded together to make war upon the whole human race. Their challenge has now been flung at the United States of America. The Japanese have treacherously violated the long-standing peace between us. Many American soldiers and sailors have been killed by enemy action. American ships have been sunk; American airplanes have been destroyed.

    The Congress and the people of the United States have accepted that challenge.

    Together with other free peoples, we are now fighting to maintain our right to live among our world neighbors in freedom and in common decency, without fear of assault.

    I have prepared the full record of our past relations with Japan, and it will be submitted to the Congress. It begins with the visit of Commodore Perry to Japan 88 years ago. It ends with the visit of two Japanese emissaries to the Secretary of State last Sunday, an hour after Japanese forces had loosed their bombs and machine guns against our flag, our forces, and our citizens.

    I can say with utmost confidence that no Americans, today or a thousand years hence, need feel anything but pride in our patience and in our efforts through all the years toward achieving a peace in the Pacific which would be fair and honorable to every Nation, large or small. And no honest person, today or a thousand years hence, will be able to suppress a sense of indignation and horror at the treachery committed by the military dictators of Japan, under the very shadow of the flag of peace borne by their special envoys in our midst.

    The course that Japan has followed for the past ten years in Asia has paralleled the course of Hitler and Mussolini in Europe and in Africa. Today, it has become far more than a parallel. It is actual collaboration so well calculated that all the continents of the world, and all the oceans, are now considered by the Axis strategists as one gigantic battlefield.

    In 1931, ten years ago, Japan invaded Manchukuo—without warning.

    In 1935, Italy invaded Ethiopia—without warning.

    In 1938, Hitler occupied Austria —without warning.

    In 1939, Hitler invaded Czechoslovakia- without warning.

    Later in 1939, Hitler invaded Poland- without warning.

    In 1940, Hitler invaded Norway, Denmark, the Netherlands, Belgium, and Luxembourg- without warning.

    In 1940, Italy attacked France and later Greece—without warning.

    And this year, in 1941, the Axis powers attacked Yugoslavia and Greece and they dominated the Balkans—without warning. In 1941, also, Hitler invaded Russia—without warning.

    And now Japan has attacked Malaya and Thailand—and the United States—without warning.

    It is all of one pattern.

    We are now in this war. We are all in it- all the way. Every single man, woman, and child is a partner in the most tremendous undertaking of our American history. We must share together the bad news and the good news, the defeats and the victories—the changing fortunes of war.

    So far, the news has been all bad. We have suffered a serious set-back in Hawaii. Our forces in the Philippines, which include the brave people of that Commonwealth, are taking punishment, but are defending themselves vigorously. The reports from Guam and Wake and Midway islands are still confused, but we must be prepared for the announcement that all these three outposts have been seized.

    The casualty lists of these first few days will undoubtedly be large. I deeply feel the anxiety of all of the families of the men in our armed forces and the relatives of people in cities which have been bombed. I can only give them my solemn promise that they will get news just as quickly as possible.

    This Government will put its trust in the stamina of the American people, and will give the facts to the public just as soon as two conditions have been fulfilled: first, that the information has been definitely and officially confirmed; and, second, that the release of the information at the time it is received will not prove valuable to the enemy directly or indirectly.

    Most earnestly I urge my countrymen to reject all rumors. These ugly little hints of complete disaster fly thick and fast in wartime. They have to be examined and appraised.

    As an example, I can tell you frankly that until further surveys are made, I have not sufficient information to state the exact damage which has been done to our naval vessels at Pearl Harbor. Admittedly the damage is serious. But no one can say how serious, until we know how much of this damage can be repaired and how quickly the necessary repairs can be made.

    I cite as another example a statement made on Sunday night that a Japanese carrier had been located and sunk off the Canal Zone. And when you hear statements that are attributed to what they call “an authoritative source,” you can be reasonably sure from now on that under these war circumstances the “authoritative source” is not any person in authority.

    Many rumors and reports which we now hear originate with enemy sources. For instance, today the Japanese are claiming that as a result of their one action against Hawaii they have gained naval supremacy in the Pacific. This is an old trick of propaganda which has been used innumerable times by the Nazis. The purposes of such fantastic claims are, of course, to spread fear and confusion among us, and to goad us into revealing military information which our enemies are desperately anxious to obtain.

