    Bill Summary

    Affordable Housing Credit Improvement Act of 2017 This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to rename the credit “the affordable housing credit” and make several modifications to the credit. The bill increases state allocations for the credit and modifies the cost-of-living adjustments. It also revises tenant eligibility requirements, with respect to: the average income test, income eligibility for rural projects, increased tenant income, student occupancy rules, and tenant voucher payments that are taken into account as rent. The bill revises various requirements to: establish a 4% minimum credit rate for certain projects, permit relocation costs to be taken into account as rehabilitation expenditures, repeal the qualified census tract population cap, require housing credit agencies to make certain determinations regarding community revitalization plans, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, increase the population cap for difficult development areas, and eliminate the basis reduction for affordable housing properties that are allowed the credit and receive certain energy-related tax credits and deductions. The bill also modifies requirements regarding the reconstruction or replacement period after a casualty loss, rights related to building purchases, the prohibition on claiming acquisition credits for properties placed in service in the previous 10 years, foreclosures, and projects that assist Native Americans.

    HOW THINGS WORK (OR NOT)

    Under The Low-Income Housing Tax Credit (LIHTC)

    the government allocates nonrefundable tax credits to state-run housing agencies

    who distribute them to housing developers

    that agree to make a portion of their units available to low-income renters.

    The housing developers who receive the tax credits

    then sell them to independent investors to help finance the actual development of the housing units.

    The investors are ultimately the ones who claim the tax credit

    rather than the low-income residents of the rental units or the developers.

    Fellow Washingtonians,

    An affordable housing crisis is happening across our country.

    If we don’t take action now, as many as 15 million Americans will be spending half their monthly income on rent by 2025.

    That’s why I requested today’s hearing, to address the worsening affordable housing shortage gripping our nation, and discuss my Affordable Housing Credit Improvement Act, that would expand the successful Low-Income Housing Tax Credit (LIHTC) – our most effective tool for addressing America’s affordable housing crisis.

    WATCH: Senate Finance Committee Hearing on the Affordable Housing Crisis

    Under my proposal, which is cosponsored by Finance Committee Chairman Senator Orrin Hatch (R-UT), Ranking Member Senator Ron Wyden (D-OR), and 16 others, the expanded LIHTC would help create or preserve approximately 1,300,000 affordable homes over a 10-year period – an increase of 400,000 more units than is possible under the current program.

    Senators from both parties spoke in support of the LIHTC program, presenting an opportunity for bipartisan action as tax reform negotiations begin.

    “One reason I support the LIHTC is that it… allows decisions on housing to be made within the communities where the housing is needed while involving the private sector.” – Senator Hatch (R-UT)

    “The LIHTC is a critical tool.” – Senator Brown (D-OH)

    If we don’t take action now, to bolster the program, it’s likely that almost $1 billion in investments will be lost in this year alone.

    According to the National Association of Home Builders, annual LIHTC development supports approximately 95,700 jobs and $9.1 billion in wages and business income.

    “America’s housing affordability crisis affects millions of families in urban, suburban, and rural areas nationwide, and the federal government must do everything in its power to help communities address it—beginning with expanding the Low-Income Housing Tax Credit. We commend Senator Cantwell and her colleagues for pursuing a bipartisan solution to this pressing issue and urge every member of Congress to reflect on today’s hearing and support the Affordable Housing Credit Improvement Act of 2017.” – Anthony J. Alfieri, president, Affordable Housing Tax Credit Coalition.

    My bill would also allow the 58,000 homeless students in the U.S. to finally access the affordable housing units created with LIHTC, expanding development opportunities in rural and Native communities and providing flexibility and financial feasibility to developments so they can more deeply target their units to the neediest individuals, including the homeless.

    Over the past year, I’ve met with local communities and visited affordable housing developments in Seattle, Tacoma, Spokane, Vancouver, Walla Walla, Longview, Kent, Bremerton, Bellingham, Portland, New York City and Salt Lake City and they’ve all told me the same thing: we need more affordable housing.

    We want to let you know that a decision was made to authorize issuance of a Special Use Permit that would allow the U.S. Navy to conduct ground-to-air training using mobile electronic transmitters from eleven designated roadside locations on the Pacific Ranger District of the Olympic National Forest for a period of up to five years.

    The decision adopts the Navy’s 2014 Pacific Northwest Electronic Warfare Range Environmental Assessment in accordance with the Council on Environmental Quality regulations at 40 CFR 1506.3, to eliminate duplication by federal agencies. The decision is to select Alternative 1 as described in the 2014 Pacific Northwest Electronic Warfare Range Environmental Assessment with modifications. The decision also incorporates by reference analysis associated with the Navy’s 2015 Northwest Training and Testing Final EIS/OEIS and its 2016 Record of Decision as well as other materials. The decision is documented in the 2017 Decision Notice and Finding of No Significant Impact for the Pacific Northwest Electronic Warfare Range, which can be found https://www.fs.usda.gov/project/?project=42759&exp=overview. Additional project materials may also be found at this location.

