    THE AGENCY IS AWARE THE TRIBE WANTS THE LAND, BUT CAN’T JUST TURN IT OVER. “WE NEED TO HAVE A PUBLIC PROCESS,” SUESS SAID.

    FOR NOW, THE PARK SERVICE, WHICH ALREADY MANAGES 85 PERCENT OF THE ELWHA WATERSHED, IS MANAGING THE LANDS. PARK RANGERS ARE PROVIDING LAW ENFORCEMENT AND OFFERING INTERPRETIVE WALKS ON SOME OF THE PROJECT LANDS, EXCLUDING THE ARCHAEOLOGICAL SITES, WHICH ARE CONFIDENTIAL AND PROTECTED.

    SLOWLY EMERGING FROM WHAT USED TO BE UNDER LAKE ALDWELL AND ELWHA DAM ARE SOME 1,100 ACRES OF LAND WITH AN UNCERTAIN FUTURE.

    WHEN CONGRESS AUTHORIZED REMOVAL OF THE DAM SOUTHWEST OF PORT ANGELES IN 1992, THE SO-CALLED PROJECT LANDS WERE TO BE SET ASIDE EITHER FOR USE AS A STATE PARK, A NATIONAL PARK OR A NATIONAL WILDLIFE REFUGE, OR BE TRANSFERRED TO THE LOWER ELWHA KLALLAM TRIBE. SO FAR, THE TRIBE IS THE ONLY ELIGIBLE PARTY THAT HAS A PLAN AND A DESIRE FOR THE LAND.

    That desire became even more intense last month, with the discovery of the tribe’s creation site. Long passed on in oral tradition, the sacred site is where, by tribal teaching, the Creator bathed and blessed the Klallam people, and where tribal members for generations uncounted sought to learn their future.

    But the site was covered by the waters behind Elwha Dam, and had not been seen by anyone in the tribe since construction of the dam between 1910 and 1913. Many feared it had been destroyed by blasting during dam construction — and some came to doubt if it had ever existed at all.

    Frances Charles, chairwoman of the tribe, said she and other tribal members visited the site last month after receiving a call from National Park Service cultural-resources staff, who believed they had found the site.

    “A group of us walked to the site and actually stood on the rock known to us as the creation site,” Charles said this week. “It was eerie in some ways. We were walking on the soil that had been underwater for 100 years, and witnessing the old cedars. It was emotional, with joy and happiness. We sang a prayer song and an honor song, and had the opportunity to stand there and really praise our ancestors and the elders for telling the stories.”

    To see that those stories actually were true was overwhelming, Charles said.

    “To so many out there, it was a myth,” she said. “To be able to feel the spiritual tie to the land, and know, yes, this is real, the stories that you have heard, they are true. It is very, very powerful and very humbling.”

    The park service also reported this week finding a site in another location within a former reservoir that documents human use as far back as 8,000 years ago, establishing it as one of the oldest known archaeological sites on the Olympic Peninsula. The park service collected material for analysis and reburied the site.

    For the tribe, the recovery of its cultural sites is a deeper dimension of the Elwha restoration, affirming the truth of the tribe’s presence here for so long.

    “The land continues to show us, it speaks,” Charles said. “To be able to go down there and feel the power of the water and the land, and look at a landmark that has been covered for so many years, now being able to breathe.”

    But the tribe, if it comes to steward the lands, also would like to use some portions of the remaining property outside the archaeological sites and river corridor for housing or economic development, said Robert Elofson, director of river restoration for the tribe.

    In addition to protecting the tribe’s cultural resources, transfer of the property to the tribe would help the Lower Elwha Klallam realize a long unmet need for an adequate land base, Elofson said.

    When the United States purchased the core of what is now the tribe’s reservation in the late 1930s, the superintendent of the then-Office of Indian Affairs stated that six sections of land, almost 4,500 acres along the Elwha River, would be the appropriate size of the reservation for the tribe — which was far smaller then.

    But in the end, the government acquired only 300 acres for the tribe — and took another three decades to finally convey the land for the tribe’s reservation in 1968, in part because of opposition by sport fishermen.

    The tribe has continued to buy land ever since on its own, and today has about 1,000 acres along the Elwha River. But the reservation still is missing the lands that used to be under Elwha Dam and its reservoir.

    “We lost a lot of land,” said Adeline Smith, one of the oldest living members of the tribe. “There were campsites along the river, and at least two big settlements. The medicinal plants, the berries, the wildlife, they were all part of our life by the river.

    “It was ours and our way of life. I hope someday it will be again.”

    Two days after I hiked the sandy, rocky desolation that used to be Lake Mills, as many as 200,000 chinook salmon were killed in what has to be one of the biggest blunders in the history of the Washington State Department of Fish and Wildlife.