    Our Government will not be caught in this obvious trap—and neither will the people of the United States.

    It must be remembered by each and every one of us that our free and rapid communication these days must be greatly restricted in wartime. It is not possible to receive full, speedy, accurate reports from distant areas of combat. This is particularly true where naval operations are concerned. For in these days of the marvels of radio it is often impossible for the commanders of various units to report their activities by radio at all, for the very simple reason that this information would become available to the enemy, and would disclose their position and their plan of defense or attack.

    Of necessity there will be delays in officially confirming or denying reports of operations but we will not hide facts from the country if we know the facts and if the enemy will not be aided by their disclosure.

    To all newspapers and radio stations—all those who reach the eyes and ears of the American people—I say this: You have a most grave responsibility to the Nation now and for the duration of this war.

    If you feel that your Government is not disclosing enough of the truth, you have every right to say so. But—in the absence of all the facts, as revealed by official sources—you have no right in the ethics of patriotism to deal out unconfirmed reports in such a way as to make people believe that they are gospel truth.

    Every citizen, in every walk of life,. shares this same responsibility. The lives of our soldiers and sailors- the whole future of this Nation—depend upon the manner in which each and every one of us fulfills his obligation to our country.

A year and a half has elapsed since the fall of France, when the whole world first realized the mechanized might which the Axis Nations had been building for so many years. America has used that year and a half to great advantage. Knowing that the attack might reach us in all too short a time, we immediately began greatly to increase our industrial strength and our capacity to meet the demands of modern warfare.

    Precious months were gained by sending vast quantities of our war material to the Nations of the world still able to resist Axis aggression. Our policy rested on the fundamental truth that the defense of any country resisting Hitler or Japan was in the long run the defense of our own country. That policy has been justified. It has given us time, invaluable time, to build our American assembly lines of production.

    Assembly lines are now in operation. Others are being rushed to completion. A steady stream of tanks and planes, of guns and ships, and shells and equipment—that is what these eighteen months have given us.

    But it is all only a beginning of what still has to be done. We must be set to face a long war against crafty and powerful bandits. The attack at Pearl Harbor can be repeated at any one of many points, points in both oceans and along both our coast lines and against all the rest of the hemisphere.

    It will not only be a long war, it will be a hard war. That is the basis on which we now lay all our plans. That is the yardstick by which we measure what we shall need and demand; money, materials, doubled and quadrupled production—ever-increasing. The production must be not only for our own Army and Navy and Air Forces. It must reinforce the other armies and navies and air forces fighting the Nazis and the war lords of Japan throughout the Americas and throughout the world.

    I have been working today on the subject of production. Your Government has decided on two broad policies.

    The first is to speed up all existing production by working on a seven-day-week basis in every war industry, including the production of essential raw materials.

    The second policy, now being put into form, is to rush additions to the capacity of production by building more new plants, by adding to old plants, and by using the many smaller plants for war needs.

    Over the hard road of the past months, we have at times met obstacles and difficulties, divisions and disputes, indifference and callousness. That is now all past—and, I am sure, forgotten.

    The fact is that the country now has an organization in Washington built around men and women who are recognized experts in their own fields. I think the country knows that the people who are actually responsible in each and every one of these many fields are pulling together with a teamwork that has never before been excelled.

    On the road ahead there lies hard work—grueling workday and night, every hour and every minute.

    I was about to add that ahead there lies sacrifice for all of us.

    But it is not correct to use that word. The United States does not consider it a sacrifice to do all one can, to give one’s best to our Nation, when the Nation is fighting for its existence and its future life.

    It is not a sacrifice for any man, old or young, to be in the Army or the Navy of the United States. Rather is it a privilege.

    It is not a sacrifice for the industrialist or the wage earner, the farmer or the shopkeeper, the trainman or the doctor, to pay more taxes, to buy more bonds, to forego extra profits, to work longer or harder at the task for which he is best fitted. Rather is it a privilege.

    It is not a sacrifice to do without many things to which we are accustomed if the national defense calls for doing without.

    A review this morning leads me to the conclusion that at present we shall not have to curtail the normal use of articles of food. There is enough food today for all of us and enough left over to send to those who are fighting on the same side with us.