    In making the decision, we considered public comments received during the designated scoping, comment, and objection periods, as well as input received outside of these designated periods. The main concerns profiled were potential impacts to public health and wildlife. Additional to standard permit Terms and Conditions, the decision includes Forest Service Project Design Features and Navy Standard Operating Procedures to address public health/safety and resource concerns. Compliance with the decision will be ensured through the Special Use Permit administration process.

    The new Olympic National Park Annual Pass will go on sale on June 1, 2016 and will cost $50, an increase of $10 from the current annual pass.

    All annual passes, no matter when they are purchased, are good for one year from the date of purchase.

    Seven-day entrance fees will also increase on June 1, with a seven-day passes for vehicles, motorcycles and individual persons going to $25, $14 and $10, respectively.

    PORT ANGELES — A family with 91-year-old roots in Clallam County was denied vehicle access Saturday onto trust land they own within Olympic National Park.

    Park officials Monday called the incident a misunderstanding.

    Pearl Rains Hewett said Monday that as an “inholder” — an owner of private property within a national park — her sister, Violet Kono of Redmond, should have been allowed to drive Saturday to family property on the Elwha River that lay past a locked gate on Olympic Hot Springs Road, beyond which road construction was taking place.

    Hewett was allowed to drive past the gate Monday after she contacted the Peninsula Daily News and the newspaper inquired about the incident.

    “I would like the national park to be put on notice that you shouldn’t have to go to that extreme to have access to your property,” she said. “Inholders have rights. We pay taxes to Clallam County every year to property on the Elwha.”

    Park Chief Ranger Collin Smith, who was out of town last week, was apologetic.

    “There were some internal communication issues there,” Smith said Monday afternoon.

    “Had I known the road was paved at that point, I would have told [Ranger] Sean [Davis] to let her go through. It was a misunderstanding. Where we made a mistake here is, we should have tried to provide access to them because they’re inholders.”

    Olympic National Park has about 100 inholders mostly at Lake Crescent, Lake Ozette, Lake Quinault and the Oil City area near the mouth of the Hoh River, Smith said.

    Olympic Hot Springs Road will be open to full vehicle access by Wednesday, he added.

    For about three weeks, workers have been repairing the road’s Fisherman’s Corner in preparation for truck traffic generated by the tear-down of the Glines Canyon Dam and its sister edifice, the Elwha Dam, beginning Sept. 17.

    Traffic will be restricted along the road after Aug. 1 beginning just south of Altair Campground, which will remain open.

    That’s when workers from Barnard Construction Co. Inc. of Bozeman, Mont., will begin traveling the road heavily and staging equipment for the $27 million removal of both dams, intended to restore the Elwha River’s sharply depleted salmon run.

    Hewett said earlier Monday that her sister was told road construction was taking place and that no public vehicles were allowed beyond the gate, Hewett said.

    While Davis was telling the 67-year-old Kono on Saturday morning that the only way she could reach her family property was to hike 2 to 3 miles, a representative of concessionaire Olympic Raft & Kayak and a park biologist unlocked the gate with their own keys and drove through, Hewett said.

    “The worst part was they let a concessionaire up the road, but they won’t let an inholder in,” Hewett said, describing the family-trust property “a very beautiful, special and spiritual place” where family members gather for memorials and the Fourth of July.

    Hewett contended that inholders, as in-park landowners, hold a different legal status than the general public.

    “I think it’s important for us to object to private property rights being violated by anyone, especially when it’s a family that’s lived here for such a long time,” Hewett said.

    Hewett’s grandfather, Osco Rains, (correction George C. Rains Sr) was 6 when he and his family moved to Port Angeles in 1920, Hewett said.

    At one point, the family owned 3,000 acres on the North Olympic Peninsula. They now own 900 acres.

    On June 28, 2011 an article “Access Denied”  with my picture was on the front page of the Peninsula Daily News.

    As Paul Harvey would say, here is “The rest of the story.” for your enjoyment.

    On June 28, 2011 Paul Gottlieb PDN [Peninsula Daily News] called me and asked if I  would meet a photographer at the blockade on the on the Olympic Hot Springs Road, where my sister and her husband had been refused entry,. I said “Sure”  Paul said, “If you both leave now, Chris Tucker will meet you at the gate.”

    I got to the gate first, parked my car and walked over to a little blond guard. I said, “I am an Inholder and I want to go up to my property.”

    She said, “you can’t go in , only people that have business can go through.”

    I said “I have business, I am an Inholder and my property is up the road.”

    The little blond said, “Is your house up there?”

    I said, “No, but, (I saw a black car pull in and park) You see that guy over there? (Chris was walking toward us) He is a photographer from the Peninsula Daily News and he is here to take a picture of you refusing me entry to my property.”

    The little blond looked at Chris and then back at me and said “I have to make a phone call”.

    Chris, had a camera in his hand, we introduced ourselves, I told Chris that I had just been refused entry. We waited about two minutes and the little blond came over and said “You can go right in”.

    Chris asked to take a picture of me in front of the gate, he took 3 or four pictures and then he said, “Now can I have one of you, not smiling?”

    It was a fleeting victory, entry was only made possible by the power of the press.

