    Two days after I hiked the sandy, rocky desolation that used to be Lake Mills, as many as 200,000 chinook salmon were killed in what has to be one of the biggest blunders in the history of the Washington State Department of Fish and Wildlife.

    The year-old salmon were released from the new $16 million Elwha Hatchery run by the state and Lower Elwha Klallam tribe on April 5. Most — if not all — were killed when they tried to swim downstream through the thick gray goop that is the lower Elwha River, created by the removal of two dams built illegally in 1910.

    Though they only had to negotiate 3.5 miles of the river before reaching clearer waters of the Strait of Juan de Fuca, the silt in the river began choking them almost the minute they swam from the crystalline hatchery water into the moving mire that is the Elwha. Hatchery officials reported seeing hundreds of dead smolts lining the riverbank, their gills clogged by the same silt that forced “temporary closure” of a $70 million Elwha River water treatment plant.

    In the Port Angeles Daily News, Mike Gross, Fish and Wildlife biologist, called the release of the salmon “a mistake.” Gross said he suspected the fish suffocated when silt prevented their gills from providing oxygen.

    I imagine it would be akin to trying to breathe volcanic ash for days without a mask, or running a marathon in a massive dust storm.

    Hatchery officials said they checked on the amount of silt in the Elwha on April 4, and determined it was acceptable to release the fish. They said the silt in the river increased overnight.

    I hiked about 3 miles downstream in the desolate bed of the former Lake Mills on April 3, and I don’t need a degree in biology to tell you that no fish could live in that water. The river looked no different when I left the Elwha Campground on April 4.

    For almost 15 miles, the Elwha River carves through a century’s worth of mud, sand and river cobble deposited behind the Elwha and Glines Canyon dams. Above Rica Canyon, at the entrance to the former Lake Mills, the river is the same old blue friend I’ve known for more than 50 years.

    But beginning at the old Lake Mills inlet, the river turns into gray slurry that is poison to any fish. I don’t imagine many wild animals drink from that deadly potion and live, either.

    Fisheries biologists have been releasing coho salmon into Indian Creek, which flows from the west into the Elwha; and Little River, which flows from the east. Both tributaries are about 7 miles upstream from the mouth of the river.

    They’ve reported some of the fish, along with a few chinook they released into Lake Mills before it became the desolation it is today, have survived the gantlet of poison. Now the state is planning to release nearly a million salmon from the hatchery in June.

    About the same time, work on removing the remainder of the Glines Canyon dam is expected to resume, which will surely cause more sediment to be swept downstream. Worse, concrete dust from the dam will be stirred into the mix, making it even more deadly.

    Let us hope the state and tribe can think of a way to get healthy salmon from the hatchery to the Strait before they kill a million more fish.

    WSDOT is Planning The New Elwha Bridge

    Replacing the  Elwha River Bridge is a “Federal” top down government issue.

    I emailed my Mar 9, 2017 comment to the elected that should be concerned?   And others that are genuinely concerned.

    WSDOT is working now on (option #7)  bridge design, environmental issues, land acquisition, permitting and programming. MAR 3, 2017.

    WSDOT is ONLY planning the “Transportation” future of Clallam County’s  lifeline of highway 101.

    I saw the new proposed option #7 bridge design on Mar 7, 2017, and I immediately saw the possibilities for CLALLAM COUNTY’S ECONOMIC  FUTURE LIFELINE OF TOURISM.

    The bad news  on Mar 7, 2017?  I was informed that  there has been NO planning, cooperation or coordination between WSDOT and Clallam County elected officials on the New Elwha Bridge. period

    Someone suggested that I go to a Commissioners meeting, and give them my two (2) minutes worth.

    This is not a bottom up government issue, this is a top down government issue.

    “Planning is bringing the future into the present so that you can do something about it now.”

    So as a concerned Clallam County citizen I posted this on my website.

    WA State elected Reps Steve Tharinger, Kevin Van DeWege, and Mike Chapman.

    Clallam County elected Commissioners, Mark Mosias, Bill Peach and Randy Johnson, and, elected DCD director Mary Ellen Winborn.

    I sent it to WSDOT as a public comment

    I sent it  ONP Brian Winters project manager for the Dam Removals. As an informed Clallam County citizen there is also the issue of Federal accountability, responsibility, restoration for the irreparable destruction of the bridge caused by the removal of the Elwha River Dams and the tribes manmade log jams upriver from the bridge.

    A DAM TRAGEDY THE ELWHA RIVER BRIDGE

    The feds removed the Elwha River Dams. The Tribes got what they wanted for the fish, the Feds financed the removal of the Elwha River Dams with citizens taxpayer money. When the feds removed the dams, the citizens of Clallam County were the biggest losers. Citizens  lost their clean inexpensive hydro electric power producing dams, flood protection, and water storage for drought.