    But there will be a clear and definite shortage of metals of many kinds for civilian use, for the very good reason that in our increased program we shall need for war purposes more than half of that portion of the principal metals which during the past year have gone into articles for civilian use. Yes, we shall have to give up many things entirely.

    And I am sure that the people in every part of the Nation are prepared in their individual living to win this war. I am sure that they will cheerfully help to pay a large part of its financial cost while it goes on. I am sure they will cheerfully give up those material things that they are asked to give up.

    And I am sure that they will retain all those great spiritual things without which we cannot win through.

    I repeat that the United States can accept no result save victory, final and complete. Not only must the shame of Japanese treachery be wiped out, but the sources of international brutality, wherever they exist, must be absolutely and finally broken.

    In my message to the Congress yesterday I said that we “will make it very certain that this form of treachery shall never again endanger us.” In order to achieve that certainty, we must begin the great task that is before us by abandoning once and for all the illusion that we can ever again isolate ourselves from the rest of humanity.

    In these past few years- and, most violently, in the past three days- we have learned a terrible lesson.

    It is our obligation to our dead—it is our sacred obligation’ to their children and to our children-that we must never forget what we have learned.

    And what we all have learned is this:

    There is no such thing as security for any Nation—or any individual- in a world ruled by the principles of gangsterism.

    There is no such thing as impregnable defense against powerful aggressors who sneak up in the dark and strike without warning.

    We have learned that our ocean-girt hemisphere is not immune from severe attack—that we cannot measure our safety in terms of miles on any map any more.

    We may acknowledge that our enemies have performed a brilliant feat of deception, perfectly timed and executed with great skill. It was a thoroughly dishonorable deed, but we must face the fact that modern warfare as conducted in the Nazi manner is a dirty business. We don’t like it- we didn’t want to get in it -but we are in it and we’re going to fight it with everything we’ve got.

    I do not think any American has any doubt of our ability to administer proper punishment to the perpetrators of these crimes.

    Your Government knows that for weeks Germany has been telling Japan that if Japan did not attack the United States, Japan would not share in dividing the spoils with Germany when peace came. She was promised by Germany that if she came in she would receive the complete and perpetual control of the whole of the Pacific area—and that means not only the Far East, but also all of the islands in the Pacific, and also a stranglehold on the west coast of North, Central, and South America.

    We know also that Germany and Japan are conducting their military and naval operations in accordance with a joint plan. That plan considers all peoples and Nations which are not helping the Axis powers as common enemies of each and every one of the Axis powers.

    That is their simple and obvious grand strategy. And that is why the American people must realize that it can be matched only with similar grand strategy. We must realize for example that Japanese successes against the United States in the Pacific are helpful to German operations in Libya; that any German success against the Caucasus is inevitably an assistance to Japan in her operations against the Dutch East Indies; that a German attack against Algiers or Morocco opens the way to a German attack against South America, and the Canal.

    On the other side of the picture, we must learn also to know that guerrilla warfare against the Germans in, let us say, Serbia or Norway helps us; that a successful Russian offensive against the Germans helps us; and that British successes on land or sea in any part of the world strengthen our hands.

    Remember always that Germany and Italy, regardless of any formal declaration of war, consider themselves at war with the United States at this moment just as much as they consider themselves at war with Britain or Russia. And Germany puts all the other Republics of the Americas into the same category of enemies. The people of our sister Republics of this hemisphere can ‘be honored by that fact.

    The true goal we seek is far above and beyond the ugly field of battle. When we resort to force, as now we must, we are determined that this force shall be directed toward ultimate good as well as against immediate evil. We Americans are not destroyers —we are builders.

    We are now in the midst of a war, not for conquest, not for vengeance, but for a world in which this Nation, and all that this Nation represents, will be safe for our children. We expect to eliminate the danger from Japan, but it would serve us ill if we accomplished that and found that the rest of the world was dominated by Hitler and Mussolini.

    We are going to win the war and we are going to win the peace that follows.

    And in the difficult hours of this day—through dark days that may be yet to come- we will know that the vast majority of the members of the human race are on our side. Many of them are fighting with us. All of them are praying for us. For in representing our cause, we represent theirs as well- our hope and their hope for liberty under God.