    1944 OLYMPIC NATIONAL PARK CONSPIRACY EXPOSED

    The notarized document  “Conspiracy Exposed” was written on Oct. 8,1992 by George C. Rains Sr. when he was 77 years old.

    The referenced “Conspiracy” was exposed in a conversation at Sol Duc Hot Springs between the acting Olympic National Park Superintendent Preston Macy and my father George C. Rains Sr. in 1944.

    “George, I should not tell you this, but the long range plan of the National Park Service is to take the whole Olympic Peninsula over and put it in the Olympic National Park and move everyone off the Olympic Peninsula.”

    The proof of this conspiracy has and is being proven in the step by step acquisition of private and DNR land by the National Park Service, as this is being written and during the last 19 years from 1992 to 2011.

    The nine page summary includes some of the 48 year history of Clallam County from 1944 to 1992 and is his proof of the conspiracy.

    It’s a good read from a historical standpoint and a cautionary statement to the citizens of Clallam County.

    Clallam County, WA – As a large Elwha Dam removal celebration with a reported 400 invited guests was being held on a lower part, of the river, Pearl Rains Hewett and her family held an informal, by invitation only, memorial gathering at their Elwha River property located off Highway 101, west of Port Angeles, up the old Olympic Hot Springs Road. Approximately 50 guests gathered on Saturday, September 17th, at the Rains property for the all-day event. King 5 TV also attended and did an interview with Ms. Rains-Hewett.

    It was necessary to stop at the ranger station and give information and name to Lyn B, the ranger. He said it was not required to pay or show a pass. However, the approach lane had been blocked off, making it necessary to make the stop there.

    Congressional (6th District) candidates Jesse Young and Bob Sauerwein attended the Saturday event, as well as Port Commissioner Jim McEntire, who is running for Clallam County Commissioner District 1.

    The event was in remembrance and celebration of the Rains family’s father George Rains Sr. and his influence, with history of their Clallam County properties, located on the Elwha River.

    Rains-Hewett, concerned for the future of her children and grandchildren, is making a plea to save their river property. The family is concerned about future destruction or their property, which is intended to go to the family members who will be inheriting their properties.

    The mother of three also has ten grandchildren and six great-grandchildren. She was joined at the river with her brother George Rains Jr. and sister Violet Rains Kono, Windy Baulden, as well as Pearl’s daughter Joni Howard, who helped with the event. Several other family members also attended.

    When the upper dam was opened in 1976, it flooded the Rains property. Now the threat by dam removal has risen again, and Pearl wants the federal government to consider their plight. She has documented events and is willing to talk to anyone who will listen, on behalf of her family, as well as other land and river owners. She has done much research and is networking with others, who are having similar problems.

    There are many faceted problems facing her and her family. She has documented information from her father, who recorded lists of original in-holders. Many of them are also suffering the threat of land and river tragedies in the future, if the release of water and silt is not stopped somehow.

    When asked, ” What do you want?” she replied that she wants her family and other property owners in Clallam County to have the right to own and keep their own properties.

    Approximately $325 million federal tax dollars has been spent by taxpayers on the Elwha Dams removal.

    There are also major threats to private property owners being felt across the United States, with fear of additional dam destruction and the loss of private property ownership that would cause.

    ACCESS DENIED it would be more damaging for ONP to deny access to an Inholder, than to let us in.

    Their is no law that denies my right to invite guests to my private property.

    The sign inside the ONP, on the entrance road, at the gate to our property, states for property owners and guests.

    ONP may try to deny us access for security reasons, using court intervention.

    How can ONP legally deny Inholders and their guests access to private property?

    If ONP has security issues they can barricade the Olympic Hot SpringsRoad beyond our Inholder access road.

    The one thing I am sure of is, on Saturday Sept. 17, 2011, I would rather be walking our beautiful Elwha River property than go down to the Pier to watch a big screen TV, listen to a band and dance.

    This is a time to remember, walk, talk, enjoy the beauty of the day and make plans for our future.

    Photographs? The Elwha River is beautiful, deer, elk, moss covered trees, an occasional spotted owl and perhaps even a sighting of the endangered marbled Merlette.

    We are miles away from the event at the Dam.

    It is my belief that when the Dams are removed, there won’t be any reason to maintain the Olympic Hot Springs Road.

    With the Olympic Hot Springs Road gone “Access will not only be denied, it will be impossible”.

    I believe the ONP portion of the Elwha River Valley will become an inaccessible “Wilderness Area” before the spring of 2012.

    I for one, am not satisfied with watching the invited 400 celebrate our loss on a big screen at the pier.

    If we are refused vehicle entry, we may be taking a little longer walk.

    If I am denied access, I will be at the ONP gate.

    THE ELWHA RIVER VALLEY – WHAT USED TO BE

    OLYMPIC HOT SPRING RESORT

    This Public recreational facility, on public land was destroyed and returned to wilderness for the benefit of “We the People” by Olympic National Park.

    It was one of the finest public recreational facilities on the Olympic Peninsula..

    It was originally built and maintained by Everett and Harry Schoefell and family.