    The tribes were allowed by the feds to install huge manmade log jams for the fish on the Elwha River inside the Olympic National Park.

    During subsequent  flooding events, Nov 17, 2015, a devastating flood event occurred, the 300,000 public tourists and  private land Inholders  access road to Olympic National Park was lost, Gated by the ONP.

    During subsequent  flooding events the huge logs from the tribes manmade log jams became battering rams that destroyed public and Inholder campground recreational facilities. And, eventually battered and destroyed the Elwha River Bridge.

    Restitution from  the federal government to the citizens of Clallam County for the financial loss incurred by the removal of the Elwha River Dams, is long overdue.

     March 7, 2017  After looking at the WSDOT plans for the New Elwha Bridge and the  importance of Norm’s Resort property plus the WDFW boat launch property combined is nearly 50 acres of previously developed recreational land.

    The importance to the citizens of Clallam County, the economic necessity for tourism, Indeed, the possibilities and opportunity for a Clallam County rest stop, picnic area, a river walk on both sides of the Elwha River, that could provide another new Clallam County Recreational Park.

    The New Elwha Bridge and Norm’s Resort

    Who’s Norm?  What’s he got to do with it?

    IN 1979  Norm’s Resort on the Elwha River gave free public recreational access on ten or more acres of private land.

    Norm’s Resort  was at the intersection of the Highway 101 Elwha River Bridge and the defunct Olympic Hot Springs Road.

    As a  witness with living memory of what Norm’s Resort provided to our community

    Norm’s Resort provided “we the people”  and tourists with free public access,  a peaceful walk on the banks of the Elwha River under towering trees, fishing holes to fish in, a store, cabins, picnic area and rental boats.

    What a store it was… a very public establishment with very friendly people, food, snacks and then there was the fishing tackle.

    How do I know all this stuff about NORM’S RESORT?  because it was personal.

    In 1979, my two teenage sons and i spent an entire summer at our family Elwha River. “Inholders” recreational property inside the Olympic National Park,  accessed using the Olympic Hot Springs Road.

    The boys spent half of their time fly fishing, and the other half of their time walking 3 miles on the Olympic Hot Springs Road (one way) down to NORM’S RESORT to replenish their mosquito flies.

    The old guys met, drank coffee, socialized and even spent their time to teach my boys how to play “Ship Captain and Crew”

    NORM’S RESORT  was the go to Place. And it was very busy.

    Got tourists? Need fishing gear? Got milk? Need groceries?

    Indeed, in 1979 Clallam County had millions of tourist and our city and county flourished.

    Later in the early 1980’s, Norm’s Resort provided their  boats to the Clallam County  Law Enforcement Explorer Post.( LEEP’S)  for search and rescue.

    As a  witness with living memory of  what NORM’S RESORT PROVIDED TO OUR COMMUNITY

    A drunk driver missed the curve at the Elwha River bridge on highway 101.

    Directly in front of NORM’S RESORT, the truck flipped upside down as it plunged into the river

    A  young woman was thrown from the truck and missing in the Elwha River.

    The response was Clallam County search and rescue, the Sheriff’s Dept. dive team, Reserve’s and The Law Enforcement Explorer Post.( LEEP’S) and an advisor (Pearl Hewett).

    NORM volunteered his small rental row boats to The Law Enforcement Explorer Post.

    ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) so they could search for young woman.

    The Sheriff’s Dept. dive team gave up their search and left.

    With due diligence and perseverance the  ( LEEP’S) SEARCH AND RESCUE TEENAGERS and an advisor (Pearl Hewett) continued the search up and down the river in the NORM’S RESORT small rental row boats.

    That afternoon a 14 year old member of the LEEP and an advisor (Pearl Hewett) found  the body of the young woman, pinned underwater in a log jam, on an island in the middle of the Elwha River.

    (I could stop at this point)

    But, I won’t…. It was a traumatic incident for both the 14 year old and myself.

    Our boat came to rest in the log jam directly over her body, her lost wooden clog was above her,  an unbearable  view of her.  The 14 year old boy jumped up to get out of the boat, I made him sit down, he said he was going to be sick.

    The Elwha River was roaring so loudly it took us over a half an hour of yelling to attract the attention of someone one the east bank. (no cell phones back then)

    Using hand gestures we indicated that we had found her body.

    We sat in the boat and waited. while another teenage  LEEP ran up to Norm’s store and called the Sheriffs Dept.

    We sat in the boat and waited  until the Sheriff Dept Dive team arrived.