    The year-old salmon were released from the new $16 million Elwha Hatchery run by the state and Lower Elwha Klallam tribe on April 5. Most — if not all — were killed when they tried to swim downstream through the thick gray goop that is the lower Elwha River, created by the removal of two dams built illegally in 1910.

    Though they only had to negotiate 3.5 miles of the river before reaching clearer waters of the Strait of Juan de Fuca, the silt in the river began choking them almost the minute they swam from the crystalline hatchery water into the moving mire that is the Elwha. Hatchery officials reported seeing hundreds of dead smolts lining the riverbank, their gills clogged by the same silt that forced “temporary closure” of a $70 million Elwha River water treatment plant.

    In the Port Angeles Daily News, Mike Gross, Fish and Wildlife biologist, called the release of the salmon “a mistake.” Gross said he suspected the fish suffocated when silt prevented their gills from providing oxygen.

    I imagine it would be akin to trying to breathe volcanic ash for days without a mask, or running a marathon in a massive dust storm.

    Hatchery officials said they checked on the amount of silt in the Elwha on April 4, and determined it was acceptable to release the fish. They said the silt in the river increased overnight.

    I hiked about 3 miles downstream in the desolate bed of the former Lake Mills on April 3, and I don’t need a degree in biology to tell you that no fish could live in that water. The river looked no different when I left the Elwha Campground on April 4.

    For almost 15 miles, the Elwha River carves through a century’s worth of mud, sand and river cobble deposited behind the Elwha and Glines Canyon dams. Above Rica Canyon, at the entrance to the former Lake Mills, the river is the same old blue friend I’ve known for more than 50 years.

    But beginning at the old Lake Mills inlet, the river turns into gray slurry that is poison to any fish. I don’t imagine many wild animals drink from that deadly potion and live, either.

    Fisheries biologists have been releasing coho salmon into Indian Creek, which flows from the west into the Elwha; and Little River, which flows from the east. Both tributaries are about 7 miles upstream from the mouth of the river.

    They’ve reported some of the fish, along with a few chinook they released into Lake Mills before it became the desolation it is today, have survived the gantlet of poison. Now the state is planning to release nearly a million salmon from the hatchery in June.

    About the same time, work on removing the remainder of the Glines Canyon dam is expected to resume, which will surely cause more sediment to be swept downstream. Worse, concrete dust from the dam will be stirred into the mix, making it even more deadly.

    Let us hope the state and tribe can think of a way to get healthy salmon from the hatchery to the Strait before they kill a million more fish.

    WSDOT is Planning The New Elwha Bridge

    Replacing the  Elwha River Bridge is a “Federal” top down government issue.

    I emailed my Mar 9, 2017 comment to the elected that should be concerned?   And others that are genuinely concerned.

    WSDOT is working now on (option #7)  bridge design, environmental issues, land acquisition, permitting and programming. MAR 3, 2017.

    WSDOT is ONLY planning the “Transportation” future of Clallam County’s  lifeline of highway 101.

    I saw the new proposed option #7 bridge design on Mar 7, 2017, and I immediately saw the possibilities for CLALLAM COUNTY’S ECONOMIC  FUTURE LIFELINE OF TOURISM.

    The bad news  on Mar 7, 2017?  I was informed that  there has been NO planning, cooperation or coordination between WSDOT and Clallam County elected officials on the New Elwha Bridge. period

    Someone suggested that I go to a Commissioners meeting, and give them my two (2) minutes worth.

    This is not a bottom up government issue, this is a top down government issue.

    “Planning is bringing the future into the present so that you can do something about it now.”

    So as a concerned Clallam County citizen I posted this on my website.

    Indeed, Replacing the  Elwha River Bridge is a “Federal” top down government issue. I emailed my comment to the elected that should be concerned?   And others that are genuinely concerned

    WA State’s elected Federal Rep. Derek Kilmer and his new local rep.

    WA State elected Reps Steve Tharinger, Kevin Van DeWege, and Mike Chapman.

    Clallam County elected Commissioners, Mark Mosias, Bill Peach and Randy Johnson, and, elected DCD director Mary Ellen Winborn.

    I sent it to WSDOT as a public comment

    I sent it  ONP Brian Winters project manager for the Dam Removals. As an informed Clallam County citizen there is also the issue of Federal accountability, responsibility, restoration for the irreparable destruction of the bridge caused by the removal of the Elwha River Dams and the tribes manmade log jams upriver from the bridge.

    And the cost of replacing the Battered Elwha River Bridge is only $29.5 million dollars of tax payers money.