    His resort business was very successful for many years. Long leases and plans could be made to maintain and improve his business. When the Olympic Nation Park put the squeeze on Harry Schoefell by giving a lease for only one year at a time. This put a squeeze on improvement programs and you had nothing certain to make improved facilities and maintenance work for the future.

    I was told by Harry Schoefell that all he received in the end from ONP was $10,000.00 for all of his years of work.

    NOW AND THEN OLYMPIC HOT SPRING RESORT

    The resort was abandoned and left to deteriorate, eventually torn down and the road leading to it was removed  by ONP. This Public recreational facility, on public land was destroyed and returned to wilderness for the benefit of “We the People” by Olympic National Park.

    There used to be an unmaintained trail to what was left of the resort, 35 years ago, I took my two nieces on a hike to Olympic Hot Springs.

    All that was left were two small pools of steaming mineral water with several naked hikers lounging on logs. The area around the pools was contaminated with human excrement.

     I never went back, is the trail to the Olympic Hot Springs still there?

     I Pearl Rains Hewett, have living memory, of when I was a girl, visiting OLYMPIC HOT SPRINGS RESORT with  my family and swimming in the pool of mineral water.

    I developed one of the finest recreational campground facilities the Elwha River area has ever known. We subdivided and developed it into campsites with underground electricity, water system, good roads and restroom facilities.

    NOTE: This campground area is where we will gather at the river.

    ( Private recreational campground developments are no longer allowed in Clallam County)

     In the course of the development I noticed a small breach through a narrow strip of land on the south end of the big island which is owned by the Park (ONP). I could foresee a lot of damage if something was not done to protect the property below and the Olympic Hot Springs Road. I contacted Del Hur Industries to get an estimate on what it would cost to plug the breach and put in a small rock dike to prevent further damage to our property and the road.

    After getting the estimate I contacted the Park (ONP) people, and they would do nothing to help remedy the situation. I also offered to provide free from cost all of the rip rap from our rock quarry on Little River.

    The problem was ignored. Finally some time later the river came up high enlarging the breach and washing out a section of the Olympic Hot Springs Road, and cut a channel through our development and took out our bridge.

    The Olympic Hot Springs Road had to be rebuilt by moving it to higher ground on the hillside. At a later date when I was in the area after the road was rebuilt, I noticed men working with a drilling outfit on the east side of the new road. Federal highway crews were doing the work and testing the fault area above the Olympic Hot Springs Road. They informed me that if the rock dike was not build that to keep the river in its original channels, more of the area east of the road would slip into the river. They informed me that the whole hillside for a great distance up the hill was  nothing but a fault ready to sink into the river if the problem was not corrected.

    To this day they (ONP) has done nothing to remedy the threat and a good portion of our property was destroyed through their (ONP) sheer negligence. The National Park Service has no respect for private property ownership and rights.

    My two sons, Delane R. Hewett, Gregory W. Hewett  and I were going to spend the entire summer on my mother’s recreational lot on the Elwha River.  In a beautiful mobile home with a large windowed sunroom attached. Even after the wide spread damage to the recreational area, we still had water and electricity. The extended members of the Rains family were enjoying a carefree summer, the boys fished, sat around the bonfire, hiked, explored and enjoyed an the enchanted ambiance of nature.

    There were occasional sudden releases of water from the Dam that created high water on the river. It concerned me, I reported it to the ONP, we were living out there and we should be notified.

    SUMMER 1976 NOTHING PERSONAL?

    I woke up in the middle of the night to the roaring sound of rushing water, I went to the back door and the water was running over two feet high up onto the steps of the mobile home. I immediately woke up the boys, “We have to get out of here”. In the dark we grabbed what belongs we could fit in the car and drove away. This can be Documented by Sandy Rains, we woke her up and found shelter at her house on that horrendous night  and stayed at she and my brother, George C. Rains Jr. home until we found a rental.

    The entire mobile home and sunroom, where my son’s and I were sleeping, was washed away. The only thing remaining of our private Inholder’s development was the concrete slab and the electrical box.

    Port Angeles. There are many differing opinions as to the reasoning behind the removal of the dams and the potential benefits or devestation that it will cause. The Peninsula Daily News has posted the “celebration” events scheduled for Saturday.
    It is also note worthy to share with you an invitation by Pearl Rains Hewett, an Olympic

    What is an “inholder” in the Olympic National Park?
    An inholder is any person that owns private property located inside of the park.
    The property is in Clallam County and property tax are paid to Clallam County. According to the Peninsula Daily front page story “Access Denied” dated June 28, 2011, the
    re are only 100 inholders left in Clallam County.
    This will be a time of remembrance of what used to be -Two of the finest public recreational areas on the Olympic Peninsula Lake Mills and Lake Aldwell

    Making Stone Soup? You’ve never heard of it?

    OK… Let’s start here with the historical record of STONE SOUP, it  is a 1548 folk tale some paint as a lesson in “COOPERATION” found in many parts of the world. others just leave stone soup as a pure and simple confidence trick.