    We sat in the boat and watched as the Dive team tied off her body so it would not  be washed downstream.

    We sat in the boat and watched as she was pulled across the river and laid face down in a sheriff’s Dept. boat.

    Traumatic? face down? because rigor had her knees bent and set at a 90 degree angle ….and the purple socks she was wearing….

    THE PDN REPORTED on the incident

    WITH NO MENTION OF THE PART THE TEENAGE  LAW ENFORCEMENT EXPLORER POST.( LEEP’S) PLAYED in finding and recovering.

    Indeed, the destruction of NORM’S RESORT is personal.

    AND NOW 2017 ?  use the same worst case scenario?

    A drowning recovery on the Elwha River without Norm’s Resort and his small rental boats?

    DOT is working now on bridge design, environmental issues, land acquisition, permitting and programming, Wynands said.

    ENGINEERS ARE LOOKING AT BUILDING A 36-FOOT-WIDE BRIDGE WITH 12-FOOT LANES FOR VEHICLES AND 6-FOOT PEDESTRIAN LANES, HE SAID.

    He said the hope is DOT will acquire funding during this legislative session. DOT has submitted its budget and requested about $29.5 million, he said.

    • CALIFORNIA IS AT CATASTROPHIC RISK FOR DEVASTATING FLOODS.California’s diverse geography contributes to the state’s significant flood risk. In many regions, peak flows — the largest volume of water flowing per second through a water system — occur in a very short time frame, which spells disaster.
    • Flooding is a statewide problem. Every California county has experienced a federally declared flood disaster in the past 20 years. Counties with relatively low risk for a major flood event would be impacted by the results of a catastrophic flood elsewhere in the state, when employment centers, transportation facilities, utilities and the economy are affected.
    • THE IMPACTS OF A MAJOR FLOOD WOULD BE DEVASTATING TO CALIFORNIA AND TO THE NATION.In addition to tragic loss of life, flooding in California can have a serious impact on its economy and environmental resources.     ACROSS THE US AND WORLDWIDE, FLOODING IS THE DEADLIEST AND MOST COSTLY NATURAL DISASTER.  The US National Flood Insurance Program (NFIP) is an imperfect framework for reducing flood losses, but currently the best we’ve got.  NFIP IS SCHEDULED FOR CONGRESSIONAL REAUTHORIZATION IN 2017, and this debate promises to be lively.  The Natural Hazards Research and Mitigation Group at UC Davis has been analyzing NFIP DATABASES, EXAMINING PATTERNS OVER THE HISTORY OF THE PROGRAM AND FOCUSING ON FLOOD LOSSES AND FLOOD INSURANCE, PARTICULARLY IN CALIFORNIA.

    Over the history of NFIP, California is one of a few states that has – through dry years and wet – received only a small fraction of payments from NFIP compared to the premiums it has paid in.  Since 1994, NFIP damage payouts in California have totaled just 14% of premiums collected (compared to 560% for the biggest recipient state, Mississippi).  For California, this imbalance exceeds $3 billion (2015 dollars) over 21 years, funds that could have been invested in risk-reduction, floodplain management, and reduced premiums.

    California has unparalleled expertise and a culture of progressive solutions for managing its flood risk; the state also has unique needs and intense pressures looking forward.  WITH THE US NFIP FACING AN UNCERTAIN FUTURE – >$20 BILLION IN DEBT, AND WITH A CHALLENGING CONGRESSIONAL REAUTHORIZATION DISCUSSION LOOMING IN 2017 – we recommend a careful look at California’s place in the NFIP.  In particular, CALIFORNIA SHOULD NOW EXPLORE A STATE FLOOD INSURANCE PROGRAM, WITH SAVINGS INVESTED IN LONG-TERM RISK REDUCTION.  Properly implemented, a state-based insurance program and proactive flood mitigation strategies could synergistically benefit the environment, agriculture, recreation, and water resources.  THIS APPROACH HAS MAJOR CHALLENGES, WITH IMPLICATIONS BOTH FOR CALIFORNIA AND NATIONWIDE THAT SHOULD BE EXPLORED.

    Risk Financing for Flood: Emerging Opportunities

    Flood is the largest contributor to catastrophic loss worldwide. Recent initiatives from Guy Carpenter and Marsh & McLennan Companies, both involving the peril of flood, demonstrate the diversity of approaches that can be brought to bear. In the United Kingdom, we are involved in a project where the insurance industry is working in concert with the government to adjust the industry’s approach to the peril of flood and maintain the private sector’s role as the source of insurance protection without a resultant increase in the public sector’s liability.