    A DAM TRAGEDY THE ELWHA RIVER BRIDGE

    The feds removed the Elwha River Dams. The Tribes got what they wanted for the fish, the Feds financed the removal of the Elwha River Dams with citizens taxpayer money. When the feds removed the dams, the citizens of Clallam County were the biggest losers. Citizens  lost their clean inexpensive hydro electric power producing dams, flood protection, and water storage for drought.

    The tribes were allowed by the feds to install huge manmade log jams for the fish on the Elwha River inside the Olympic National Park.

    During subsequent  flooding events, Nov 17, 2015, a devastating flood event occurred, the 300,000 public tourists and  private land Inholders  access road to Olympic National Park was lost, Gated by the ONP.

    During subsequent  flooding events the huge logs from the tribes manmade log jams became battering rams that destroyed public and Inholder campground recreational facilities. And, eventually battered and destroyed the Elwha River Bridge.

    Restitution from  the federal government to the citizens of Clallam County for the financial loss incurred by the removal of the Elwha River Dams, is long overdue.

     March 7, 2017  After looking at the WSDOT plans for the New Elwha Bridge and the  importance of Norm’s Resort property plus the WDFW boat launch property combined is nearly 50 acres of previously developed recreational land.

    The importance to the citizens of Clallam County, the economic necessity for tourism, Indeed, the possibilities and opportunity for a Clallam County rest stop, picnic area, a river walk on both sides of the Elwha River, that could provide another new Clallam County Recreational Park.

     The limited opportunities to get the rest area/river walk/picnic area/camping area idea in front of WSDOT in support of coordinated planning with the Clallam County Board of commissioners, prompted the posting on my website.

    The New Elwha Bridge and Norm’s Resort

    Who’s Norm?  What’s he got to do with it?

    IN 1979  Norm’s Resort on the Elwha River gave free public recreational access on ten or more acres of private land.

    Norm’s Resort  was at the intersection of the Highway 101 Elwha River Bridge and the defunct Olympic Hot Springs Road.

    As a  witness with living memory of what Norm’s Resort provided to our community

    Norm’s Resort provided “we the people”  and tourists with free public access,  a peaceful walk on the banks of the Elwha River under towering trees, fishing holes to fish in, a store, cabins, picnic area and rental boats.

    What a store it was… a very public establishment with very friendly people, food, snacks and then there was the fishing tackle.

    How do I know all this stuff about NORM’S RESORT?  because it was personal.

    In 1979, my two teenage sons and i spent an entire summer at our family Elwha River. “Inholders” recreational property inside the Olympic National Park,  accessed using the Olympic Hot Springs Road.

    The boys spent half of their time fly fishing, and the other half of their time walking 3 miles on the Olympic Hot Springs Road (one way) down to NORM’S RESORT to replenish their mosquito flies.

    The old guys met, drank coffee, socialized and even spent their time to teach my boys how to play “Ship Captain and Crew”

    NORM’S RESORT  was the go to Place. And it was very busy.

    Got tourists? Need fishing gear? Got milk? Need groceries?

    Indeed, in 1979 Clallam County had millions of tourist and our city and county flourished.

    Later in the early 1980’s, Norm’s Resort provided their  boats to the Clallam County  Law Enforcement Explorer Post.( LEEP’S)  for search and rescue.

    As a  witness with living memory of  what NORM’S RESORT PROVIDED TO OUR COMMUNITY

    A drunk driver missed the curve at the Elwha River bridge on highway 101.

    Directly in front of NORM’S RESORT, the truck flipped upside down as it plunged into the river

    A  young woman was thrown from the truck and missing in the Elwha River.

    The response was Clallam County search and rescue, the Sheriff’s Dept. dive team, Reserve’s and The Law Enforcement Explorer Post.( LEEP’S) and an advisor (Pearl Hewett).

    NORM volunteered his small rental row boats to The Law Enforcement Explorer Post.

    ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) so they could search for young woman.

    The Sheriff’s Dept. dive team gave up their search and left.

    With due diligence and perseverance the  ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) continued the search up and down the river in the NORM’S RESORT small rental row boats.

    That afternoon a 14 year old member of the LEEP and an advisor (Pearl Hewett) found  the body of the young woman, pinned underwater in a log jam, on an island in the middle of the Elwha River.

    (I could stop at this point)

    But, I won’t…. It was a traumatic incident for both the 14 year old and myself.

    Our boat came to rest in the log jam directly over her body, her lost wooden clog was above her,  an unbearable  view of her.  The 14 year old boy jumped up to get out of the boat, I made him sit down, he said he was going to be sick.

    The Elwha River was roaring so loudly it took us over a half an hour of yelling to attract the attention of someone one the east bank. (no cell phones back then)

    Using hand gestures we indicated that we had found her body.