    The is an analogy. that  examines the 1548 “COOPERATION” of the people, by the people, and for the people vs. the pitfalls of the FEDERAL 2015 COORDINATION PROCESS, OF  POLITICALLY appointed  government  agencies, federal, state, tribal, and  local and their employees.

    Reasoning by “ANALOGY”  plays a role in strategic decision making that is LARGE  but largely overlooked.

    It  should inspire People to stop and think about the Politics in the  Federal “COORDINATION” process in America today.

    Making Stone Soup 1548 (a folk tale)

    Based on COOPERATION by people in a time of need.

    Once upon a time, somewhere in post-war Eastern Europe, there was a great famine in which village people jealously hoarded whatever food they had

    It was a long time ago, after  a war between two kingdoms.  When the war was over, the surviving soldiers were all sent home.

    The soldiers had been given meagre  rations, and many ran out of food on their way home and had to resort to hunting in the woods or begging, and many died of hunger before making it home.

    Now it came to pass, that a group of three hungry soldiers were heading home to the same town, and they had run out of food, when they came upon a village.

    They knocked at every door in the village, but at every one they were told that there was no food. Indeed it was  a time of  great famine and the village people jealously hoarded whatever food they had

    With no other option, they went to the inn.

    “Innkeeper,” said the first soldier, “we have no food and have been walking for days.”

    “If you have money,” said the innkeeper, “then I have plenty of food for you.”

    “Good sir,” said the second soldier, “our army was defeated, and our wages taken as spoils of war, so we have no money.”

    “In that case,” replied the innkeeper, “I can be of no help to you.”

    “But perhaps you still can,” said the third soldier, “If you cannot offer us food, perhaps you would be so kind as to let us use one of your cauldrons today.”

    The innkeeper was perplexed.  If they had no food, why would they want a cauldron?  But he had a cauldron that he would not need that day, so he saw no reason to object.   “Alright,” he said, and led them to the store where his spare cauldron was.

    The three soldiers carried the cauldron out into the village square and began building a fire underneath it.  The innkeeper, still perplexed, looked on as the soldiers drew water from the well to fill the cauldron.  “What are you doing?” he asked.

    “Ah,” said the first soldier, “we are making stone soup.”

    “Stone soup!” cried the innkeeper, “why I have never heard such nonsense.  You cannot make soup from a stone!”

    The soldier smiled, but said nothing. He took a small bag from his backpack, and opened it.  Inside were several stones.  He took each one in turn, examined it closely, and sniffed it.  Eventually he chose three and dropped them in the pot.  “Ah,” he said, “these will make a good soup.”

    The innkeeper was stunned, and went back to his inn.

    Shortly afterwards, another villager appeared. “What are you doing?” he asked.

    “Ah,” said the second soldier, “we are making stone soup.”

    “Stone soup!” cried the villager, “why I have never heard such nonsense.  You cannot make soup from a stone!”

    “Ah no,” said the soldier, “that is where you are wrong.” He took a spoonful of the soup and tasted it.  “Yes, it’s coming along quite nicely now.”

    The villager was intrigued, and wanted to try the soup, but he didn’t say anything.

    “But there’s something missing,” the soldier continued, “maybe a little salt and pepper.”

    The villager jumped in at this point.  “I have some salt and pepper at home.  I’ll give you some in exchange for a bowl of your soup.”

    The soldiers looked at each other for a while, then eventually agreed.  The villager ran off to fetch the salt and pepper, and the soldiers added it to the pot.

    Another villager arrived. “What are they doing?” he asked the first villager.

    “Ah,” said the other, “they are making stone soup.”

    “Stone soup!  Why I have never heard such nonsense.  You cannot make soup from a stone!”

    “Ah, well,” said the first, “I’ll tell you when I’ve tried it.  I swapped a little bit of salt and pepper for a whole bowl!”

    One of the soldiers took a spoonful of the soup and tasted it.  “It’s coming along quite nicely now.  But there’s something missing,” the soldier said, “maybe a bit of carrot.”

    The second villager jumped in at this point.  “I have some carrots at home.  I’ll give you some in exchange for a bowl of your soup.”

    The soldiers looked at each other for a while, then eventually agreed.  The villager ran off to fetch the carrots, and the soldiers added them to the pot.

    One by one more villagers arrived, and one by one they swapped something in exchange for a bowl of the miraculous stone soup: potatoes, barley, cabbage, celery, turnips, beans….  As the ingredients were added, the smell of the soup got better and better, until all the villagers wanted to try it, and swapped something for a bowl.  But eventually the cauldron was full, but only half of the villagers had given anything.

    “Ah,” said the first soldier, “it is ready.  But you know what?  I always like a bit of cheese in my stone soup.”

    “You’re right,” said the second soldier, “it is ready.  But you know what?  I always like a bit of salami in my stone soup.”

    “You’re both right,” said the third soldier, “it is ready.  But you know what?  I always like a bit of bread to soak up every last little bit of my stone soup.”

    Hearing this, the remaining villagers ran home, each returning with a lump of cheese, a salami or a loaf of bread to exchange for his own bowl of this incredible stone soup.