Typically these risk financing plans will also rely on retained profit, assessments and debt facilities in concert with the various forms of reinsurance to manage their exposures. The utilization of alternative risk financing capital through catastrophe bonds and/or collateralized reinsurance continues to grow with eight of 12 facilities that utilize traditional reinsurance also accessing risk transfer capacity through catastrophe bonds and/or collateralized reinsurance to help manage their loss exposures.     Washington, DC – Today, on World Water Day, Ranking Member of the Energy and Natural Resources Committee U.S. Senator Maria Cantwell (D-Wash.) released a white paper to advance the development of a 21st century national framework for addressing drought and water security in the United States.

    An unprecedented drought last year and 15 years of drought across the American West have demonstrated the need to rethink U.S. water management in the 21st century. Since 1980, droughts have cost the United States more than $200 billion. The drought last year caused widespread and serious impacts for communities, agriculture, industry and the environment. As drought is predicted to continue in the coming years and as communities throughout the United States face significant water-security challenges, it is a crucial time to evaluate and develop new strategies at the national level.  

    Sen. Cantwell’s paper lays out a national framework to address water challenges through the modernization of federal programs to support and finance sustainable, watershed-scale solutions; advance science and technology; and promote partnerships with communities. The purpose of the paper is to foster a public dialogue and to develop a comprehensive policy agenda to address national drought and water security needs, as called for by states, tribes, local governments, utilities, agricultural producers and conservation groups.

    Modernizing federal programs is critical to supporting a more water-secure future,” Sen. Cantwell said. “The Yakima water bill is a national model for watershed management. The federal government has a responsibility to act now to support these efforts.”

    The framework document reflects lessons learned from Washington’s Yakima River Basin, where an extraordinary collaboration has led to a watershed planning effort that has become a national model. Last year, Sen. Cantwell introduced the Yakima Basin bill (S. 1694) to authorize federal participation in this effort, which will help usher in a new era in water management. The bill will help to restore ecosystems and endangered species, conserve water and provide water security for families, fish and farmers for years to come. Last month, Deputy Secretary of the Department of the Interior Michael Connor called the Yakima process a model not only for working through water challenges, but any natural resource management challenge.

    The white paper released today builds on that approach and outlines five policy principles as a national framework for drought and water security:

    1. Supporting collaborative watershed-scale solutions that are locally-driven. Governance solutions should support and incentivize collaborative, locally driven, watershed solutions by modernizing, coordinating, and streamlining federal programs to make them more effective.

    2. Financing solutions through partnerships and streamlined federal funding. Innovative water financing solutions should utilize an integrated watershed funding approach that streamlines federal funding and increases opportunities for public-private partnerships.

    3. Using and advancing the best science, technology and tools. Science and technology solutions should focus on accelerating innovation and the advancement of tipping points in science, technology and tools to transform water management.

    4. Advancing sustainable water supply solutions for people and the environment. Water supply solutions should take an integrated, portfolio approach that balances the needs of both people and the environment, including: (1) increased use of water markets, efficiency, conservation, recycling, reuse and desalination; (2) improvements in existing infrastructure, operations and low-impact infrastructure (such as aquifer storage and recovery); and (3) nature-based solutions and restoration of ecosystems and fisheries.

    5. Partnering with Tribal Nations, Arctic and Island Communities. The federal government should partner with and support Tribal Nations, Arctic and Island communities as they face unique challenges in responding to and addressing long-term water security needs.

    Addressing long-term drought is also a priority for the Obama administration. Ahead of today’s White House Water Summit, the administration released a presidential memorandum to institutionalize the National Drought Resilience Partnership (NDRP), which seeks to reduce the vulnerability of communities to the impacts of drought.

    How does drought response relate to climate preparedness?

    • The President’s Climate Action Plan: In June 2013, President Obama released his Climate Action Plan to cut the carbon pollution that causes climate change and affects public health, including increased risk of drought wildfires.
    • Executive Order – Preparing the United States for the Impacts of Climate Change: On November 1, 2013, President Obama established a Task Force on Climate Preparedness and Resilience to advise the Administration on how the Federal Government can respond to the needs of communities nationwide that are dealing with the impacts of climate change, including drought and wildfires.

    • National Drought Forum Report: In December 2012, Federal agencies and states held the  ational Drought Forum (NDF) to focus on improving government coordination to support the planning and preparedness needed for enhancing resilience to ongoing or reoccurring drought.     By THE ASSOCIATED PRESS Nervous government weather- watchers are mobilizing for battle should a Pacific Northwest drought short-circuit electric power and whither crops this spring. Homeowners may be asked — or forced — to reduce their electrical use. During Christmas, Seattle City Light asked its 370,000 customers not to use outdoor decorative lighting. Further sacrifices may be around the corner if a serious drought occurs.