    We sat in the boat and waited. while another teenage  LEEP ran up to Norm’s store and called the Sheriffs Dept.

    We sat in the boat and waited  until the Sheriff Dept Dive team arrived.

    We sat in the boat and watched as the Dive team tied off her body so it would not  be washed downstream.

    We sat in the boat and watched as she was pulled across the river and laid face down in a sheriff’s Dept. boat.

    Traumatic? face down? because rigor had her knees bent and set at a 90 degree angle ….and the purple socks she was wearing….

    THE PDN REPORTED on the incident

    WITH NO MENTION OF THE PART THE TEENAGE  LAW ENFORCEMENT EXPLORER POST.( LEEP’S) PLAYED in finding and recovering.

    Indeed, the destruction of NORM’S RESORT is personal.

    AND NOW 2017 ?  use the same worst case scenario?

    A drowning recovery on the Elwha River without Norm’s Resort and his small rental boats?

    The public overwhelmingly told DOT it should replace the bridge and put it on a new alignment. The cities of Forks and Port Angeles, Clallam County and the Port of Port Angeles also urged DOT to build on a new alignment.

    DOT is working now on bridge design, environmental issues, land acquisition, permitting and programming, Wynands said.

    ENGINEERS ARE LOOKING AT BUILDING A 36-FOOT-WIDE BRIDGE WITH 12-FOOT LANES FOR VEHICLES AND 6-FOOT PEDESTRIAN LANES, HE SAID.

    He said the hope is DOT will acquire funding during this legislative session. DOT has submitted its budget and requested about $29.5 million, he said.

    OLYMPIC NATIONAL PARK — The Elwha River flexed its new muscles during the most recent round of storms and severely damaged Olympic Hot Springs Road and effectively buried a campground in silt.

    When the water receded, Olympic National Park officials discovered the water had washed out a 60-foot-long section of Olympic Hot Springs Road, and much of Elwha Campground had nearly disappeared under more than a foot of silt and debris, Barb Maynes, spokeswoman for the park, had said over the weekend.

    “Other areas in the [Elwha] valley have seen damage — extensive damage,” Maynes said.

    Maynes said there is no established timeline yet for repairs or reopening damaged Elwha roads and campgrounds.

    On Dec. 20, 2016, WSDOT announced that Alternatives 1-4 had been removed from further consideration. Alternatives 5, 6 and 7 are continuing to be evaluated based on public input, funding availability, environmental considerations, the condition of the existing bridge and detour routes, real estate requirements, and other factors.

    OCT 20, 2016  PORT ANGELES, Wash. — Officials say the U.S. Highway 101 bridge over the Elwha River could need replacement or retrofitting

    NOW THAT TWO DAMS HAVE BEEN REMOVED.

    The Peninsula Daily News reports that THE NOW-WILD RIVER is eroding the riverbed under the bridge. When state Department of Transportation crews drilled bore samples earlier this month, they learned that the bridge’s two piers sit atop gravel — not bedrock, as they had hoped.

    The bridge was built in 1926, after the Glines Canyon and Elwha dams were constructed. With THE DAMS REMOVED AS PART OF A $325 MILLION NATIONAL PARK SERVICE PROJECT TO RESTORE THE ELWHA RIVER TO ITS WILD STATE, the state has placed boulders at the base of the piers to stem erosion. But that’s just a short term fix.

    The DOT says the bridge remains safe to drive on. EXPERTS ARE MONITORING it closely to detect any movement.

    Preventive measures
    The increased water flow resulting from two dams being removed from the river have caused much material to wash downstream. Since 2012, the riverbed at the bridge has lowered 14 feet.

    The lowered riverbed revealed the piers’ seals, promoting WSDOT to do borings to verify the depth of the foundations. The borings, done in October 2016, revealed that the foundations are on gravel, not bedrock. This finding was in contrast to what the original 1926 engineering plans showed. As a result, WSDOT immediately installed over 3,300 tons of riprap (large boulders) around both piers to help prevent further erosion. Additional monitoring using tilt meters, crack meters, water flow meters, surveys and visual observations are also taking place.

    The End Result
    WSDOT is exploring several options to keep traffic moving around the Olympic Peninsula. We believe that a reliable US 101 crossing over the Elwha River is vital to the well-being of the communities on the Olympic Peninsula. To that end, we have removed Alternatives 1, 2, and 3 (options that did not include a bridge) from further consideration because they do not meet that need. Additionally, we have removed Alternative 4 (retrofitting the existing bridge) as a long-term solution due to the 90-year-old age of the structure.

    We are still evaluating the three remaining options that include building a new bridge using three different approaches. We do not have a firm timeline for a decision, but are moving forward aggressively.