    In the end, everyone in the village — including the soldiers — got a bowl of stone soup, with a lump of cheese and a slice of salami in it, and with a hunk of bread to soak up every last bit, and no-one was hungry.

    In 2015  THE MAKING OF THE STONE SOUP must be coordinated by  an appointed  Soup committee of government  agencies, federal, state, tribal, and  local and their employees. As it requires  federally mandated access to healthy local foods, the appointed politico Soup Coordination Committee must  approve the Soup Making events and the  ingredients, as required by the best  available science on Healthy food.

    “What are they doing?” asks the first out of town, appointed Soup Commissioner Clueless.

    “Ah,” said a person from the Local Soup Kitchen, “We  are making stone soup for hungry people.”

    Commissioner Clueless  responds with “Stone soup!  Why I have never heard such nonsense.  You cannot make soup from a stone!”

    The mayor exclaims, ” Close it down, it is illegal, the local people  did not get a permit for this event.”

    The director of the Local Soup Kitchen immediately applies for a emergency permit for the event. He is advised that it will take 90-120 days.  The EPA requires an environmental impact statement and the local health dept needs time to review the Soup Kitchen’s health violations prior to issuing a permit.

    Making Stone Soup in 2015

    THE  COMPROMISE  of  GOVERNMENT COORDINATION

    1. People bring wood and start a Bonfire in the town square

    Problem?

    a. Where did you get that wood? It’s illegal to cut firewood in designated wild forests.

    b. Put out that bonfire,  the President signed an executive order on carbon emission, I’m calling Ecology and the EPA, I’m going to report you, there is air quality burn ban in effect,  There is a smog alert in effect, you are contaminating the atmosphere ,We don’t even allow cigarette smoking here,  you’ll start a wildfire, I am allergic to smoke.

    COORDINATION COMPROMISE

    The wood cutter is arrested, the bonfire  is put out. Does anyone have a propane stove?

    2. A huge caldron is provided by the local  innkeeper and placed over the propane stove

    3. The town is in a drought emergency and there is no public water supply. A bucket brigade fills the caldron with water from a nearby stream

    Problem?

    a. You can’t take water from that stream, that water is for the fish, put it back, I calling WDFW enforcement and the tribes and they will arrest  you.

    b. Is that pure filtered water? Does it have chlorine or fluoride in it?

    COORDINATION COMPROMISE

    All of the water is carried back and poured in the stream, pure filtered water must be used or no water at all. The national guard is called and a helicopter arrives with bottled, pure filtered water.

    The huge caldron provided by the local  innkeeper is filled with pure filtered water and placed over the propane stove.

    So far, hours have passed and the hungry people have made it to this point … a cauldron full of water over a propane stove, food handlers permit of all participants have been verified and the local soup kitchen has been reluctantly allowed to continue  because they have a pending emergency permit .

    Yep, that’s how it works for PEOPLE  in 2015 , using the government COORDINATION process.

    a. SALT  is a problem? You can’t put salt in the soup it is unhealthy for people. It causes high blood pressure. many people are on a low salt, no salt diet

    b. CHICKEN is a problem?  I am a strict vegetarian, a vegan I do not eat chicken. Was that chicken grown without hormones? Is it a free range chicken? Was it grown under PETA humane conditions?

    c. POTATOES, RICE AND BREAD  are a problem?  White food makes people obese  Are you trying to kill everyone? Obesity has led to over 120,000 preventable deaths … Obesity is an epidemic in America. Bread contains gluten. I must have gluten free food only, I won’t eat anything that is not on my gluten free food list.

    d. BEEF is a problem?  Beef is loaded with cholesterol, High cholesterol affects 42 million Americans, and 63 million more have borderline high cholesterol High blood cholesterol is one of the major risk factors for heart disease. I’m a strict vegan, I don’t eat meat.  Was that cow  grown without hormones? Cows are the  major cause of air pollution, their poop is contaminating the entire earth. Was it grown without hormones, without antibiotics and under PETA humane conditions?

    e. VEGETABLES are a problem? carrots onion, barley, cabbage, celery, turnips, beans, okra, peas and several large bunches of BROCCOLI.

    Don’t try to pull a fast one on us. This committee watched the GMO movie 85% of the food we eat daily contains…    GMO’s  are present in 85% of processed foods in America. I will not eat genetically modified anything. Are those vegetables ORGANICALLY grown?  Show me the ORGANIC labeling. BROCCOLI, Are you an idiot, everybody hates broccoli, it is the most despised vegetable know to man.

     f. CRAWDADS and PEANUTS are a problem?… For God sake are you trying to kill somebody? This is a public health issues We must prohibit fish and seafood, as they  can cause severe allergic reactions, some people are allergic to peanuts, tree nuts, fish and shellfish.

    g. PORK SAUSAGE and SALAMI? are a problem Forget it, pork is pigs meat, it is prohibited among those of the Islamic and the Jewish faith. Muslims are forbidden by God to eat the meat of the pig (pork).,  You don’t feed sausage  and salami, a blend of ground pork, garlic, sea salt, containing, High, fat, cholesterol and salt, to those who cannot eat pork.

    h. CHEESE  is a problem? Forget it, High fat, cholesterol, salt, Cheese made from Cows milk, cows are the  major cause of air pollution, their poop is contaminating the entire earth. And, many people are vegetarians, vegans, and lactose intolerant.

     i. ONE SINGLE FISH  is a big problem? This fish is an endangered salmon. It’s fins have not been cut, this is illegal, arrest that man on the prima facie evidence of possession and confiscate that fish.

     It’s actually a big deal,  for people, as the Federally Appointed Public Soup Committee, we must prohibit putting  illegal endangered salmon in the Public  soup…  for the protection of the public health.

    Great turn out in Pacific Beach. I’d say a good 90% were no more convinced by the meetings end, that the health and safety for human, wildlife or the natural environment, the NAVY EA claims to be safe, really AREN’T proven to be. But who are we to question the Navy?

    Or is it even the Navy we should be questioning?
    Two highly qualified guests on both National Defense and the Environment were present speaking on behalf of the Public concerns as well as opinions of their own.

    PB was happy to welcome Craig B Hulet who has 35 years experience in International Relations,

    Military, Terrorism, Business and Security under his belt. He has been a consultant to Federal law enforcement DEA, ATF&E on Justice and Homeland Security for over 25 years and has written many books on the Geopolitical climate in these areas.

    Karen Sullivan biologist and environmental Science professional was also welcomed and shared the suspected/known dangers of this type of EW technology on ALL life itself.

    The technology that has never been proven safe but only assumed safe and

    still not properly tested. I can’t thank them enough for the informative comments and questions addressed to the Navy. You can view the 139 page PDF of Mr. Hulets scope 

    on the Navy’s 228 page EW Warfare PDF on his website. Just google Craig B Hulet or Karen Sullivan for websites and information pertaining to EW warfare on the Olympic Peninsula. READ these informative PDF’s.

    These contain points from some of the issues discussed at the meeting. I tried to forward the PDF’s but ran into All kinds

    of problems and a clogged up mail box that I can’t delete the sending process from.

    Any way. The outcome of this meeting? I can only give my opinion.

    DOG and PONY SHOW by the Navy? YES. They did what they were

    sent out to do. Read from parts of the 228 page EA assessment and try to verify it’s solidity.
    The Navy stated,  they are up in the skies now! They have been there since the 1940’s. (what’s new?).  They’ve increased their air traffic and flight patterns since 2008 when they started talking about implementing these War plans here,

    with the USFS and the Committee of Armed Forces (that would be Ex-Dicks and

    currently Kilmer?). Yep mister wild lands man himself under the “green mask” was

    here to take land for the federal government in more ways then one, apparently 

    The green groups who secured his position in the House (for his push on Federal

    takeover of PUBLIC lands for locked up wilderness), got their wish. 2 days or so

    after the elections WILD OLYMPICS RE-surfaced.

    Waste no time Kilmer did his part! just days before the Navy’s Warfare Plans

    surfaced, with little to no public knowledge of it’s existence. Has the green party’s

    spiritual environmental plans been crushed?

     WOAH…. Nellie! Right in the thick of it! Gordon and his tam wearing team were

    there just like little statues in a row, as always.  Lining up with panic stricken faces.

    We warned green parties this was not about wilderness or the future of our forests,

    our natural resources or our children and grandchildren.

    It was about occupation and federal control to do ANYTHING and everything

    they deem fit. I think some are catching the clue.

    They must have forgotten  Wa. State has an “Obama Congress”.

    Starry eyed, the green parties believed they were the “chosen ones”. SURPRISE?

    Look who’s pushed them off their table? Their own congressman? 

    What? Never mentioning PUBLICLY EW warfare was already in the making long

    before choking out the worthless, Wild Olympics debacle? Does it matter in which way

    the Federal Government takes our PUBLIC, PRIVATE or RESOURCE lands away? I’m sure they will be very curious to ask congressman Wild Kid bilkhawk what the deal is. Never know when things will come back to kick ones ass (heehaw).
    By the end of the meeting. It was pretty much written in plain black and white.
    Done Deal – To Bad – We’re already here AND DON’T PLAN ON GOING ELSEWHERE

    nor did they give the impression they would be forced to. The Military will

    basically trump the wilderness laws and up their flight activity a said 10%.
    Since 2008 we’ve seen it take a 10% or more leap in air activity already.

    The Military would not discuss the current chemtrailing.

    Their response to that was “we’re here to address the EW only”.

    They were not qualified to speak on anything but the EW presentation.

    They brushed that off their shoulders quite easily. So perhaps another day,

    with another dollar we’ll have to ask for PUBLIC transparency on the military activity

    that is currently spraying our skies and manipulating the natural environment

    in our atmosphere.
    The Military reasoning for moving here was, to save government costs and

    to bring military families closer together with their servicemen.
    (REALLY? I thought that was part of what a military family was geared to compensate for? 

    The possibility of a family serviceman or woman being called upon at any time

    to go preform their duties? That’s what they sign up for. Has the military become

    whiners now too under Obama-man? 

    Perhaps obama feels our military should be

    equal to the same room and board the foreign invaders are receiving with every illegals,

    father, brothers, sons, mothers, daughters cousins and their strings of children

    are now getting for busting over our borders. Closer family accommodations.

    to go through necessary approval processes including Nepa assessment. 

    The Navy had the Nepa EA permit processing guidelines approved only.

    No sound testing for using this technology just guidelines they must follow.

    Of coruse they said they would follow. But no proof can be presented, without production,

    Last but not least a question asked to the Navy: What are the health and safety

    concerns you have taken to protect the officers that will be operating inside of

    these emitter trucks at very close range and doesn’t this present a greater danger

    to them?

    The Navy stated under the their strict frequency guidelines and airspace,

    where these mobile emitters will be directing these waves (away from the truck),

    they foresee no problem or danger. Now here’s the “Tell all”.
    Also these won’t be Navy officers, they will be CIVILIANS who will be inside

    Only so much can be accomplished at an “informational” public meeting.

    From my observation this “informational” meeting proved only, that much

    more discussion needs to take place, more knowledge brought forward from all

    sides and many undocumented legal processes need to be thoroughly applied for

    and also studied before this plan should be allowed to move forward and be fully

    implemented. The comment period needs to be extended through next year I feel.

    BIG issues should not be allowed to offer the general public only a LITTLE time frame

    in order to bring all the necessary agencies and proper channels together to provide

    honest factual representation of this “proposed action. If you catch the scent of dead fish

    in the air you’ll know where it’s coming from.

    I personally see a Military coupe over U.S. Citizens coming in and taking the coast

    and half of Washington State with it. As Craig Hulet said (in so many words) he has never

    known the Military to stop in growth, once boots are on the ground.

    Move it on over the big bad dogs moving in. Remember,  the Military takes it’s orders

    I guess it’s not their job to know. They are our Armed Forces and take

    the orders from the (choke) commander in chief by way of DHS/DOD, when the commander

    No questions are supposed to be asked, they just serve.


    I love our Military and do genuinely thank them for their service and dedication. What would

    we have done in the past without them? I myself haven’t enough guts that come anywhere

    near the courage and dedication it takes to put their lives on the line everyday during

    training or actual combat missions. I appreciate what they do but I don’t feel this is the

    place to do it.

    Who can we trust anymore during a time when the American people seem to be under siege

    by their own U.S. President? to be turned over into hands of the United Nations warlord

    banking cartel?

    My instincts tell me to DUCK! cause we are under fire

    (Port Angeles) – More than a hundred people crammed the Port Angeles city council chambers last night, most protesting the Navy’s plans for electromagnetic warfare training over the west end of the Olympic Peninsula.

    The US Forest Service is considering a permit that would allow the Navy to place radio frequency emitters on mobile trucks in the Olympic National Forest. Forest Service and Navy officials held a public forum on the plan last night. But most of the those attending were strongly opposed, often interrupting the presenters. Every person asking questions was against the idea, echoing previous concerns about the effect of RF in the forest areas.

    The U.S. Pacific Fleet’s Northwest environmental program manager John Mosher says his agency’s environmental assessment for the permit shows it’s safe.

    But many of those asking questions disagreed and asked if current data was used in the study. Questions also covered the amount of noise expected by the increased training. Navy officials say the planes will fly at altitudes higher than 10-thousand feet and there will be no more than a 10 percent increase in activity. Some asked why the Navy doesn’t use an established training area. Navy officials say that would be costly and they area already doing training in this area.

    Many in the crowd grew upset when they learned the forum was not being recorded and the questions would not be used as part of the comments on the proposal. Instead, officials said questions and comments have to be submitted in writing through the formal comment process. The Forest Service is keeping that comment period open until November 28th.

    The Congressional Conference Report indicates that the Act preempts state and local regulation of the environmental effects of electromagnetic emissions when it has requirements beyond those of FCC rules.

    This preemption discourages states from doing their own research on the health effects of these emissions because they cannot rely on the results in formulating regulations. That result does a disservice to the public.

    THE FCC, IN PROMULGATING ITS RULES SETTING A SPECIFIC ABSORPTION RATE LIMIT FOR ELECTROMAGNETIC EMISSIONS AT FOUR WATTS PER KILOGRAM,

    Noted that  research in this area related to human health and safety is ongoing and that changes to recommended exposure limits are possible in the future.

    With that admitted uncertainty, it is unreasonable to limit what states and local governments may do to protect their residents. (Martin)

    This extremely undemocratic law is outright morally wrong ­ and moreover is not only a clear violation of the right of every American to protect themselves, but also a clear violation of laws meant to protect our precious animals: (1) the Migratory Bird Treaty Act, (2) the Bald and Golden Eagle Protection Act, and (3) the Endangered Species Act. Hence, on these grounds, it should be immediately and unconditionally rescinded. The evidence collected at this point that this technology is extremely harmful to both human and animal life on this planet is completely and utterly overwhelming ­ and this is in spite of the mobile-phone industry’s attempt to control the government and to manipulate both the science and the media. To protect life on this planet ­ regardless of any economic concerns ­ these towers must be taken down now!
